At its first meeting, the Executive Board adopted the agenda set out in docu-ment 114 EX/1 Rev. At its seventh and twelfth meetings respectively the Boarddecided to include in its agenda items 9.5 and 9.6, which are contained in docu-ment 114 EX/1 Rev. and Add.

The Board decided to refer to the Commissions the following items of its agenda:

1. The Executive Board took note of the resignation of Mrs Barbara W.Newell (United States of America) and, in accordance with Article V,paragraph 4 (a), of the Constitution, appointed Mrs Jean Broward ShevlinGerard to replace her for the remainder of her term.

2. In accordance with Article V, paragraph 4 (a), of the Constitution, theExecutive Board appointed Mr Jose Israel Vargas (Brazil) to occupy theseat left vacant by the decease of Mr Paulo E. de Berredo Carneiro forthe remainder of the latter’s term.

The Executive Board approved the Bureau’s proposals contained in document114 EX/2, except with regard to item 7.8, ‘Draft agreement between Unescoand the Arab Federation for Technical Education (AFTE)‘, which it decidedshould be referred to the Programme and External Relations Commission.

The Executive Board,

1. Having examined and extensively discussed the thirteenth report on theactivities of the Joint Inspection Unit presented in document 114 EX/3, andthe report of the Special Committee thereon (114 EX/4),

Having noted with interest that the thirteenth report on the activities of theJoint Inspection Unit contains summaries of three reports addressed toother organizations, namely ‘Third report on the implementation of thepersonnel policy reforms approved by the General Assembly in 1974’(JIU/REP/80/9), ‘Building construction procedures of United Nationsorganizations’ (JIU/REP/81/4) and ‘Report on the setting of prioritiesand the identification of obsolete activities in the United Nations’(JIU/REP/81/7), which may be of interest to the Executive Board,

4. Requests that the follow-up action taken on the decisions of the ExecutiveBoard on the reports listed in document 114 EX/3 and presented to its114th session be brought to its notice at the 115th session.

Taking note of the new offer dated 11 May 1982, by which the Swiss auth-orities propose a grant of 2,255,300 Swiss francs--in place of their pre-vious offer of 1,699,000 Swiss francs, made on 1 December 1981--towardsthe total costs, estimated at 6, 255,300 Swiss francs, of the construction ofnew premises, with a surface area of 2,330m2, at the Chemin desMorillons; and of the fact that maintenance charges of 250,000 Swiss francsper annum for the new premises will have to be paid from the Organization’sbudget,

Recommends that the Director-General take action on the Swiss authorities’latest proposals;

Invites the Director-General to carry out a detailed examination as soon aspossible, in conjunction with the relevant Swiss authorities, of the variousoperating costs relating to the new premises with a view to reducing thecorresponding expenses to the strict minimum, and to make provision forthe necessary funds in Part II of Unesco’s programme and budget;

Notes that the sum of 4,000,000 Swiss francs, representing Unesco’s shareof the cost of building the new premises, would be financed by a bank loanobtained with the assistance of the Swiss authorities and guaranteed by themand would be amortized over a period of thirty years, with effect from1 January 1984, by means of fixed annual payments of 200,000 Swiss francs;

Requests the Director -General, however, to continue negotiations with theSwiss authorities in order to secure, should the case arise, terms at leastas favourable as those enjoyed in this connection by international organiz-ations with their headquarters in Geneva, especially as regards the durationof the loan and the interest rates applicable;

Invites the Director-General to make provision in Part VII of Unesco’s pro-gramme and budget, with effect from 1 January 1984, for the funds requiredto finance the fixed annual amortization payment, which at the present stageamounts to 200,000 Swiss francs, representing per biennium approximately161,000 dollars, at the rate of 2.48 Swiss francs to the dollar;

Authorizes the Director-General to sign, in due course, an agreement ofco-ownership, on condition that the status and interests of the Organization,as regards more especially the privileges, immunities and prerogativesthat it enjoys under the Headquarters Agreement, are guaranteed bySwiss authorities in the context of the co-ownership arrangement.

2. Recognizing the influence and the aura of Saint Francis of Assisi, eightcenturies ago, in a world seeking its way forward, which were so consid-erable that they extended far beyond the confines of his native town, of hiscountry and of Europe itself,

2. Taking into account the fact that Juan Montalvo’s life and work were dedi-cated to the defence of human rights and freedoms both in Ecuador and inother countries of the world,

3 * Noting that the literary contribution of Juan Montalvo gave new life toSpanish-American literature,

Appeal for peace

The Executive Board,

1. Recalling the noble aim of peace so dear to Unesco,

2. Profoundly concerned and saddened by the continuation of the fratricidalconflict between the Governments of Iraq and Iran, marked by an ever-increasing loss of human lives, as well as of precious material resources,including an important part of the cultural heritage of mankind,

3. Recalling the solemn appeal made by the Director-General at the openingmeeting of the twenty-first session of the General Conference and at the114th session of the Executive Board to the two states and to all govern-ments able to bring their influence to bear on the course of the conflict,with a view to the immediate cessation of hostilities,

4. Determined to the full extent of its constitutional responsibilities toencourage the resumption of dialogue between the two Member States ofthe Organization, which have so much in common,

5 * Urges both sides to engage without delay in the negotiations necessary toend hostilities and to seek a negotiated settlement to their dispute on thebasis of mutual respect for each other’s sovereignty, territorial integrity,non-interference in internal affairs, and solution of mutual differencesexclusively by peaceful means;

6 * Invites all governments and the international community as a whole to doall within their power to help bring about a peaceful and just end to thisconflict;

7. Requests the Director-General to explore the possibilities of Unesco’scontribution to this objective.

The Executive Board,

1. Recalling all the relevant resolutions and decisions adopted by the GeneralConference and the Executive Board of Unesco, and in particular resol-ution 14.1 adopted by the General Conference at its twenty-first sessionconcerning educational and cultural institutions in the occupied Arab terri-tories, which requests Israel ‘to cancel . . . Military Order /N°. 8547immediately’ and ‘to observe and implement previous Unesco resolutionsand decisions concerning this matter’,

2. Recalling further the resolutions adopted by the United Nations, inparticular:

(a) resolution ES-9/1, adopted on 5 February 1982 by the United NationsGeneral Assembly at its ninth emergency special session, which callsupon all Member States to apply a set of measures including the sev-erance of cultural relations with Israel and calls upon the SpecializedAgencies and international organizations to conform to the terms ofthe said resolution, and which, in its third operative paragraph,‘declares once more that Israel’s decision to impose its laws, juris-diction and administration on the occupied Syrian Golan Heights isnull and void and has no legal validity and/or effect whatsoever’;

(b) resolution ES-7/4 adopted by the United Nations General Assembly on28 April 1982 at its resumed seventh emergency special session, which‘declares once again that Israel’s record and actions confirm that it isnot a peace-loving Member State and that it has carried out neither itsobligations under the Charter nor its commitment under GeneralAssembly resolution 273 (III) of 11 May 1949’;

3 . Considering that Israel’s annexation of Jerusalem and the Golan undoubtedlyhas grave consequences upon the population of those territories, in its cul-tural identity and its right to education, already seriously affected by theIsraeli occupation,

4. Reaffirming that Israel’s occupation of the Arab territories by force consti-tutes a flagrant violation of the fundamental principles of the Charter of theUnited Nations, the Constitution of Unesco and the Universal Declaration ofHuman Rights, and in particular of the right of access to a national educa-tion and culture,

5 . Noting, after studying the report submitted by the Director-General(114 EX/13 and Add. 1 and 2) and in the light of the available facts andinformation, that Israel:

(a) refuses and persists in its refusal to cancel its Military Order No. 834and to abide by the decisions and resolutions adopted by Unesco;

(b) practises a policy of Judaization and annexation in all the occupiedArab territories, including Jerusalem and the Golan, and imposes byforce upon their populations an educational and cultural policy entirelyalien to their history and culture;

(c) to that end resorts to all means and forms of repression which jeopard-ize human lives and fundamental human rights and paralyse the function-ing of educational and cultural institutions;

(d) is persevering in its policy of destroying Arab culture and education inail the occupied Arab territories;

6. Noting with profound regret that the Israeli authorities have refused themission designated by the Director-General of Unesco access to Jerusalemand the Golan to carry out the mandate entrusted to it,

7. Reaffirms all the relevant previous resolutions and decisions of the GeneralConference and Executive Board of Unesco:

8. Takes into consideration:

(a) resolution ES-9/1 adopted on 5 February 1982 by the United NationsGeneral Assembly at its ninth emergency special session;

(b) resolution ES-7/4 on the question of Palestine adopted on 28 April 1982by the United Nations General Assembly at its resumed seventh emer-gency special session;

9. Strongly condemns Israel’s policy and measures of repression, Judaizationand annexation of the territories;

10. Reaffirms the importance of Unesco’s role, which is to preserve the spiritand culture of the peoples and, hence, the right of the Arab people in theoccupied Arab territories, including Jerusalem and the Golan, to its owneducation and culture;

11. Strongly deplores the refusal by the Israeli authorities to allow the missiondesignated by the Director-General to carry out its mandate in Jerusalemand the Golan;

12. Thanks the Director-General for his continued efforts to ensure the imple-mentation of Unesco’s resolutions and decisions concerning the occupiedArab territories;

13. 1. Having considered the report of the Director-General, submitted inaccordance with decision 6.1.1 adopted at its 113th session, concerningthe Second Intergovernmental Conference on Strategies and Policies forInformatics (SPIN II) (114 EX/13 and Add.),

2. Appreciating the importance of such a meeting, the prospects it opens forthe progress of Member States, and the resulting urgency in holding it atthe earliest opportunity,

3 * Aware of the great potential of informatics for the economic and socialdevelopment of all countries and, in particular, of the developing countries,

4. Emphasizing that Unesco, bringing together as it does all the states of theinternational community, has, by virtue of its mandate, a major respon-sibility in this domain and that it is incumbent upon the Organization tofoster international co-operation in informatics so that the capabilities ofall countries in this field may be strengthened,

5. Recalling that SPIN I, which was jointly organized by Unesco and the Inter-governmental Bureau for Informatics (IBI) , was the first large ministerialconference on informatics and that it prepared the ground for wide inter-national co-operation in this domain,

The Prize

ANNEX

The Kalinga Prize for the popularization of science was established by theUnited Nations Educational, Scientific and Cultural Organization (Unesco) in1951. It is an annual international award of one thousand pounds sterling, basedon a grant to Unesco from Mr B. Patnaik, of the state of Orissa, India, founderand President of the Kalinga Foundation Trust.

2. Candidates

The winner of the Prize must have had a distinguished career as writer,editor, lecturer, radio/television programme director or film producer which

has enabled him to help to interpret science, research and technology to thepublic. He is expected to have a knowledge of the role of science, technologyand general research in the improvement of public welfare, the enrichment ofthe cultural heritage of nations and the solution of the problems of humanity.He should also be acquainted with the scientific activities of the United Nations,Unesco and the other Specialized Agencies. He should preferably be proficientin English.

3. Gift facilities

Under the terms of the gift, the Kalinga Prize will enable the recipient totravel to India where he will be the guest of Mr B. Patnaik and of the KalingaFoundation Trust. He will be provided appropriate facilities to familiarize him-self with Indian life and culture, Indian research and educational institutions,and the development of India’s industry and economy. He will also be invited tovisit Indian universities and attend meetings of Indian scientific societies, par-ricularly those of the Indian Science Congress Association.

While in India, the recipient will be asked to deliver lectures in English andtake part in meetings, with a view to giving an interpretation to India of recentprogress in science and technology or the social, cultural and educational con-sequences of modern science. Upon his return to his country, he is expectedsimilarly to make India and its scientific achievements known by means ofarticles, books, lectures, radio/ television programmes or films.

4. The Jury

The Kalinga Prize-winner is named by the Director-General of Unesco onthe recommendation of a jury of four members designated by him. Three mem-bers of the Jury from different countries of the world shall be designated on thebasis of equitable geographical distribution and the fourth on the recommendationof the Kalinga Foundation Trust.

5 . Presentation and selection

Every year the Director-General of Unesco shall invite the National Com-missions of Member States to nominate one candidate each, on the recommen-dation of the national association for the advancement of science or other scienceassociations, or national associations of science writers or scientific journalists.Nominations or applications from individuals will not be accepted. Nominationsshall be sent to the Director-General of Unesco by 31 January of each year. Filesshall include, in five copies each, complete biodata on the candidate and a list ofhis published works and shall also be accompanied by five copies of his principalpublications.

The Executive Board,

1. Recalling all the resolutions and decisions adopted by the General Conferenceof Unesco and its Executive Board concerning the preservation of culturalproperty in Jerusalem,

2. Recalling:

(a) that the General Conference, in its 21 C/Resolution 4/14, invitedMember States to ‘withhold all recognition of the modifications madeby Israel to the character and status of Jerusalem and to abstain fromany act that might imply any recognition whatsoever of those modifi-cations’, and that it also invited the Executive Board ‘to review devel-opments in the situation regarding Jerusalem and to take any measuresthat it might consider appropriate, in conformity with the prerogativesconferred upon it by the Constitution’,

(b) that the Executive Board, in its decision 113 EX/3. 5.1, invited theDirector-General 'to undertake a study of the situation of all the cul-tural property located in Jerusalem and of the dangers to which it isexposed so that the Executive Board can identify the facts making itpossible to take the decision that the situation warrants’,

3. Having taken note of the tragic machine-gunning incident at the Al AqsaMosque, which caused several casualties among the faithful and defacedthe Holy Sanctuary of the Mosque,

4. Noting with extreme concern that Israel:

(a) persists in its refusal to abide by the resolutions and decisions adoptedby Unesco concerning the City of Jerusalem,

(b) perseveres in its policy of annexing and Judaizing the City of Jerusalem,

(c) persists in carrying out excavations and destruction and in threateningthe cultural character of Jerusalem,

(d) does not respect the sacred character of the Holy Places, which arecontinually subjected to assaults and profanation with the full knowl-edge of the Israeli authorities,

5. Voting with profound disquiet the refusal of the occupation authorities toallow the Director-General’s mission, comprising five specialists, to goLO the occupied City of Jerusalem,

6. Having noted, after consideration of the report of the Director-Generalcontained in document 114 EX/17 and Add. 1, 2 and 3, the request sub-mitted by Jordan that the Old City of Jerusalem and its walls, which arealready included in the World Heritage List, be included in the List ofWorld Heritage in Danger,

7. Reaffirms the previous resolutions and decisions of the General Conferenceand the Executive Board concerning cultural property in Jerusalem;

8. Strongly condemns Israel’s repeated refusal to implement those resol-utions and decisions;

9. Recommends to the General Conference that at its twenty-second sessionit consider the situation brought about by Israel’s refusal to implement theresolutions and decisions adopted by the General Conference and theExecutive Board, and that it take such action as it may deem appropriatein the matter;

10. Strongly denounces the act of agression committed by Israeli soldiersagainst the Al Aqsa Mosque, which led to the death of several of thefaithful;

Considering further that the governments concerned have requested theassistance of the international community for technical support and volun-tary contributions to aid them in the preservation and presentation of theiroutstanding monuments and sites,

Having noted with satisfaction the care with which the Director-Generalhas conducted preliminary studies for these five international campaigns,and expressing congratulations in particular on the multidisciplinaryapproach for the endogenous development of the populations concerned,

Recalling that the conservation and protection of the world’s heritage ofworks of art and monuments of history are one of the responsibilities ofthe Organization mentioned in its Constitution,

Authorizes the Director-General, after the appropriate agreements withthe governments concerned on the modalities to be followed for the executionof the project have been made, to launch appeals for international solidarityin support of the following projects for the safeguarding of:

(c) the monuments and sites of historic, cultural and natural value in WadiHadramaut and in particular the architectural heritage of the city ofShibam (Democratic Yemen);

(d) the site of Goreme (Cappadocia) and the historic quarters and monu-ments of Istanbul, including the area known as the Golden Horn(Turkey); and

(e) the historic city of Sana’a (Yemen).

‘The Jury, consisting of six public figures of different nationalities and fromdifferent regions of the world, shall be appointed by the Director-General ofUnesco for a period of four years’.

The Executive Board,

1. Having examined the report of the Director-General concerning the secondspecial session of the General Assembly devoted to disarmament (114 EX/24,Part A, paragraphs 151-162),

2. Recalling the words of the Constitution of Unesco, according to which‘since wars begin in the minds of men, it is in the minds of men that thedefences of peace must be constructed’,

3. Recalling resolution 11.1 adopted by the General Conference at its twenty-first session entitled ‘Creation of a climate of public opinion conducive LO

the halting of the arms race and the transition to disarmament’, whichstresses that the problem of disarmament constitutes one of the major pre-occupations of our century and that disarmament could afford possibilitiesof improving the lives of the peoples of the world and of promoting the sol-ution of a multitude of urgent socio-economic problems,

4. Bearing in mind that the exacerbation of the international situation is atpresent making the struggle against the arms race and for disarmamentone of the most pressing problems of our times and mindful that the im-provement of the international climate and the struggle for arms controland disarmament require the united and sincere efforts of all states andappropriate Specialized Agencies of the United Nations system,

5. Recalling also its decision 104 EX/7. 1. 5 concerning Unesco’s contributionto the first special session of the General Assembly devoted to disarmamentand its decision 107 EX/7. 1. 2 concerning the results of that session,

6. Aware that, further to Unesco’s participation in and the Director-General’saddress to the first special session devoted to disarmament (1978), theFinal Document of that session recognized Unesco’s special responsibilities,

7. Considering that, in accordance with the Final Document of the first specialsession devoted to disarmament and the Approved Programmes and Budgetsfor 1979-1980 (20 C/5) and 1981-1983 (21 C/5), Unesco has made a signifi-cant contribution to the promotion of disarmament education, in particularby organizing the World Congress on Disarmament Education and by thepublication and dissemination of teaching materials and the organization ofregional training seminars,

8. Recalling that the General Conference in resolution 21 C/11. 1 invited theDirector-General to make an appropriate contribution, within Unesco’sspheres of competence, to the preparation of the second special session ofthe General Assembly devoted to disarmament,

9. Convinced that Unesco has, within the United Nations system, an importantrole to play in the promotion of disarmament through research education,information, communication and culture,

10. Notes with satisfaction the recommendation of the Preparatory Committeefor the Second Special Session of the United Nations General AssemblyDevoted to Disarmament that the Director-General of Unesco be invited toaddress the session in plenary meeting;

Places full confidence in the Director-General as regards the presentationwhich he will make to the second special session of the General Assemblydevoted to disarmament of the contribution Unesco has made and continuesto make to disarmament under its Medium-Term Plan and under its pro-gramme, and which will take into account the relevant resolutions adoptedby the General Conference at successive sessions, particularly its twenty-first session, as well as the views expressed during the 114th session ofthe Executive Board;

Invites the Director-General to make appropriate provision in the currentprogramme and budget and in the second Medium-Term Plan for the under-taking of any special responsibilities the General Assembly may wish toentrust to the Organization in the document(s) it adopts at its second specialsession devoted to disarmament;

Bearing in mind the considerable sums allocated to the arms race at theexpense of aid for development, particularly aid designed to promote edu-cation, science, culture and communication in the developing countries,and aware of the links between disarmament, peace and development;

Invites the Director-General to provide for a thorough study of this matterin the Draft Programme and Budget for 1984-1985;

Further invites the Director-General to continue to accord due importanceto Unesco’s contribution to the promotion of disarmament, in the Organ-ization’s fields of competence, in the second Medium-Term Plan.

Bearing in mind objective 6. C of the Medium-Term Plan for 1977-1982,

Notes with satisfaction the unique and important contribution made byUnesco’s Collective Consultation of international non-governmental youthorganizations to the improvement of channels of communication betweenthe United Nations and youth and youth organizations;

Invites the Director-General to take all appropriate measures to ensurethat Unesco will continue to work closely with non-governmental youthorganizations in the planning and implementation of its programme and inattaining its objectives; and, in particular, to envisage the organization ofCollective Consultations on a regional basis, thus increasing the participa-tion of youth organizations in the activities of Unesco;

Also invites the Director-General to pursue inter-agency co-operation,notably within the framework of the Administrative Committee on Co-ordination, so as to improve channels of communication between theUnited Nations system and youth and youth organizations;

Further invites the Director-General to reinforce the role and participationof youth organizations in the Collective Consultation as a means towards thepreparation and observance of International Youth Year: Participation,Development and Peace.

The Executive Board,

1. Having examined the report of the Director-General on this subject(114 EX/24, Part A, paragraphs 200-209),

2. Having been informed of resolution 232 adopted by the United Nations GeneralAssembly at its thirty-sixth session on ‘Respect for the privileges and im-munities of the United Nations and the specialized and related agencies’,

3. Recalling decision 5.1. 6 which it adopted at its 112th session on this subjectand the resolutions and decisions mentioned therein,

4. Notes with satisfaction resolution 36/232 adopted by the General Assembly;- -

Endorses the appeal addressedby the General Assembly ‘to any Member Statewhich has placed under arrest or detention a staff member of the United Nationsor of a specialized or related agency to enable the Secretary-General or theexecutive head of the organization concerned, in accordance with the rightsinherent under the relevant multilateral conventions and bilateral agree-ments, to visit and converse with the staff member, to apprise himself ofthe grounds for the arrest or detention, including the main facts and formalcharges, to enable him to assist the staff member in arranging for legalcounsel and to recognize the functional immunity of a staff member assertedby the Secretary-General or by the appropriate executive head of the organ-ization concerned, in conformity with international law and in accordancewith the provisions of the applicable bilateral agreements between the hostcountry and the United Nations organization or the specialized or relatedagency concerned’;

Regrets that the contribution made by the Director-General of Unesco tothe report submitted by the Secretary-General of the United Nations in thename of the Administrative Committee on Co-ordination at the thirty-sixthsession of the General Assembly, in application of resolution 212 adoptedby the General Assembly at its thirty-fifth session, was not transmitted tothe General Assembly;

7. Expresses the hope that the Administrative Committee on Co-ordinationwill take whatever steps are necessary to ensure that, henceforth, reportssubmitted in the name of that Committee to the General Assembly fully re-flect the views and contributions of all its members, and takes note withsatisfaction of decision 1982/7 adopted by the Administrative Committeeon Co-ordination at its first regular session in 1982, which provides forthe prior submission to ACC, for its approval, of the report of the GeneralAssembly requested in resolution 36/232;

8. Invites the Director-General to transmit to the Secretary-General, when-ever such a case arises, the information necessary for the preparation ofthe report that the Secretary-General, on behalf of the AdministrativeCommittee on Co-ordination, is to submit every year to the GeneralAssembly relating to cases in which the Secretary-General or the com-petent executive head has not been able to exercise fully his responsibilityin respect of the protection of staff members of the United Nations or of aspecialized or related agency in accordance with the multilateral conventionsand applicable bilateral agreements with the host country.

ANNEX

FINANCIAL REGULATIONS OF THE SPECIAL ACCOUNTFOR THE SUPPORT COST CONTRIBUTION

FROM THE UNITED NATIONS FUNDFOR POPULATION ACTIVITIES (UNFPA)

In accordance with Articles 6.6 and 6.7 of the Financial Regulations ofUnesco, there is hereby created a Special Account to be known as the ‘SpecialAccount for the Support Cost Contribution from the United Nations Fund forPopulation Activities (UNFPA)‘.

1. Purpose of the Account

The purpose of the Special Account is to receive funds from UNFPA forreimbursement of the support cost calculated at a mutually agreed percentageof the annual expenditures of the projects entrusted by UNFPA to Unesco forexecution and to make payments for the personnel and other costs required forthe support of such projects.

2 - Income

The Special Account shall be credited with the contribution from UNFPAfor the support cost, advanced quarterly on the basis of the annual estimatescalculated in the manner as described in Article 1 above.

3. Expenditures

The Account shall be debited with expenditures relating to the payments ofstaff salaries, emoluments and other costs required for the support of UNFPA-financed projects executed by Unesco.

4. Accounts

(a) The financial period of the Special Account shall be identical with that ofthe regular programme of Unesco.

(b) The operations of the Special Account shall be the object of separateaccounting, and shall be included in the Financial Report of the Director-General.

(c) Any unused balance at the end of a financial period shall be carried forwardto the following period.

(d) The accounts of the Special Account shall be presented for audit to theExternal Auditor of Unesco together with those of the regular programme.

5. General

Except as provided for herein, the Special Account shall be administeredin accordance with the Financial Regulations of Unesco.

6. Closing of the Account

The Director-General shall decide upon the closing of the Special Accountat such time as he deems that its operation is no longer necessary.

8. 3 Review of budgeting techniques (114 EX/35 and Add. 1 and 2 and 114 EX/41)

The Executive Board,

1. Recalling resolution 38.1 adopted by the General Conference at its twenty-first session, by which it requested the Executive Board, taking intoaccount, in particular, the competence of its Finance and AdministrativeCommission, to undertake, in consultation with the Director-General, afurther study of budgeting techniques,

2. Having decided at its 112th session to entrust the examination of thisquestion to its Finance and Administrative Commission,

3. Having noted with satisfaction at its 113th session the comprehensive debateto which this question gave rise, and having invited its Finance and Admin-istrative Commission to continue the review of budgeting techniques for atleast four days before the 114th session, taking into account all the docu-ments concerned as well as the discussions at the 113th session, andfocusing its attention on the list of questions identified by the Commission,to which its members were given an opportunity of adding any other rele-vant matters by 31 December 1981,

4. Having examined at its 114th session the report of its Finance and Admin-istrative Commission on the discussions which took place during two dayspreceding the session, on the basis of document 114 EX/35 and Add. 1and 2--a consolidated document containing the comments and observationsmade by the members of the Commission--and of the observations madeverbally by the representatives of the Director-General, and having heardthe synthesis by the Chairman of the Commission,

5 . Mindful of the division of responsibilities, in accordance with the pro-visions of the Organization’s Constitution, between the General Conference,the Executive Board and the Director-General,

6. Mindful also of the specific nature of Unesco and of the specificity of itsmission,

7. Requests the Director-General to include in his study concerning the pres-entation of future C/5 documents proposals, accompanied by examples, asto the possibility of providing: information concerning the criteria andreasons on the basis of which new activities are included, certain existingactivities are continued and others eliminated in the draft programme andbudget; more detailed information on capital expenditure; and informationon the duration of specific programme activities, unless they are ongoingactivities by their nature;

8 Invites the Director-General to provide, in so far as is possible, at thetime of the examination of the draft programme and budget by the ExecutiveBoard and the General Conference, while ensuring that the volume of docu-mentation and the costs pertaining thereto remain limited and in no caseaffect the satisfactory execution of ongoing activities, the following writtenor oral information:

(a) information on the execution of the programme of the current financialperiod for each objective/theme corresponding to those proposed forthe following period;

(b) information on the constraints resulting, in the execution of the pro-gramme activities of the current financial period, from the applicationof the principle of semi-full budgeting;

(c) information concerning posts left vacant during that period;

(d) in the EX/ 11 and C/11, at the most appropriate time, a budget andexpenditure summary for each year ending 31 December, indicatingon the theme level, funds allotted, disbursed, obligated, unobligatedand transferred;

9. Recalling resolution 37.1 adopted by the General Conference at its twenty-first session, which invites the Director -General to undertake an exhaustivestudy of the future presentation of C/5 documents,

Urges the Director-General to take account in this study of the discussionswhich took place in the Finance and Administrative Commission at the timeof the 113th and 114th sessions of the Executive Board, and in particular ofthe possibility of indicating more precisely, in monetary terms, what theprobable effects of inflation on the execution of the various programmes inthe next biennial period will be;

11. Convinced that the results yielded by the internal evaluation of programmeexecution have direct repercussions upon the planning of future programmesand budgets and upon the Medium-Term Plans,

12. Requests the Director-General to take account, at the time of the preparationof the Draft Programme and Budget for 1984-1985 (22 C/5) and those for sub-sequent years and of future Medium-Term Plans, of the results accruingfrom the system of internal evaluation of programme execution;

13. Having highly appreciated the evaluation work already accomplished withinthe Organization, and desirous of giving effect to the Director-General’swish to receive from the Executive Board indications as to the measureswhich might suitably be taken to develop this activity,

14. Invites the Director-General to increase, as may be suitable, the materialand human resources required in order to continue to improve and developinternal evaluation activities, and to continue to encourage, whenever theneed is felt, the use of external evaluation;

15. Recalling that, in accordance with Articles IV.B. 2 and IX. 2 of the Consti-tution, the General Conference shall determine the policies and the mainlines of work of the Organization, take decisions on programmes submittedto it by the Executive Board, approve and give final effect to the budget andto the apportionment of financial responsibility among the states membersof the Organization, and that, in accordance with Article V. B. 5 (a), theExecutive Board shall examine the programme of work for the Organizationand corresponding budget estimates submitted to it by the Director-General,

Noting the provisions of Rule 16 (4) of the Rules of Procedure of theExecutive Board, whereby the Finance and Administrative Commission isresponsible for submitting the draft programme and budget to a technicalexamination, which shall include a detailed study of the advisability of someof the administrative measures proposed and of their financial implications,

17. Noting further the provisions of Rule 9 (4) of the Rules of Procedure of theExecutive Board, which stipulates that members of the Board may beaccompanied at meetings of the Board by advisers or experts and that, onthe request of the member concerned, one of his advisers or experts maybe authorized by the Chairman to speak on a specific point,

18. Convinced, in the light of the experience acquired since the Organization’screation, that the conditions in which the programme and budget are pre-pared, examined and approved by the General Conference and the ExecutiveBoard are satisfactory, enabling as they do all Member States to take anactive part in the successive phases of preparation, execution and monitor-ing in ways and according to procedures which place Unesco, as regardsconcertation with Member States, in the forefront of all the agencies of theUnited Nations system,

19. Considers that the current institutional arrangements for the examinationby the Organization’s governing organs of budget estimates and for themonitoring by those organs of the use of budget credits and expendituresare adequate, while not discounting the possibility of further improvingthose arrangements, having regard, in particular, to the suggestions ofMember States and improvements suggested by the Executive Board in theexercise of its constitutional functions, to the evolution of managementtechniques and methods, or to the lessons learned from experience;

20. Considering the important problem of budgeting techniques proper,

Invites the Director-General to prepare the Draft Programme and Budgetfor 1984-1985 (22 C/5) and those for the following financial periods, using,in the framework of the Medium-Term Plans approved by the General Con-ference, as was the case for the 19 C/5, 20 C/5 and 21 C/5 documents,the following budgeting techniques, and taking into account all such improve-ments as may be suggested by the discussions of the Finance and Admini-strative Committee:

(a) application of the constant dollar principle;

(b) separate calculation of inflation costs;

(c) separate treatment of currency fluctuations;

(d) zero-based budgeting;

(e) application of budget standards taking into account the practices appliedin other agencies;

(f) taking into account of staff turnover in the calculation of the budgettotal:

(g) breakdown of staff and other programme costs by objectives;

(h) analysis of costs, in the C/5 document, by modality of programmeexecution;

(i) apportionment of administrative and common service costs to theprogramme ;

(j) integration of activities financed by extra-budgetary resources in theC/ 5 document;

22. Recommends that the Director-General adopt whatever budgeting techniqueshe may deem useful for determining staff requirements more rationally;

23. Requests the Director-General, in regard to the reserve to cover currencyfluctuation, to maintain the current practice;

24. Notes, nevertheless, the Director-General’s intention to study further theimplications of the establishment of a separate reserve outside the budget;

25. Taking account of certain negative effects of the principle of semi-fullbudgeting on programme execution,

26. Noting that Unesco is the only agency of the United Nations system to applythe principle of semi-full budgeting, all the others having adopted the sys-tem of full budgeting,

Considering that the bicentenary of the birth of Simon Bolivar, theLiberator of Venezuela, Colombia, Ecuador, Peru and Bolivia, will becelebrated on 24 July 1983,

Also considering Bolivar’s universal importance and prestige as aneminent thinker and liberator,

Requests the Director-General to associate Unesco with the celebration ofthis event through the under-mentioned activities, using, in addition toresources already available since the establishment of the InternationalSimon Bolivar Prize, those existing within the framework of the regularprogramme, and mobilizing other, extra-budgetary, resources:

(a) the publication in the official languages of Unesco of an anthology oftexts in which Simon Bolivar expressed his ideas, with introductionsby historians of high repute with specialized knowledge of the subject;

(b) organization of an international symposium in Caracas, Venezuela, onSimon Bolivar’s work, focusing on aspects related to education, science,culture, social development and political institutions;

(c) the holding of a commemorative ceremony in Unesco attended by thehighest authorities of the Organization and with the participation of itsvarious regional groups ;

Under this agenda item, the Executive Board at its private meetings of17 and 18 May 1982 held a broad exchange of views on the application ofRule 54.

The Board also adopted, on 18 May 1982, the following decision:

The Executive Board,

1. Taking note of the report of the Director-General submitted underitem 8.6 of the agenda, and recalling resolution 25.1 adopted by theGeneral Conference at its twenty-first session, concerning an officialof the Secretariat who had been detained in his country of origin andhas been unable to return to his post, and the steps taken by the Boardin that connection at its 110th and 112th sessions,

2. Welcoming the further approaches made by the Director-General sincethe 113th session, with a view to reaching a satisfactory solution to theproblem,

3. Noting with satisfaction that those approaches and the measures takenby the government concerned have made it possible to obtain partiallypositive results,

4. Professing itself encouraged by these results but anxious that a sol-ution fully consonant with the independence of the international civilservice and with the rules and procedures concerning staff membersof Unesco be reached,

5. Gives its full support to the Director-General for him to continue hisefforts on these lines, using all the means available to him;
