This Standard was prepared by the Joint Standards Australia/New Zealand Committee ME/5on Cranes. It is a result of a consensus among representatives on the Joint Committee toproduce it as an Australian Standard.

This Part 6 ofCranes—Safe use, specifies the requirements for the safe use of guided storingand retrieving appliances. It is intended for use in conjunction with AS 2550.1—1993,Cranes—Safe use, Part 1: General requirements. Additional requirements forCranes —Safeuse, will be covered by subsequent parts.

S E C T I O N 1 S C O P E A N D G E N E R A L

1.1 SCOPE This Standard specifies requirements for the safe use of guided storing andretrieving appliances. It is complementary to AS 2550.1, but the requirements specifiedherein shall take precedence over the corresponding requirements of AS 2550.1.

1.2 APPLICATION This Standard shall apply to the safe use of guided, storing andretrieving appliances as described in AS 1418.6. The requirements of AS 1418.6 shall applyand no requirements given herein shall circumvent them.

1.4 DEFINITIONS For the purpose of this Standard, the definitions given in AS 2549 andAS 2550.1 and below shall apply.

1.4.1 Management—persons responsible for the direction of all activities associated withthe operation of a guided storing and retrieving appliance.

1.4.2 Management’s instructions—shall include the manufacturer’s latest instructions,recommendations and specifications. Where any of these instructions, recommendations andspecifications are not available from the manufacturer, they shall be drawn up by a competentperson.

S E C T I O N 2 P L A N N I N G

2.1 GENERAL Project planning and selection of guided storing and retrieving appliancesshould commence as early as possible in the development of each project. Where appropriate,the planning for the safe use of guided storing and retrieving appliances should be inaccordance with AS 2550.1.

The planning should include consultation with the appliance supplier, builder, pick anddeposit station supplier, warehouse computer integration supplier and involved personnel, asapplicable.

2.2 MATTERS TO BE CONSIDERED At appropriate stages during planning, thefollowing matters shall be considered, where applicable:

(a) Establishment of a management plan.

(b) Selection of type of guided storage and retrieval appliance.

(c) Building regulations requirements, such as—

(i) building height restrictions; and

(ii) building egress requirements through highbay storage area and crane runway.

(d) Procedures and site access for installation of the storage and retrieval appliance and themethod of lift.

(e) Procedures and site access for dismantling of major components of the storage andretrieval appliance, such as hoist drive and fork assembly.

(f) Safety barriers including fencing off the guided storage and retrieval appliance’soperating area.

(g) Access by operators and service personnel as well as a designated service area for theappliance.

(h) Type and composition of the floor, including position of reinforcement material for theguided storage and retrieval appliances that run along a floor-mounted runway.

(i) Nature of subfloor and its effect on the movement of floor-mounted runways.

(j) Climatic and environmental conditions, e.g. cold store.

(k) Emergency evacuation procedures for operators and service personnel working onguided storage and retrieval appliances.

(l) Power supply requirements.

(m) Automatic or manual operation.

(n) Interface of storage and retrieval appliance to pick and deposit station(s) and otherassociated warehouse systems, e.g. automatic guided vehicles, transfer car.

(o) Interface of storage and retrieval appliance to warehouse management computer, ifapplicable.

(p) Communication system for personnel and computer systems where appropriate.

(q) Throughput requirements.

(r) Performance trials for checking operation of the appliance prior to acceptance ofstorage and retrieval appliance at handover.

(s) Storage and retrieval appliance’s dimensions and overall requirements whenconsidering runway lengths and building requirements to enable correct placement ofequipment such as overtravel buffers and endstops.

(t) Scope of warehouse management system (WMS) and its level of control over guidedstoring and retrieval appliances, if applicable.

(u) Person and machine interfaces for guided storing and retrieval appliances and WMS.

(v) Profile checking of the product prior to entering storage area.

(w) Operators.

(x) Maintenance personnel.

S E C T I O N 3 S E L E C T I O N

3.1 GENERAL Before selecting a guided storing and retrieval appliance for a particularoperation, the following information shall be ascertained:

(a) The maximum mass and dimension of the loads to be handled.

(b) The type of warehousing operation required, e.g. order picking appliance and bulkstorage appliance.

(c) Type of racking system e.g. through-racking, including roller, gravity or sail types.

(d) Type of shelving or bin system.

(e) Method of retrieving the product, such as manual, vacuum, tines, magnetic.

(f) Throughput requirements.

(g) Cycle time requirements.

(h) Multiple-depth storage requirements.

(i) Type of product to be stored, e.g. short shelf-life products.

(j) Type of product packaging and handling requirements, e.g. type and dimension ofpallet, shape, material.

(k) Clearances between racking loads and retrieving appliance, e.g. aisle width.

(l) Manual and semi-automatic or automatic control systems.

(m) Picking and deposit station interface.

(n) Operational characteristics of equipment.

(o) Aisle transfer system if required.

(p) Building or structural requirements of appliance.

(q) Containment of products (on the pallet).

(r) Guidance methods—

(i) floor;

(ii) elevated rails; and

(iii) other.

(s) Fire escape.

3.2 SPECIAL CONSIDERATIONS Special considerations shall be given to the type ofproducts and substances that require storing and retrieving.

The properties exhibited by such products and substances may include one or more of thefollowing characteristics:

(a) Toxic.

(b) Explosive.

(c) Flammable.

(d) Corrosive.

(e) The source of fume and gas emissions.

(f) The source of dust emissions.

(g) The source of heat emissions.

S E C T I O N 4 R E S P O N S I B I L I T I E S

4.1 MANAGEMENT’S RESPONSIBILITIES Management responsibilities include thoseapplicable items listed in AS 2550.1, and in addition, management shall ensure that:

(a) All personnel involved in the operation, inspection and maintenance of guided storingand retrieving appliances are adequately trained and competent.

(b) Manuals applicable to the guided storing and retrieving appliance are available tooperators and maintenance personnel.

(c) A logbook is supplied and maintained on each storing and retrieving appliance.

(d) Inspection, testing, maintenance and repairs are carried out as necessary to ensure thesafe operation of the guided storing and retrieving appliance.

(e) Guided storing and retrieving appliances that are not in safe operating condition areimmediately withdrawn from service until repaired.

4.2 OPERATOR’S RESPONSIBILITIES The operator’s responsibilities shall includethe following:

(a) Demonstrate competence in the use of the particular guided storing and retrievingappliance or one having similar operating characteristics and controls.

(b) Be in possession of an appropriate certificate of competency as required.

(c) Ensuring the guided storing and retrieving appliance is used in compliance withmanagement’s instructions.

(d) Ensuring that pre-operational inspections are carried out and that the results are enteredinto the logbook.

(e) Familiarity with and understanding of the operating instructions and emergencyprocedures for the guided storing and retrieving appliance.

(f) Checking the work area for operational hazards.

(g) Ensuring that all personnel wear safety harnesses where required.

(h) Reporting to management all potentially hazardous locations, working environments,work instructions, operating faults, malfunctions and similar difficulties that mayimpact on the safe use of the guided storing and retrieving appliance.

(i) Ensuring that the rated capacity is never exceeded.

(j) Ensuring that the guided storing and retrieving appliance is effectively protectedagainst unauthorized use before leaving the appliance unattended in accordance withmanagement’s instructions.

S E C T I O N 5 P E R S O N N E L

The personnel requirements for the operation of guided storing and retrieving appliances shallbe in accordance with AS 2550.1. Personnel shall have the ability to work in the appliance’soperating environment, such as between a cold room and normal room temperatures, and becapable of operating the emergency safety devices.

S E C T I O N 6 E R E C T I O N A N D D I S M A N T L I N G

6.1 GENERAL The general requirements for the erection and dismantling of guidedstoring and retrieving appliances shall conform with AS 2550.1.

6.2 PROCEDURE Management shall establish and issue a written procedure for theerection and dismantling of guided storing and retrieving appliances.

S E C T I O N 7 I N S P E C T I O N

7.1 GENERAL The following inspections shall be carried out daily, or at other intervalsas directed by management instructions. All inspections shall be conducted by a competentperson. Management shall record and retain the results of all inspections.

Appendix A sets out a typical inspection and testing certificate format.

7.2 INSPECTION Inspection shall be as comprehensive as necessary to ensure the safetyof the appliance, including the following as applicable:

(a) Bolted connections are in place, and correctly positioned and tightened.

(b) Guide roller assemblies are checked for wear, adjustment and lubrication.

(c) Anti-derailing devices are checked, adjusted and secure.

(d) Ropes or chains are in good condition, are properly secured and reeved, and aretracking correctly.

(e) Guards and fencing are effective and in place.

(f) Ladders, platforms, and guardrails are in place and in satisfactory condition.

(g) Safety clearances comply with the management’s instructions.

(h) Signs are securely in place and legible.

(i) Safety interlocks and limit switches function correctly.

(j) Operator’s cab fall arrester and overspeed device safety equipment are satisfactory.

(k) Environmental conditions, including lighting and noise, are to acceptable levels.

(l) The communications system is effective.

(m) Personal protective equipment is in place and in satisfactory condition.

(n) Packing and storing facilities are correctly erected, aligned and secured.

(o) Fire extinguishers are in place and in satisfactory condition.

(p) Pallets and goods are correctly positioned and not causing obstruction to the travel ofthe appliance.

(q) Buffers and end stops are in place and in satisfactory condition.

(r) Operator’s safety harness is in satisfactory condition and correctly installed.

(s) Aisles are clear of all obstructions including packing straps, parts of pallets or loadsand packaging material including shrink wrap.

(t) Crane rails are clear of any lubricants or other material which can adversely affect thebraking distance of the storage and retrieval appliance.

(u) All brakes are adjusted in accordance with the manufacturer’s specifications.

(v) All emergency stop devices operate satisfactorily.

(w) The runway rail installation is satisfactory.

After the initial and each subsequent inspection, the performance of all functions of theguided storing and retrieving appliance within the limits specified in the management’sinstructions, shall be demonstrated by means of a complete functional test.

S E C T I O N 9 O P E R A T I O N

9.1 GENERAL The general requirements for the operation of guided storing andretrieving appliances shall be in accordance with AS 2550.1.

9.2 PERSONNEL ACCESS TO AND EGRESS FROM THE GUIDED STORING ANDRETRIEVING APPLIANCE Personnel access to and egress from the guided storing andretrieving appliance shall only be by the means provided. Personnel, other than the operator,shall not enter the operations area unless the appliance has been effectively isolated from theelectrical power supply.

9.3 AUTOMATIC CONTROL Personnel, including the operator, shall not enter a guidedretrieval system area, unless the automatic control has been rendered inoperative.

9.4 MANUAL CONTROL Personnel, other than the operator, shall not enter a guidedstoring and retrieving appliance retrieval system area until the operator has been notified andthe equipment has been effectively isolated.

9.5 SINGLE CONTROL Only one method of control shall be capable of beingoperational at any one time.

9.6 CORRECT FUNCTIONING OF SAFETY DEVICES Before the guided storing andretrieving appliance is put into service each day, the operator or competent personresponsible, shall ensure that safety devices other than the cab fall arrester and overspeeddevices are functioning correctly.

9.7 USE OF SAFETY HARNESS A safety harness complying with AS 1891.3 shall beworn by all personnel, including the operator, and secured to an appropriate anchor pointbefore making egress from or access to an elevated operator’s cabin other than at adesignated parking position.

After being put into operational use, the requirements for on-going maintenance, inspectionand repair of guided storing and retrieving appliances shall be in accordance with AS 2550.1.

S E C T I O N 1 1 L O G B O O K

11.1 GENERAL A continuous record providing details of inspection, testing,maintenance, breakdowns, repairs and all significant events concerning the safety andoperation of the appliance shall be maintained in a logbook by a competent person appointedby management.

The logbook, together with management’s instructions for operation of the appliance, shallbe retained in the appliance car or at the operator’s station.

Appendix B sets out a typical logbook format suitable for the inspection and maintenance ofguided storage and retrieval equipment.

11.2 RECORDS The logbook may be in any suitable format, including a looseleaf book.The minimum records that shall be retained in the logbook are copies of:

(a) A summary statement of the last major inspection.

A1 GENERAL The following notes, together with an outline inspection and testingcertificate, are included as a guide to assist management to meet their obligations.

The items in the following sheets are those that would normally be included in a thoroughinspection schedule. However, items not referred to in this list are not precluded fromrequiring inspection. These sheets are only intended as a guide.

Persons and organizations conducting testing and inspections are encouraged to develop theirown testing and inspection manual. The manual should set out complete details of all testingand inspections to be carried out and the Standards to which the inspections conform.

APPENDIX B

LOGBOOK FORMAT

(Informative)

B1 GENERAL This Clause sets out a typical logbook format, suitable for the inspectionand maintenance of guided storing and retrieval equipment.

The logbook may be arranged in three sections for clarity and convenience of use, viz:

(a) Section 1 Operator safety check log.

(b) Section 2 Routine maintenance and safety check log.

(c) Section 3 Faults, difficulties and problems log.

In Section 1 of the log, the operator or other competent person should record the safetychecks actually carried out. The safety checks should be carried out at the frequencyinstructed by management (e.g. daily, before use).

In Section 2 of the log, the operator or other competent person should record the routinemaintenance and safety checks actually carried out. The routine maintenance and safetychecks should be carried out at the frequency instructed by management (e.g. weekly,monthly). Special checks and annual inspections should also be recorded in Section 2 withsuitable notations.

In Section 3 of the log, the operator or other competent person, should record all the faults,difficulties and problems actually experienced in the examination, checking, maintenance andoperational use of the equipment (e.g. corrosion, cracking, missing bolt, controls, braking,positioning).
