(13) (13) (13)  ASME B30.20-2013 20-1.3 .4 Peri odic Inspec tion (See Also T able 20-1.3.3-1) Complete inspection of the lifter shall be performed at interva ls as defin ed in para. 20-1.3.1 (b)(3). Any defi- ciencies, such as listed below, shall be examined and det ermination mad e as to whe the r the y constit ute a hazar d. Thes e inspe ctions shall includ e the req uire men ts of par a. 20-1.3.3 and , in add itio n, items suc h as the following: (a)  loose bolts or fasteners (b)  crack ed or worn gears , pulley s, shea ves, spro cket s,  bearings, chains, and belts (c)  excessive we ar of fri ction pad s, linkag es,andother mechanical parts (d)  excessive wear at hoist hooking points and load support clevises or pins (e)  missing or illegible product safety labels required  by para. 20-1.2.1(d) 20-1.3 .5 Lifting Devices Not in Regular Use A lifter that has been idle for a period of 1 mo to 1 yr shall be inspected in accordance with para. 20-1.3.3  before being placed in service. A lifter that has been idle for a period of 1 yr or more shall be inspected in accordance with para. 20-1.3.4 before being returned to service. 20-1.3.6 Inspection Records Dated inspection reports shall be made on critical items such as those listed in para. 20-1.3.4. Records shoul d be availa ble for each periodic inspe ction and when the lifter is either altered or repaired. 20-1.3 .7 Repa irs Anyindic ations of damage dis closedby theinspe ctio n requirements of Section 20-1.3 shall be corrected according to the procedures outlined in para. 20-1.3.9  before operation of the lifter is resumed. Repairs of slings (ASME B30.9), hooks (ASME B30.10), rigging hardware (ASME B30.26), or other special devices shall comply with repair requirements in the applicable volumes or standards. 20-1.3.8 T esting 20-1.3.8.1 Operationa l T ests (a)  New and reinstalled lifting devices shall be tested  by a qualified person, or a designated person under the direction of a qualified person, prior to initial use to verify compliance with applicable provisions of this Volume, including, but not limited to, the following: (1) Mov ing Par ts.  Lifte rs wit h moving par ts shall be tested to determine that the lift er operates in accordance with manufacturer’s instructions. (2) Latch es.  Lif ter s wit h manual ly ope rat ed orauto- matic latches shall be tested to determine that the latch 16 operates in accor dance with manufacturer’s instructions. (b)  Altered or repaired lifters shall be tested by a qua lifi ed per son, or a des ign atedperso n und er thedire c- tion of a qualified person. This test may be limited to the provisions affected by the alteration or repair, as determined by a qualified person with guidance from the manufacturer . (c)  All indica tor lights, gage s, horn s, bells , alarms, pointe rs, and other warnin g devi ces shall be tested . (d)  Dated reports of all oper ational tests shall be filed. 20-1.3.8.2 Load T est (a)  Prior to initial use, all new, altered, or repaired lifting devices should be tested and inspected. If per- formed, tests shall be done under the direction of a qualified person and a written report be furnished by such a person, confirming the load rating of the lifter. The load rating should not be more than 80% of the max imu m loadsustainedduri ng thetest. T estloads sha ll not be morethan 125%of the rated load unless ot he rwise recommended by the manufacturer . T est reports should  be av ailable. (b)  Theload test, if mad e, sha ll con sist of thefollowing operations as a minimum requirement: (1)  Hoi st the tes t loa d a suf fic ien t dis tance to ensure the load is supported by the lifter, or apply the required load if the test is made using a testing machine. (2)  After the test load is released, visually inspect the lifter for deformation, cracks, or other defects. (c)  Tests of altered or repaired lifters may be limited to the provisions affected by the alteration or repair, as determined by a qualified person with guidance from the manufacturer . 20-1.3.9 Maintenanc e (a) Maintenance Program.  A maintenance program shall be established and be based on recommendations made by the lifter manufacturer. If a qualified person determines it is appropriate, the program should also include that individual’s additional recommendations  ba se d on a re vi ew of th e li ft er ap pl ic at io n an d operations. (b) Maintenance Proc edure (1)  Before adjustments and repairs are started on a lifter, the following precautions shall be taken: (a)  All sources of power shall be disconnected, locked out, and tagged “Out of Service.” (b)  A lifter removed from service for repair shall  be tagged “Out of Service.” (2)  Only qualified persons shall perform adjust- ments and tests when required. (3)  Replacement parts shall be at least equal to the original manufacturer’s specifications. (4)  After adjustments and repairs have been made, the lifter shall not be returned to service until it has  been inspected according to para. 20-1.3.4. 20-1.3.4 Periodic Inspection (See AlsoTable 20-1.3.3-1)

Complete inspection of the lifter shall be performedat intervals as defined in para. 20-1.3.1(b)(3). 20-1.3.5 Lifting Devices Not in Regular Use

operates in accordance with manufacturer’sinstructions.

(b)   Altered or repaired lifters shall be tested by aqualified person, or a designatedperson under thedirec-tion of a qualified person. This test may be limited tothe provisions affected by the alteration or repair, asdetermined by a qualified person with guidance fromthe manufacturer.

(c)   All indicator lights, gages, horns, bells, alarms,pointers, and other warning devices shall be tested.
