Also grants qualified immu- nity to users and manufac- turers of “police tools,” in- cluding weapons, when used against a person com- mitting a felony. SB 1145 – (Passed) Re- stores “innocent until proven guilty” in self-defense situa- tions that was taken away in 1997. Also strengthens “Castle Doctrine” (stand your ground) rights. Be- cause the bill contained an emergency provision and passed with at least a 2/3 majority in each chamber, it became effective upon the signature of the governor. SB 1339 – (Passed) Only juveniles convicted of felony offenses may have their right to possess or bear arms suspended. Current law has no limit on the type of juvenile crime that auto- matically suspends their right to carry or possess a gun or firearm. SB 1425 – (Failed) Pre- vented the Governor from confiscating firearms during a state of emergency. This bill was vetoed by the gover- nor and the legislature was unable to override the veto. HB 2074 – (Passed) Elimi- nates the training require- ment for Concealed Weap- ons (CCW) permit renewal. Also establishes near uni- versal recognition of permits held by residents of other states. HB 2076 – (Passed) Re- quires uniform compliance with the Firearms Preemp- tion Law passed in 2000 when operators of public (i.e., state and local govern- ment) establishments or events decide to prohibit firearms. Under the new law, the operator is required to provide temporary and secure storage that is read- ily accessible on entry and permits immediate retrieval upon exit if they choose to prohibit the lawful carrying of firearms. HB 2076 also contains a provision allowing firearms to be carried in “map pock- ets” in vehicles. Since the 1994 State v. Adams appel- late court decision, carrying a weapon anywhere in a vehicle that is hidden from view to a casual observer outside the vehicle, can be considered illegal without a CCW permit. We anticipate that the “map pocket” provi- sion of HB 2076 will improve on where you can legally carry a weapon in a vehicle. HB 2127 – (Passed) Limits nonresident Big Game per- mits to 10% or fewer of the total hunt permits. HB 2129 – (Passed) Greater authority is given to Fish and Game enforcement. Juve- nile game related crime “set asides” are eliminated. New definitions for “trophy” ani- mals are added to statute and new penalties and fines are defined for unlawful tak- ings and other game related crimes. HB 2130 – (Passed) Ex- pands the definitions of Hunter Harassment. HB 2649 – Strengthens pre- emption by specifically limit- ing to the Legislature the ability to “enact or imple- ment any law, rule or ordi- nance relating to the pos- session or storage of fire- arms other than as provided in statute.” We believe HB 2649 also strengthens the “readily accessible on entry” and “immediate retrieval upon exit” storage provi- sions in HB 2076. The following legislation was used by AzCDL to monitor the performance of House and Senate Members:

SB 1072 – (Passed) Adds a presumption, in certain civil actions, that a victim acted reasonably when using physical or deadly force. Also grants qualified immu-nity to users and manufac-turers of “police tools,” in-cluding weapons, when used against a person com-mitting a felony.

SB 1145 – (Passed) Re-stores “innocent until proven guilty” in self-defense situa-tions that was taken away in 1997. Also strengthens “Castle Doctrine” (stand your ground) rights. Be-cause the bill contained an emergency provision and passed with at least a 2/3 majority in each chamber, it became effective upon the signature of the governor.
