Michelle Pinion Editor - Lamont Leader Glen Lawrence's love affair with Beaver Hills started long before his association with the Beaver Hills Initiative (BHI), but his association with the regional conservation group has sparked new ideas and fueled his passion for this special landscape which encompasses just over 1,500 square kilometres. The Ministik area resident, and chair of the BHI, talks excitedly and enthusi- astically about the non-profit organiza- tion's mission to work together for a sustainable region through share initia- tives and co-ordinated action. His vision, and BHI's vision is to value the region for its natural beauty, quality of life, and co-operative efforts to sustain the quality of water, land, air, natural resources and community development in the Cooking Lake Moraine. Currently, over 30 organizations are affiliated and support the BHI, includ- ing the municipalities of Lamont County, Strathcona County, Beaver County, Leduc County, and Camrose County. Co-operation and teamwork, say Lawrence, are the two key components in the success of BHI's which marked its 10th anniversary in 2012. It consists of dry mixed wood boreal forest, rich wetlands, high biodiversity, and higher elevations with a cooler and wetter climate. While BHI has "grown out of its orig- inal purpose," Lawrence says there are many new initiatives planned over the next three years. Some of those initiatives include: reviewing and updating of the BHI land management framework, web based mapping and data accessibility for planners, matching citizens to sci- ence measuring and monitoring of research, and sustainable tourism development, to name a few. One of the most ambitious initiatives will be the submission of the Biosphere Reserve designation nomination, slated to happen sometime this year. Lawrence says BHI is in a very good position in terms of its application to UNESCO (the United Nations Educational, Scientific, and Cultural Organization.) Lawrence says there are only two biosphere reserves in Alberta. They are Waterton National Park and Banff National Park. In total, there are15 bios- pheres in Canada, and 553 in 107 coun- tries. But Lawrence is carefulto point out that vigi-lance will be required tocontinue to protect theunique ecosystem. Thatis why BHI has beenworking to protect andconserve many of its spe-cial areas as well asmany of the birds andanimals, and otherspecies who live in theregion full time. Hewould also like toremind people that with-out those other species,we wouldn't be able toexist.

BHI is also workinghand-in-hand to createconservation easements,

to purchase environmen-tally and historically sen-sitive parcels of land,and to connect existingand development newtrails, and conduct vari-ous wildlife studies.

So while much hasbeen accomplished,there is much more toaccomplish, and GlenLawrence, along withother volunteer mem-bers and partners will beworking hand in hand toensure that one ofCanada's most uniquelandscapes remainsintact for many years tocome.

Extremely dry conditions bring Fire Bans to many parts of the ProvinceFire crews from

Viking, Kinsella andBruce were called to agrass fire last week, mid-afternoon on Wednes-day, April 4.

The blaze was justsouthwest of Kinsellaand was driven bywinds. The crews are

barely visible throughthe dense smoke whichblanketed the area.

Due to extremely dryconditions a total fire banhas been declared for allof Beaver County includ-ing all rural areas andhamlets. The fire banwent into effect April 2

and will remain until fur-ther notice. All issuedfire permits are suspend-ed until further notice;no new permits will beissued until the ban islifted. The ban alsoincludes NO all terrainvehicle (ATV) use onpublic lands.

Flagstaff County hasalso announced a totalfire ban effective April11. This ban includes allopen fires, includingburning barrels and firepits, but excludes naturalgas or propane barbe-cues and fire pits. Thisban suspends previously

issued Fire Permits.The surrounding areas

of Wainwright, andMinburn have alsoannounced fire bans.

Recent snowfalls mayhave alleviated the prob-lem temporarily forsome areas, but much ofthe eastern side of the

province received littleor no precipitation inApr.

The Beaver Hills areahas a special geographicalsignificance and naturalhabitat. As part of theBeaver Hills SustainableCommunity Initiative(BHI) group, officials arenow also working to des-ignate the area a bios-phere reserve underUNESCO's "Man and theBiosphere" program.

UNESCO stands forUnited Nations Educa-tional, Scientific andCultural Organization. Itsbiosphere reserve desig-nation, once granted,makes this a permanentarea representing theworld's biodiversity,established to demon-strate practical approach-es to conservation andsustainable development.

There are 553 biospherereserves located in 107countries. In Canada,there are 15 biospherereserves in eight pro-vinces, including Water-ton National Park inAlberta.

In January 2009, BHIgave formal approval fora working group to applyfor that designation for anarea that includes 1,600sq. km. of moraine land,plus an upland area of"knob and kettle" topog-raphy.

The area also features adistinct landscape of drymixed wood boreal forest.

Dr. Guy Swinnerton,

PhD, Professor Emeritusat the University ofAlberta (U of A), is theBHI's Protected AreasWorking Group (PAWG)chair. PAWG is composedof representatives fromthe U of A (Edmonton andAugustana campuses),Parks Canada (Elk IslandNational Park), AlbertaTourism, Parks andRecreation (AlbertaParks), Alberta Sustain-able Resource Develop-ment, the StrathconaWilderness Centre, theNature Conservancy ofCanada, Ducks UnlimitedCanada, the AlbertaConservation Association,and the Alberta Fish andGame Association.

"It provides a very solidfoundation for a bios-phere reserve nomina-tion," he said in a presen-tation to Beaver Countyafter the initial announce-ment.

Swinnerton's reportstates that a "biospherereserve designation willgive international recog-nition and endorsementto what we are alreadydoing and have achievedto date."

This fits with the crite-ria that a particular areahave a "visually distinc-tive landscape" and a"sense of place" unique toitself.

"If successful, designa-tion of the Beaver Hills asa biosphere reservewould provide interna-tional acknowledgement

of the unique qualities ofthe Beaver Hills and whatthe BHI has achieved todate in demonstratingbiodiversity protectionand sustainable develop-ment," he states in thenewsletter.

"More importantly, bio-sphere reserve designa-tion would enable theBeaver Hills initiative tobecome a more active con-tributor to finding solu-tions to global challengessuch as the effects of cli-mate change, the provi-sion of ecosystem servic-es, and the impact ofurbanization on naturalcapital and ecosystems."

He said the ideas ofbioregional managementand protected landscapefit well with the biore-serve program atUNESCO.

Swinnerton said thenomination form would"demonstrate to the inter-national body the inven-tory of what we have herethat merits the require-ments of the UNESCOdesignation and that itcan continue deliveringthe product of a biospherereserve.

"We don't have tochange anything, we justhave to carry on withwhat we're doing," hesaid of the BHI organiza-tion.

The designation wouldbring international statusfor the area.

"It certainly has been animportant focus for gener-

ating community supportfor the area," he said, "bychanneling grassrootssupport."

Plus, the designationcan bring an increasedawareness of issues andaccess to information on aglobal scale.

For example, concernregarding preventing firein the Beaverhill Lakearea due to previousdrought conditions couldmean world-wide expertswould be available tohelp solve that problem.
