MEMORANDUM FOR The Military Personnel Management Offices of the 54 States and Territories

SUBJECT: Spring 2018 HODA (ARNG) Command Sergeant Major (CSM) Selection Board Results (PPOM# 18-011)

1. Reference: ARNG-HRH Policy Memorandum #17-050, 22 May 2018, subject: Spring 2018 Headquarters, Department of the Army (HODA), Army National Guard (ARNG) Command Sergeant Major (CSM) Selection Board Announcement.

2. The HODA (ARNG) CSM Selection Board convened 21 February 2018 to consider ARNG Noncommissioned officers for appointment to CSM, and adjourned 22 February 2018. The Director, Army National Guard, approved the board's recommendations on 2 April 2018.

3. The HODA (ARNG) CSM board considered 100 nominees; 88 nominees are selected for appointment to CSM. The list of selectees is found at enclosure 1.

a. Two nominees are identified as 'non-selects' and are ineligible for appointment.

b. The Personnel Suitability Screening (PSS) process discovered ten nominees with derogatory information and referred them to the Senior Enlisted Review Board (SERB) for further vetting. The States and Territories may not add the identified nominees to the 'Selected' list until they are adjudicated and cleared by the SERB or the Standby Advisory Board. ·

c. ARNG G1 will notify states of 'non-select' and nominees with selections held in abeyance due to PSS under separate cover. ·

4. Appointment Effective Date. For Sergeants Major (SGMs) and First Sergeants, the date of appointment to CSM is no earlier than the date of this memorandum. Pursuant to the ARNG Enlisted Promotion System Implementation Guidance (PPOM #18-001 ), effective 7 February 2018, all Master Sergeants (MSGs)/First Sergeants (1 SGs) selected for promotion to SGM must have satisfactorily completed Module 2 of Phase 1 of the non­resident United States Army Sergeants Major Course (USASMC) as a pin-on requirement. Thus, the effective date of appointment to CSM for MSGs/1 SGs will be the date the new PME requirement is met but no earlier than the date of this memorandum. MSGs/1 SGs attending the USASMC resident course are authorized appointment no earlier than the date of this memorandum.

5. Notification and acceptance.

a. Senior Leaders must notify Soldiers of their selection. Acceptance of appointment may be verbal. Declination of appointment must be in written form and will include the statement, 11 1 understand I am ineligible for further consideration for appointment to Command Sergeant Major." Declinations are permanently filed in the Soldier's Army Military Human Resource Record (AMHRR). States must report all declinations to the Enlisted Policy Branch by reply to the shared electronicmailbox(arng-hrh-EA@rnail.mil).

b. States may use copies of this selection list to notify Soldiers officially.

c. 1 SGs and MSGs must be in a promotable status on the date of appointment to CSM or the appointments are not valid and will be revoked. Appointees not a graduate of the USASMC, or not having met the requirements specified in paragraph 4, are considered non-promotable.

d. The promotion to pay grade E-9, award of Primary MOS, appointment to CSM, and assignment to the CSM position is accomplished on the same order with the same effective date and date of rank. For Sergeants Major selected by the board, award the MOS, laterally appoint to CSM, and assign to the position on the same order and effective date. Their date of rank, however, remains their date of rank in the grade of Sergeant Major.

e. Active Guard Reserve Soldiers and Military Technician will obtain leadership and compatibility waivers before assignment or appointment to CSM. All leadership waivers for Soldiers on this list may commence on the date of appointment to CSM regardless of the time served before appointment.

f. Appointees must occupy CSM positions (including those promoted and appointed concurrent with assignment) as of the date of appointment. The wear of CSM insignia is not authorized before the effective date of assignment or promotion and appointment, whichever is later, subject to the variation authorized in AR 600-8-19, Enlisted Promotions and Reductions, paragraph 7-13.

g. Department of the Army (DA) Form 4873, Certificate of Appointment, is ordered through the State's Forms Manager. Ensure the pre-signed certificates are ordered. This is a controlled form and States must take care with distribution and handling and store in a secure area. The State Enlisted Personnel Manager should prepare and issue this form to the State CSM who will coordinate presentation at an appropriate ceremony.

h. Enter Sergeant Major on DA Form 4872, Certificate of Promotion for noncommissioned officers appointed concurrent with assignment to CSM positions.
