PRESIDENT’S MESSAGE Spring is just around the corner. So say good bye to your snow shovels! As another winter ends, so does the two year terms of the current board. The 2014-16 ASPE Philadelphia will be elected / ap-pointed at our May meeting. ASPE is always on the lookout for volunteers to assist the society and local Chapters. No job too small! Someone told me that if

you need help, just ask. If you have an interest in sharing your engineering, organizational, social skills, there is probably a place here where you can pro-vide us a little assistance whole boosting your resume and enhancing your peer network. Please make us aware if you are interested in volunteering!!! Shoot me an e-mail or pick up the phone.

ASPE PHL is also looking for AYE’s who might be interested in attending the Chicago Expo. We are offering a tuition reimbursement for this event for an

AYE. If you are an AYE or know someone who would qualify, please take a look at the application require-ments that are detailed later in the newsletter.

We are ranked 6th in the ASPE nation with 192 members as of February. Thank you for keeping our Chapter ranked among the best!!! We are always looking to improve our membership base, but to do that we need to know what expectations our mem-bers have of the chapters. We are beginning to schedule the programs for 2014-15 and would defi-nitely benefit from your feedback. If you are an engi-neer who would like us to present on a specific sub-ject, please let us know. If you are an affiliate and would like to present or have one of your manufac-turers present on a subject matter (must be done in a non-proprietary way), please let us know. Remem-ber, this is YOUR organization and we can only im-prove it if we know what YOUR needs are!!!

LEGISLATIVE NEWS I recently read an article in one of the latest fire protection industry magazines on the issue of domestic water demand with respects to be-ing included with the buildings fire water demand when the water ser-vices are combined. As the article writer notes there is still a literal con-flict in the current NFPA 13 be-tween when a domestic service can be combined with the fire ser-vice, some questions as to what constitutes a domestic demand,

and when is a domestic demand substantial and therefore needs to be part of the hydraulic calcula-tions for the fire demand. According to the article writer most of these issues are being resolved in the 2016 Edition of NFPA 13.

What I have noted is that nowhere in the body of the standard text does NFPA 13 say that domestic and fire service can be combined (with an exception un-der Chapter 22 for special occupancies.) It seems only to imply it in the body of the text and in it’s An-nex A and B that a combined fire and domestic ser-vice is permitted (Annex B shows acceptable ar-rangements for a combined service.) NFPA 13 does

indicate that for a combined service less than 4 inches the domestic demand shall be included in the fire system demand hydraulic calculations. Annex A indicates that for a combined service of 4 inch in size that the domestic demand should be included in the fire demand if it is substantial.

Until the publication of the 2016 Edition of NFPA 13, here are my suggestions to the domestic and fire combined service and demand issues. Unless abso-lutely necessary or you are doing a residential design, specify nothing less than a 6 inch fire service(s) whether combined service or not. If a water de-mand/connection is taken off the fire service for any-thing other than the fire systems consider this a do-mestic demand with respects to analyzing the fire demand. Check with the local authorities (fire mar-shal, water company, etc.) and codes to make sure that a combine service can be used and how it should be arranged. And since it is likely that you will be doing the plumbing design you will know the do-mestic demand, and since you or someone will mostly likely be performing a preliminary hydraulic calculation for the fire demands, including the do-mestic demand to see how it affects the fire de-mand. As always, use your best engineering judg-ment.

So what have I learned in the first 90 days of 2014? First and fore-most despite the long stormy winter we all had plenty of work to go around. Most offices that I

went into on my daily travels had a nice back log of business, and plenty to keep everyone busy. I personally believe 2014 construc-

tion will be the best of the past 5 years.

The federal “Lead Free” law is now in full effect. Manufacturing has been challenged to keep up with demand for compliance to the law. I think over the course of the next 6 to 9 months we will see supply catch up and level off. Remember this has been a learning experience for all levels of the plumbing in-dustry. Make sure your specifications are up to date, and protect the interest of your client and the public.

Hello everyone:

Well not too much to report this month, I am still trying to get this winter over with so I went out and bought another Snow Blower in hopes of this forcing Mother Na-ture to show how stupid a move on my part. Ha Ha!! I picked up the blower on Sunday afternoon and as you know it snowed

through the night into early Monday.

Enough of this and on to something interesting, I am sure you all read Plumbing Engineer, On many occa-sions we all overlook the Industry news and in the February Industry News The Article on Consumer Product Safety Commission reports on a failure of Boiler air pressure switches this is a must read!

Often I read the magazine from front to back, High-lite all items that are important and then file in the

powder room for later reading the adds, sound famil-iar?

Several of the must read articles are by Timothy Al-linson and Ron George, when I finish there article and try to imagine how I would use this in a classroom dis-cussion with our Chapter Plumbing Classes, I strongly recommend that everyone cutout the article and file it under design guides, as many times I have referred to a particular topic and expanded my own knowl-edge for the next project.

Hopefully you follow through and do the same. Our Plumbing Class Committee will be working through the summer on the Fall classes, look for info to be on our website later this summer.

Now on to figuring out my taxes

SPEAKING OUT High Rise Stuff continued

Continuing with “high-rise” design, we have discussed expansion of typical piping materials. Pipe expansion can move walls, break out pipe sleeves in fire walls, and generally cause havoc to building partitions. In vertical conditions, the transfer of the weight of the pip-ing system from expansion puts weight on building parts that aren’t designed for the loads. Here are a few pipes to compare:

SPEAKING OUT As you can see cast iron, steel, and copper have the lower values for expansion, they’re also good with higher pressures and are widely used in high rise con-struction.

Next we need to consider pressure. If we use the normally accepted values for water pressure, we have to stay in a range between 40 psi and 80 psi. This pressure range gives us a maximum vertical difference of 40 psi X 2.31 ft/psi = 92.3 feet. Now we can divide the vertical building into what-ever number of vertical pressure zones required to reach the height of the building.

Usually we would start dividing the building vertically from the top down. This allows us to maximize the number of floors without using pressure reducing valves (PRV’s). Pressure reducing valves begin the next challenge. There are several we can choose from to maintain safe pressure ranges. The simplest type is spring loaded globe valve that reacts to the down-

stream pressure and opens when pressure falls then closes to maintain the pre-determined maximum pres-sure setting. If there is a significant variation in the flows, two valves may be necessary. A high flow valve and a low flow valve can solve the wide range of flows. If for example you have a toilet room with the poten-tial for 30 gpm flow rate and on the same branch there is a .5 gpm lavatory it will be very difficult for the large valve to maintain constant pressure.

Other pressure reducing valves use pilot lines to sense the down-stream pressure, adjust the valve position and open or close accordingly. More elaborate control valves, generally for high anticipated flows have pilot valves to help the main valve maintain the down-stream pressure. These valves come in many styles and con-figurations. It may be desirable to talk to the manu-facturer or their representative before making a se-lection. (Did I really say that?)
