Healthcare administrators need evidence on efficacy and costs of deploying individual tobacco control measures in order to justify their investment

The “expert consensus document on tobacco addiction treatment in Spain” supported by the Ministry of Health and Consumer Affairs of Spain published in 2009 pointed out that the final definition of a common minimum care strategy in the country should be based on criteria of cost-effectiveness

The European-study on Quantifying Utility of Investment in Protection from Tobacco (EQUIPT) ROI tool providesdecision makers with bespoke information about the potential economic and wider returns of investing in

tobacco control measures

A previous version of Tobacco Return on Investment (ROI) tool has been developed in England

and now, following transferability criteria, has been adapted to the needs of European decision-makers in

Germany, Hungary, The Netherlands and Spain

EQUIPT: resultados para España

(a) Current Investment Package (CIP) that included brief physician advice and printed self-helped material;

(b) Potential Investment Package 1 (PIP1) that included proactive phone calls;

(c) Potential Investment Package 2 that included:• Nicotine Replacement Therapy (mono and combo) (Rx NRT)

(PIP2a)

• varenicline (PIP2b)

• or bupropion (PIP2c).

About €61million is required to implement the CIP (brief physician advice and printed self-help materials) in the current year

All examined potential investment packages were cost-effective compared with the CIP, assuming a threshold value of 20,000-24,000€ per QALY in Spain

The most cost-effective potential investment package was PIP2a (NRT) as it was dominant over all other packages

• Provision of telephone support and pharmacological interventions, especially NRT, via the Spanish NHS have the potential to improve health outcomes for smokers and could save money

• Expansion of GP led brief advice to all regions in Spain is appears to be a cost-effective policy option available to decision makers in Spain

• Spanish stakeholders could assess the efficiency of preventive and/or cessation interventions through the EQUIPT model to evaluate the return of investment of potential national investment scenarios.
