1. INTRODUCTION

The Asia Pacific Green Building Leadership Program (APGBLP) was organized by the World Green

Building Council (WGBC) and the Green Building Council Australia (GBCA) to develop leadership and

build partnerships and linkages with Green Building Councils in the Asia Pacific Region.

The Philippine Green Building Council’s (PHILGBC) participation was made possible through the

Australian Leadership Awards - Fellowships (ALAF), a component of a regional program of the

Australian Agency for International Development (AUSAID).

The APGBLP was hosted by GBCA at the

Melbourne Business School (MBS), Mt.

Eliza Campus, Melbourne from September

21 to 24, 2009; MBS Carlton Campus,

Melbourne from September 24 to 29 and at

the Grand Chancellor Hotel in Brisbane

from September 29 to October 2, 2009.

Joining the program were representatives

of Green Building Councils from

Australia, China, Indonesia, India,

Vietnam, Singapore, South Korea,

Malaysia, United States, Japan, New

Zealand, and the Philippines.

The Australian Leadership Award Fellows representing the Philippines were Christopher de la Cruz, Ma.

Anna Tungol and Rowena Ramos. Leovigildo Ferrer also joined the program with funding support from

GHD International.

The APGBLP focused on the following key areas critical to the development of GBCs in the region:

� Market transformation strategies,

� Green Building Council organisational development,

� Government engagement strategies,

� Rating tool development,

� Business case for green building,

A surprise didgeridoo performance was

held during the welcome dinner.

Mr. Qingqin Wang, Deputy Secretary General,

China Green Building Council.

� Strategies for education and training delivery,

� International collaboration strategies.

Other participating organizations and government agencies joining the program are representatives from

Building Construction Authority Singapore, University of Sydney, Queensland Government, RMIT

University, and the Queensland Water Commission.

2. Day 0 - SEPTEMBER 20

APGBLP participants were invited by the GBCA to a welcome

dinner held at the Melbourne Business School in Mt. Eliza. Mr.

Lindsay Bevege gave the program overview, its goals and

aspirations. The participants were given an opportunity to introduce

themselves and the councils they represent. It was an opportunity

for the participants to network and learn about some of the key

developments in the area of green building happening in the region.

3. Day 1 – SEPTEMBER 21

THE IMPERATIVES OF GREEN BUILDING IN THE

ASIA-PACIFIC

Romilly Madew, Chief Executive Officer of the GBCA personally

welcomed and acknowledged the national GBCs represented in the

program. Ms. Madew shared the mission and vision of GBCA, their

role in development, the drivers for GBCA growth and outlined the

importance of continuos interaction with the WGBC and the sharing

of information of GBCs in the Asia Pacific Region.

Kazuo Iwamura, representative of the Japan Green Building Council discussed the challenges,

opportunities and trends in the Asia Pacific. Mr. Iwamura highlighted key market transformation drivers

and shared rating tool development ideas from CASBEE. He also shared some of the key experiences of

the GBC in Japan and the draft proposal of a building consortium in Japan entitled Vision 2050:

Architectural Measures to Counteract Global Warming – Towards Carbon-Neutralization of Buildings.

Sabrina Morelli of the USGBC shared the experiences of the first green building council in managing its

rapid growth via pictures of the USGBC activities. Ms. Morelli joined the program to observe the

proceedings to be used as a model for use in the development of a green building leadership program for

the Americas.

DEVELOPMENT OF GBCS IN THE REGION

During this session national GBCs were invited to share

development efforts, challenges and opportunities facing the

green building movement in the region. Green Building

Rating Tool development was the focus of the presentation of

most national GBCs. Key developments in the green

financing and government incentives were also discussed.

ORGANIZATION DEVELOPMENT AND BUSINESS PLANNING SESSION

Romilly Madew, CEO, GBCA presented the

development of the GBCA and how its growth was

managed since it was founded in 2002. Ms. Madew

shared that the GBCA focused on the identification of

opportunities to maximise the growth potential of their

council. She further discussed the principles for

organizational development observed by the

organization and how the sharing of information

between the USGBC and GBCA accelerated the

Council’s growth. Richard Sebo, Member, Foundation

Board, shared the history of the GBCA.

Lindsay Bevege, delivered a presentation entitled - “Creating a Business Model for GBCs”. This

presentation focused on the imperatives underpinning a potential business model that GBCs may select.

As most GBCs present were still in the early stages of development, principles of business planning were

delivered to assist the national GBCs in funding and running their respective councils. Techniques on

how to develop and communicate the value of the GBC to its members and other stakeholders were also

presented. Further, financial issues like identifying income streams and managing expenses were also

part of the presentation.

Tania Crosbie, Executive Director, Education and

Marketing, GBCA, facilitated the session on Marketing

and Branding of GBCs. Issues covered in this session

were the following:

� Principles of Marketing;

� Positioning the GBC;

� Creating a “brand” for the GBC;

� Marketing and promotion activities.

Ms. Crosbie further cited the GreenStar branding

experience to national GBCs and gave tips on how to strengthen branding efforts by these councils.

development and business planning.

KARAOKE NIGHT

Representatives from the national GBCs were treated to a Karaoke and Entertainment Night, hosted by

the GBCA. The Green Building Council Indonesia engaged other GBCs in performing a series of song

numbers using a bamboo instrument known in Indonesia as the “Angklung”.

Leading the Karaoke was Lindsay Bevege. He invited the participants to deliver their favourite songs, to

the amusement of the group.

The event was an opportunity for everybody to establish camaraderie and friendship with the rest of the

GBCs in the region.

4. Day 2 – SEPTEMBER 22

Robin Mellon, Executive Director, Green Star, shared

rating tool development, operation and roll-out

strategies that GBCA implemented. The discussion on

rating tool strategies includes:

� What to rate – types of buildings, different phases,

attributes, and operations;

� Principles underlying building rating tools;

� How to rate buildings;

� Adoption and adaptation of existing rating tools;

� How to operate a tool and incorporate ongoing

feedback;

� How and when to involve industry in tool maintenances;

� Avenues for involvement;

� Maintaining rating tools;

� Regional variations and weightings.

Further, a discussion on the need of building owners to

certify to gain market recognition as a leader in the

building industry was further highlighted and the

certification process of Green Star was outlined to

enable the participants gather insight on best practice

in rating buildings.

David Peebles, Director for National Policy and Public

Affairs, GBCA, delivered a presentation on

Stakeholder and Government Engagement Strategies

outlining the following:

� Green Building policy instruments;

� Creating a green building policy reform;

� Identifying influencers and decision makers in government;

� Relationship building;

� Strengthening government engagement through industry groupings.

Mr. Peebles further added value to this presentation by sharing effective writing techniques to help further

the advocacy of GBCs.

Tania Crosbie led the discussion on industry engagement strategies and outlined the following topics:

� The market structure of the building and property industry;

� The needs of each segment of industry and what each could gain from membership with a GBC;

� Strategies for attracting and retaining members;

� Relationship building;

� Member services;

� Sponsorship strategies.

5. Day 3 – SEPTEMBER 23

To further assist national GBCs in the development of

education and training delivery Tania Crosbie shared GBCA’s

model to participating GBCs. The outline of the presentation is

as follows:

� Examples of course program and their content;

� GBCA’s marketing strategy for education and training

programs;

� Costs and revenue for the programs;

� What are some of the programs and strategies that have and

have not worked;

� Possible partnerships with universities and other educational institutions or with other industry

associations.

Lindsay Bevege, Business Outlook and Evaluation, delivered a presentation on Hyper-Urbanization and

Urban Infrastructure. The session enabled the participants to have a deeper insight into the magnitude

and speed of urbanization in the Asian region. Present government and development agency intervention

on addressing this issue is further highlighted and discussed in the session.

It was observed that GBCs could tap onto and initiate international programs that address hyper-

urbanization in their respective countries. The APGBLP is one example of a development agency

program that assists GBCs in delivering their mandate.

National GBCs had a table discussion and given an opportunity to report back their experiences of hyper-

urbanization. The national GBCs suggested schemes on how GBCs can intervene and assist in finding

solution to these phenomena.

Wayne Wescott, Former Chief Executive, Local Governments Sustainability (ICLEI), delivered a

presentation entitled “Managing Climate Change”. The participants were introduced themes that will

enable them to better understand the projections and ramifications for unavoidable climate change in

Asia. An overview of ongoing response strategies where further outlined and it was explained that GBCs

have abundant opportunities to promote awareness of risk management and adaptation strategies for the

built environment. In closing, Mr. Wescott presented, examples of communities implementing adaptation

measures for climate change.

Prof. Ed Blakely, Leader, post-hurricane Katrina

recovery program, New Orleans, presented

opportunities for the development of disaster proof

infrastructure. He shared that natural disasters were

good opportunities for us to learn how we can further

improve reconstruction efforts by incorporating

sustainable disaster planning, design and

reconstruction.

Later in the day, Mr. Bevege led the session on

“Country-Specific Needs Analysis” to enable GBCs

diagnose their respective strengths, weaknesses, opportunities and threats

(SWOT). Ideas for amending GBC structure and governance models were also presented. GBCs were

assisted by coaches in delivering the output. The following served as coaches to the GBCs:

6. Day 4 – SEPTEMBER 24

Representatives from the national GBCs toured a selection of leading-edge green buildings in Melbourne

to learn about key design features and

technologies/techniques applied to the buildings.

The following sites were visited during the tour:

� CH2, Melbourne City Council House;

� 500 Collins,

� Melbourne Market Relocation.

Later in the day, the participants transferred to the

Melbourne Business School, Carlton Campus to

attend sessions conducted by the following

resource speakers:

� David Young, Director for Development and Docklands, VicUrban – “Green

precints/Neighborhoods”;

� Graeme Kaye, Project Director, Melbourne Market Relocation / Jeff Robinson, Aurecon

– “Green Industrial Development.

LEADING GREEN THINKERS FORUM

Lend Lease sponsored and hosted the “Leading Green Thinkers Forum” at the 6 Green Star As Built

rated The Gauge in Melbourne's Docklands.

Delivering the keynote at the forum was

Australian Parliamentary Secretary for

International Development Assistance, Hon. Bob

McMullan MP. In celebration of the World

Green Building Day, Tony Arnel, Chairman of

the World Green Building Council (WGBC)

officially launched the WGBC – Asia Pacific

Green Building Councils Network.

The Green Thinkers Forum followed with the

following panellists:

� Scott Bocskay, Clinton Climate Initiative

� Tian Chong Tan, BCA-Singapore;

� Jane Henley, New Zealand GBC;

� Varalakshmi Bogale, Confederation of Indian Industry;

� Christopher Dela Cruz, PHILGBC;

� Romilly Madew, GBCA.

7. Day 5 – SEPTEMBER 25

DESIGNING NATIONAL GBC STRATEGIES

The national GBCs benchmarked their current organization and operations with the WGBC Council

Creation Toolkit. This activity seeks to assist GBCs in fast tracking the creation of their country

strategies and rapidly deploy the necessary and very much needed programs. It also enabled GBCs to

streamline their internal Council development. This session was coached by the following:

� Lindsay Bevege, Business Outlook and Evaluation, Australia;

� Trudy-Ann King, Manager, WGBC Asia Pacific Region;

� Jane Henley, CEO, New Zealand GBC;

� Emmy Tagaza, Business Outlook and Evaluation, Australia;

� Tania Crosbie, Executive Director, Education and Marketing, GBCA;

� Wayne Wescott, Former Chief Executive, Local Governments Sustainability (ICLEI);

� Romilly Madew, CEO, GBCA.

This workshop, under the direction of WGBC Chairman, Tony Arnel, enabled the new GBCs to learn

from the experiences of the already established GBCs. A feedback and sharing mechanism was built into

the program to further stimulate discussion.

8. Day 6 – SEPTEMBER 28

DEVELOPING A WORLDGBC ASIA-PACIFIC STRATEGY

The national GBCs collaborated on developing a foundation model for the Asia-Pacific operation of the

WGBC. Potential strategies that may be

deployed were discussed among the GBCs

present. Setting the scene is WGBC

Chairman Tony Arnel stressing on points

on what could be achieved by the newly

formed network. Wayne Wescott outlined

the challenges ahead and what are the

interventions needed to get this mandate

done. This workshop featured

opportunities and constraints analysis for

the operation of the network and a panel

discussion followed to further solicit

comments. Romilly Madew, thanked

everybody for the work done and looked forward to the

Asia Pacific Network working together to achieve WGBC

goals in the region.

9. Day 7 – SEPTEMBER 29

TROPICAL AND SUBTROPICAL BUILDING DESIGN

Andrew Aitken, Queensland State Manager, GBCA led the discussions on Tropical and Subtropical

Building Design. GBC representatives learned about the factors underpinning green building

performance in these regions and understand how these impact on rating tool effectiveness. Critical

issues for future actions by GBCs for accelerating uptake of green building designs, technologies and

operation in tropical and subtropical markets were identified. Joining Mr. Aitken in this sharing forum

were the following:

� Nathan Groenhout, AECOM, “Principles of Tropical and Subtropical Design”;

� Philip Follent, Government Architect, Queensland,

“Sustainable Design: Government Leadership”;

� Mark Thompson, TVS Partnership, “Sustainable

Subtropical Design in Commercial Developments”.

10. Day 8 – SEPTEMBER 30

This day ran in two (2) streams. Stream 1: In-depth session for

rating tool development; and Stream 2: Inspection of Brisbane

Green Buildings. Andrew Aitken led the Stream 1

session. Table discussions were held with GBCs

interested in discussing and exploring in detail the specific interests and requirements for each GBC in

developing a rating tool.

Stream 2 includes the inspection of Viret at

Clayfield, a leading green residential development

designed by the TVS Partnership. The water crisis in

Australia has led the designers to focus on water

saving designs and technologies. The development

also featured energy saving strategies which includes

daylighting, breezeways and the deployment of

photovoltaics. Excess energy generated is fed back

into the grid to avoid waste. It is first sustainable

unit complex to be approved by the Brisbane City

Council.

Another featured project is The Kelvin Grove – an

Urban Village, a master-planned community that

endeavours to achieve best practice in sustainable,

mixed-use urban development. Developed by the Department of Housing and Queensland University of

Technology in conjunction with a number of private sector partners, the site has connected with the

existing neighbourhoods to provide a new center for the area. This project further demonstrates the

principles of environmentally sustainable development, delivering outcomes through design, development

and operations, and minimizing the ecological 'footprint' of the Village. Strategies include incorporating

energy efficient design and reducing demand on town water through storm/grey water reuse initiatives.

LEADING GREEN THINKERS FORUM

Queensland Government hosted the Leading Green

Thinkers Forum entitled “Global Challenges, Global

Solutions: Meet Green Building Leaders from Asia

Pacific” at the Suncorp Stadium. Leading the forum

is Andrew Aitken, Queensland State Manager,

GBCA.

The Green Thinkers Forum followed with the

following panellists:

� Yannick Millet, Executive Director, Vietnam

GBC;

� Qingqin Wang, Deputy Secretary General, China

GBC;

� Trudy-Ann King, Manager, WGBC Asia-Pacific Network;

� Prasetyoadi (Tiyok), Core Founder, GBC Indonesia;

� Simon Cox, Colliers International.

11. Day 9 – OCTOBER 1

WATER MANAGEMENT IN TROPICAL AND SUBTROPICAL URBAN ENVIRONMENTS

Principles of holistic water management, covering potable water, waste water and stormwater as applied

in tropical and subtropical environment were discussed during this session. It also focused on

behavioural change to reduce water wastage and the potential of public campaigns in delivering these

programs. Further, the participants were briefed on the latest water saving designs, technologies and

products relevant to tropical and subtropical communities.

The session was led by Lindsay Bevege with the assistance of the following resource persons:

� Gerald Tooth, Queensland Water Commission, “Changing Consumer Behaviour to Achieve an

Urban Water Strategy”;

� Dominic Xavier, Sustainable Solutions International, “Water Saving Design, Technologies and

Products for Tropical and Subtropical Urban Environments”;

� David Lumb, Clearmake, Optimizing Water Savings Opportunities in Buildings Using Innovative

Technologies and Products”.

In closing, the APGBLP was formally adjourned and the participant’s impressions and comments were

collected by the WGBC and will be treated as valuable input into managing the Asia-Pacific Green

Building Councils Network.

13. GREEN BUILDING COUNCIL AUSTRALIA HEAD OFFICE VISIT

GBCA CEO Rommily Madew invited representatives of the PHILGBC to tour the GBCA Head Office.

The GBCA Head Office also known as the “GreenHouse” is an 800 square meter office fitout project

developed as a sustainability showcase that supports the GBCA’s expanding team. The fitout took less

that five months to complete, and delivered on a very tight budget. Sustainable initiatives incorporated in

the space includes, a grey water treatment system for toilet flushing; light shelves to manage heat loads;

raised floor provides a displacement air system; computerized lighting controls; reused and salvaged

materials; and reused office furniture.

The project was a collective effort of the GBCA staff and dedicated GBCA member companies who

donated their products, services, time and energy.

14. CONCLUSION

The program participants were able to build

networks across the region critical in developing

cross country ties and working relationships. It is

the intention of the WGBC to assist the

development of GBCs in the region and to treat

them as allies in addressing the plethora of

environmental crisis that is all before us.

The success of this program was largely due to the

time, resource, and effort committed by the national

GBCs. The program would not have been possible

without the support the GBCs have been extending each other in ensuring that GBCs will continually

provided relevant green building programs in the Asia-Pacific.

The fellows were also able to exchange ideas with senior industry and government figures who were able

to provide insights on how to increase the uptake of green building in industry.

The Philippine Green Building Council gratefully thanks the World Green Building Council and the

Green Building Council Australia for finding the funds and resources necessary to assist newly formed

councils, especially in developing nations.

Managing the program in behalf of the GBCA and the WGBC is Business Outlook and Evaluation,

Australia. The APGBLP is funded in part by the Australian Agency for International Development

through the Australian Leadership Awards Fellows.
