Gotladera Memorial Hospital, a member of PHA and has been around for many years already, has not improved from its establishment but deteriorated instead. It might be forever forgotten and left behind but be part of that mission  – to be strengthened, it is now in a very desolate situation in all aspects and in dire need of a fresh start. With the fact that Bulan does not have an efficient functional hospital though a first class municipality is somehow ironic. With over 94,000 inhabitants, a number of those maternal, sick, weak, infants and dying are in need of treatment and health care. One of the main views of the LGU’s must be on the health and health care as mandate in the Devolution Code of the Local Government of 1991 and must be aligned in PD 856 and PD 1096, but cannot be met by the Pantaleon G. Gotladera Memorial Hospital. The intention of the Bulan Online Observers really made the researchers wonder the birth of the new Pantaleon G. Gotladera Memorial Hospital in this proposal. To materialize this, the need for facilities, equipment and redevelopment on building site must be done.  All these current and foreseen circumstances lead to the realization of redeveloping the site and providing sufficient facilities regarding the concern to the hospital.

STATEMENT OF THE PROBLEM

Generally, the main problem is to redevelop a dilapidated

hospital in the province  –  the Pantaleon G. Gotladera Memorial

Hospital in Bulan.

Specifically, it concerns the following questions:

1. What design is appropriate for redeveloping the Pantaleon

G. Gotladera Memorial Hospital?

2. What are the requirements in redeveloping the site and what

facilities and laboratories that must be incorporated in the

hospital?

3. What concepts and strategies should be integrated to

achieve building sustainability and adaptation to climate

change?

SIGNIFICANCE OF THE STUDY

The proposed redevelopment of Pantaleon G. Gotladera

Memorial Hospital is a proof on the statement issued on the PHA

website: “…strengthening the hospitals…” The study hopefully

helps the problem of the locality to improve the institution in terms

of the architectural and building design, facilities and sites by

redevelopment.

The study will definitely provide a great impact to individuals,

group in all walks of life.

In addition, the study is to benefit the following:

  Architecture students  – students can gain insights

from this study concerning the same issue and topic

that this time has tackled.

  Bulaneños  –  the study presents Bulaneños as the

main end-users of the proposed project; giving them

advantage from the improved hospital.

  Medical personnel  –  through this, the institution of

medical equipment and facilities brought about by

redevelopment will be a breakthrough for feasible and

better work from them.

  Patients  –  the service of the Pantaleon G. Gotladera

Memorial Hospital will become more convenient; 

increase in the satisfaction due to service is expected 

  LGU of Bulan  –  the result of the study will lessen

their work in improving a desolated institution.

  Future researchers  –  the findings, solutions and

conclusions in this study may affirm, refute or inspire

the foresights to replicate and widen the horizon of

the people.

SCOPE AND LIMITATION

The researcher gave the study a definite and clearer view on

what it is all about by providing the scope and limitations.

The scope of the study only focused on the architectural

aspect of the hospital with the purpose of redeveloping it; its

facilities and the site.

The inadequate access of the architectural data limited the

run of this study.

DEFINITION OF TERMS

BULAN  –  a first class municipality in the south of

Luzon island, Sorsogon province with a population of 93,943

population in an area of 20,094 hectares of 63 barangays. 

HOSPITAL – a health facility for diagnosis, treatment

and care of individuals from deformity, disease, illness or

injury or in need of surgical, obstetrical, medical or nursing

care. It is an institution where there are installed bassinets or

beds for 24 hours use in longer by patients in the

management of deformities, diseases, injuries, and

abnormal physical and mental conditions, maternity cases.

GOVERNMENT  –  operated or maintained either

partially or wholly by the national, provincial, municipal or city

government or other political subdivision, board or other

agency thereof.

PRIVATE  –  privately owned, established and

operated with funds raised or contributed through donations

or by private capital or other means by private individuals,

association, corporation, religious organizations, firm,

company or joint stock association.

GENERAL HOSPITAL  –  provides services for all

kinds of illnesses, diseases, injuries or deformities.

SPECIAL HOSPITAL   –  provides services for one

particular kind of illness/disease or condition or medical

health care need.

PRIMARY HOSPITAL  – are those with less than 25

beds and equipped with services capabilities needed to

support licensed physicians rendering services in Medicine,

Pediatrics, Obstetrics and Minor Surgery.

SECONDARY HOSPITAL  –  are those with 25 to 99

beds and equipped with the services capabilities needed to

support licensed physicians rendering services in the fields

of Medicine, Pediatrics, Obstetrics and Gynecology, General

Surgery and other ancillary services.

TERTIARY HOSPITAL  – are those with 100 or more

beds and fully departmentalized and equipped with the

services capabilities needed to support certified Medical

Specialist and other licensed physicians rendering services

in the field of Medicine , Pediatrics, Obstetrics and

Gynecology, Surgery, their specialties and ancillary services.

TEACHING AND TRAINING HOSPITAL   – 

departmentalized hospital with accredited Residency

Training Program is a specified specialty or discipline.

DEPARTMENT / DEPARTMENTALIZED  – 

administrative units in a hospital with a clearly articulated

mission that includes education, research and clinical

service in the field of medicine. Each clinical department

shall meet the membership requirements of the concerned

specialty / subspecialty society recognized by the Philippine

Medical Association.

BED CAPACITY  –  the number of beds permanently

retained at the hospital for the treatment of in-patients.

Under the Revised Rules and Regulations Governing the

Registration, Licensure and Operation of Hospitals and other

health facilities in the Philippines.

INFANT MORTALITY RATE (IMR) – the probability of

dying between birth and age one, expressed as the number

of infants deaths or deaths occurring before reaching 12

months of life in a given period per 1,000 live births. Under

the NCSB Resolution No. 8 Series of 2006  – Approving and

 Adopting the Official Concepts and Definitions for Statistical

Purposes for the Health and Nutrition Sector.

MORBIDITY  –  the frequency of disease and illness,

injuries, and disabilities in a population. Under the NCSB

Resolution No. 8 Series of 2006  –  Approving and Adopting

the Official Concepts and Definitions for Statistical Purposes

for the Health and Nutrition Sector.

MORTALITY – the intensity of death in a population. It

is sometimes used to mean the frequency of deaths in a

population. Under the NCSB Resolution No. 8 Series of

2006  –  Approving and Adopting the Official Concepts and

Definitions for Statistical Purposes for the Health and

Nutrition Sector.

MORTALITY RATE – generally expresses the chance

that death will occur during a particular period to a person in

particular population group alive at the beginning of the

period. As such those rated are true probabilities and

describe precisely the risk of dying for any actual cohort.
