5.0 CONTAMINANT FATE AND TRANSPORT
The fate and transport of contaminants associated with the five study areas atthe Middletown Airfield Site is discussed in this section. Potentialcontaminant migration routes are identified in Section 5.1. Physical andchemical properties that affect-contaminant migration are evaluated in Section5.2. Methods for modeling contaminant transport and migration rates arediscussed in Section 5,3 for the applicable study areas. A summary ispresented in Section 5.4.
5.1 POTENTIAL ROUTES OF MIGRATION
Contaminants are detected in soil and groundwater at locations throughout thesite and adjacent properties; however, the primary sources of contaminationhave not been completely identified. Spills and leaks have occurredthroughout the Industrial Area. Fill materials containing some toxics havebeen placed at the Runway, North Base Landfill, and Meade Heights areas (JRB,1982). Surface applications of combustible liquids took place at the FireTraining Pit. The wastewater _lagoons currently receive textile processcooling water from an HIA tenant. \The RI .field investigation was conductedto determine the nature and extent of contamination from sources such assurface soils, subsurface soils, groundwater, surface water and sediment at:each study area. While no ambient air samples were collected, routine airmonitoring for vplatiles occurred during the field investigation phase of theRI. Only sampling locations GF218, 318, and 317 showed high concentrations oftotal organic vapors.
Contaminants were found at dispersed locations in the different media withconcentrations ranging over several orders of magnitude. Concentrationsdiffer among- the sources as do the extent of contaminant migration. The
routes of migration are similar for each medium .with few exceptions. Thesegeneralized routes are groundwater movement, surface water movement,volatilization, wind and trackout. Each route is discussed in the paragraphsthat follow.

Groundwater Movement - Contaminant migration with groundwater is applicable toall of the study areas at the Middletown Airfield Site. Precipitation carriescontaminants leached from soils into the overburden aquifer. From there,contaminants can move laterally to the Susquehanna River since the overburdenaquifer flows toward the river. Contaminants can also move ivertically fromthe overburden aquifer to the bedrock aquifer, although each aquifer acts asseparate hydraulic units. Data collected during the field investigation showthat some contaminants found in subsurface soils also are found ingroundwaters. However, no modeling was conducted during thisiphase of the RIto predict contaminant release and migration rates from the potential sourcesbecause of the wide dispersion of contaminants and the history of wastemanagement practices at the site. Therefore, no attempt is made in this RI toestimate contaminant release and transport to groundwater. The riskassessment discussed in Chapter 6 addresses contaminant levels detected ingroundwater during the field investigation. !L

Volatilization - Volatile organics were not detected at high concentrations insoils near the surface. Only a few soil samples at depths of 15 feet
contained high concentrations of volatiles (e.g., greater ,;than 1 mg/kg).Health and safety monitoring of organic vapors conducted during drillingdetected volatile organics at the surface at only ^two locations.Volatilization does occur at the air stripper which is used to treat HIA well-water. However, the Record of Decision (ROD) (EPA, 1987) determined thatvolatile organics stripped from the groundwater and released to the air wouldnot pose a significant risk to human health. Volatilization also occurs atthe industrial wastewater lagoons. The lagoons receive groundwater used by atextile manufacturer as process cooling water. Discharges from the industrialwastewater lagoons are monitored and limited under conditions of an NPDESpermit. --• ! . J

Fugitive Dust - Fugitive dust was not a major concern during the fieldinvestigation because most study areas are paved or covered;with vegetation
except one acre of surface soil at the Fire Training Pit ± and a two-acrecrushed stone parking lot at the North Base Landfill. These t^o small parcelsof land are very minor sources of fugitive dust. The Irflal: uilg

discussed in Chapter 6 addresses fugitive dust that could result from thedisturbance of subsurface soils (e.g., construction); however, a minor risk is'associated with the undisturbed soils in their current state.
Surface Water Movement - -Contaminants are transported by stormwater runoff andinterflow (near surface groundwater) at most study areas. The Runway andIndustrial areas are drained by several storm sewers. The Fire Training Areais adjacent to the Susquehanna River and stormwater is assumed to percolateand migrate to the river, A small .stream is located in the Meade Heights Areaand another Is adjacent to the North Base Landfill Area. However, based onanalyses of water and sediment samples taken at each area, neither of thesesurface r waters carries contaminants. Two water samples and two sedimentsamples were taken at each stream and neither volatile nor semivolatileorganics were detected. Therefore, neither stream appears to be a contaminantpathway. Trackout - Accessibility to some areas by wildlife or humans is limited.Access to the Runway Area and Fire Training Pit is limited because of airtraffic. Access Co the Industrial Area is limited to employees and vendors ofthe HIA and its tenants. No adolescents or wildlife routinely travel-throughthis area. Meade Heights and the North Base Landfill are more accessible thanthe other areas. Penn State student housing is adjacent to Meade Heights andthe stream flowing through Meade Heights contains aquatic life. The NorthBase Landfill is adjacent to a commercial vehicle parking lot. Trackout (thetransport of dirt on vehicles from onsite to o.ffsite) from all of these areasdoes not appear to be Important and any risk associated with the trackout ofsurface soils i s minor. - • - • = = = - • - • L ; - - - - - . . . =
The potential routes of migration for each of the study areas are summarizedin Table 5-1. The extent of migration is a function of soil characteristicsat each study area and the physical and chemical properties of the specificcontaminants.

5.2 FACTORS AFFECTING CONTAMINANT MIGRATION
The potential routes of contaminant migration are groundwater movement andsurface water movement, and trackout. Overburden groundwater moves laterallyto the river and, to a lesser degree, vertically to the bedrock aquifer. Nomodeling was conducted during this phase of the RI to predict contaminantmigration. from the overburden aquifer to the bedrock aquifer. Given thecurrent status of the site hydrogeology, such modeling may not be necessary.However, further study may be needed if any of the HIA wells were shutdown orreactivated, since site hydrogeology would probably be affected by any changesfrom current HIA well usage. In the remainder of this section, factors thataffect the fate and transport of contaminants to surface waters are discussed.The transport of contaminants from the Runway, Industrial, and Fire TrainingPit areas to surface water depends on the hydrologic and hydrogeologiccharacteristics of the site, as well as the physical and chemical propertiesof the contaminants. Each factor is discussed below.
5.2.1 Site Hydrology : _. _
Contaminants contained in site soils and groundwater are transported to theSusquehanna River via runoff and interflow. These paths are shown inFigure 5-1 with other elements of the hydrologic cycle: precipitation,
evaporation and evapotranspiration, and groundwater recharge. The hydrologiccycle reported.-by Wood (1980) in the vicinity of Middletown is as follows:

Study areas at the Middletown AirfielcL-Site can be characterized by severalelements of the generalized hydrologic cycle. The proximity of the Runway andFire Training Pit Area to the Susquehanna River indicates that interflow is apathway for the transmission of stormwater. Storm sewers convey surfacerunoff from the Runway and Industrial Areas to the river, but none are locatedin the Fire Training Pit Area. Because of the large amount of paved land atthe Industrial Area, surface runoff is probably much greater than interflow.Conversely, interflow is the dominant pathway at the Fire Training Pit Area.
No field data are available to "estimate the distribution between runoff andinterflow for a specific study area. An estimate of the distribution dependson the amount of paved surface. All of the precipitation falling on pavedsurfaces is assumed to be discharged as runoff. At the Fire Training Area,the surface is depressed and unpaved; therefore, runoff can be assumed equalto zero. Approximately 20 percent of Runway Area is paved; therefore 20percent of the flow to surface water is estimated to be the result of runoffand the remaining 80 percent is from Interflow. Approximately 85 percent ofthe Industrial Area Is paved; therefore, 85 percent^of the surface water flowto surface-water is estimated to be the. xesuit of runoff and the remaining 15percent Is estimated to be from interflow.
The distribution of annual total precipitation to runoff and Interflow is thetotal amount of precipitation that reaches surface water (9.54 inches)multiplied by the fraction of land area that is paved or unpaved. Thisdistribution is shown in Table 5-2.
Contaminants transported to surface waters from the Runway and Fire TrainingPit are carried more so by interflow than by runoff. Conversely, runoff isdominant at the Industrial Area because of the high percentage of pavedsurface. . _ .

The total mass of site contaminants transported to surface water is a functionof the amount of precipitation available. In addition, the chemical and
physical properties of the contaminants affect the total mass transported anddischarged.
5.2.2 Site Hydrogeoloey
Contaminants in site soils are transported laterally and vertically viapercolating precipitation. Precipitation percolates through site soils to
overburden groundwater. Contaminants in overburden groundwater move laterallyto the Susquehanna River and vertically to bedrock groundwater. The hydraulicconductivity of the overburden Is high, 10" 2 feet per minute; therefore,
contaminants can be rapidly transported to the river. The hydraulic
conductivity of. the bedrock is lower, 10'3 feet per minute, and the bedrockaquifer Is confined; therefore, transmission of contaminants from overburdenIs hydraulically limited. Flow paths through the bedrock follow the 29 to 38degree dip of the fractured beds as discussed in Chapter 3--PhysicalCharacteristics of the Site.
Data collected in the RI show that the gradient of the groundwater In the
bedrock follows the trend observed in the overburden. At monitoring pointsnear the river (e.g., Runway Area), the gradients are nearly identical. At
points farther north, such as the Industrial Area, groundwater elevations
differ by two feet. However, the overburden and bedrock groundwater units actas separate units with a gradient directed south to the river.
Data collected In the RI show the gradient of groundwater in the
unconsolidated overburden Is southward toward the Susquehanna River. The
groundwater is also influenced by high stages in the river. R. E. WrightAssociates (1984) reported some limited reversal of gradient during periods ofhigh flow in the Susquehanna. RI field investigation results show that this
reversal was not consistent for all well locations. This inconsistency isprobably due to compositional changes of overburden soils. Less permeable
soils probably attenuate rapid response of groundwater levels to river stages.

VGroundwater flow in the overburden is also affected by production wells.Lowering of the water table in the vicinity of maj or bedrock pumping zonesurrounding wells HIA-13 and HIA-14, occurs to some extent, but it does notcompletely dewater the overburden. Well HIA-13 Is used continuously by a.manufacturer and HIA-14 is used to supply the heating/cooling system at themain airport terminal. The presence of these wellpoin,ts may affectgroundwater movement and subsequent contaminant migration td HIA wells inadjacent areas of the site (e.g., HIA-6, 11, 12). 1;
The transport of contaminants from soils to groundwater was not evaluatedduring this phase of the RI. No discrete sources of contaminants were foundat the site that can be evaluated through use of a transport model. Lowconcentration sources of contaminants are dispersed across the site. Highconcentration sources of contaminants may have been present in past decades.Contaminants from these possible sources are likely to have been transportedthroughout the highly permeable overburden and bedrock.
5.2.3 Physical and Chemical Properties of Site Contaminants
Surface soil, subsurface soil, and groundwater contaminants interact withrunoff and interflow which are discharged to surface waters. Contaminantconcentrations In the discharges are determined by the physical/chemical
properties of contaminants and environmental processes. The phys ical andchemical properties of selected organic and inorganic contaminants found atthe site are presented in Tables 5-3, 5-4, and 5-5. Empirically determinedliterature values of oxidation state(s), water solubility, octanol/waterpartition coefficient (KoW), partition coefficient for organic carbon (KQC),vapor pressure, Henry's Law constant, bioconcentration fadtor (BCF), andspecific gravity are presented, when available. Calculated values, which wereobtained using approximation methods, are presented when literature values areunavailable.
Contaminant Solubility
The rate at which a chemical is leached from a waste deposit or desorbed fromsoils by Infiltrating precipitation, or desorbed from sediments, is generally
