I know it can be hard to find time to get away with summer being in the heart of the construction season. It was good to see a number of the Kansas Chapter members at the Mid-AM conference that was held in Overland Park in May. If you weren’t able to attend, hopefully you found a way to celebrate Public Works Week in your area. I want to extend congratulations to all the award winners that were recognized at the awards ceremony. I also want to say thank you to all Kansas Chapter members that served on planning committee; they were able to come up with a great group of speakers for the event. I want to highlight some exciting upcoming events. The first is PWX in Orlando between August 27th and 30th. PWX is the National Expo for the Public Works community. Keep in mind if it has been over five years since the last time you have been to PWX, then you are eligible to submit an application for a scholarship (maximum amount of $1,000 per person) that is awarded by the Kansas Chapter. A complete list of the criteria is available on a flyer included in this quarter’s newsletter. The chapter has awarded up to three scholarships per year. There will also be a new roadeo event at this year’s PWX for any of the operators that will be attending. Each chapter will be allowed two participants and the Kansas Chapter will cover the registration cost for the roadeo. Please let me know if you are interested in this event, so we can make sure that you get registered. The chapter will be hosting a chapter dinner at PWX, if you are interested, please be sure to sign up on the chapter website, so we can get an accurate head count. Hope to see you there! I want to start off by saying I hope everyone is enjoying the summer and you are fi nding some time to take a vacation with your family before school starts back up again. I know it can be hard to fi nd time to get away with summer being in the heart of the construction season.

Membership ReportToday, membership in APWA is at an all-time high with the total of 29,827, this is an all-time record. The total surpasses the previous record of 29,807, set back in March. “APWA is excited to see the trend in membership gains,” said APWA Director of Chapter Relations Brian Van Norman. “This demonstrates the value of our branches and chapters. APWA chapters and branches off er local education and networking experiences, attracting new members and furthering member engagement. These local connections along with the value added through APWA resources are key to membership recruitment and retention.”

Membership benefi ts are plentiful and worthwhile. If you are a member, take part in these opportunities to expand your world, and share the benefi ts of being a member with those who aren’t. If you are not a member, explore the many ways that being a member can assist you in your public works profession. Better yet, reach out to a Kansas Chapter member as we are more than willing to assist you.

LTAP ReportFrom Lisa Harris, Director for the Kansas University Transportation Center and the Kansas LTAP and RTAP Programs

KDOT’s Bureau of Local Projects (BLP) and the Kansas Local Technical Assistance Program (LTAP) received a national award this year for a training and certifi cation program they co-developed. They received the 2017 FHWA Excellence in Right-of-Way Stewardship Award for developing an online training and certifi cation program for ROW acquisition. The program uses videos developed by FHWA in its Local Aid Essentials series and combines those with an online test monitored by BLP.

The Stewardship Award recognizes KDOT BLP's eff ort to effi ciently provide training to Local Public Agencies (LPAs). In Kansas, LPAs self-certify that they have complied with the Uniform Act in the acquisition of properties for their projects. In the past, KDOT annually traveled the state to provide training to the LPAs and their consultants and to review project right-of-way fi les to ensure compliance.

To make the process more effi cient, KDOT BLP partnered with Kansas LTAP to develop a certifi cation process and web-based training for LPAs at the LTAP website. The new certifi cation and training process, which will be mandatory for LPAs and their consultants, is expected to save time and money through reduced travel burdens, while also encouraging high participation rates because of the new certifi cation requirement. Using available resources and technology allows KDOT to provide the needed training for LPAs in a more effi cient way not previously possible.

Ron Seitz, former BLP Chief and now Director of KDOT's Division of Engineering and Design, traveled to Indianapolis this past April to receive the award.

The certifi cation is online at www.ksltap.org. Click on Training Webinars in the left column. The training and test take about an hour to complete.

August 10, 2017Milford Lake State Park

The Kansas Chapter of the American Public Works Association (APWA) is holding its 3rd Snow Roadeo Competition and Training event on Thursday, August 10th. The objective of the Roadeo is to provide training for the Kansas Community Public Works crews and individuals in preparation for the snow season. It also promotes communication, cooperation, and friendly competition between communities throughout Kansas.

This year’s event will be held in Junction City, Kansas at Milford Lake State Park. The Roadeo will include competition in the motor grader, front loader, truck with snowplow and each event will include both a diagnostic test and a test of skill on a driving course. The truck with snowplow will be a 2-man team eff ort. Individual trophies will be awarded to the top three individual event winners.

Registration fees are $45.00 per participant, lunch will be provided. Arrival and registration begins at 8:00 AM. The Roadeo is expected to conclude with an awards ceremony at 4:00 PM, but time may vary depending on the number of entries. Equipment will be provided for the competitors.

Overnight accommodations, if needed, will be the responsibility of the entrants.

FOR ROADEO PARTICIPANTS ONLY: Operator acknowledges that construction equipment of the type used in the (“Roadeo”) is a dangerous instrumentality and can cause serious bodily injury, death and damage to property if not used in a safe and careful manner by trained and experienced operators. Operator warrants and represents to the APWA that he/she in fact has been fully and adequately trained in the use of any and all equipment which he/she operates in the Roadeo and has experience with the equipment. Operator further warrants and represents that he/ she possesses the skill to operate and use any such equipment in a safe and careful manner and agrees to so operate such equipment as to avoid any and all damage to property or injury to persons. Operator acknowledges that the APWA is relying upon this representation and warranty.

Operator shall indemnify and hold the APWA harmless from the claims of any and all persons for bodily injury, death, or damage to property which arises from or is a result of Operator’s participation, use or operation of equipment in the Roadeo, whether such claims are based in whole or in part upon the negligence of Operator or the APWA, any defect in equipment, any site condition, or any negligence by any other person, including other Operators.

CANCELLATIONS: If your plans change and you cannot attend the program, a colleague can attend in your place – just send us an email. Cancellations and requests for refunds must be in writing. A full refund, less a $125 USD administration fee, will be made if written notice is postmarked by July 27, 2017. Sorry, no refunds on registration fees or tickets will be issued after July 27, 2017, or in cases where the registration fees total less than $125. All payments will be forfeited if registration is canceled after July 27, 2017. No refunds will be granted for “no-shows.” Non-attendance does not excuse the participant’s financial obligation to pay the registration fees due to APWA. Accounts left unpaid for more than 90 days may be subject to further collection efforts. APWA - Kansas Chapter, Orlando, FL 2017 Public Works Expo (PWX) Scholarship

To encourage involvement from members, the APWA - Kansas Chapter would like reimburse registration cost and expenses for up to three chapter members in the maximum amount of $1,000 each to attend the APWA Public Works Expo (PWX) in Orlando, Florida on August 27 - 30, 2017. Attendance at this national event provides many benefi ts including the opportunity to learn at technical and development sessions, participate in technical tours, and network with peers. The intent of this award is to provide the opportunity to a member of our organization, who has demonstrated the commitment to public works and the Kansas Chapter, to attend an outstanding national event. There is recognition that this stipend is intended for a member who works for an organization that may not have the resources to send this person to PWX.

Criteria For SelectionIn order to be considered for selection, the applicant should:

1. Have not attended National Congress in the last 5 years;2. Be a member of the American Public Works Association;3. Be interested in attending APWA PWX;4. Be willing to share the conference experience with peers and the executive committee through a

memorandum;5. Have a demonstrated record of wanting to continue to grow professionally in the fi eld of public works.

Application ProcessAPWA members wishing to be considered should prepare a letter (maximum of two pages) addressing the criteria above. Please be sure to include your APWA membership number.
