EXECUTIVE SUMMARY

Land at Ascot Road, Watford, Hertfordshire has been considered for its below ground

archaeological potential.

In terms of relevant designated heritage assets, no World Heritage sites, Scheduled

Monuments, Historic Battlefield or Historic Wreck sites are identified within the study site or its

immediate vicinity. The site does not lie within an identified area of high archaeological

potential.

The site can be considered likely to have had an archaeological potential for the later

prehistoric periods.

Past post-depositional impacts at the study site are considered likely to have been severe, as a

result of previous and existing development

Proposals include the residentially led redevelopment of the study site.

In view of the identified potential, no further archaeological mitigation measures are

anticipated in advance of redevelopment construction impacts.

1.0 INTRODUCTION AND SCOPE OF STUDY

1.1 This archaeological desk-based assessment has been researched by James Archer, and

prepared by Richard Meager of CgMs Consulting, on behalf of Orion Land & Leisure, and

their planning advisors Jones Lang Lasalle.

1.2 This assessment considers land, also referred to as the study site, to the east of Ascot

Road, Watford, Hertfordshire. The site is approximately 2.03 hectares in extent and is

centred at National Grid Reference TQ09177 95735 (see Figures 1-2 and 16).

1.3 In terms of relevant designated heritage assets, as defined below in Section 2 and as

shown on Figure 2, no World Heritage sites, Scheduled Monuments, Historic Battlefield

or Historic Wreck sites are identified within the study site or its immediate vicinity.

1.4 The site does not lie within an area of high archaeological potential as identified by

Watford Borough Council.

1.5 In accordance with central, regional and local government policy and guidance on

archaeology and planning, and in accordance with the ‘Standard and Guidance for

historic environment desk based assessments’ (Chartered Institute for Archaeologists

August 2014), this assessment draws together the available archaeological, topographic

and land-use information in order to clarify the archaeological potential of the site.

1.6 The assessment comprises an examination of evidence in the Hertfordshire Historic

Environment Record (HHER), considers the results of nearby archaeological

investigations, incorporates published and unpublished material and charts historic

land-use through a map regression exercise.

1.7 As a result, the assessment enables relevant parties to assess the archaeological

potential of the site and to consider the need for design, civil engineering, and/or

archaeological solutions to the potential identified.

2.0 DEVELOPMENT PLAN FRAMEWORK

2.1 Legislation regarding archaeology, including scheduled ancient monuments, is contained

in the Ancient Monuments and Archaeological Areas Act 1979, amended by the National

Heritage Act 1983 and 2002.

2.2 In March 2012, the government published the National Planning Policy Framework

(NPPF), which replaced previous national policy relating to heritage and archaeology

(PPS5: Planning Policy Statement 5: Planning for the Historic Environment). The

National Planning Practice Guidance (NPPG) was published online 6th March 2014 and

updated in April 2014 (http://planningguidance.planningportal.gov.uk).

2.3 The Planning Practice Guide previously issued in support of PPS5, together with

accompanying English Heritage documentation, was cancelled 25 March 2015, to be

replaced by three Good Practice Advice (GPA) documents published by Historic England:

GPA 1: The Historic Environment in Local Plans; GPA 2: Managing Significance in

Decision-Taking in the Historic Environment, and GPA 3: The Setting of Heritage Assets.

2.4 Section 12 of the NPPF, entitled Conserving and Enhancing the Historic Environment

provides guidance for planning authorities, property owners, developers and others on

the conservation and investigation of heritage assets. Overall, the objectives of Section

12 of the NPPF can be summarised as seeking the:

• Delivery of sustainable development;

• Understanding the wider social, cultural, economic and environmental benefits

brought by the conservation of the historic environment;

• Conservation of England's heritage assets in a manner appropriate to their

significance, and:

• Recognition of the contribution that heritage assets make to our understanding of

the past.

2.5 Section 12 of the NPPF recognises that intelligently managed change may sometimes be

necessary if heritage assets are to be maintained for the long term. Paragraph 128

states that planning decisions should be based on the significance of the heritage asset,

and that level of detail supplied by an applicant should be proportionate to the

importance of the asset and should be no more than sufficient to review the potential

impact of the proposal upon the significance of that asset.

2.6 Heritage Assets are defined in Annex 2 of the NPPF as: a building, monument, site,

place, area or landscape positively identified as having a degree of significance meriting

consideration in planning decisions. They include designated heritage assets (as defined

in the NPPF) and assets identified by the local planning authority during the process of

decision-making or through the plan-making process.

2.7 Annex 2 also defines Archaeological Interest as a heritage asset which holds or

potentially could hold, evidence of past human activity worthy of expert investigation at

some point. Heritage assets with archaeological interest are the primary source of

evidence about the substance and evolution of places, and of the people and cultures

that made them.

2.8 A Designated Heritage Asset comprises a: World Heritage Site, Scheduled Monument,

Listed Building, Protected Wreck Site, Registered Park and Garden, Registered

Battlefield or Conservation Area.

2.9 Significance is defined as: The value of a heritage asset to this and future generations

because of its heritage interest. This interest may be archaeological, architectural,

artistic or historic. Significance derives not only from a heritage asset’s physical

presence, but also from its setting.

2.10 The NPPG reiterates that the conservation of heritage assets in a manner appropriate to

their significance is a core planning principle, requiring a flexible and thoughtful

approach. Furthermore, it highlights that neglect and decay of heritage assets is best

addressed through ensuring they remain in active use that is consistent with their

conservation. Importantly, the guidance states that if complete, or partial loss of a

heritage asset is justified, the aim should then be to capture and record the evidence of

the asset’s significance, and make the interpretation publically available. Key elements

of the guidance relate to assessing harm. An important consideration should be whether

the proposed works adversely affect a key element of the heritage asset’s special

architectural or historic interest. Additionally, it is the degree of harm, rather than the

scale of development, that is to be assessed. The level of ‘substantial harm’ is

considered to be a high bar that may not arise in many cases. Essentially, whether a

proposal causes substantial harm will be a judgment for the decision taker, having

regard to the circumstances of the case and the NPPF. Importantly, harm may arise

from works to the asset or from development within its setting. Setting is defined as

the surroundings in which an asset is experienced, and may be more extensive than the

curtilage. A thorough assessment of the impact of proposals upon setting needs to take

into account, and be proportionate to, the significance of the heritage asset and the

degree to which proposed changes enhance or detract from that significance and the

ability to appreciate it.

2.11 In short, government policy and guidance provides a framework which:

• Protects nationally important designated Heritage Assets (which include World

Heritage Sites, Scheduled Ancient Monuments, Listed Buildings, Protected Wreck

Sites, Registered Parks and Gardens, Registered Battlefields or Conservation

Areas);

• Protects the settings of such designations;

• In appropriate circumstances seeks adequate information (from desk based

assessment and field evaluation where necessary) to enable informed decisions;

• Provides for the excavation and investigation of sites not significant enough to

merit in-situ preservation.

2.12 In considering any planning application for development, the planning authority will be

mindful of the framework set by government policy, in this instance the NPPF and by

other material considerations.

2.13 Planning policies relating to archaeology contained in the 2000 Watford District Plan

were not saved upon the adoption of the Watford Local Plan, 30 January 2013. The

latter document contains the following policy which relates to heritage, including below

ground archaeology:

Policy UD 1 Delivering High Quality Design • Historic value: new development should recognise and respond to features of historic value; safeguarding, understanding and promoting the historic environment (from historic buildings to strategic views); Policy UD 2 Built Heritage Conservation The council will ensure that the borough’s historic environment is identified, conserved, and, where appropriate, enhanced. This will include conservation areas, listed buildings, locally listed buildings, scheduled ancient monuments, archaeological remains and registered parks and gardens, and their settings.

2.14 In terms of designated heritage assets, as defined above and as shown on Figure 2, no

World Heritage sites, Scheduled Monuments, Historic Battlefield or Historic Wreck sites

are identified within the study site or its immediate vicinity. In addition the site does

not lie within an identified area of high archaeological potential.

2.15 In line with existing national, strategic and local planning policy and guidance, this desk

based assessment seeks to clarify the sites archaeological potential and the need or

otherwise for additional mitigation measures.

3.0 GEOLOGY AND TOPOGRAPHY

3.1 Geology

3.1.1 As shown on British Geological Survey Sheet 255 (Beaconsfield: 1974) the geology

underlying the study site comprises deposits of soft white chalk. Alluvium lies to the

west of the site, associated with the original course of the Gade River, with an area of

glacial sand and gravel, including undifferentiated Head deposits, to the east, over the

chalk.

3.1.2 No site-specific geotechnical data is currently available. Site investigation works at the

former Royal Mail sorting office to the south of the site revealed substantial ground

reduction with hardstanding and hardcore bearing onto natural sands and gravels,

over the natural chalk (see section 4.2 below).

3.2 Topography

3.2.1 The study site is level at c.55-60m AOD (see paragraphs 4.7.8 and Figure 10 for more

information on landforming).

3.2.2 The River Gade flows from north to southwest c.140m west of the study site.

4.0 ARCHAEOLOGICAL AND HISTORICAL BACKGROUND, WITH ASSESSMENT OF

SIGNIFICANCE

4.1 Timescales used in this report:

4.2 Introduction

4.2.1 What follows is a consideration of findspots within a one kilometre radius, also referred

to as the study area, held on the Hertfordshire Historic Environment Record (HHER),

together with a map regression exercise charting the history of the site from the

eighteenth century until the present day.

4.2.2 In terms of relevant designated heritage assets, as defined above in Section 2 and as

shown on Figure 2, no World Heritage sites, Scheduled Monuments, Historic Battlefield

or Historic Wreck sites are identified within the study site or its immediate vicinity. In

addition the site does not lie within an identified area of archaeological potential.

4.2.3 There are few HHER entries within the study area search radius. The green linear

monument shown to the west of the study site marks the line of the Grand Union Canal,

created in 1805 (ref 241, TL0038 0230). The event shown immediately south of the

site, EHT7374, refers to archaeological monitoring of site investigation works at the

former Royal Mail sorting office to the south of the site, which revealed substantial

ground reduction with hardstanding and hardcore bearing onto natural sands and

gravels, over the natural chalk (TQ0920 9563).

4.2.4 The map sequence, together with a review of documentary sources, demonstrates that

the site remained undeveloped until the mid/later twentieth century when it was

comprehensively developed for industrial purposes.

4.2.5 Chapter 5 subsequently considers the site conditions and whether the theoretical

potential identified in this chapter is likely to survive.

4.3 Prehistoric: Palaeolithic and Mesolithic

4.3.1 Palaeolithic flintwork has been identified within the Watford area, although generally to

the north of the town (Hunns 2000; Bard 2005). None have been identified within the

one kilometre study area search radius around the site. The alluvial deposits underlying

the study site are likely to post-date deposition of such artefacts.

4.3.2 Similarly, Mesolithic flintwork has also been identified within the Watford area generally

to the east of the study site (Hunns 2000; Bard 2005), and none have been identified

within the one kilometre study area search radius around the site.

4.3.3 A generally low archaeological potential can therefore be identified for the early

Prehistoric periods at the study site; small quantities of residual flintwork could

conceivably be present.

4.4 Prehistoric: Neolithic, Bronze Age and Iron Age

4.4.1 From around 4000 BC the mobile hunter-gathering economy of the Mesolithic gradually

gave way to a more settled agriculture-based subsistence. The pace of woodland

clearance to create arable and pasture-based agricultural land varied regionally and

locally, depending on a wide variety of climatic, topographic, social and other factors.

The trend was one of a slow, but gradually increasing pace of forest clearance.

4.4.2 By the 1st millennium, i.e. 1000 BC, the landscape was probably a mix of extensive

tracts of open farmland, punctuated by earthwork burial and ceremonial monuments

from distant generations, with settlements, ritual areas and defended locations

reflecting an increasingly hierarchical society.

4.4.3 Finds of Prehistoric date identified within the one kilometre study area search radius on

the Hertfordshire HER include a Neolithic flint axe or pick at 30 Gade Avenue to the

north of the study site (ref 631, TQ0918 9660).

4.4.4 A Late Bronze Age metalworkers hoard, dated to 1000-600BC, has been identified at

the Holywell Industrial Estate, c.160m to the southwest of the study site (ref 634,

TQ0903 9548; Hunns 2000; Bard 2005).

4.4.5 Relatively little in the way of Iron Age archaeological remains have been identified

within the Watford area (Bard 2005).

4.4.6 In spite of the general paucity of finds withn the area, the site’s location adjacent to a

watercourse may have made it conducive to prehistoric activity, and as such a

theoretical low to moderate potential can be identified for these periods within the study

site itself.

4.5 Roman

4.5.1 Little in the way of Roman archaeological remains have been identified in the Watford

area (Hunns 2000), and no finds of Roman date have been identified within the one

kilometre study area search radius.

4.5.2 From the available evidence the study site does not appear to lie within an area of

Roman settlement and activity. Consequently a generally low archaeological potential

can be identified for this period at the study site itself.

4.6 Anglo Saxon and Medieval

4.6.1 Watford’s name is probably derived from the Anglo-Saxon word for a ford used by

hunters, and it has been supposed that a settlement existed at the Lower High Street,

some distance to the east of the study site (Hunns 2000: 3).

4.6.2 A manor at Cashiobury is referenced in documents dating to AD793, as Cagesho

(thought to translate as ‘Caeg’s spur of land’; Bard 2005).

4.6.3 No archaeological finds or features of Anglo Saxon date have been identified within the

one kilometre study area search radius.

4.6.4 Watford is not recorded in the Domesday Book of 1086; it has been assumed that the

entry for Cassio included Watford. Watford appears to have been a planned Norman or

Angevin town, designed to articulate trade, probably established in the twelfth century

(Hunns 2000: 3-4).

4.6.5 A manorial site has been identified at Baldwin’s Lane, Croxley Green, to the northwest

of the study site (ref 831, TQ084 963).

4.6.6 As with the Roman period, the study site does not appear to lie within an area of

settlement and activity during the Anglo-Saxon and Medieval periods. The study site

can therefore be considered likely to have a generally low archaeological potential for

these periods, with evidence of agricultural activity and land division most likely to be

represented within the archaeological record.

4.7 Post Medieval and Modern (including map regression exercise)

4.7.1 During the early Post-Medieval period, the town of Watford to the east of the site

continued to support an agricultural community based around its markets and fairs,

with ancillary trades such as tanners, bakers, brewers and malters in the town. Initially,

Watford changed little from its medieval layout and size (Hunns 2000).

4.7.2 The Drury and Andrews Map of 1766 and Bryants Map of Hertfordshire dated 1821 (Figs

3 and 4) show the study site to lie in open land to the south of Cashio Bridge Farm.

4.7.3 The Watford Tithe Map (Fig 5: 1844) and the associated Award shows the site lying in

open arable land, with a field boundary crossing the northern part of the site from east

to west, and another in the eastern corner from north to south. Watercourses are

shown to the west of the study site.

4.7.4 The First Edition Ordnance Survey (Fig 6: 1871) shows the study site occupied by open

land as on the Tithe Map.

4.7.5 The Second Edition Ordnance Survey (Fig 7: 1898) shows the removal of the north-

south aligned field boundary in the eastern part of the site.

4.7.6 The Croxley Green branch line of the London & Northwestern Railway opened in 1912

(Brown 2009; HER ref 30896, TQ10271 95549).

4.7.7 The Third Edition Ordnance Survey (Fig 8: 1914) shows the presence of the railway line

forming the northern boundary of the study site. The 1939 Ordnance Survey shows the

absence of the field boundary formerly within the northern end of the study site (Fig 9).

4.7.8 The 1960 Ordnance Survey (Fig 10) shows the presence of a works building within the

northern part of the study site, the area of which has been lowered from the previous

ground surface, together with the northeastern part of the site. No change is shown

within the site on the 1966 Ordnance Survey (Fig 11). The Kelly’s Directory for Watford

for 1966 lists Sun Printers Limited, an ink factory, as the only premises on Ascot Road,

which is therefore likely to comprise the buildings at the site. The Sun works

established itself in the Watford area between World War I and World War II (Forsyth

2015).

4.7.9 The 1978-1989 Ordnance Survey (Fig 12) shows the southwards expansion of the

works building and the addition of further buildings to the east. The northern end of a

large square building to the southwest projects into the northeastern end of the study

site.

4.7.10 The composite 1978-1989 Ordnance Survey (Fig 13) shows the buildings occupying the

site in more detail.

4.7.11 The 1999 and 2014 aerial photographs (Figs 14-15) show minor changes within the

southern part of the study site.

4.7.12 The current Ordnance Survey (Fig 16) shows the site occupied by the works building

with open space to the south and northeast.

4.7.13 The study site’s archaeological potential for the Post Medieval and Modern periods can

be identified as low.

4.8 Assessment of Significance

4.8.1 Existing national policy guidance for archaeology (the NPPF as referenced in section 2)

enshrines the concept of the ‘significance’ of heritage assets. Significance as defined in

the NPPF centres on the value of an archaeological or historic asset for its ‘heritage

interest’ to this or future generations.

4.8.2 No archaeological designated heritage assets as defined in the NPPF are recorded on or

in close proximity to the study site, and the site does not lie within an identified area of

archaeological priority.

4.8.3 While it is possible that previously unknown archaeological remains may be present

5.0 SITE CONDITIONS AND THE PROPOSED DEVELOPMENT

(Likely Impact upon Heritage Assets)

5.1 Site Conditions

5.1.1 The study site currently comprises a series of large industrial/warehouse buildings,

built during the mid to late twentieth century, with the area to the south comprising

recently cleared land (see Figs 14-16).

5.1.2 The construction of the buildings currently occupying the study site can be considered

likely to have had a significant, negative archaeological impact through the cutting of

foundations and services, and in particular the associated landforming identified on

Ordnance Surveys (see Figures 10-11).

5.1.3 Agricultural and horticultural use can be considered likely to have had a widespread,

moderate, negative archaeological impact.

5.2 The Proposed Development

5.2.1 The proposals comprise the residentially led redevelopment of the northern part of the

study site, with the southern part remaining as open land (Fig 17).

5.3 Review of potential development upon Heritage Assets

5.3.1 In view of the study site’s archaeological potential, combined with the potential for

past depositional impacts, the redevelopment proposals are considered unlikely to

have a significant or widespread negative archaeological impact.

6.0 SUMMARY AND CONCLUSIONS

6.1 Land at Ascot Road, Watford, Hertfordshire has been reviewed for its below ground

archaeological potential.

6.2 In accordance with central, regional and local government planning policy and

guidance, a desk based assessment has been undertaken to clarify the archaeological

potential of the study area.

6.3 In terms of relevant designated heritage assets, no World Heritage sites, Scheduled

Monuments, Historic Battlefield or Historic Wreck sites are identified within the study

site or its immediate vicinity. Furthermore the site does not lie within an identified

area of archaeological priority.

6.4 The study site can be considered likely to have had a theoretical archaeological

potential for the later prehistoric periods.

6.5 Past-post depositional impacts within the study site are considered likely to have had

a severe negative archaeological impact, as a result of previous and existing

development.

6.6 Proposals include the residential led redevelopment of the study site.

6.7 On the basis of the available information, principally the site’s perceived low

archaeological potential combined with the likely impact of existing development, no

further archaeological mitigation measures are proposed in this particular instance.
