Jeff Stirling A brief report only this month, mainly because I’m late with it and holding up the presses!

I finished last month’s report by saying that members would be asked to contribute to the process of answering the question “Where To From Here?” and to “watch this space.”

The club committee arranged a “Strategic Planning Day” which took place on Tuesday this week.

A number of club members were invited to attend, with the intention that a broad cross section of views and interests would be aired on the day, in preparation for all members to have the opportunity to contribute to planning for the next phase of the club’s development.

Tuesday’s meeting used the services of an external facilitator (Mike Boyle) and was attended by an invited guest from Yachting Australia in Ross Kilborn. Ross has visited our club on prior occasions and his input to the day was most useful and appreciated.

Thanks for all attendees for giving up your Tuesday.

Those attending agreed that it was a very useful exercise which provided some specific ideas on how we might consolidate on the growth we have experienced in the last couple of years and capitalise on the wonderful amenity we have at the club.

A huge thanks to the Shed Men. This photo was taken on April 14 and there

wasn’t much more than three roller doors and downpipes to go! There’s even

a standard door at the eastern end. It is a terrific new asset for the club. Great

job, gents.

The next phase is to hold a follow up meeting with all members invited to attend, again utilising the expertise of Mike Boyle.

That next meeting is scheduled for 3.00pm Saturday 18th May at the Commercial Club.

Other important matters coming up:- Our annual presentation night and social function is scheduled for Saturday 4th May. Please come and celebrate with your friends.

All members are invited to consider contributing to the running of the club by nominating for committee positions. If you are passionate about our sport and club we would love to hear from you. Nomination forms will be available from the secretary after a brief meeting to vote on the proposed committee structure on May 18 (5.00pm-5.30pm). Any committee member would be happy to discuss what is involved with you.

The Harry Jakobs Memorial Winter Series of racing kicks off again on Saturday 11 May. At this stage it looks like we will have plenty of water and warm sunny days. (Maybe!)

Harry Jakobs Memorial Winter Series - May 11. June 15, July 13, August 10 This will have the same procedure as for last year. Sign on at the club’s sign-on bench and note the co-ordinates of the laid mark towards the south-east. Record your own time. Start between the tower and a speed marker buoy round the laid mark (either side) and finish between the tower and the speed marker. Sign off and write your time on the sign-off sheet. No boat is to start before 8.00am and the laid mark will be lifted at Noon. Volunteers are required to man the recue boat (or two). Contact Terry on 0400533741. Club Calendar for 2013-2014 The current draft of the 2013-2014 calendar is near the back of this newsletter. The Sailability and Training dates are merely a transfer of the 2012-2013 program at this stage. The calendar will be reviewed by the new Racing and Training sub-committees after the AGM. The focus for social nights will be Fridays rather than two nights. Suggestions welcome.

Green Fleet mini-regattas in stead of Juniors / Novices / Ladies mini-regattas Green Fleet racing has modified rules and it is suitable for less experienced sailors as part of their training for normal club racing.

Entry Forms for AWYC Club Racing Once again for 2013-2014, a separate form will be required for each skipper/boat combination as the handicaps will be different for each and the entry details are used in the new results software. Forms are available on the website (click on Racing from the Activities drop-down menu) or from the sign-on bench.

Victorian TY championships March 23-24 AWYC was represented by Fast Eddie (Daren Keil) and PISCES (Terry Caldwell). Both boats were sailed two-up as many possible crew members were not available. I was pleased to have past AWYC member, Roger Veitch, on board PISCES. It is said that “necessity is the mother of invention” and this proved the case with careful planning for spinnaker hoists and gybing with only two on board in winds exceeding 25 knots - meanwhile three boats around us lost their masts! PISCES was fourth for the division with CBHs of more than 0.700 and sixth overall using the TopYacht averaging system to combine the two divisions.

Easter Skiff Regatta There were about twenty nominations for the regatta hosted by AWYC over Easter. A big high keep the conditions light, but that didn’t phase the visitors, whose three skips of rubbish suggest that they had a good time when off the water. The combined fleet of B14s, I-14s and Musto Skiffs had some close racing with B14s taking out the top two places followed by AWYC’s Daryl Stone in his Musto.

There was much enthusiasm to return for future Easter regattas and there may be another division as well the skiffs as a few other visitors came with other boats. 29ers and 49ers and other boats with a yardstick less than 100 will be invited to join the B14s, I-14s and Mustos.

Stuart Richardson Our membership numbers continue to grow and Yachting Victoria has expressed interest is using our experiences as a case study for other clubs who are trying to grow their membership. This is a fantastic endorsement of the efforts of the committee and members over the past few years. Below are some interesting statistics that I’ve found from analysing our Discover Sailing Day, membership and training records. We currently have 242 registered members, up from 190 last year. To put this in perspective we have similar membership numbers to some of the key clubs around the bay such as Davey’s Bay and Mordialloc. We had 135 people register on our 2012 Discover Sailing Day, 11 have joined as new members – 8% conversion. Over the past season we had 102 people participate in training programs (some did more than 1 course). 12 existing members and 19 new members participated in training. The total number of new members (including family members of training participants) who have joined as a result of training is 42. The strong growth in the club and the increased activity it brings is the result of a lot of hard work and it is placing the club in a good position for long-term financial and membership sustainability. The committee will continue to work on opportunities to grow the club and provide improved services to all members. Some important elements of this is the restructuring of the committee to better deliver the core functions of the club and the development of a strategic plan which will guide the future direction of the club. Over the next few months all members will have opportunities to have input to these important planning discussions. See the last four pages of this newsletter. There will be a vote at the Special General Meeting at 5.00pm on May 18 in the Commercial Club. We are currently preparing submissions for the 2012-13 Yachting Victoria Awards. We will be entering the categories for Discover Sailing Centre of the year, Discover Sailing Program of the year and Instructor of the year. The awards will presented at the YV awards night on Friday 21 June. Wish us luck.

Use of club tractor and new storage shed Recently there have been a few questions being asked about the use of the new storage shed and tractor. The committee decided at its last meeting on the following: The club tractor is no longer to be used for the launching of any boats. The committee is currently considering alternative options for the launching of club boats but in the meantime, it is resolved the rostered committee member and principal duty person will arrange for club boats to be launched. The tractor is only to be used for grounds and ramp maintenance by members approved by the

property Officer – John Carlé. If you have a need to use the tractor please contact John on 427411507 The new storage shed will be for the storage of club assets only including the rescue boats, tractor, workshop tools and equipment, marker buoys, training boats, etc. No private member equipment will be stored in the shed. Access to the shed will be by committee key only. Rostered committee members will provide access to the shed and club assets on weekends and during club events.

Links to Codes of Conduct (as emailed to members during April) The club committee has been developing a series of core policy documents over the past year. The link below will lead you to the Member Protection Policy, Codes of Sporting Behaviour and General Code of Conduct. These documents form the foundation for what is considered acceptable and appropraite behaviour in our club to ensure the continuation of our happy, harmonious and family friendly environment. It is important that all members understand and abide by these rules. From now on these rules will be made available to all members via our website and will be provided to all new members as part of an introduction information pack. To help guide the preparation of these policies we have had a close look at what other clubs are doing in this space as well as using the resources provided by YV and Local, State and Commonwealth Government agencies. Our last big event over Easter was a hit with the B14, I-14 and Musto Sailors camping and sailing. The group was friendly and they had a lot of fun at the camp ground and on the lawn in front of the clubhouse. Unfortunately the wind was not so generous, but they still got some races in. We were busy making breakfasts, lunches and dinners. The pork roast with roast vegetables and peas and fresh fruit salad with ice cream was definitely a big hit with the visitors and members alike. The coffee machine got a huge work out again. The café is slowing down now, with just two more training courses until the end of season funaction /

presentation night on May 4t. Please make sure you email John Pimm for your bookings.

Over winter the café and bar will be open during the Winter Sailing Series. Keep looking out for those emails, letting you know about Friday Night Socials with Roast, Pizzas and lots of other goodies. But for now a BIG THANK YOU to all patrons and helpers in the Café/Bar over the 2012-2013 season. We could not have done it without all your support. Just a reminder, if you use the clubroom/kitchen over winter, please remove all food stuff, as it attracts rodents. Hope to see you all over winter at some event or another. Laura Thomson Hello Everyone

On 23rd and 24th March we had five juniors go off to Royal Prince Alfred Yacht Club to compete in the NSW State Titles. Lily, Matilda & Olivia Richardson, Simon & Laura Thomson sailed in the Intermediate division and did really well, all having a great time. Both days on the water were very light so not many races were sailed. The overall results were Matilda – 7th, Laura – 10th, Lily – 11th, Simon-16th and Olivia – 21st out of 53.

From 9th to 11th April, Laura, Lily & Matilda took part in the pre-OAMPS training camp. This was three long days of coaching and training. Each day started at 9:30am and finished at 4:30pm – 5pm. Our coach was Aiden, who is an Irish coach that has just become the Vic State coach for Lasers.

Following from this camp was the Victorian OAMPS Youth Championships. Finn Buckley from Wagga Wagga also came to the event. There were 42 boats in the Open fleet. The first day was EXTREMELY

wavy, the swell was very big with some waves going up to 2 metres. The wind started at 15knots but died off as the racing went on, especially in the last race where there was only about 4-5 knots. The second day was the opposite with no waves or wind. There was no racing, so the results from the first day stood. Matilda - 8th, Lily - 13th, Laura - 14th & Finn – 17th.

It would be great if next season we see more of our juniors representing the club at these sorts of events. They are great learning experiences and you would be surprised at how much you can learn from just one regatta. There is a fleet for everyone, whether you are starting out in green fleet or sailing with the big kids in open fleet.

Recently, we had our last day of club sailing. Well done to everyone who competed throughout the season. Hopefully, you will come along to the presentation night on Saturday 4th May and join in the party!

School Essay by Junior member, Ben Roberts. [Ben recently participated in an AWYC training course]

I was off. Only three weeks to prepare. The wind in my face on a warm late Spring day in the early morning. I had set my course, slicing through the water at an intense speed, sailing up-wind. Sails in tight, the spray from the water on my face and the wind in my hair made me feel so exhilarated to be sailing a Laser. Two-man Pacers, I had sailed before, but sleek light Lasers were more than a challenge for someone of my skill level. This I soon found out as my instructor called “Ben let your main off a bit” over the roar of his motor-boat’s engine . When I finally reached the buoy, I tacked and shot down-wind. Gliding across the water, more free than a bird in the sky, soaring higher than all. I came to the next buoy and began to gybe, the boom flung across the boat like a mighty mace swung by a mighty warrior and ripped through the air as I headed to the buoy. Suddenly a gust of wind slammed itself into the sail. As this happened the boat began to tip, gravity began to pull on the mast bringing the whole boat with it. The boat cam to an 80 degree angle and became cliff-edged. Fighting gravity and the weight of the boat, I began to hike out over the water. Further and further I found myself over the water until finally the boat began to tip slowly back to me. Suddenly, I made a dash for the middle of the boat. After almost getting wet, I was sailing along happily when the next buoy was coming up. This tack was going to be perfect. I came to the buoy and began my tack and my boat glided through it so gracefully, like swan - as graceful as can be. Soon my instructor told me to swap with someone else, so I got in the rubber ducky and was taken to a Pacer.

THE END!! Reflections: 1. I chose the event that I did because it was the only exciting thing I have done recently and because sailing is almost a way of life to me. 2. The audience appeal was for understanding the difficulty of sailing. 3. I am hoping that my piece of writing revealed my love of sailing and that I am determined to keep going. 4. My biggest writing challenge was describing how the boom came across the boat. Editor: Thanks for sharing this with us, Ben. It’s good to be reminded about the love of our sport!

NATIONAL SAILABILITY CONFERENCE Yachting Australia's inaugural Sailability Australia Conference was held at the AIS in Canberra on 26th & 27th March. There were many keynote speakers and lots of group discussions and workshops. The main theme was “Inclusion” and what this means. Topics also covered included the Sailing Pathway, education and training (for both the participants and volunteers), risk management and safety. Inclusion of people of all-abilities is about providing a wide range of Sailing Pathway options at clubs where the individual has a choice how they participate. The inclusion spectrum allows club activities to be delivered in different ways, with more options. The aim is to encourage fuller participation by people of all-abilities. Many people believe there is no benefit to our club in providing sailing opportunities for people with disabilities. This is not the case, with 20% of Australia’s population reported to have a disability of some kind. If our club offers opportunities for people with a disability we’ll open up new markets and attract new customers to the organisation. We can also access sources of funding to make our club more accessible. By eliminating any discrimination and improving physical access our club will improve existing services for all members. Sailability is the umbrella program name for inclusion in sailing. It embraces the entire spectrum of inclusion in sailing at clubs. For this reason, to tie in with Yachting Australia’s current marketing and to assist with risk management, Sailability will now come under the banner of the Discover Sailing Centre at our Club. PARALYMPIC TALENT SEARCH DAY The Australian Paralympic Committee (APC) is conducting the first Talent Search day for 2013 in Victoria in April in Melbourne. Date: Saturday 20th April Time: 12:00pm - 4:00pm Venue: Victorian Institute of Sport, Aughtie Drive, Albert Park. The APC is searching for people with a physical impairment, vision impairment or intellectual impairment who display the athletic potential to one day make it to Paralympic level competition. A secondary goal is to help introduce people with disabilities into regular sport and physical activity, whether that be through school sport or club environment and the day is great way for people with disabilities to meet representatives from a variety of sports. Nominations were called on for the distribution to programs of these

donations. I am pleased to advise that we were successful in gaining funding for Cathy Richardson to attend an Assistant Instructor Course and also for Vince Star to attend a Start Sailing Course. Vince has been attending Sailability with his brother Tom for the last 2 years. Tom has cerebral palsy. It was felt that Tom’s sailing experience could be enhanced, by improving Vince’s understanding of sailing, thus allowing them both increased participation in the sport. SAILABILITY VOLUNTEER INDUCTION This induction has been postponed until the start of next season. Participating in this induction will give prospective, new and current volunteers a better understanding of sailability, the volunteer role descriptions and responsibilities and the training to use all the equipment with confidence (including the hoist, RIB and Access boats). ACCESS ASIA PACIFIC & AUSTRALIAN TITLES These titles were held over Easter in Canberra. Simon Brown represented AWYC in his 303 and came 14th out of 17. SAILING FOR EVERYONE Our last Sailing For Everyone Session was held on Saturday 23rd March. A huge thank you to the team of volunteers who assisted the 22 participants who went for a sail. I was away this day but was pleased to hear from the volunteers who enjoyed their afternoon. The feedback from those who went for a sail was also positive, with many posting pictures and comments on Facebook. DISCOVER SAILABILITY EXPERIENCE Gateway Community Health attended our Club with a group of their clients for a Sailability Experience on Tuesday 26th March. Below is an email sent to me from Karen Murison, Community Support Worker, Mental Health Team, Gateway Community Health about their day. Hi Leanne, Just wanted to thank you and your volunteers for our Sailability session on Tuesday 26th March. Our participants totally enjoyed the experience and those who sailed not only had an enjoyable experience but also gained a great sense of achievement by overcoming their fears and challenging their anxiety! This activity was part of a 3-day camp and proved to be a highlight for all those who participated. Your volunteers were supportive, friendly and non-judgmental which really made the session a great success. People living with a mental illness in our community rarely have opportunities such as this and it was greatly appreciated. Sincerely hoping we can utilise your program in the future. SCHOOLS SAILING Term 1 was an exciting time for our training centre as we ran our first Start Sailing 1 program for a local secondary school. 6 Victory students and their teacher participated in this course over a 3-week period, attending 1 day per week. All students (and teacher) enjoyed their time with us, taking home a better understanding of sailing; its environment and a Yachting Australia Start Sailing 1 certificate. There are discussions with Victory about how we can work together again later in the year, possibly bringing out a new group of students and/or continuing with this current group to obtain the next level of qualification. A huge thank you to Daryl Stone, who was our Instructor, Aaron Pimm, Leanne Thomson and Sinead Stone who were Assistant Instructors over the three sessions.

Trinity Secondary school have also been in discussions about doing a program in Term 4 as we ran out of time to arrange a Term 1 program for them.

Prior to the start of our training courses next season we also hope to do some school intro programs, where students are brought out for a 2 hour experience in either the Tackers Boats or Pacers.

DSC COURSES Congratulations to Kim Tippett, Leanne Thomson and myself, for successfully completing the First Aid Refresher course and Shirleen Minato for passing her CPR Refresher. These were held at the Club in March. Thanks again to Helen and Terry Kerr for instructing this course.

Eight members are enrolled in the Marine Radio VHF course to be conducted at the Club on 13th & 14th April. This course will be run again at the start of next season.

Amazingly, we have only just completed our Learn to Sail courses and we have people trying to book into next year’s courses Planning has already begun and when these courses are available I will let you all know. In the meantime we still have an Applied First Aid (Senior First Aid) course on 1st & 2nd June (postponed from 18th & 19th May). To enrol, visit www.awyc.yachting.org.au/?ID=62173

VICTORIAN YOUTH CHAMPIONSHIPS Good luck to Laura Thomson and Matilda & Lily Richardson who will be competing in this event on the weekend of 13th & 14th April. Once again, I will be offering on-water support and coaching to these juniors. I am sure you join me in wishing them all the best.

Discussion Paper AWYC Committee Restructure

AGM 2013 Purpose: The purpose of this discussion paper is to inform the membership of the proposed changes to the com-mittee structure. Background: On 26 November 2012 the Victorian Associations Incorporation Reform Act 2012 under which our club is incorporated changed. This change requires us to redraft our club rules (constitution) using the ‘model rules’ provided by the Victorian Department of Consumer Affairs as the template. This creates an opportunity for us to also review the current committee structure and update how our committee is formed and functions to better align with the current activities of the club. The following proposal has been developed by the committee following an extensive review of other sailing club committee structures and consideration of the current and expected future functions of AWYC. Proposal: It is proposed to restructure the committee to align with the current functions of the club and allow changes to accommodate future club responsibilities. Issues to consider are: Provide better focus on planning and development opportunities. Committee to be made up of the Officers (Commodore, Vice Commodore, Rear Commodore, Secre-

tary, Treasurer) plus defined general members. General member positions are to be agreed each year and voted by members at the AGM. This enables

all committee members to vote. Only Officers to be listed in constitution. General Committee positions can be listed separately (in by-

laws). This gives the committee flexibility to change general member positions as needed without having to change the constitution.

All positions are to be renewed annually by members vote at the AGM. Tenure of Flag Officers (Commodore, Vice commodore, Rear Commodore) to be limited to 2 years in

any one position. Include in the constitution a provision for Special Committee Members (exofficio – non voting) and sub

-committees. Expectation for Vice Commodore to follow on to Commodore’s role at the ends of 2 year term. This

will underpin a stable transition of executive management of the club and will provide consistent application of forward planning (see roles and responsibilities below).

Vice Commodore, Second Flag Officer (deputy to Commodore)

Preparation of rolling 5 year business plan. Facilitate meetings with members to gather input and feedback on the business plan. Maintenance of clubs policies, procedures and plans. Deputise for Commodore when required. Chair of Strategic Planning Sub Committee.

Rear Commodore, Third Flag Officer (Participation)

Responsible for the club participation program Leader of the Discover Sailing initiative or other similar programs as they arise Facilitates club open days and introduction activities for prospective new members. Coordinates the training, development and rostering of Discover Sailing Hosts. New member inductions Chair Training and Sailability sub-committees.

Secretary This role is defined in the model rules provided by Department of Consumer Affairs Secretary (1) The Secretary must perform any duty or function required under the Act to be per-

formed by the secretary of an incorporated association. Example Under the Act, the secretary of an incorporated association is responsible for lodging documents of the association with the Registrar.

(2) The Secretary must— (a) maintain the register of members in accordance with rule 18; and (b) keep custody of the common seal (if any) of the Association and, except for the fi-

nancial records referred to in rule 70(3), all books, documents and securities of the Association in accordance with rules 72 and 75; and

(c) subject to the Act and these Rules, provide members with access to the register of members, the minutes of general meetings and other books and documents; and

(d) perform any other duty or function imposed on the Secretary by these Rules.

(3) The Secretary must give to the Registrar notice of his or her appointment within 14 days after the appointment.

Treasurer This role is defined by the rules provided by Department of Consumer Affairs Treasurer (1) The Treasurer must— (a) receive all moneys paid to or received by the Association and issue receipts for

those moneys in the name of the Association; and (b) ensure that all moneys received are paid into the account of the Association within

5 working days after receipt; and (c) make any payments authorised by the Committee or by a general meeting of the

Association from the Association's funds; and (d) ensure cheques are signed by at least 2 committee members. (2) The Treasurer must— (a) ensure that the financial records of the Association are kept in accordance with the

Act; and (b) coordinate the preparation of the financial statements of the Association and their

certification by the Committee prior to their submission to the annual general meeting of the Association.

(3) The Treasurer must ensure that at least one other committee member has access to the accounts and financial records of the Association.

Proposed Constitutional changes relating to restructure: (the text below is taken from another club's constitution. It provides an example of how the tenure of flag officers is managed by others.)

The Commodore, Vice Commodore and Rear Commodore shall be the flag officers of the Club in that order of seniority. At every Annual General Meeting of the Club the Flag Officers shall re-tire from office. A Flag Officer of the Club who has held the one office for two consecutive years shall not be eligible for nomination for that office for the next year but will be again eligible for nomination to that office after that year has elapsed and shall therefore be immediately eligible for nomination to one other Flag Officer.

The Commodore, Vice Commodores and Rear Commodore should preferably each be the bona fide owner or part owner of a sailing yacht on the Club’s Yacht Register. Any nominee who is not an owner or part owner shall clearly declare so on their nomination.

The Officers of the Club shall be: a) The Commodore b) The Vice-Commodore c) The Rear-Commodore d) The Treasurer e) The Secretary h) The Immediate Past Commodore

The Immediate Past Commodore of the Club shall be an Officer but shall not be a member of the General Committee.

All Flag Officers must have previously been a Member of the General Committee for a period or periods in aggregate, of not less than nine (9) months.

Each Committee Member shall hold office from the Annual General Meeting of his election until the Annual General Meeting in the next year.

Opportunities to provide comments and feedback This is an important change to the management structures of our club and it is important members have input to the proposed changes.
