Applications are invited from eligible candidates for appointment ofOmbudsmen under MGNREGA for six districts (West Tripura, South Tripura,Gomati, Sepahijala, Dhalai and Khowai) ofTripura.

2, Age limit: - Vide "Instruction on Ombudsman" enclosed.

3. No person who is a member of a political prrty shall be considcrcd forappointment as Ombudsmrn.

4. The person selected as Ombudsman must be physically activc and capabk (,1

conducting field tours, iDspection and visits to remotc locations in the districrs.5. The person should bc ordinarily resident of ahe concerncd district.6. The person wbo has already served as Ombudsman shall not be eligible.

2.2.15 Performance ofan Ombudsman shall be judged in terms of efficiency andefficacy shown in discharge of duties and exercising of powers as per theprocedure prescribed in the "lnstructions on Ombudsman". Output of anOmbudsman may be quantified as (i) Percentage of disposal ofcomplaints; (ii) Diligence in conducting proceedings and qualiq of uork;(iii) Regularity of annual reporling to the Chief Secretary and Secrctary ofthe State Nodal Department, recommending appropriate action; (i\')

Timely and regular submission of Annual Report to the Chief Secretar\.and Secretary Nodal Department, containing a general review of activities;of the office of the Ombudsman and (v) Timely and regular submission olannual compilation of awards of the Ombudsman between April anciMarch of each financial year to the Chief Secretary and Secretary NodaiDepartment. Quality of work shall be assessed on the basis of claril-\,analysis of facts, coverage of all issues/grievances .aised in the case andprocess followed.

8. Powers and ResPonslbilities:

8.1 The Ombudsman shall have power to:-

Consider such complaints and pass awards within 30 days from the dateof receipt of complaint.Initiate proceedings suo moru in the event of any circumstance arisingq,ith in his jurisdiction that may cause any grievance including on is'ursrelated to delayed payment of wages or non-payment of unemploymentallowance as recorded in the MlS.Sending a quarterly report to the Chief Secretary and Principal Secretary'/Secretary, Rural Development Department recommending appropriatcaction. The report shall specially highlight cases where action needs to be

taken against erring MGNREGA functionaries for their failure to redressgrievances. The report will be accompanied by primary evidence needed toinitiate action against the delinquent persons.Furnishing a report every year containing a general review of activities ol'

the office of the Ombudsman during the preceding financial year to theChief Secretary and the Principal Secretary/ Secretary, Rural DevelopmentDepartment along with such other information as may be considerednecessary by him/her. In the annual report, the Ombudsman, on thebasis of grievances handled by him/her, will review the quality of th.:working of the MGNREGA authorities and make recommendatiuns toimprove implementation of MGNREGA. The report shall be displayed onthe MGNREGA website.

On receipt of the complaint, Ombudsman may refer the complaint to theappropriate MGNREGA authority for disposal within seven days. In theevent of failure of the MGNREGA authority to dispose the complaint, thematter may be taken up by the Ombudsman for disposal.The Ombudsman may conduct a spot investigation in case it is required,to enable the matter to be disposed of satisfactorily; or ask for a repor-r
