Over the past few months, the authorities - Subang Jaya Municipal Council and the Police have been putting a lot of effort to clean up Puchong of negative elements and businesses which have been operating illegally all around us.

The authorities have taken stringent measures to wipe out this menace to ensure our community is safe and has a conducive environment for community development.

Efforts have also been taken to increase community-police cooperation through the community policing programme. MPSJ is also contemplating joining forces with the community and police to combat crime.

SURAU Darus Salam in Puchong received RM10,000 for a new speaker system to broadcast the call to prayer (Azan) from Kinrara State Assemblyman YB Teresa Kok in conjunction with Maulidur Rasul recently.

YB Teresa who is also Seputeh Member of Parliament gave RM2,500 each to a local Islamic

day care centre and primary school. The senior executive councilor for Selangor said the donation was due to the fact that the speaker at the surau had not been functioning well for some months and any balance from the RM10,000 will be used to subsidise the surau’s repairs and renovations.

AMIDST the supposed protests by residents who oppose the move by the Subang Jaya Municipal Council to legalise outdoor dining, another group have come out to support the nod by the local council to allow tables and chairs to be placed by road sides and five foot walkways. The practice of dining by the road side does not only allow for more space for operators, it also allows patrons to enjoy the cool open air environment while tucking in their favorite food or sipping their drink. This is what some MPSJ

councillors had to say:Gary Chong: I supported this move during the Licensing Committee meeting when it was brought up. The placing of tables and chairs depends on the suitability of the site. Even back lanes should be allowed for such use. Many shops do not have sufficient space within their premises to cater to diners. Instead of issuing summonses daily, why not regulate these shops? Operators have to ensure they comply with all the conditions set such as adhering to the operating hours and also ensuring the cleanliness of the place. By regulating, we can weed out and minimize the incidences of corruption and bribes. Chang Kim Loong: Regulating outdoor dining will reduce temptation of corruption. Safety however, must not be compromised. Lighting, road humps and barricades can be put up to protect patrons and also to alert drivers along the stretch.

Cheah Sang Soon: If there’s no obstruction to traffic flow, I fully support the system. Arumugam A/L Kalimuthu: I have my reservations. We need to look at the overall impact. Issues of hygiene, safety, congestion, monopoly and sub-letting must be addressed.Roslan Shahir: The Licensing Committee supported the idea unanimously after taking into consideration a lot of factors including our local lifestyle and

revenue for MPSJ. I am for it. I had in fact proposed at the recent full board meeting that the Licensing Department go down on the ground and educate the operators, teaching them how to apply for the permits.Ng Sze Han: Malaysians love sitting outside because of the hot weather. IN this modern time and age, even with the advent of the internet and online advertising, conventional signboards that adorn the facade of many, if not most shop lots, are still a must for many business owners.

Signboards form part and parcel of the various advertising tools that most businesses use to make their presence felt at the location of their operations. But how many of us ever wonder if the signboards meet the required standards and more importantly, whether they are safely hanging above our heads when we walk by.

In the past, the process of applying for a signboard licence was tedious with long queues and waits. But with the introduction of technology, getting a license for a signboard is just at a click of a button. So why are there still so many businesses who disregard the need to do so?

There is a small yet significant difference between licensed and unlicensed signboards – the Subang Jaya Municipal Council license or registration number is imprinted on the signboard for those who have been given the approval and have paid the small fee that goes with it.

For most shop owners who wish to erect signboards, ignorance of what is required could be the main cause for non-compliance. Many shop owners engage agents to design and erect their signboards.

While some agents may omit the need for a license, others may demand a high fee for the job citing high exorbitant license fees as the reason.

The simple matter of the truth is that the cost to register a signboard is actually quite affordable – a mere RM90 for unlit signboards and RM60 for lit ones per annum. One simply can’t say that the fee is too expensive.

But not all middle men give the wrong information though – there are countless signboards built by signboard companies that have MPSJ license numbers attached to them.

Licensing the Unlicensed We met up with two MPSJ councillors Roslan Shahir and Gary Chong who sit on the Licensing Committee to discuss the matter. We also touched on how the revenue gained from licensing signboards could be

used to upgrade or maintain the needy areas of the municipality.We first met Roslan who encourages unlicensed signboard owners to come forward to legalise them.

How many of the signboards are licensed so far? Roslan: I would say that about 50% are licensed - mainly those doing retail on the ground floor because that’s where the enforcement normally has got access to. Offices on the first floor,

second floor, s o m e t i m e s they get off scot free.

What can the money that the council gets from the

signboard license fee be used for?Roslan: Oh, lots of things including maybe increase in manpower! A lot of things that we can do especially maintenance, cleanliness and things like that. I believe that the retailers and traders would expect that in return. I see that the problem cropped up after the change in administration when MPSJ came into existence taking over what belonged to MPPJ (now MBPJ) before.

Can existing signboard owners come to MPSJ to license their signboard without taking down their board?Roslan: Oh yes, they can. We will encourage that. Only there are certain guidelines that they will have to comply with. Some have extraordinarily large signboards which are, of course, not permissible.The standard measurement is there and anything above that you have to apply for separately.

Is there a reason why the shop owners will have to pay for their signboards?Roslan: One is in terms of regulating what gets put up. The other reason is about standardizing the practice.

Move to Legalise Signboards

There could be a campaign to encourage all the owners of unlicensed “signboard” to apply for licenses, according to Gary Chong. He supports the idea of a

campaign to get the shop owners to ‘legalise’ their signboards.

How many illegal signboards are there in the MPSJ municipality?Gary: I think quite a fair bit. Normally, when you obtain a license you will be given a number but I don’t see such numbers on all signboards. Legalise your signboard so that there can be revenue for the local council. There are too many illegal signboards.

So it’s hard to say how many illegal signboards there are?Gary: To me, for example, for the whole of MPSJ Municipality… easily 200,000…It is a loss of revenue for the local council. (Based on RM60 for a lit signboard, the council could stand to increase their coffers by a whopping RM12mil annually). MPSJ should take action but I don’t think we should be very harsh on these people the first time around. Educate, talk to them to legalise and also advise them on how to apply through a soft approach. To impose a fine on them would be too harsh. If owners encounter any problems applying for signboard licences, let us know. We can help them and guide them. As the authority, we should be very friendly so that we can make it easier for them to do so.

What do you think is wrong with the system which results in so many signboards going unlicensed?Gary: There are a lot of factors. It’s a very general question when you put it that way. Let’s say a coffee shop, a typical Chinese coffee shop. They like to use a runner. They don’t go direct to MPSJ because they are saying it takes up a lot of time running around, so most of them use a runner or an agent to do all these things.Sometimes, the agent may give wrong information or cause delay, so it’s not (the council’s) fault. They don’t get the direct answer from MPSJ, it’s through the middleman. It’s so easy these days with the internet. You can download the forms, fill it up and send it to us yourself. Most businessmen do not encounter any problems when they submit their applications for a signboard license but I’m facing a lot of problem from the hawkers

because they are not fluent in Bahasa Malaysia.

What is your plan to encourage the shop owners to license their signboards?Gary: We will call a press conference to disseminate the information through the press. We will give them (signboard owners) sufficient time. Even though their signboards have existed for quite some time, I hope they will pay up. In a way we are trying to legalise them. If we come in and we take out all their signboards, what would happen? They would make a lot of noise; make a political issue out of this matter. It is unfair to those people who pay when some don’t. We will take the soft approach and guide them on the steps to apply for licences. If we find out they are illegal, we will give them a grace period to apply. It is very fair. If a signboard is illegal, we will give notice, not a fine. Apply for the licence within a month, otherwise action will be taken. It is very fair.

When they apply for a license they get a number. Do you have a way for this license number to be placed on the existing signboards? Is it a sticker?Gary: Right now no but I think we will come up with the sticker.

How do they do it?Gary: You don’t have to take the whole signboard down. Just place the sticker which contains your serial number on the signboard.

A bilateral research project between the Subang Jaya Municipal Council and Universiti Sains Malaysia to tackle the dengue problem in the municipality will take off the ground soon with the signing of a Memorandum of Understanding recently.

MPSJ president Dato’ Adnan Md Ikshan, who visited USM last year with his health director Dr Abdul Rahim Ahmad said the project, which will look into chemical and biological methods to tackle the dengue problem will be a pilot project funded by a commercial bank.

“This is the first of its kind for

a local authority to link up with an institution of higher learning to tackle dengue.”

“We will engage the assistance of USM to introduce a biological enemy of the Aedes mosquito, particularly the Aedes aegypti, to help reduce the threat of dengue,” he said.

The larvae of one jungle variety, the Toxorhynchites splendens, consume larvae of other mosquito species, particularly the Aedes. These cannibalistic mosquitoes are bigger in size but they do not attack people because they are not blood-suckers.

Adnan said with the assistance of USM, the council would start breeding the Toxorhynchites splendens and subsequently releasing them into areas where dengue was prevalent.

Prof. Dr. Abu Hassan Ahmad, the Dean of USM’s School of

Biological Sciences, will be heading the team to work with MPSJ.

“Later on, we will be introducing this mosquito breeding programme to primary schools to get students involved and also to educate them on the dangers of dengue.”

“Two schools have been identified to start off this programme. We will be writing to them soon,” he said, after the Memorandum of Understanding between MPSJ and USM was signed. The project is being funded by CIMB Foundation. Adnan said USM will also be working with

the council to examine the 13 abandoned project sites in the municipality and subsequently make recommendations on ways to curb the breeding of Aedes mosquitoes in these areas.

MPSJ Appreciation Night for StaffIT’S only once a year when you get a chance to see staff of the Subang Jaya Municipal Council leave their uniforms behind for their best attires and to let their hair down.

Even the normally tough looking enforcement officers were on stage with wigs and coloured faces to entertain the more than 1,000 council members during the authority’s appreciation night at Sunway Resort Hotel & Spa.

The night saw 100 MPSJ employees acknowledged for their excellence carrying out their duties to the council as well as to the community.

Heading the group were MPSJ director of corporate planning Hamizun Mohd Basar, and the council’s legal director Anita binti Abdul Jalil.

MPSJ president Dato’ Adnan Md Ikshan in his speech said the staff were rewarded for their excellent services during the course of the year.

He said MPSJ had also clinched three awards – placing in the Top 3 for Director General’s Public Service Quality Award (Anugerah Kualiti Ketua Pengarah Perkhidmatan Awam), first place for Quality Financial Management Award 2008 (Anugerah Kualiti Pengurusan Kewangan 2008) and first place for APPC Management & Administration Excellence Award 2008 (Anugerah Pengurusan & Pentadbiran Cemerlang APPC 2008) in Selangor.

Performing art lovers can celebrate with the debut of the Puchong Orchestra and Choir. Helmed by Neil Rode, the country’s first community orchestra was formed as a way to bring the township’s community together.

Proving critics wrong, the orchestra’s successful debut at Shah Alam City Council

auditorium has created waves in the music fraternity.

Audience at the inaugural concert were touched and mesmerized by the orchestra’s heartwarming two-hour performance.

Choir member, Datuk Dr. Khairuddin Yusof performed and dedicated the song, Beautiful Maria, to his wife, Khairiah Khairuddin who is also a choir member. He playfully changed the lyrics “Beautiful Maria” to “Beautiful Khairiah” when he sang the song.

The choir also performed Tanah Pusaka, Memory and Impossible Dream among others in their repertoire.

Meanwhile, the orchestra was not to be beaten by the choir, performing Hungarian Dance

No. 5, Joget Hitam Manis, Dia and MacArthur’s Park to cheers from the audience. It was only expected for the orchestra to perform as well as they were led by music arranger and conductor of DBKL Orchestra, Romualdo Danny Francisco.

Romualdo said that it was a dream come true to have an orchestra in Puchong as he would like to impart his musical knowledge to the community.

In attendance at the concert was YB Teresa Kok, State

Assemblyman for Kinrara, and patron of Puchong Orchestra and Choir. An ardent art patron, she donated RM10,000 to the orchestra to be used for their future activities.

The orchestra also performed at the IOI Boulevard launch which will be a hub for artisans in Puchong.

They will next perform in Summit USJ on June 28 in aid of United Voices, a society catering to people with learning disabilities.

VISITORS to IOI Mall had a rare glimpse of YAB Prime Minister Datuk Seri Najib Razak when he came over to launch the Unity Week celebrations recently.

Spotting a predominantly blue batik, YAB Datuk Seri Najib was greeted by IOI Group founder and Executive Chairman Tan Sri Dato’ Lee Shin Cheng and IOI Group Executive Director, Dato’ Lee Yeow Chor when he arrived with his wife Datin Seri Rosmah Mansor.

In his speech, the Prime Minister called on all Malaysians to accept our multiracial society as a strength.

He said to achieve national unity, the people should work with the government in making 1Malaysia a success.

“Subscribe to the three pillars for national unity –acceptance, principle of nationhood and concept of social justice,” he said, adding that national unity should be forged as it was the basis for a more progressive and successful Malaysia. He wants the people

to know the nation’s history, and appreciate the role of its past leaders in building Malaysia and the foundations of nation building through the principle of nationhood.

“When we know the nation’s history, we will be able to know where we stand and the nation’s future direction,” he said.

On social justice, the PM said

each citizen, whether in the urban or rural areas, who need help must be helped.

Hence, he urged everyone to support the 1Malaysia concept in order to bring the country to greater heights.

At the event, YAB Datuk Seri Najib also handed over Unity awards to the Unite Sports Club in the sports category,

Alleycats lead singer Datuk David Arumugam or whose real name, Thiagarajan Arumugam, in the arts category, Sinar Harian in the media category and Zubedy Sdn Bhd in the corporate category.

The Puchong Orchestra was also in attendance at the party performing both classical and contemporary tunes.

YB Teresa applauded IOI Properties Berhad in creating yet another landmark in the locality especially since it has “put in so much effort to build great homes and buildings.” She also believes that IOI Boulevard will be an art sanctuary for artists.

Gotong-Royong to Clean up NeighbourhoodAcacia Puteri residents take time off to clean up their surroundings

A GOTONG-ROYONG to tidy up the playground and open spaces of Acacia Puteri 7 was held on a Sunday morning. About 30 residents including committee members and children woke up early in the morning and gathered together at the playground to participate in this event as a show of social responsibility and in the true spirit of neighbourliness. Apart from cleaning up the playground, residents also trimmed trees. A lorry from Alam Flora went house to house to collect all discarded materials from the gotong-royong or household materials for disposal.

The first exciting part of the night was during the games session created especially for the children of the apartment residents. They participated with glee and quickly made new friends along the way. Some of the parents were even seen joining in the fun.

Yet another exciting part of the event – one that everyone was waiting for – the lucky draw. It was a night where everyone was a winner – almost every apartment resident won something from the multitude of prizes which were donated by the residents themselves, contractors as well as IOI Properties Berhad.

A resident, Ms. Lam, said that she was very happy to be able to win a prize. She thought the gathering went very well and

that it was “very nice because the tenants who showed up never thought they would be able to win a prize”.

Another winner, Miss Devagi said that she was very happy with her win. She and her family enjoyed the gathering and they thought that there was never a dull moment.

Concluding the night was a short speech by the President of the apartment Resident Association, Mr. Nge Wai Kit who thanked the residents for a successful night.

Gotong-Royong to Clean up NeighbourhoodAcacia Puteri residents take time off to clean up their surroundings

A GOTONG-ROYONG to tidy up the playground and open spaces of Acacia Puteri 7 was held on a Sunday morning. About 30 residents including committee members and children woke up early in the morning and gathered together at the playground to participate in this event as a show of social responsibility and in the true spirit of neighbourliness. Apart from cleaning up the playground, residents also trimmed trees. A lorry from Alam Flora went house to house to collect all discarded materials from the gotong-royong or household materials for disposal.

Creating A Safer Neighbourhood Through Community PolicingTHE Subang Jaya Municipal Council will be deploying uniformed enforcement personnel on crime prevention duty to assist in efforts to bring down crime rates in the municipality, according to its president Dato’ Adnan Md Ikshan.

This move will mark the first time in the country when a municipality actually deploys its enforcement personnel on active crime prevention patrols.

“We are seriously considering deploying some of our enforcement personnel to join the police and community in fighting crime.”

“The officers when deployed will be in full uniform and will move around on motorcycles,” Adnan said after presenting applets to officers in the enforcement unit who had just received their promotion.

Both Adnan and MPSJ deputy president Mohamad Yusoff Ghazali also received their honorary ranks earlier.

“We received suggestions to deploy enforcement officers on the ground for crime prevention.

This is a good idea.”“We can have some of our

officers go on rounds every three to four hours,” he said, adding that this could also include having the officers join the community for night patrols.

Meanwhile, the communities in Taman Bukit Puchong and Puchong Jaya have created their own community policing group and launched a website to complement their activities.

“The website is one of the first (in the country) that is built for the purpose of preventing crime,” says Kuan Chee Heng. The website http://www.cops.org.my is also available in three languages – English, Bahasa Malaysia and Chinese.

He also stated that there is much important information available in the website for the public. He goes on further with the opinion that the public should be helping the police in preventing crimes to deter criminals further.

Angling Good Fun at MPSJ CarnivalMORE than 200 anglers took on the challenge of bagging the biggest fish at the Subang Jaya Municipal Council Fishing Carnival 2009 recently.

Rod, sinker, lines and hooks were the order of the day as participants made their attempts to outwit the fish in the land, to ultimately land themselves a big catch.

Held at the Puchong Perdana lake, the event was more a family carnival with the fishing competition as the main highlight.

Children meanwhile, had fun taking part in the colouring contest, while teenagers and adults joined the sepak takraw, kabaddi, karaoke, tug-of-war and kayak competitions.

Spirits were high all around the park, and especially where the tug-of-war was taking place, as spectators cheered on the participants.

Many boys, on another hand, were glued to the remote-controlled speed boats, which zoomed on the lake under the control of their respective owners.

The public watched in awe when exponents demonstrated the various self-defence martial arts, each distinctive in its own way.

MPSJ president Dato’ Adnan Md Ikshan later presented prizes to all winners of the various

contests. Ahmad Rizwan Ali from Puchong walked away as the fishing competition champion with his catch of 5.82kg.

The carnival ended on a

high note, with youths bracing the drizzle and jumping into the lake to capture ducks that were released.

Men in Blue Celebrate Police DayTHERE was an air of camaraderie for the men in blue recently when they took time off to celebrate Police Day.

Led by Subang Jaya OCPD ACP Zainal Rashid, the men at the Subang Jaya Police District were dressed in their ceremonial uniform early in the morning all ready for the special day parade.

Both the uniformed as well as the non-uniformed personnel of the district paraded in their best while Zainal took the honors in a march past to inspect his men.

During his speech, Zainal reminded his men to always give their best when carrying out their duties.

Officers who performed well were given commendation letters and congratulated for their dedication to the police force.

Jogathon to Mark Police DayThe Subang Jaya Police District Headquarters at Sri Kembangan recently saw a throng of people at their premise. The people, who gathered on that bright and sunny morning, were not in trouble. Instead, they were prepping themselves for the Police Day Run they were to participate in mere minutes.

The run, held in conjunction with the 202nd

Police Day Remembrance (Peringatan Hari Polis) saw 350 people participating in each of the available categories which include Veteran, Men, Women, and Teenagers.

Those participating in the Men and Women categories were

required to run a 7km course while others were required to finish their 4km course.

“(The run) is just one of the celebrative Police Day events. The response is more encouraging this year especially from the nearby communities,” says OCPD ACP Zainal Rashid Abu Bakar. He also says that the participation for the run this year has doubled from last year and that they have received a lot of support from the schools and Kor Sukarelawan Polis Siswa Siswi (Suksis) team from Universiti Putra Malaysia.

No Let Up on Illegal Joints

THE police raiding team from the Subang Jaya Police District left nothing behind when they raided four illegal online gambling dens in Pusat Bandar Puchong recently.

Led by Subang Jaya OCPD ACP Zainal Rashid Abu Bakar, the team carted away 71 units of computers and other items, sending a clear message that the authorities are not condoning such activities in the district.

“The outlets were raided and items confiscated under Section 4B(a) Common Gaming House Act 1953. We will continue

to carry out raids on illegals operations in the district from time to time,” he added.

It was raining cats and dogs and the traffic jam was horrendous as hordes of participants of the rat race returned to their respected abodes to rest for the night. However, some of the residents and dinner parties were surprised to see MPSJ working at the time. The MPSJ made their presence more than felt that evening beginning with a raid of four illegal gambling joints in Pusat Bandar Puchong. One of the joints even went as far as disguising their entrance door to resemble a trash compartment but the officers were not fooled.

Some of the joints resembled a normal cyber café with the exception that each computer was rigged only for gambling. One gambling den, however, did away with the keyboards completely.

Next, MPSJ officers surprised some restaurant goers when they raided an illegal Myanmar restaurant located on the first floor. The restaurant went beyond serving its customers simple food and beverage – it was

also a karaoke centre, a grocery as well as a VCD and CD store.

There was also illegal contraband found in the premises. The restaurant was operating without a license and was using the location as an entertainment centre.

The last spot the MPSJ went to was a local pub that was operating without an entertainment license. They also found several foreign women working illegally at the pub.

Eating is part of the Malaysian culture emphasized with the variety of food presented by our many cultures. Ask anybody their favorite hangout and it will include some eating places whether it is a mamak, kopitiam or cafe. However, not many realize the importance of eating healthy as part of our diet.

Eating habits have been changed drastically with the invention of everything instant – noodles, curry, sambal and even the pre-packaged mix for nasi goreng. Not to forget our ‘mindless’ eating habits when we are presented with a spread of buffet during festive open houses. Changing into a healthy eating habit can begin by making small changes according to Lai Pei Yee, a dietitian at Columbia Asia Hospital in Bandar Puteri Puchong. Sure go ahead and enjoy food but eating smart will make a lot of difference.

1. Balanced eating. Eat all groups of food proportionally and a variety of each

group, as shown in the Food Pyramid.

2. Choose nutrient dense. For example, between whole wheat bread and white bread,

choose whole wheat instead. Be conscious about food that will give you more nutrients.

3. Watch your portions. Gradually cut your portions to accommodate your body.

Pregnant women and those who exercise more will definitely need more food to replace those lost during the day.

4. Eat slower. It is a fact that those who eat slower tend to manage their

weight better. Eating slower also allows you to taste your food properly. It takes our brain between 15 – 20 minutes to get the message that we are full. We will also get hungry slower.

5. Fast foods. Contrary to popular opinions, fast foods are not the only ‘bad

food’ trap that surrounds us. A steak can also be bad if it is laden with fat; which could lead to many health concerns. Keep in mind that fast food outlets do offer an alternative, healthier eating choice aside from their usual offerings.

6. Little changes that matters. Need chocolate? • Choose dark chocolates over milk/white chocolate. • Ketchup and mustard are better choices than mayo but

are not exceptionally healthy that people should “stick to” them.

• Choose low-fat instead of full (milk, cream and yogurt). • Grill or bake food instead of frying it. • Tomato or olive oil-based sauce instead of cream or

butter-based sauce for pasta or any main course

• Soft margarine (in tub) instead of hard margarine (in

stick) and butter • Evaporated milk instead of coconut milk (for curry)

7. Shake it yourself! Instead of using table salt, make your own tasty spice mix by

gathering your favorite dried herbs and spices into a shaker. You can choose to use onion or garlic powder, dry mustard, oregano, paprika, black pepper, basil, mint and many more spices to enhance your eating experience. Spices and herbs are fine as long as there are no MSG, salt and other additives.
