November 16, 2018
The meeting of the City of Puyallup Arts & Culture Commission was called to order at 10:00 a.m. in Room 503 of Puyallup City Hall, 333 South Meridian, Puyallup, Washington.

Approval of Agenda: A motion was made by Commissioner Turner, seconded by Commissioner Cain-Kellogg to approve the agenda. Motion carried 4 – 0.
Approval of Minutes: A motion was made by Commissioner Eckerson, seconded by Commissioner Turner to approve the minutes of October 19, 2018 as submitted. Motion carried 4 – 0.
Introduce New Commission Members: Chair Pugh welcomed new Commissioners Amy Johnson and Bethany Bevier.
Audience Comments: Andy Anderson, representing the Puyallup Historical Society at Meeker Mansion, announced holiday events at the Mansion including a book signing on November 25th featuring State Senator Hans Zeiger. Mr. Anderson reported a meeting has been scheduled with City administrative staff in December on the subject of cross-street banners in the downtown.
Sound Transit Puyallup Garage Public Art Project
Chair Pugh said he will obtain information from Sound Transit about the process for obtaining public art for its new garage in Puyallup’s downtown. The process will involve an artist selection panel made up of community stakeholders, artists and project team members. The panel will select an artist to create a site-specific work for Puyallup’s garage.
Commissioner Turner voiced support for art that engages the public and gets people thinking and talking. She advised that Sound Transit be encouraged to hold the community stakeholder meetings in Puyallup.

Commissioner DeGroot favored art that is integrated into the architecture of the facility.
Discussion Items
Commissioner Turner spoke to the opportunity in the City’s budget for arts-related funding and encouraged the Commission to continue pursuing this.
Commissioner Eckerson advocated for developing and submitting ideas as to how the City might use the Memorial Center for arts and culture programs, exhibits and events.
Chair Pugh said the Commission must work on visioning, first by asking what is it that Puyallup is missing with respect to arts and culture and then by prioritizing its work to achieve those things. He was curious to find out what drives or motivates each Commissioner.
Commissioner Turner suggested that at its next meeting, the Commission assign each of its members to a member of the City Council for advocacy efforts and also for the purpose of determining what each City Councilmember’s vision is for arts and culture in Puyallup.
Commissioner Johnson shared that former City Councilmember Heather Shadko, who had previously served on the Library Board, had the idea of expanding the City’s annual book festival into a “culture week.” It might, for example, include performances and exhibits by local organizations such as the Northwest Sinfonietta.
Commissioner Cain-Kellogg wondered if the City could produce or sponsor multi-media collaborative messages, e.g. videos featuring “An Arts Minute in Puyallup” or “A Culture Minute in Puyallup.”
