SPRING GARBAGE CLEAN-UP
Pickup begins Monday, April 23, 2018.
Branches bundled 2ft x 3ft not to exceed 50 lbs.
Loose brush and tree branches may be brought to the designated chipping area
in the Town Public Works Yard. Please ensure that all material is free of rope,
wire, etc. Bags will be available at the Town Office at $3.00 per bundle of 10
as of Monday, April 16, 2018. This service will end on Tuesday, May 22, 2018
and is not available to large scale or commercial contractors.
WATER MAIN FLUSHING Flushing of the Town’s water mains will take place on Tues., April 24
and Wed., April 25, 2018 between the 7:00am and 4:00pm. This may cause
low water pressure and/or discoloured water for some. Running your cold-water
taps may help clear your pipes. You may wish to refrain from doing laundry
during this time. For further information, or if problems arise during this
operation, please call the Town Office at 529-5120.
REGULAR GARBAGE PICK-UP Reminder: residential garbage containers must not be placed outside
for collection earlier than 8:00 pm Wednesday night and not later
than 7:00 am on Thursday morning (the day of the collection).
Garbage must be put out in proper containers so as to prevent an unsightly
appearance, pest infestation, or being accessible to dogs or other animals. The
Town’s garbage contractor will not collect and dispose of garbage from
business, commercial, industrial, institutional or government establishments.
ANIMAL CONTROL BY-LAW 11-02 ALL dogs living within the Town of Saint Andrews are
required to be licensed by January 31 each year. Please bring proof
of rabies inoculations to the Town Hall when purchasing your dog’s tags. ALL
dogs MUST be on leash and/or under the control of the owner or custodian.
Also, the By-law directs you to scoop up after your pet as well.

CONGRATULATIONS CHCO-TV
AS YOU CELEBRATE 25 YEARS!
Charlotte County Television (CHCO TV) celebrates 25 years in 2018 as the
original community channel. Brian Dickson aired the first broadcast with host
Chris Flemming from the Blockhouse in 1993 on "Cable 4." A lot has been
accomplished since then. The quarter-century anniversary comes at a significant
time in local news history as media giants continue the alarming trend of
eliminating on-the-ground local coverage in smaller regions in favour of
producing, for example, New Brunswick news in Toronto or Halifax. Local
dedicated volunteers are working tirelessly to ensure that community tv remains
available to citizens in Charlotte County. These volunteers went to Ottawa this
past November to lobby the CRTC, asking that carriage restrictions placed on
CHCO by Rogers be lifted. They were successful and now St. Stephen and St.
George can view CHCO on Rogers TV, Channel 126.
CHCO is the last independent tv station in New Brunswick and one of less than
a dozen in Canada. Celebrating their 25th anniversary and committed to another
25 years of responsible local journalism and progressing the fight for democracy
in Canadian media. Canada will always need independent community channels
to serve as platforms for the diverse and often marginalized voices of our
respective regions and to hold local politicians, businesses and organizations
accountable for their promises and actions.
On the heels of Shaw/Global terminating another two cameramen last month
from our province, CHCO-TV will be adding to their roster of original series
with the launch of Southwest Magazine with a new generation of New
Brunswick talents: Vicki Hogarth, Amelia Welch, Vickie Morgan and Lauren

UPGRADES COMING TO MALLORY SPORTS FIELD
IMPORTANT NOTICE TO USERS!
In order to complete critical infrastructure work at the field this
year, the field will be closed in early August for the remainder
of the season.
AFTER HOURS & CRITICAL RESPONSE LINE 529-5120
Staff are on call in the case of water leaks, fallen trees, street safety
issues, flooding of storm water ditches or other safety concerns.
Should an incident occur outside of normal hours, an on-call Municipal
employee will be dispatched to access the matter.
SAINT ANDREWS FIRE DEPARTMENT By-law 02-14 - No burning within town limits
Kevin Theriault, Fire Chief reminds citizens that they should be sure their civic
house number is clearly visible for all emergency responders. Your house
number should be clearly visible from the Street you access your house.

Cpl. Jayson Hanson, NCO i/c St. Andrews Detachment, reminds
residents that the RCMP are available 24/7. You should phone 9-1-1
in the case of an emergency but if you wish to contact them locally on an non-
emergency matter, the number is 755-1130. The Saint Andrews office does not
have administrative staff and an officer is not always on site, but a phone is
located at the front door in the yellow phone box of the St. Andrews RCMP
office and rings directly to the “J” Division Telecommunications Centre. The
St. Stephen and St. George offices process Criminal Record Checks at no cost
for local-residents policed by RCMP. Anyone requiring fingerprints for court
must go to St. George. NB Bill 16-Strengthening Alcohol Impaired Driving
Provisions – Roadside suspensions (blood alcohol readings between 0.05 – 0.08
warn range) are now recorded on a driving record. Impaired driving is the
leading criminal cause of death in Canada killing on average 4 Canadians each
day. Message: SAVE YOUR LIFE OR THE LIFE OF YOUR LOVED
ONES - DO NOT DRINK AND DRIVE.

GREETINGS FROM THE MAYOR
As the snowbanks melt and staff prepare for the opening of our
many seasonal facilities, so too does Council prepare for the busy
season ahead. After several public meetings, the 2018 Operating
and Capital Budgets have been approved and staff are now
preparing tenders for several capital projects.
Our investment in a comprehensive asset management system is already paying
dividends for our capital planning. We know that in the next five years alone,
we will need to invest over $17 million in our infrastructure. It’s essential that
Council understands these long term needs when considering levels of debt, tax
rates, and utility rates that will be required to pay for the work.
One of the capital projects that will be completed in the coming weeks is
replacement of the Arena roof. The $1.2 million investment is prompting
Council to consider activities and services that will maximize the use of the
facility. The use of other facilities, such as Town Hall and the Courthouse, is
also under review. Council is also keenly aware of the growing pressure on the
downtown during summer months for parking and pubic washrooms, and we
are exploring options for enhancing this infrastructure. I wish to thank the BIA
members for providing valuable feedback through the parking survey last fall.
We continue to collaborate with the Southwest NB Region Services
Commission to find efficiencies for service delivery. Last November, the
Commission assumed responsibility for our planning, development and building
inspection services and, this September they will lead the implementation of a
long-awaited curbside recycling program. In February, several Saint Andrews
residents attended an Open House on the topic of regional recreation planning
and we can expect a final report from the Commission in the coming weeks.
The Commission is also facilitating our Municipal Plan Review process, a
project that is expected to take several months. The 10-year Municipal Plan sets
the priorities for our Town and serves as a guidepost for all Council decisions.
A Steering Committee has been struck to oversee the review process, and
residents can expect to hear about many opportunities to provide input.
One of the topics that is sure to be addressed in the Plan is climate change
mitigation. The Province has identified many areas of Saint Andrews as being
particularly vulnerable, and later this year we will be working with Eastern
Charlotte Waterways to develop a Climate Change Adaptation Plan.
On April 9th, Council will receive a presentation from a group of senior UNB
students on the results of a deer management study in Saint Andrews. This
continues to be a health and safety challenge for our community, and we will
continue to work with NB Dept. Energy and Resource Development to explore
population control options that may work for our Town.
If hammers and nails and paintbrushes are any indication, we are on the cusp of
another exciting tourist season in Saint Andrews. I would like to take this
opportunity to wish all of our merchants, residents, and visitors a wonderful
summer.
