IS-BAO BASICS

•  Product by IBAC – International Business Aviation Council

•  Compliance is voluntary

•  Gained recognition by customers and CAA of nation states

•  HAI developed the IS-BAO helicopter specific standards

•  Auditor must be Helicopter accredited by IBAC

COMMON MISUNDERSTANDINGS

•  Not just for flying internationally

•  Don’t overthink a standard

•  It is scalable to size and complexity of the operator

•  No need to reformat your manual

•  Your company HQ may have OSHA, EPA, ERP

•  AMC may not be the best for your operation

•  Protocol (checklist) paraphrases the Standards

•  On the protocol write down a manual reference cite

•  Try to write down almost all procedures

•  Doing IS-BAO recommendations are nice, but not required

COMMON SMS FAULTS

•  Actually do what you said you would do

•  Safety policy in word, but not deed

•  Don’t need to have an online reporting process

•  You choose what SMS tools to use (SRP, FRAT)

•  Non-reprisal policy

•  Describe Safety Committee, if you have one

•  Get participation throughout your organization

•  Actually train all employees on your SMS

•  Document Safety Communications process

•  Have a process to keep manuals up-to-date

SMS DOCUMENTATION FAULTS

•  Hazard (Safety) Reports

•  Analysis •  Recommendation implementation

•  Tracking for effectiveness

•  Manual Exceptions require risk analysis

•  Safety meeting minutes

•  Safety performance measures (use KPI)

•  Change management risk analysis

•  SMS training recorded

•  Proof of compliance monitoring (use a checklist)

CHAPTER 4 : ORGANIZATION & PERSONNEL

•  PIC responsibilities - 4.2.3 (a-r)

•  Crew illness •  Communicable disease

•  Unlawful interference

•  Designate a PIC

CHAPTER 5 : TRAINING, PROFICIENCY, & RECORDS

•  Training curriculum reference

•  Pilots train annually in each type aircraft

•  Check rides are not training

•  Mechanics get aircraft training (every 2 yrs recommended)

•  If training not documented = it didn’t happen

•  Digital records are OK

•  Helicopter underwater escape training recommended

CHAPTER 6 : SOP & FLIGHT OPERATION STANDARDS

•  2-Pilot crews, SOP for each type of aircraft

•  VFR weather mins per FAR are OK

•  Most have higher mission specific standards

•  ICAO IFR weather mins, but FAR still OK

•  Refueling with passengers, not prohibited

•  2-way comm with refueler

•  Hot refueling discouraged, but not prohibited

•  Pilot must be at the controls with rotors turning

•  Passenger safety briefing card

•  Aircraft checklist dates

CHAPTER 6 : SOP & FLIGHT OPERATION STANDARDS

•  Fatigue risk management

•  Flight and duty time limit required •  Limit is up to you

•  Fatigue management guidelines

•  Deviations require risk analysis

•  RVSM height monitoring

CHAPTER 8: AIRCRAFT EQUIPMENT

•  Aircraft can be equipped as per your local CAA

•  iPads for charts are OK (if CAA approved), as backup too

•  Aircraft registration expiration date

•  Radio station license

•  OEM noise certificate

•  Over water takeoff or landing requires life jackets

•  ELT 406 MHz & 121.5 MHz

•  FDR

•  MEL, if available

•  Helicopter ops off-shore or 25+ nm from land

•  Helicopter floatation •  Life jacket (must be worn), life raft with survival equipment •  One ELT in raft or on life jacket

CHAPTER 9 : MAINTENANCE

•  Approved maintenance program

•  Tool control program

CHAPTER 10 : THE MANUAL ITSELF

•  Revision process

•  Keep up with the annual IS-BAO Standards changes

•  Manual exception (if you allow) require risk analysis

CHAPTER 11 : EMERGENCY RESPONSE PLAN

•  Plan should include how to return to normal operations

•  Non-flight situations

•  Notification of next-of-kin

•  Collect next-of-kin contact information

•  Who is going to make notification

•  Training

•  Practice drill now required

CHAPTER 12 : ENVIRONMENTAL

CHAPTER 13 : OCCUPATIONAL HEALTH & SAFETY

IS-BAO PREPARATION

•  Encourage you to take IS-BAO course or NBAA Ops Manual Workshop

•  Start with protocol and do Gap Analysis

•  Develop or embellish the areas identified in Gap Analysis

•  Call IBAC or auditor with any questions

•  Auditor can help but cannot audit their own work product

•  Using protocol, complete another Gap Analysis

•  Consider using auditor to assist in Gap Analysis

AUDIT MISSTEPS

•  Have protocol completed with cites

•  Recommend a gap analysis review

•  Have personnel available during onsite visit

•  Know your own manual

•  Know your online SMS tools

•  The “perfect” audit is rare
