    MILITARY CAREER Singh was commissioned into the 2nd Battalion of The

    Rajput Regiment (Kali Chindi) on 14 June 1970.

    During his career he has served in various positions: Military Operations Directorate at the Army Headquarters.

    Brigadier General Staff of a Corps during 'Operation Parakram' when

    Indian troops were mobilised on the border in the wake of the attackon the Indian Parliament in 2001.

    Commanded Ambala-based 2 Corps and Jalandhar based 11 Corps inPunjab state.

    Instructor in the Indian Military Training Team (IMTRAT)

    headquarters in Bhutan.

    RELATIONSHIP BETWEEN ARMY AND THE

    GOVERNMENT Example to follow is the US, where President Obama

    summoned and sacked General Stanley McChrystal, who wasUS and Nato commander in Afghanistan, for making

    comments against civilian authority and army strategy in amagazine interview.

    In the US, unlike here, the president comes out in the openand speaks his mind. Pictures of him during the sacking meet

    with McChrystal were published to show that it is the civilianauthority which calls the shots.

    The US president acted swiftly and decisively. Even the oppositionaccepted his decision because it concerned the army. A Republicansenator then said Obama did the right thing because McChrystal haddamaged the military by showing disrespect.

    The relationship between the army and the government, and, in thiscase, the defence minister, will be eroded and that cannot be allowed tohappen just to sustain or vindicate the so-called personalhonourofone man who had two dates of births registered with the army for solong.

    while seeking entry into the National Defence Academy, ahighly respectable and professional organisation, the dateof birth claimed was 10th May 1950 which was also carried

    GOVERNMENT RESPONSE Prime Minister Manmohan Singh does not want to

    comment on the controversy over army chief General V KSingh's age because it is a 'sensitive issue.'

    The government is using the media to blame the army chieffor the ongoing controversy, but the fact remains that itfound its way into the public eye through deliberate leaks,and misinformation, by hyperactive, vested, interests.

    Obama justified his sacking decision: I dont make thisdecision based on any difference of policy with GeneralMcChrystalBut war is bigger than any one man or woman,

    whether a private a general or a presidentBy going public,the general eroded the trust that is necessary to work

    together Obama rightly said.

    Attorney General (AG) Goolam Vahanvati has closed thedoor on General V. K. Singhs face as far as thecontroversy surrounding the army chiefs year of birth(May 10, 1950) is concerned.

    This means Gen Singh will have to retire in May, 2011instead of May, 2012, as he has been claiming.

    SUGGESTING ETHICAL ISSUES GENERAL SHOULD HAVE TO BE STAY OUT OF

    POLITICS In these politically charged times, Army chief VK Singhscomments

    on civilian issues could hurt democracy

    The fragility of our democratic polity, currently fully on display,suggests greater exercise of circumspection on part of the brass. Anyovert overstepping of the line of deference rightly calls for a formalcheck by the minister. The brass is already reportedly under a gag

    to curb its tendency to snipe at the bureaucracy, which in theirminds eye runs the government. The problem with this is that itfurther weakens the credibility of the government, showing it up asweak. This redounds to increase the relative power of the armyinternally. This may not be in the best democratic interest.

    The military as an institution is in danger of anunwitting alliance with the conservative forces.

    Because it has weight in prestige, the armys position

    can be misappropriated by forces it has littlecomprehension of, being politically nave.

    Democratic good health can do without gratuitous

    buffeting of civil-military relations at this juncture.

    CONCLUSIONAny attempt, directly or indirectly, to keep the issue

    alive is clearly contrary to what the Supreme Courtdescribed, as the very soul of an Army: HighMorale

    and Strict Discipline and may lead to Chaos andRuination.

    General Singh, having a distinguished record, musthimself put the debate to rest by declaring that he isno longer keen to have the date changed at this stagein the larger interests of the nation.

    Public interest will suffer irreparably unless thiscontroversy is allowed to rest forthwith.
