I. Hot Topics

1.1 Message from AP Director, Zhisheng Niu

Time really flies. My term as the AP Director (2008-09) is left for another one month only. During the past two years, our region has been growing continuously and got many achievements. Specifically, our membership has increased from 9,112 (Dec. 2007) to 9,330 (Dec. 2008) and continues increasing in 2009. The number of local chapters has also grown from 32 to 36 with the new chapters in Xi’an and Hanoi (2008) as well as in Shenzhen and Gujarat (2009). Two new sister societies has also been added and, in order to strengthen the tie between chapters and sister societies, we organized the first Joint Asia Pacific Regional Chapter Chair Congress & Sister Society Summit (AP-RCCC/SSS’08) in Tokyo on Oct.13-14, 2008, in conjunction with APCC2008, in which 24 chapter chairs and 6 sister society representatives were attended. It is also commemorable that our Beijing chapter has successfully organized the 2008 IEEE International Conference on Communications (ICC2008) in Beijing on May 19-23, 2008, which was definitely a historical event in the ICC/Globecom history with the recorded numbers of paper submissions and conference participations. This has tremendously helped our region to recruit much more new members, especially from China. Due to this great contribution and well-recognized conference organization, Beijing chapter has got the 2008 Chapter Achievement Award from many competitive local chapters and, even more commemorably, it also won the Chapter-of-the-Year 2008! This is definitely not a small achievement, especially considering the fact that the Chapter-of-the-Year 2007 was also from our region (Calcutta chapter). Please join with me to give Beijing chapter applause for such a big achievement. Distinguished Lecture Tour (DLT) is an efficient platform for the membership development and membership services. In the year of 2009, 7 DLTs have been sponsored, which covers Singapore, Indonesia, Malaysia, Thailand, Macau, Tokyo, Tainan, Australia, New Zealand, Shanghai, Beijing, and India. As a technical community, ComSoc should also maintain the highest standard professionalism and technical competency, in particular for young researchers. For this purpose, we have awarded one Best Young Researcher and 5 Outstanding Young Researchers in 2009 who have been very active in ComSoc publication and conference activities. By taking this opportunity, I would like to extend my warm congratulations again to the awardees and sincere appreciations to all the review committee members. Looking forward, an even perspective future is waiting for us. In 2010, INFOCOM and WCNC will be held in Shanghai and Sydney, respectively, and in 2011ICC will come back to our region (Kyoto) too. Please continue your strong supports to the newly selected director and his/her team to provide even better service to our local members. Last but not the least, I would like to express my sincere thanks again to all the APB volunteers (officers and chapter chairs) and our Singapore office who have made the above-mentioned achievements happen. I enjoyed working with you very much and will do my best for a prosperous future of AP region even after my term.

1.2 IEEE ComSoc Beijing Chapter Newsletter, Oct. 07, 2009

We have organized three IEEE Distinguished Lectures and a summer school for the IEEE ComSoc members of Beijing Chapter since March 2009. Various advanced and timely topics in wireless communications are covered, such as Cross-Layer Optimization, Energy Efficient design, Dirty-paper coding, Network MIMO in cellular systems, Cognitive Radio and Wireless Sensor Networks. The chapter activities attracted many attendees from research institutes, industry and universities. In this month, we will organize a short course about cooperative communication. The details are described as follows. In March 18, 2009, we invited Prof. Geoffrey Li from Georgia Institute of Technology, USA, to give a DLT with title “Cross-Layer Optimization for Spectrum and Energy Efficient Wireless Networks”. In the talk, the decentralized cross-layer optimization of multi-channel random access by exploiting local channel state and traffic information were discussed. The energy efficient design of wireless networks and the trade-off between and spectrum and energy efficiency were also addressed. In May 19, 2009, we invited Prof. Andreas F. Molisch from University of Southern California, USA, to give a DLT with title “Distributed MIMO Systems and Base Station Cooperation”. Multiple-input - multiple-output (MIMO) systems are the method of choice for increasing spectral efficiency for fourth-generation wireless communications systems such as 3GPP-LTE, WiMax, and high-throughput WiFi (IEEE 802.11n). It has been shown that for a single link, the capacity increases linearly with the number of antenna elements at transmitter and receiver. However, in a cellular setting, the benefits are much smaller, since the interference from neighboring cells tends to limit the capacity. Base station cooperation, where multi-antenna base stations cooperate for communications with users in multiple cells, has the potential to eliminate this bottleneck and recover the full potential of MIMO communications also in a cellular setting. This talk first outlined the fundamental principles of MIMO base station cooperation, where the cooperating BSs can be considered a distributed large MIMO system; it discusses the signal processing in uplink and downlink for this case. Then present some of recent research on three practically important aspects of BS cooperation: (i) the inherent asynchronity of multi-user interference in the downlink, (ii) the design of training signals for coherent reception, and (iii) propagation channel measurements for multiple BSs. In June 12, 2009, we invited Prof. Zixiang Xiong from Texas A&M University, USA to give a talk with title “Dirty-paper coding: What it is all about? ”. Driven by its wide applications, dirty-paper coding has recently become a very active research area. In this talk, Prof. Xiong explained what dirty-paper coding is all about: from the capacity results obtained by Gelfand and Pinsker and by Costa to information-theoretic guidelines for practical code designs to applications. In the talk, two latest code designs were highlighted, followed by application examples in image data-hiding, MIMO broadcast, precoding for interference cancellation, and transmitter cooperation in wireless networks. During July 20-July 25, we organized a six-days’ summary school for IEEE student members and other interested members. The topics that covered include channel capacity in wireless communications, MIMO systems: Capacity, linear transmitter preprocessing based on limited feedback, SC-FDMA, signal detection in wireless sensor networks (WSNs) and cognitive radios. The short courses were given by Prof. Lieliang Yang from University of Southampton, UK. In Oct. 22, 2009, we will invite Dr. Mischa Dohler from CTTC, Barcelona, to give a Crash-Course on Cooperative Wireless Networks. This course will be an in-depth technical treatment of latest results having emerged in 2008 and 2009 on cooperative wireless systems. The focus will be on latest results in application scenarios, definitions and taxonomies, realizable hardware and associated costs, transparent, regenerative

and distributed channel modeling and cooperative PHY algorithms. The aim of this course is hence to expose the audience to the cutting-edge challenges related to the analysis, design and deployment of such cooperative wireless communication networks.

This DLT covered Hong Kong, Shanghai, Nanjing and Xian in China. The topic of “Concepts, Applications and Design of High Altitude Platforms Radio Relays” was presented to the following location:

Due to the H1N1 epidemic, the university was closed and the lecture venue was changed to the Xidian Hotel. Nevertheless, the lecture was successfully held and has met the Chapter’s expectation.

Summary of Jacob Gavan’s Report In conclusion, the IEEE Communication DLT to China was very satisfying. The DLT was in most locations a good promotion for the IEEE in general and especially for the Communications Society. In Beijing, I gave a successful lecture on the topic “Radio Communication radiation effects” to the staff of the University of Posts & Telecommunications. This was not included in the scope of our DLT. In Hong Kong, I gave a successful lecture on HAPS at the University of Hong Kong on HAPS, to an audience very interested in the subject. In Shanghai, the number of participants to the HAPS lecture was relatively small and oriented in the field of signal processing, but the audience seemed very satisfied with the lecture. In Nanjing, I gave two lectures on HAPS and on the topic “Radio communication radiation effects” to a big audience in two different campus very interested in the subjects. The same day two other IEEE DL lectures were given and the number of participants in my lectures were significantly higher. In Xian, I gave two lectures both on HAPS. The first one was included in the scope of the DLT. It had few participants, but we had a very high technical level of discussion (Small audience but great quality). The second lecture was given to the participants of the CEEM 2009 conference,. It was not included in the scope of our DLT. The attendance was high even though it was a significantly shorter lecture. Many thanks to the dedicated work and the excellent assistance I received from Ewell Tan staff in Singapore, and all the local IEEE COMSOC Chapter chairmen and their staff and students in China.

Venue: Universiti Putra Malaysia (UPM), Kuala Lumpur, Malaysia. Summary of Stefano Bregni ’s Report I took advantage of a trip to KL, which I had for other reasons and which was not funded by ComSoc, to visit Universiti Putra Malaysia (UPM) and to give a DL lecture there, kindly invited by Mohd Fadlee A Rasid and Borhanudin Mohd Ali of UPM and Hafizal Mohamad, Malaysia Chapter Chair. Another purpose of my visit at UPM was to promote the ComSoc's Membership Development Program, explaining the advantages of being ComSoc member and the various ComSoc services, and to discuss with Mohamad Hafizal and Borhanudin Mohd Ali about the feasibility to organize a future ICC/GLOBECOM in KL. That was not my first time in KL. It is an interesting city, which features a mix of impressive modern infrastructures (above all the KLCC Petronas twin towers, 452m), huge shopping centers, commercial and business centers and more traditional and popular areas. The day after my arrival to KL, on Sunday, I was invited out for dinner by Mohamad Hafizal and Borhanudin Mohd Ali, in an excellent Indonesian restaurant at KLCC. Datuk Hod Parman, Chairman of TS Global Network, was also present. We discussed the challenge of organizing a future ICC/GLOBECOM in KL. I outlined the main requirements of such an event and I encouraged them to contact local telecom companies and governmental agencies for support. We concluded to discuss this further in the next months, and possibly to prepare a proposal for GIMS evaluation. I gave my DLT lecture in the Department of Computer and Communication Systems Engineering in the morning of Friday 24 July. The title of my lecture was "Synchronization in Next-Generation Networks". The audience consisted of students and some professors. All were very interested and appreciated the talk very much. Several questions were also asked. Before the technical lecture, I also presented the various activities and services of ComSoc, using the official ComSoc presentation kindly provided me by John Pape, aiming at promoting the advantages of being ComSoc member since when one is student. ___________________________________________________________________________________________ This year we have 7 approved DLTs in Asia Pacific Region. 4 DLTs had successfully held and the other 3 DLTs are scheduled by the end of this year. The interest from the chapters and lecturers for doing a DLT in Asia Pacific are very encouraging this year. It showed enthusiasm of the dedicated lecturers and the hosting chapters to participate in the distinguished lecturers program in Asia Pacific. This year, Dr. Stefano Bregni was invited by the Universiti Putra Malaysia to give a technical talk to their local members and students. This seminar was in collaboration with the Malaysia ComSoc Chapter and was not funded by the AP ComSoc DLT program. The result of this seminar was very impressive as it not only helped the local members to expand their technical knowledge, but also helped in promoting IEEE ComSoc to the local members.

As a conclusion, we would like to express our gratitude to the dedicated lecturers for sharing their knowledge. Their valuable experiences can be beneficial to the local participants. Also, we would like to extend a big thank you to the hosting chapters for extending their hospitality to the lecturers. We hope to have more ComSoc distinguished lecturers program in Asia Pacific for the coming years.This will definitely benefit the local members as well as promote the IEEE awareness in different countries.

2.1 Technical Affair Committee

Call for Application of the 5th Asia Pacific Young Researcher Award

“IEEE ComSoc Asia-Pacific Young Researcher Award” is sponsored by IEEE Asia Pacific Board (APB). This award honors researchers who have been very active in IEEE ComSoc publication and conference activities over the last 3 years.

• The upper age limit is 35.

• Applicants must be members in the Asia Pacific region.

• The “IEEE ComSoc Asia-Pacific Young Researcher Award” will be given to the best candidate.

• The candidates not selected are eligible for the award of “Outstanding young researcher(s)” which can be issued at the same time.

Award Prize

• The recipient of “IEEE ComSoc Asia-Pacific Young Researcher Award” will receive a certificate.

• Each outstanding young researcher will receive a certificate.

Selection Process APB shall establish a selection committee, which will determine the award recipient(s) from among the eligible applicants. The committee will then determine the outstanding young researcher(s) from the remaining applicants. Each applicant must be sent the application form to IEEE ComSoc APB TAC chair before the deadline.

Application form should include the followings

• Applicant’s biography

• A list of publication and conference activities over the last 3 years.

• Description of main topics/thesis of the applicant over the last 3 years. (A4 1 page)

• The cover page should contain the applicant's name, affiliation, address, telephone, fax number and e-mail address.

Application submission due

• Feb. 28, 2010 : Application submission due

• May 1, 2010 : Announcement of awardees

• June, 2010 : Award ceremony in ICC 2010

Global Communications Newsletter

• GCN appears monthly within IEEE Communications Magazine.

It provides an excellent opportunity to present news and events related to communications around the world, as well as activities carried out by IEEE Communications Society chapters in greater detail. In general, articles that will be published on the Global Communications Newsletter will not be technical papers, neither even technical surveys. Rather, they will be short articles informing the community of the IEEE Communications Society about various activities that are carried out or organized in the four corners of the world by the many volunteers that are the true engine of IEEE Communications Society. Also major news from telecommunications regional industry, operators and academia may be of great interest to our global community. The relevance, timeliness and interest of reports published on our Newsletter will depend on your cooperation. The willingness of everyone to contribute with timely and informative reports will be essential to ensure the success of our Newsletter. We look forward to receiving your submissions.

2.3 Chapters Coordination Committee

The Chapters Coordination Committee for 2008-2009 consists of three officers, appointed by the APB Director:

Chair: Abbas Jamalipour, University of Sydney Vice Chairs: Tee-Hiang Cheng (Nanyang Technological University), Kwang Bok Lee (Seoul National University), and Ashok Jagatia (Acevin Solutions)

The aim of the Chapters Coordination Committee is:

• To plan and coordinate the Regional Chapters Chair Congress (AP-RCCC) once a year if possible

• To collaborate with the AP Office in running the DLT program

• To support the AP Office in organizing Executives’ visit to Chapters There are around 36 Communications Society’s Chapters in the Asia-Pacific region, as listed below, and the officers of the CCC are located accordingly surrounding the region in order to efficiently be able to coordinate chapters activities.

Proposals for New Chapter Creation – If you feel that your area can host a new ComSoc chapter please inform us so we can help you with the proposal for creation a new chapter. This year we have received a request from Sri Lanka for creation of a new ComSoc chapter there. AP-RCCC – In 2009 we did not have any Regional Chapters Chair Congress due to the Society budget limits and also the fact that we organized a successful RCCC in October 2008, for the first time co-located with the Sister Societies Summit (SSS) 2008, in Akihabara, Tokyo, Japan. The location was chosen to be at the same location as APCC 2008 conference, which enabled many chapter chairs to attend the conference too. Chapter Questionnaires – Chapter Questionnaires were circulated among all Chapter chairs in the AP region in the beginning of this year. This questionnaire describes each chapter’s proposed activities/programs, funding requirements, and providing names of your key leaders. This information will help us determine your needs and ways to help you in your initiatives and increase ComSoc membership. Increasing and retaining membership is a Society goal. To the deadline of 30 July 2009, we have received the response from most of chapters and they have been passed to the ComSoc. Subsequently, new funding has been allocated to those chapters in accordance to the Society funding model. Unfortunately some of chapter chairs failed to submit the questionnaire in time and therefore their chapter was missed out from funding. Distinguished Lecturer Tours – In 2009, we have organized a total of seven Distinguished Lecturer Tours (DLT) to cover various geographical areas such as India, Australia/New Zealand, East Asia and ASEAN. The number of proposals for DLT in AP region is far above other ComSoc regions, which could be an indicator of the high level of activity in the region and also importance of the region to Distinguished Lecturer. Complete information about these DLTs is included in other parts of this newsletter. In summary, below shows the list: 1. Koichi Asatani – 16-26 November 2009 Hosting Chapters: New Zealand North & South, Queensland, Victorian 6. Gabe Jakobson – 19-29 November 2009 Hosting Chapters: Tainan, Macau, Tokyo

Tony Ephremides – 13 - 22 December 2009 Hosting Chapters: Australia Capital Territory, South Australia, Queensland, New Zealand North & South The DLT program is supported by the Communications Society and local Chapters. It requires the support from at least 3 chapters (or three separate locations within reasonable geographical proximity to each other) in the region to start the process of approval. We usually can manage around five DLT in each calendar year. If you have any request for a DLT program in your area, please contact the CCC chair or the AP Office for coordination. At the moment, we have three proposals for 2010 under review and discussion for approval. A Final Note: All AP ComSoc Chapters are encouraged to inform us of their chapter activities to be placed on the APB website. Your experience and ideas can then be shared among various ComSoc Chapters. APB announcements will be sent to AP ComSoc members through the AP Office too.
