City Council Meeting Regular Meeting Wednesday, September 1, 2021 – 5:30 p.m. City Hall Council Chambers – 945 S. Dettloff Drive & Zoom Meeting Minutes available at www.cityofarcadiwi.com The regular meeting of the Arcadia City Council was called to order by Mayor Rob Reichwein at 5:30 p.m. with the following members in attendance: (in person): Mayor Rob Reichwein; Alderpersons Joe Feltes; Paul Anderson; Kevin Mayzek; Dan Sonsalla; and Julie Hurlburt; City Staff Chad Hawkins. Deb Foss from the Trempealeau County Times attended the meeting via Zoom. Alderperson Marlys Kolstad was absent. Mayor Rob Reichwein led the group in the Pledge of Allegiance. Administrator Hawkins verified that the agenda was posted at least 24-hours in advance at City Hall, State Bank of Arcadia, Arcadia TV & Appliance and the city website. Motion by Feltes, seconded by Anderson, to approve the agenda as presented. Motion carried 5-0. Public Comments:
• Mayor Reichwein wanted to express his condolences to the family of Chief Halverson on behalf of the city
• Alderperson Hurlburt would like to see about a pharmacy in the city
Motion by Sonsalla, seconded by Mayzek, to approve the meeting minutes from the August 18, 2021 meeting. Motion carried 5-0. Mayor Reichwein briefed the Council regarding a visit with Sen. Smith on Monday, August 30, 2021 to discuss funding opportunities for housing projects. Motion by Feltes, seconded by Mayzek, to approve the resignation of Glen Pronschinske effective September 17, 2021. Motion carried 5-0. Motion by Feltes, seconded by Anderson, to approve the hiring of Patrick Ganschow as Municipal Court Clerk effective September 2, 2021 at a rate of $19.00 per hour and not to exceed 1200 hours per year. Motion carried 5-0. Motion by Feltes, seconded by Mayzek, to approve the Yearly Maintenance Agreement with Deml Controls for City Hall HVAC. Motion carried 5-0. Motion by Feltes, seconded by Hurlburt, to authorize City staff to open a checking account at State Bank of Arcadia for the Internal Drainage Project per EDA grant requirements. Motion carried 5-0

Motion by Anderson, seconded by Feltes, to approve the bills of general account in the amount of $181,136.03. Motion carried 5-0. Motion by Mayzek, seconded by Anderson, to convene into closed session Per Wis. Stats. §19.85(1)(e) “Conducting other specified business, whenever competitive or bargaining reasons require a closed session: Wisconsin Professional Police Association Union Contract.” Motion carried 5-0. Executive Summary
Title: Discussion and Approval of Operator Licenses 2021-2022
Recommended Action: Approve the licenses as presented.
Policy Consideration: Does the applicant have the necessary qualifications to hold an operator license in the City of Arcadia.
Summary: This is a recurring agenda item; city council has authorized city clerk to issue operator licenses as long as the background check has come back satisfactorily from the Arcadia Police Department, and there are no issues that need special consideration by the City Council.
All applicants listed below have had background checks completed by the Arcadia Police Department and are recommended for approval.
