Message from the Commander

I'd like to welcome the Illinois Wing cadet and senior members who are attending the 2011 Illinois Wing Conference in Springfield, IL.

The conference organizers have worked long, and hard, preparing a meeting that will be educational and fun . You ' ll note the full schedule of break out sessions and interesting VIP guests and speakers.

This conference offers the opportunity to senior, and cadet, members to meet and talk. It's a time to renew old friendships, make new friends, ask questions, and share ideas. Our members possess a wealth of information that is there for the asking.

This year, we offer several opportunities for cadet and senior members to meet directly with me, and the wing command section. You also have access to most of the wing staff members along with the commander and several staffers from Great Lakes Region Head­quarters.

After the conference winds up, your mission will be to take back the things you learned and share them with the members of your local units.

Honored Guests Colonel Robert M. Karton, CAP, Great Lakes Region Commander

Col Robert M. Karton, CAP, assumed command of the Great Lakes Region in December, 20 I 0.

During his 21 year tenure in CAP, Col Karton has held the positions of: Legal Officer for Illinois Wing and Great Lakes Region; Illinois Wing Inspector General; National Legal Officer (National Executive Committee); Illinois Wing Commander; GLR Vice Commander; Na­tional Board and NEC Parliamentarian, and interim GLR Commander. In addition, he played a pivotal role on the CAP Constitution and By-laws committee and in the drafting of the Membership Action Review regula­tions.

In 1997, he instituted the National Legal Officers College, a biennial , three-day, continuing legal education seminar geared toward legal issues pertaining to CAP.

Col Karton is an instrument rated pilot and has flown numerous search and rescue and disaster relief missions as a mission pilot.

In civilian life, Col Karton is a prominent Chicago attorney having begun his career as an As­sistant States Attorney for Cook County in the Criminal Trial Division. Currently, he is in private practice at Robert M. Karton , Ltd. He did his undergraduate studies at the University of Illinois, Urbana, Ill., and earned his J.D. at the DePaul University College of Law in Chi­cago.

Col Karton is the 1st Vice President of the Union League Club of Chicago where he is also a Trustee for the Union League Boys and Girls Clubs, and, having served two years as General Counsel for the Civic and Arts Foundation, is currently a life trustee of the Foundation .. In June 2011 he will become the club' s president..

Banquet Keynote Speaker

Colonel Steven J. Konie Director of Operations, Illinois Air National Guard

Colonel Steven J. Konie is the Director of Operations for the Illinois Air National Guard. He serves as the incumbent that oversees flying program execution, the command operations center, and flying safety management. Additional focus is provided for the logistical program support, and assurance of mission capable aircraft to meet active Air Force mis­sions. Provides direct oversight of fiscal, personnel well­being, and installation property control programs.

Colonel Konie began his military career in 1978 by enlisting in the Illinois Air Na­tional Guard 's 1261

h Air Refueling Wing as an Avionics Specialist where he main­tained KC-135 aircraft. In 1985 he attended the Academy of Military Science and was commissioned as a second lieutenant for assignment to the 183d Tactical Fighter Group located at Springfield, 1L. He subsequently attended Undergraduate Naviga­tor Training (UNT) at Mather AFB, CA. graduating in 1985. He served as an F-4 Phantom II Weapon Systems Officer (WSO) with the 183rd Tactical Fighter Group until 1988. In 1988 he was selected for pilot training by the 182d Tactical Air Sup­port Group and attended Undergraduate Pilot Training (UPT) at Williams AFB, AZ. Upon graduation in 1989 he was assigned to the 182d Tactical Air Support Group, I 69th Tactical Air Support Squadron as a Battalion Air Liaison Officer (ALO) and Forward Air Controller flying the A-37 Dragonfly. He began conversion training for the F-16 Fighting Falcon when the unit transitioned to the fighter mission in 1992. The unit was later selected for conversion to the C-130 Hercules in 1995 and was re­designated the 182d Airlift Wing. Colonel Konie is a Command Pilot with over 7,500 hours of flying experience in numerous aircraft. He is qualified as a Flight Lead, Instructor Pilot, Standardization/Evaluation Flight Examiner and Functional Test Flight Pilot. Colonel Konie has served as the Weapons and Tactics Officer, Flight Training Officer, Chief of Safety, Operations Support Flight Commander, Air­lift Squadron Commander and Wing Vice-Commander. Additionally, he flies for Southwest Airlines.

Chaplain Lt. Col Marvin Chandler, CAP: Passed away on June 8, 2010.

Chaplain Chandler entered the U.S. Navy in 1940, serving on the USS Saratoga. He attended Engineering school then graduated from the Seminary in New Orlenes. He retired from the Navy in 1962 as a Lt. Commander. He served in the Civil Air Patrol since April 1970, retiring from service in April 2010 after 40 years of volunteer service as a CAP Chaplain.

,------, Lt Col Francis "Frank" ~ennedy, CAP: Passes away 29 July 2010.

Frank served with the U. S. Army in Germany for two years during the Korean ° Conflict. After returning to IHinois he graduated from Roosevelt University

Photo and continued his Masters work at University of Illinois Circle Campus. He Available worked as a Quality Control Chemist, then for 32 years he became a science

teacher. His last teaching assignment before retirement was as a physics teacher '------' at Paul Robeson High School in Chicago. Joining CAP in 1983 with his wife, Barbara, he served in several positions at Lt Col Julius Jackson Composite Squadron (formerly River Park Squadron). He earned the AEX award 5 times, was awarded AFA grants, served as seminar leader at GLR Staff College and served as a presenter for NCASE.

lst Lt Bunny Sies, CAP: Passed away on 13 November 2010.

Bunny joined Civil Air Patrol in 2006 with her husband, Kelly and her son, Ben . From the start she became very active in Springfield Com­posite Squadron activities and CAP Emergency Services, qualifying as a UDF team member, radio operator and other ES specialties. She participated in every Cadet Summer Encampment and also worked on the staff of Johnson Flight Academy. She joined Ulinois Wing Staff in 2008 as the Transportation Officer, and worked hard to maintain

the Corporate vehicle fleet assigned to Illinois Wing in a safe and mission capable condition .

The following eighteen pages (page 8 thru 25) depict Illinois Wing through the decades since Civil Air Patrol was founded in 1 Decem­ber 1941.

Information Technology From BOOKS a11d PAPER to ...

From the beginning regulations, manuals, textbooks, Personnel Authorizations, pro­motions, personnel records, reports, etc, etc, etc . .. .. .

Virtually everything was printed or docu­mented on paper. (and usually with enough copies to be approved thru each echelon to National Headquarters!) Many times the only copy of a regulation or manual was at the unit headquarters. (Unless you could afford a subscription to them from NHQJ

Today we enjoy the marvels of technology. Laptop Computers, Smart Phones, Twitter

and Facebook; informa-~~~~~~~~~~~~~~~~~~~~~~~! tion of every sort is at our fingertips.

All our regulatory and informational documents are available to all of our members via the internet. Many of our records and reports are now done online, with more to go in the near future.

Everything You Wanted to Know About Administration -But Didn't know where to look. - Overview of the importance of Administration, where to find information including eServices Knowledgebase and ILWG website. Includes Q&A. AEO - CAP's forgotten mission? Review the AE mission as part of CAP's three missions, and focus on how members can start/improve the AE program within their units. What every AEO should know. This session covers the require­ments for advancing in the AEO spe­cialty track, including how to find and complete the required forms. Spe­cial topic regarding how to find activi­ties to improve the AE program. Meeting of the IL Wing Cadet Advi­sory Council.

This session is for squadron DCPs. Current issues and future plans for the Cadet Program. Special empha­sis on stimulating cadet participation in unit, wing, region and national activities Wing Commander's Round Table: An open and frank discussion be­tween cadets and the IL Wing com­mand section. This session will review the vari­ety of resources available to PAs to make their jobs easier. It cov­ers the role of the PA, internal/ external PA strategies, media relations, the PAO Toolkit, and a review of current regs. Discus­sions will cover social media, presentation skills and a group discussion to share ideas. Interactive session designed to provide experienced and PIO trainees with real life mission situations requiting interaction with the media, outside agen­cies, distraught family members, and unexpected developments. What to do when, in spite of our best efforts, we encounter an accident, or injury, during a CAP activity. This review highlights the impor­tant procedures necessary to successfully lead a field unit.
