“THE NATURAL STATE”
ARKANSAS’S
WATERSHEDS
57 Watersheds

38 Watersheds
primarily in AR
(>50% Land Area)
5 watersheds
deployed, 3
watersheds in

AR CTP’S CHALLENGE
AR CTP’S CHALLENGE
• Effectively / Efficiently perform
Discovery on remaining 49
Watersheds (in Mike’s lifetime)
• Identify / Prioritize Watersheds for
Discovery
– Must perform Discovery to move on to
Risk MAP (“deploy” watershed)
STATEWIDE PRE-DISCOVER
PILOT PROJECT
• Awarded a FEMA Grant for 1-year
Statewide Pre-Discovery Pilot Project
• Objective is to “deploy” watersheds
faster and cheaper
• Develop automated (and fluid)
watershed prioritization scheme
• Collect data as with normal
Discovery but statewide
• Draw heavily from the State’s Hazard
Mitigation Plan
• Mini-Discovery
─ workshops, conferences, CAVs, CACs,
and other venues

• Next Steps
–Finalize & Review Priority Datasets
–Assign the Weights
–Establish the Statewide Priority Map• Include in 2016 Business Plan
–Update routinely
– Initiate our Discovery tools
STATEWIDE PRE-DISCOVER
PILOT PROJECT
LESSONS LEARNED
• QUESTIONAIRES
– NOT ALL INPUT IS EFFECTIVE
• MINI DISCOVERY
– SPREADING THE WORD
• ABOVE ALL ELSE
– TOPO MATTERS
– PARTNERSHIPS / LEVERAGE MATTER
– FEMA STILL HAS THE HAMMER
IN CONCLUSION
• The Pre-Discovery Pilot Project is
expected to establish priority watersheds
based on AR’s priorities and will be part of
the annual Business Plan
• Ongoing updates will allow for rapid
re-prioritization (i.e. flood events, partner
opportunities)
• Discovery will be performed quicker and at
less cost
