State of Bell CountyLooks Promising

This month, community membershad the opportunity to hear about thestate of Bell County from CountyJudge Jon Burrows. During the lunch-eon, Judge Burrows shared importantdetails regarding the County Bond rat-ing, up from A to AA+ over the last tenyears, as well as population and demo-graphic statistics, sources of revenue,County expenditures and upcomingBell County elections.

One of the key topics of JudgeBurrows address was the county’sincome, expenses, major projects andreserve. Bell County maintains a FundBalance of almost five months’reserve, exceeding the county policyof a minimum of three months.Sources of county revenue include advalorem taxes, sales tax, licenses andpermits, and federal grants. Typicalbudgeted expenditures include publicsafety and judicial and legal (compris-ing approximately 50% of the total),road and bridge funds, and countypersonnel expenses.

Judge Burrows noted that BellCounty ad valorem taxes are amongthe lowest in the state and sales taxreceipts have grown each year, withthe exception of 2008-2009 whenthere was only a minor decrease.

Some of the most recent projectstaken on by the county include theBell County Justice Center, which wasawarded the AIA Certificate of meritas well as an Excellence inConstruction Award; the Multi UseBuilding; Central jail renovation; roadand bridge equipment and yardupgrades; and updates to the deten-

tion center including security doorsand updated video monitoring. The county is currently addressing

issues just as a county animal controlfacility, renovations to the Expoentrance off of IH 35, Belton Annexinterior renovations, and remodelingof the historic court house amongothers. With population growing at a steady

rate over the past ten years, BellCounty has moved from the 19thlargest Texas county to the 16th, withcontinued growth expected. With thissteady growth, political redistrictingcontinues to pose a challenge in localelections. With the over 35 contenders in the

upcoming elections, Burrows remind-ed everyone about the changes toelection dates. Super Tuesday wasoriginally scheduled for March 6th,was then rescheduled for April 3rdand is now set for May 29th.

Combs Wows Attendees at Town Hall MeetingSusan Combs began a recent town

hall meeting in Temple by stating herpersonal bias of pro-transparency. TheComptroller stayed true to her wordthroughout her discussion as sheshared both the good and bad news.Texas is doing better than any otherstate, but there are still areas of con-cern. The two issues Combs focusedon were rising costs in medicaid andeducation.

In a chart displaying the percentagesof medicaid spending compared withpublic education and other statespending, medicaid is projected torise from 14% in 2001 to 37.2% in

2023. This increase inmedicaid spendingwill also affect publiceducation, which isprojected to dropfrom 44.9% to 37.4%of the state spending.Combs mentioned thefederal healthcaremandate as one causeof this increase, whichrestricts budget-writ-ers’ abilities to fundother programs.

Combs provided some solutions tocut spending in education, primarily

by sharing resourcesand forming allianceswith local businesses.Businesses want tolocate in places whereschools are thriving, soowners have an invest-ed interest to getinvolved. Otheroptions for collabora-tive ways to spend lessin schools can befound at the FinancialAllocation Study for

“It’s important to be activelyengaged as a citizen,” Combs said. “It’sall about you. It’s your money.” Combsalso mentioned that Texas does have abalanced budget, and we are a veryfortunate state to have that. “We in Texas do not believe you can

get something for nothing. We arevery attractive to business and don’tspend crazily.” Combs ended her pres-entation with a humorous nod toTexas pride. “Not only are we in thebest shape,” she said, “we are the best-shaped state.”

What’s Happening with the Dog Park?The 2011 – 2012 Leadership Templehas been working hard to raise fundsfor the development of a public DogPark in Temple, as this year’s classproject. This project is being accom-plished with great partnerships withthe City of Temple, Temple Parks andLeisure, and the Temple ParksFoundation. For the past few monthsthey have been raising funds throughdonations and sponsorships, and arecloser to making the Dog Park a reali-ty.Located in Lions Park, there will betwo areas to accommodate large and

small dogs. The dog park will offer anoff-leash area where owners and wellbehaved dogs can exercise in a cleanand safe environment without endan-gering people, property or wildlife.Planned amenities include shade,water, benches and agility equipment.With the great success of Dinners 4Dogs at the Hilton in March, theLeadership Temple class has plannednumerous events for the comingmonths. Leadership Temple has teamed withthe Cultural Activities Center to offera day of Kite Tails and K9s Festival.

Dr. McCaffreyshared with the group, the challengesand victories of beginning any smallbusiness. It is very important to doyour research, explore the market andcompetition, and be ready for a rollercoaster ride and remember, changeisn’t bad just different.

Next stop, Temple EconomicDevelopment Corporation, historicdowntown. Lee Peterson, President ofTEDC, graciously gave the team histime to discuss the current growth sta-tistics of Temple and even provided apersonal tour of the town. in the nation for job growth. McLane, Timberlake & Smith Final ThreeSpeakers at Leadership Lecture Series

If you didn’t attend the first or sec-ond lecture of the Leadership LectureSeries, you missed out; but fear not,because there are three more speak-ers to come! Make sure you registerfor these three lectures as they are

people who truly represent leader-ship. Drayton McLane Jr., our thirdspeaker in the series will be speakingon April 11th at 4:00 pm at theCultural Activities Center.

Drayton McLane Jr. serves as chair-man of the McLane Group and wasthe former CEO of the Houston AstrosBaseball Club. A native Texan, thisacclaimed businessman, leader, andgenerous philanthropist, ensures thefocus of all his endeavors is basedupon strong Christian values andmoral ethics.

Mr. McLane received his Bachelor ofBusiness Administration degree fromBaylor University in 1958 and hisMaster of Business Administrationdegree from Michigan State Universityin 1959. The grandson of a successfulentrepreneur, Drayton experiencedfirsthand the hard work and dedica-tion it takes to successfully thrive inindustry. He began developing histireless work ethic at age nine byworking for his father at the family’swholesale grocery business, theMcLane Company. By earning therespect and admiration of his co-workers, he became president andCEO of the company in 1964 andheld these positions for thirty years.

During his tenure, he propelled theMcLane Company into a nineteen bil-

lion dollar company, achieving anaverage growth rate of thirty percentper year. Following the McLaneCompany’s merger with Wal*Mart, Inc.in 1990, he became vice-chairman ofWal-Mart while maintaining his posi-

tions at the McLane Company.After playing key roles in each ofthese companies’ growth and pro-ductivity, he resigned in order todevote more time to the McLaneGroup, a parent company consist-ing of family owned companiesoperating throughout the world,which until November of 2011included the Houston Astroswhere he served as Chairman andCEO. Drayton McLane completedhis nineteenth season with theAstros in 2011 when he sold theteam for over $650 million. Sincepurchasing the team in 1993 theAstros rank third in the NationalLeague and sixth in the Majors inwinning percentage. For nineteenyears, their philosophy remainedconsistent – bring home a WorldSeries championship to Houston

and make a positive difference in thecommunity.

It’s no wonder why people wouldwant to see Drayton McLane Jr. speak,but if you haven’t heard LewisTimberlake speak, you’re in for a realtreat! Lewis will bespeaking on April18th at 4:00 pm atthe CAC.

Lewis Timberlake'scredentials matchhis reputation as a"Specialist inSuccess". A native ofStamford, Texas,Lewis entered thelife insurance busi-ness at the age of24. He quicklybecame a million-dollar-a yearsalesperson andwithin seven years,was president ofthat company.During the firstthree years ofhis presidency, his company's salesincreased 1,100% and grew to be inthe top 10% of all companies inTexas.At the ripe old age of 37, Lewis

resigned from this position to devote

his time to helping others throughseminars, speeches, and training pro-grams that, today, are being used byindustries, groups and individuals forpersonal and corporate skills training.Lewis regularly appears as visiting lec-turer or management consultant formany of this nation's largest corpora-tions.

One of the most impressive testi-monies to Lewis' abilities is thenumerous times he is invited backby some of the country's most suc-cessful corporations. A few examplesof corporations who have Lewisspeak several times a year: IBM for22 years, GTE for 21 years, McLaneCorp. for 20 years, IMS for 10 years,MBNA for 20 years... and the list goeson and on.

Lewis Timberlake has been awardedmany honors throughout his career.Some of these would includeOutstanding Young Men of theUnited States, International Who’sWho of Intellectuals and LeadingMen in America. Perhaps his mosttreasured award came from hispeers, members of the NationalSpeakers' Association, when theybestowed upon him the covetedC.P.A.E and elected him into theNational Speaker's Hall of Fame!

Lewis has been quite successful asan author as well.He has two books inprint: Born to Win(in its 21 st print-ing) and It's AlwaysToo Soon To Quit,his newest.

Last, but certainlynot least, we haveEvan Smith, set tospeak on Tuesday,April 24th at 4:00pm at the CAC.
