Dear Coach, You and your squad are cordially invited to attend the Derby High School Panther debate tournament on Friday-Saturday, Nov. 9-10, 2018. Each school will receive 6 entries in each division with a judging obligation of one “qualified” judge per two teams entered in novice and JV. We will also host an open division on Saturday only, but judging will be provided by mostly parents of our students. Novice Division – Friday and Saturday - We are trying to give novices a chance to learn counter-plans, kritiks and other more advanced arguments. Not to say these arguments are required, but they will be allowed. It is also expected that the judges in this category should be experienced enough with these arguments that they can provide good feedback and not be opposed to rapid delivery and more advanced arguments. Third and Fourth year debaters may judge in this division, but they should have experience at the varsity level. All judges will be asked to submit a judging philosophy by Wednesday, Nov, 7 th on Tabroom. This will be a good experience for your advanced debaters to learn how to do. Please review the schedule and note that there will be time for oral decisions after the round. JV Division Friday and Saturday - This division should be comprised of teams who are interested in debating college preparatory NDT/CEDA style debate. Judges should have debate experience, be capable of keeping a flow and be comfortable with disclosing and explaining their decision at the end of the debate orally. Open Division – Saturday Only - This division should be comprised of teams who are interested in

debating in front of a community style judging pool. The judging pool will be comprised of volunteering parents and

community members. This division will be power-matched after round two, first two rounds pre-set at random.

Top three schools based on four entries will receive a sweeps trophy. We will provide medals for the top 8

teams in each division. Cost per team will be $6.00.

Rules and Stuff

General Rules:

1. The tournament will be a cross-examination style policy tournament using the current KSHSAA debate topic- Resolved: The United States federal government should substantially reduce its restrictions on legal immigration to the United States.

2. The tournament will be cross-examination style with 8-3-5 time limits. Prep time will be 8 minutes. This tournament will NOT follow KSHSAA guidelines concerning wireless access. Teams may use electronic email chains to send speech documents to expedite the flashing process. This is the ONLY allowable use of wireless during the round. Evidence retrieval or communication with others during the round through the use of the wireless connection will result in an automatic loss and possible disqualification of the team for further competition at the tournament. DON’T CHEAT!

3. JV is any team comprised of two individuals in which this is the second year of policy debate for BOTH members. Novice debaters may be placed in JV, but are really encouraged to consider the novice division. KSHSAA Deviation: We will allow teams comprised of a 3 rd year debater and a novice. This should not be used to gain a competitive edge, but instead should be a team who will gain a learning experience from debating in JV.

4. Any team more than 10 minutes late to the round (through their own fault) will receive a 3-4 loss.

5. Brackets will be broken in quarterfinals to protect schools, but semis and finals will not be broken.

6. No maverick or 3 person teams will be allowed to compete. The tournament may allow a maverick debate AT THE DIRECTOR’S DISCRETION if it will avoid a bye and allow for more experience. However, the maverick team will be given a 3-4 loss regardless of the judge’s decision in the round.

7. No two debaters from different schools may debate together as a team.

8. Any rules challenges (evidence or otherwise) must be made before the beginning of the next round. Issues of clipping cards should be argued in the debate and the ultimate decision will be made at the discretion of the judge evaluating the round.

9. The tab room will always be open and it is your job to check the results before the awards assembly. Once the assembly starts, the placements are final.

10. Any rule disputes will be settled by a rules committee of the three coaches that tournament management believe are least likely to listen to silly complaints!
