    CaCadu district Municipality is about to establish a district Support Team (dST) in order to mobilise and galvanise public sector support in local communities.     Exco Outreach closes the gap ThE residents of the Cacadu district Municipality recently had an opportunity to voice their concerns to the leadership of the Eastern Cape Province during the Executive Committee Outreach in the district. The Outreach took place from 21 to 22 October, with the first day being spent in the town of Graaff-Reinet. On the 22nd of October, the Eastern Capes Premier, Noxolo Kiviet, and members of her Executive Committee (MECs) opened up the floor to the residents of the district in Willowmore, in the area of Baviaans.

    Government Spokesperson, Mzukisi Ndara, explained that the Outreach effort was a result of a Cabinet decision taken last year, to visit local government spheres and communities on an annual basis. This, he added, was an inherent part of the Cabinets operation to strengthen inter-governmental relations.

    This, Magxwalisa believes will ultimately lead the district and LEd stakeholders to host all knowledge capacity, tools, systems and best practices of the LEd function that has been housed and developed by Thina Sinako - a planning, research and financial support programme to assist municipalities in removing barriers to enterprise growth in strengthening their LEd facilitation role, funded by the European union (Eu) and the Provincial Government. Thina Sinako will come to an end by 2011, he said.

    Linked to this development, added Magxwalisa, are two projects that must be facilitated by the dST, which will be funded by Thina Sinako, an example being the development of a district-wide economic intelligence system and the conceptualisation of a LEd framework to support the functions of LEd. This will include, among others, training and learning events as well as workshops that will support study tours for dST members.

    Restoring hope and changing livesWhiLE Eastern Cape Premier, Noxolo Kiviet, was busy engaging residents during a Public Consultation Programme held at the Showgrounds in Willowmore, various members of the Executive Council (MECs) were attending community project hand-over ceremonies at other locations in the district. The Premier and the various government departments were intent on highlighting successes in service delivery.

    MEC Nonkosi Mvana, together with MECs Mabandla and Sogoni, went to officiate the handing over of houses in Steytlerville. There were tears and excitement as three houses were handed over to an 85 year old gogo, a 56 year old man who had been living in the bushes and a woman who had lost her home in a fire. The recipients were among the many cases of vulnerable people in the area.

    To the Steytlerville community who celebrated with the three new homeowners, the ceremony signified hope said Mxolisi Spondo, an official from Provincial Government.

    and Storm water drainage Project launch planned for Jansenville. ikwezi Local Municipality Mayor, Sizwe Mngwevu, said the postponed launch ceremony was intended to kick-start a R28 million project for the refurbishment of the roads around ikwezi Municipality, which are currently in a bad state. Work is set to start very soon, assured Councillor Mngwevu.

    MEC Ghishma Barry was joined by a number of government officials at a Public accountability meeting in Willowmore. She also oversaw the launch of Willowmores Street Committees and handed out about 40 warm-padded, waterproof jackets to street and night-patrol volunteers.

    These people help ambulance officials and police on patrol and by giving them jackets inscribed with their names, it helps them with identification and communication, said Ncedo Kumbaca.

    Someone once said that the future of a forest is in its seeds and to this end MEC, Nonkosi Mvana, spent the day at Willowmores Youth Centre where he exchanged ideas and interacted with the future leaders of our communities.

    debate, he said was around the current drought including the scarcity of water, infrastructure and its maintenance.

    during the Public Consultation session, residents had an opportunity to raise their concerns on issues like poverty, unemployment, land distribution, health and the inadequacy of some local government officials in responding speedily to queries. They also called for the Provincial Governments assistance in running ambulance services as well as giving the Education department the responsibility of running the School Nutrition Programme.

    Cacadu residents also had an opportunity to debate on human settlement matters, particularly the poor quality of some RdP houses being built. in response, Premier Kiviet and MEC Mabandla promised to act speedily to ensure the betterment of the houses and all services delivered.

    She also promised to meet with the MECs of various departments to discuss the issues that came up and map clear delivery targets and progress reporting.

    Ndara summed up the Outreach as being in line with, President Jacob Zumas call to a five-year theme of working together, we can do more..
