As per ICAO document AN 11/47-10/67 Chapter 4 :
“Each Contracting State shall be responsible for ensuring that ICAO receive pertinent data concerning aircraft registered in that State by one of the following means:
entering individual aircraft information using the ICAO web-based system at http://portal.icao.int Group Id: ARS;
bulk uploading of data using the Microsoft Excel template available on the web-based system mentioned above;
using an ICAO accredited service provider to format and send its data to ICAO. Currently the only accredited service provider is the International Register of Civil Aircraft (IRCA). In this case, the State shall be responsible for verifying that the data ICAO has received and uploaded to the database on its behalf is correct.”
