A summary article follows on UC’s role in mitigating global warming. Is the Paris Climate Agreement a Turning Point? By Catherine Gautier-Downes, UC Santa Barbara he COP21 just ended in Paris was a bold and historic agreement signed by 184 countries. Some experts commenting on the text have presented the agreement as a turning point. Is this the case? Prior to the start of the conference most countries submitted their voluntary Intended Nationally Determined Contributions (INDCs) to the UN secretariat to show their determination to contribute to reducing the impacts of climate change. An analysis of the INDCs’ cumulative impacts suggests that they come far from aligning with the mandate to keep the Earth warming much below 2ºC by 2100 to limit climate risks. Together, they would lead to a 2.7 3ºC warming, an inacceptable number from the scientists’ and the most vulnerable countries’ perspective. The agreement signed on December 12, 2015 doesn’t offer any alternative trajectory to get the world to possibly 1.5ºC, the ambitious target mentioned throughout the document. How can we then state that the Paris agreement is a turning point for humanity and the planet? It is probably by looking outside the agenda for solutions presented in the agreement that emission reductions will be found in the years to come. This is particularly true prior to 2020 when the INDCs are reevaluated. More specifically, it is what happened during COP21 in presentations, discussions and press briefings, and also outside the Le Bourget venue, that gives credence to the idea that this agreement might represent a turning point. renewableenergyinvestmentshavebeenhigherthanallfossilfuelsinvestmentstakentogetherworldwideand indevelopingcountries.Projectionsmadea fewyears ago in wind and solar energy have beenexceeded several times in the recent years and indifferentcountries(US,China)andthecostisnowona dramatic down curve, particularly for solar, withvaluesinTexasaslowas0.387/KWh.

As for the future, it is really bright. A newGoldmanSachsstudyindicatesthatmuchextraenergywillbeadded to the world’s energy economy from solarphotovoltaicandonshorewindintheperiod2016-2020. The increment would be as large as all theenergy supplies put together from natural gas(mostly “fracked”gas)between2010and2015!Butwhat provide the impetus for the turning point arethe several ambitious initiatives unveiled at COP21.For instance, the International Solar Alliance – acoalitionof100countries ledbyIndia–proposestoexpandsolarenergydevelopmentaroundtheworld,with a focus on the poor and highly populated sun-rich regions. This will mobilize $1 trillion in solarinvestment and complement India’s own goal toproduce 100 GW of solar energy by 2022. The USpledged to double its support for renewable energyR&D to $800Mwhile France announced $2B for thedevelopmentofrenewableenergyinAfrica.

Asecondsourceofemissionreductionwillbecomingfrom cities and regions whose mayors andrepresentatives met in Paris and pledged to reducetheiroverallemissionsassociatedwithconsumption,develop resilience and increase the share ofrenewable 50% by 2050. Large reductions can beexpectediftheyhaveaccesstofinancing.

Therearealsothemultiplefinancialpledgesthatarehard to tallywithoutgetting into thedetailsofwhatisalreadygivenintheformofaidstosomecountries.Nevertheless they are significant – of the order of$80B – and some are noteworthy by their amount.For instance, the international coalition ofbillionaires,includingMicrosoft’sBillGates,Alibaba’sJack Ma, and African Rainbow Minerals’ PatriceMotsepe has pledged to channel money cash intoclean energy alongside 20 governments, towardsclean energy innovation: solar, energy storage, andefficiency.

The strongpresenceof the financial investment andbusiness sectors was especially remarkable. They

came with new engagements and a surprisingdemandforacarbonprice.Theconferenceattendeesweremostlythosewithresponsibilitiesforclimateintheir respective institutions, the implications beingthat the COP climate objectives may not have yetregistered in much of the market. But there wasdefinitelyastronginterestinconveyingthemessageto the larger market that it is time to take climatechangeseriouslyandfactoritintolong-termfinancialforecasts. Several speakers mentioned the idea of a2ºC stress test for fossil fuel companies. That is ananalysis of the company’s situation under theconstraintsofalimitof2ºCtemperatureincreaseandthe resultingpossibilityofunusable (stranded) coal,oil and gas assets because of too high prices. Suchstresstestsarenowbeginning.Thoseareparticularlyimportant to retirement fund managers whoseportfolios represent long-term investmentscommensuratewiththetimescaleofclimatechange.And any mistake in their investment could havecatastrophic consequences on retirees’ benefits.Perhaps the most surprising turn in relation to thepossibility of some two trillion dollars of strandedassets–assuggestedbythecarbontrackergroup–isthe growingmovement for fossil fuel divestment. ItwasannouncedatCOP21thereisnowmorethan$3Binfundsthatenvisiondivestingtheirportfoliosfromfossilfuelsinthenearterm.

And finally, a high point of this COP21 was theworld’smobilizationof civil society.This tookmanyaspects butwas characterized by non-governmentalorganizations (NGOs) working together to organizemarches and a “People’s summit.” They achievedmajor successes prior to COP21: convincingPresident Obama to cancel the Keystone pipeline,pressuringShelltostopitsArcticdrillingoperations.At COP21 they organized the Mock trial of ExxonMobile for climate crimes. They vowed to continuepressuringtheirstatesinthecomingyearstoensurethat important elements of the agreement areadhered to, including transparency and theratcheting of INDCs. But they promised to fightagainst misinterpretation of poorly wordeddocuments that could till the future towardssolutions like geo-engineering and away from a100%renewableenergyfuture.

The ultimate measures of success and possibly thereality of the agreement being a turning point willdepend on the perspective taken. From a financialperspective,successwillbeachievediftheagreement

sendsaclearsignaltoglobalfinancialinvestorsthattheyshouldmovemoneyawayfromfossilfuelsandtowardclean-energysourcessuchaswindandsolar.Also,ifthetrillionsofdollarspotentiallyavailableflowrapidlytotherenewableenergysector,we’llbeabletodeclarethatitwasaturningpoint.Fromacivilsociety’sperspective,successwillbelinkedtotheexistenceofclimatejusticefordifferentcategoriesofpeople–indigenouspeople,poorpeople,women,andfuturegenerations.Frommyperspective,wecandeclaretheagreementasuccessbecauseithasstimulatedthewritingofanewenergychapter.SomeculturesconsiderthattheEarthisonloanforfuturegenerations.Wecannow,atleasttemporarily,reassuretheworldthattogetherwewillmitigateoureffectsandofferthegenerationstocomeabetterEarth.

UC’sRoleinProtectingthePlanetfromCatastrophicClimateChanges

uch attention has recently focused onmitigating atmospheric pollutants thatthreaten drastic changes in our planet’s

climate. The attention is universal, involvinginternational, national, and state initiatives, andleadershiprolesbyboththeStateofCaliforniaandtheUniversity of California. With so many playersinvolvedatsuchdisparatelevels, it ishardtoresolvehow or if they interact or coordinate their separateefforts. This article offers a brief summary of thesituation, particularly the role of the University ofCalifornia.

The University of California has a long-standingrecord of sustainability goals - but carbon neutralitywas to be completed “as soon as possible” withoutspecific time-lines. In 2013, under the leadership ofPresident Napolitano, UC committed to achievecarbon neutrality by 2025. By definition, carbonneutrality means that the UC system would reducecarbon emissions by as much as it generates them,achieving a zero carbon footprint. This is amonumental task toaccomplish insucha short time.But it aligns well with the state climate legislationapproved by Governor Brown in 2015 (Senate Bill350)thatseeksa40%reductionincarbonemissionsandmandatesthat50%ofenergygeneratedandsoldin California must come from renewable energysources, all by 2030. It also aligns with President

Obama’s Global Climate Initiative that seeks todevelop awide range of initiatives to reduce carbonemissionsthroughcleanenergypolicies.Someofthisisinjeopardyasaresultoftherecent(2016)SupremeCourt decision to restrict the EnvironmentalProtection Agency from enforcing theAdministration’s policy requiring carbon pollutionstandards be developed immediately for both newandexistingpowerplants. It isnosurpriseiftherestof theWorld is now befuddled as towho speaks forthe United States, the President, Congress, or theSupreme Court. It is no surprise if the rest of theWorld is befuddled as to who speaks for the UnitedStates,thePresident,Congress,ortheSupremeCourt.

President Napolitano established a Global ClimateLeadershipCouncilin2014toadviseonwaystoreachthe 2025 carbon neutrality goal and, more recently(12/2015),createdanewUCOPpositionofAssociateVice President for Energy and Sustainability to helpcoordinate UC ‘s many energy initiatives. Theappointment of civil engineer David Phillips of UCDavisastheAVPbringsoperationalexpertiseinsolarpowerandwastetreatmentsystemstotheposition.

ItisinstructivetolearnfromDavidPhillipsoneoftheways UC can work towards carbon neutrality.Currently, each campus has independent operationsto reduce carbon emissions. Many of these efforts

could bemademore economicalwhen completed ascoordinated centralized operations. For example, theuniversityisbuildingtwomajorsolarenergyplantsinthe central valley to servepowerneeds in the valleyandbeyond.Eachofthetencampuseswillgetashareof theenergygenerated from thecentralvalley solarprojects through the sharedCaliforniaelectrical grid.This renewable energy will be a measurable part ofUC’s goal to reduce carbon emissions. Beyond solarand wind projects, UC is pursuing other energysources, like energy that originates from bio-wastedigesters and methane from landfills. These sourcesare considered renewable because the emissionswould otherwise be directly released into theatmosphere.Thisisasortofaccountingsystemwherecreating new sources of renewable energy earnscreditstowardsthegoalofcarbonneutrality.

There are costs associated with developing cleanenergy systems, and UC has many researchersengaged in innovativewaystomaketheenergyinfrastructure operatemore cleanly andefficiently. This isundoubtedly whyNapolitanohasalliedUCwith private andindustrial groupsinterestedininvestingintechnology tohelpsolveclimate challenges,principally TheBreakthrough Energy Coalitionled by Bill Gates, and MissionInnovation launched in 2015 atthe November summit climate meeting in ParisreferredtoasCOP21.Moreonthismeetingfollows.

InOctoberof2015,theUniversityofCaliforniaheldasummit meeting on climate at UC San Diego thatbrought the state’s top climate researchers andpolicymakers together. The outcome was a reportcalled Bending the Curve that describes ten scalablesolutions to move the world towards carbonneutrality and climate stability. The objective is to“bend the curve” of increasing atmospheric pollutioninadownwarddirectionandabate therateofglobalwarming. Without going into details of the 10solutions, theycomprisea combinationof immediateneeded technical and social science actions.Leadershipincoordinatingactiononthetensolutions

restswithclimatescientistVeerabhadran(UCSD-SIO).(http://www.ccacoalition.org/en/news/university-california-bending-curve-report)

Examplesoftechnicalactionsinclude(a)reductionofshort-lived carbon pollutants (SLCPs), primarilymethane, refrigerants, black carbon from smoke andcooking, and pursuit to sequester CO2, (b) promoteimmediateuseofexistingtechnologiestoincreasetheefficiencyofenergy-powereddevices,encouragelow-emission technologies, support innovations inelectrification of energy and develop lower-costenergy storage includinguseof largeandsmall scalepower grids, (c) restore damaged ecosystems(curbing deforestation, implementing reforestation,energy recovery from food waste, and soilrestoration).

Onthesocialsciencefront, thereportpointsoutthatmostof theneeded technologiesalreadyexist, so theother main thrust of the ten solutions is to

communicatethe need for theworld to usethem.Hence theemphasis oncreatingaglobalculture ofclimate action,changing socialbehavior andattitudes torecognize the

moral imperative ofcontrolling globalwarming, building

collaborative action between researchers andcommunity leaders, creating incentives amongbusiness leaders to reduce emissions, terminatesubsidiesforenergiesthatareemission-intensive,andbring emerging nations into the picture. The overalltarget of the 10 solutions is to reduce world CO2 -emissions80%by2050.

The report became an important feature of theNovember2015internationalclimatesummitinParisknown as COP21. It was influential in the finalagreement reached by the participating nations. COPstandsforConferenceoftheParties,andreferstothepartnership between nations to address issues ofclimate change.Thepartiesmeetonanannualbasis,and because 2015 was their 21st meeting, it is

designatedasCOP21.Almost200nations,practicallyevery nation on earth, participated in the Parismeeting which resulted in a historic agreementwhereby each nation pledged to achieve somemeasure of sustainability and emission control. Thepledgesarenot legallybindingand it isquestionablewhethertheywouldleadtothecollectiveCOP21goalof keeping the increase in global temperature below20 C for the foreseeable future. If we do nothing,temperatures are projected to rise 3.7-5.6oC. The United States pledged to reduce its emissions 25% by 2025, but it is doubtful this can be achieved in the present political climate, and there is no binding review of this or any nation’s pledge.

his is my last letter asCUCEA Chair, and I havelearned much from the

wonderful, talented people that I have met andworkedwith.IwillcontinuetoworkwithCUCEAinthefutureasapastChairandotherroles.Thepast two years have been interesting andchallenging – especially the “Committee of Two”with President Napolitano and Governor Brownand the chaos in UCRS that has resulted fromtheir negotiations. As you know from my lasttwoChair’sletters,IhavegreatinterestinFacultyand Emeriti/Retiree benefits, and I have madesome constructive analysis and policysuggestions about equitable access to benefits

andtotheimportanceofavaluablepensionplanfor UC. Although I had hoped to discussmoregeneralissuesaboutsupportfortheUniversity,Iwill here emphasize instead the implications ofthepresent “lowyield” investmentenvironment.The effect of this on the recently adopted 2016retirement options has received muchcommentary by many people including myself(see my letter to President Napolitano and myresponse to the Regents item on salaryhttp://cucea.ucsd.edu/reports/other-reports.shtml) butthe low investment returns also affect otherimportantlongtermfinancialcommitments.

An example of problems with low investmentyields is long-termcare insurance.Premiumsforthis insurance have recently soared. Theinsurance companies relied on projections ofhigher investment returns when they set theratesformanypolicies.Althoughtheincreaseinpeople requiring care, limited options for long-termcare,andtheever-increasingcostcontributetotheproblems,thelowinvestmentyieldisalsoan important contributing factor. Insurancecompanies thatprovidebenefits thatmaybe farin the future tend to make conservativeinvestments to avoid an actual decrease in thevalueof their assets, so thepresent low interest

rates (currently 1.81% based on yieldsfrom 10 year Treasury bonds) mean thatthey must increase premiums or cutbenefitstoprovidethesamecoverage.

An institution or company that offers aDefinedBenefit(DB)pensionplanalsoseesthe problem. As all of you know UC has

offered such a plan formany years, but it is notwidely appreciated that low returns greatlyimpact the UC cost for its DB plan. TheUniversity periodically changes its contributionsand those of its active employee members tocover any Unfunded Actuarial Accrued Liability(UAAL).UCRSwillreceive$436MfromtheStateand it also plans to continue to borrow fundsfrom UC’s Short Term Interest Pool (STIP) todecrease its UAAL. But there are many factorsthattendtoincreaseUAAL–decreasedmortality,increased salary growth rate, projected inflation

inbenefitpayments,ageatretirement.However,themostimportantreasonforincreasingUAALislower investment yield, and this is caused by asimplemultipliereffect.

If theUCRSDBplanwerepresentlyfullyfunded,the plan would need assets about six times thetotal annual salary of planmembers. PresentlyUCRSassumesthatitsinvestmentyieldis7.25%,butiftheyieldwereactuallyonly6.25%thenUCwould have to increase the total contribution(employer + employee) by 6% of salary! It iseasy to see the implications of even lower long-terminvestmentyield.

Itissoberingtonotethatthe10-yearannualizedyieldforUCRSwasonly5.3%asofDecember31,2015. If this were to hold in the future,contributionstoUCRSwouldhavetoincreasebynearly 12% of salary. If the actual investmentyields were 2% lower than the assumed value,theeffectontheUniversitywouldbeverydire.

It is not surprising that the Committee of Two(CO2)agreedonthePEPRA-cappedDBplanwithasupplementalDCcomponent,andastandaloneDC plan. However this does not avoid theimplicationsof low investment yieldson the all-important question of salary replacement afterretirement. Mostly the new plans transfersignificant responsibility from UCRS to theemployees. The 2013 and 2016 plans havesimple consequences for salary replacement allthatisneededistomultiplytheagefactorbytheyearsof serviceanddivideby the final salary toget the fraction of income that is replaced. Theagefactoris0.025atage65forthe2013Tierand0.025 for age above 60 for the 1976 Tier.Retirementbeforeage65islesslucrativeforthe2013Tier,butmostpeoplewouldprobablyworkafewmoreyearsiftheywereable.Presentlytheaverage retirement age formany staff is 60 andforfaculty64years.StaffhiredafterJuly1,2016,in the DB option with final incomes below thePEPRA limit will have the same retirementbenefits as retirees in the 2013 Tier. Eligiblefaculty with average highest salaries less than1.25X thePEPRA cap (present salaryof $146K)

are likely to actually receive more incomereplacement than faculty in the 2013 or 1976Tiers provided the investment yield is at least6.25%.Iftheinvestmentyieldis7.25%allfacultyin the 2016 Tier with salaries up to 2.25 X thePEPRA cap (presently $263K) will have moreincomereplacementcomparabletothe2013Tier,if they have 30 or more years of service.Interested readers can get more information inthe response to the Regents item on salary athttp://cucea.ucsd.edu/reports/other-reports.shtml.

However the Defined Contribution (DC) Planneedsmoredifficultplanningforemployeeswhoelect the plan. Clearly this plan is advisable forstaffandfacultywhowillonlyworkatUCforlessthan5years. But thisonlypushes theultimatequestion of salary replacement down the road.AlsotheDCplanisnotadvisableforpeoplewhowillworkatUCformorethan5yearsandretireatagegreaterthan65.TheDCplanmayalsobeadvantageous for people who want to retire orresign fromUCatanagewheretheage factor issmall. This might be the case for peopleseparating at ages less than 55. Certainly UCmust provide some good tools, information, andcalculatorstoadviseandhelppeopleinchoosingtheDBorDCoption.

In the plan approved by the Regents there issignificant emphasis on the fact that few otherUniversitiesofferDBplans,andthatDCplansarepreferablefortoday’sworld.However,wemustavoid an obvious trap here. It is clear that DCplans have been very advantageous in the pastwhen the yield in the equity and fixed incomemarkets was high, but circumstances are quitedifferenttoday. Allof theDCplansaresufferingfrom low investment yields! There is nodoubtthatourcompetitorsfortalentwillneedtoeitherincrease theirDC contributions, or raise salariesto allow Faculty and Staff to make their owninvestments or use other tax deferred plans. Ithinkthatthe$99MannualsavingsprojectedforUCisillusionary.

I will close with some information about theSpring CUCEA/CUCRAmeeting atUCLA.Wewillmeet on Monday and Tuesday April 25 and 26.

In previousyears, this project was called the “Bio-bibSurvey” organized and completed under theleadership of Charles Berst UCLA. His guidinginfluence is reflected in the present study,whichwas undertaken by John Vohs, the pastpresident of the UC Davis Emeriti Association

andcurrentChairofCUCEA’sSurveyCommitteeonEmeritiActivities.

AVirtualEleventhCampusByJohnVohs,UCDavis

Every three years, the Council of UniversityEmeriti Associations (CUCEA) conducts a surveyof UC emeriti for the purpose of compilinginformation about their activities in retirement,especially as these activities relate to theiracademic careers. The survey of the 2012-1015periodisnowcompleteandavailableinareportwhich is posted on the CUCEA website(http://cucea.ucsd.edu/biblio/articles.shtml.)The brief summary presented here offers aglimpse of the highlights revealed from thedatain the full report. The shearvolume, scope, anddiversity of work revealed by this survey aretruly impressive. It is, in effect, equivalent to avirtualcampus—UC’seleventhcampus.

An estimated 6,250 UC emeriti were contactedandaskedtoparticipateinthesurvey,andatotalof 1619 surveyswere completed and submitted.The results show an impressive level of activityandaccomplishmentinretirement,mostofwhichcan be described as an extension of emeritiacademiccareers.

Thedifferentcategoriesofendeavorarestriking,as is the recognition their work has received.Foremost is the number of emeriti (537) whohavereceivedanhonor,orawardasameasureofrecognition across a wide range of fields anddisciplines. Some 197 respondents receivedawards for “lifetime achievement.” Honorarydegrees were awarded to 24, and 42 werehonoredwiththestatusof“Fellow”–allthisina3-yearperiod.

Scholarshipandpublicationisadominantactivity-withsome3134journalarticlespublished,527books, and even more book chapters andconference papers. These findings indicate in a

compellingwaythat, forhundredsofUCemeriti,theirworkgoeson.

TheprofileofUCemeritishowsthatactivityinretirementisstrongestfor77%ofemeritiinthefirstfiveyearsorsofollowingretirementandgraduallylevelsofftoaround50%thereafter.

Creative and artistic activity is also strong. Thisincludes performing arts, music, writing, and ismanifestinthenumberofexhibitsandartshows,and a host of specialized activities includingplaywriting,artisticwoodcraft,museumcurating,film-making, tapestry weaving, photography—andthelistgoeson.

Then there are the many emeriti who continueteaching. During 2012-2015 they taught morethan 800 undergraduate courses and 700graduatecoursesonUCcampuses.Toputthis inperspective, and assuming a teaching load of 5courses per year for a typical FTE, the totalnumber of courses taught during the three-yearperiodmeans that emeriti supplied the teachingequivalentof335facultymembers.

Other important emeriti activities includementoring,whether inanadvisingorcounselingcapacity, or as role models. Some 736 emeritireportedservinginsomeformofmentoringrole.

Emeriti allegiance to their professionalorganizations is strong. About 1000 individualsindicatedsomelevelofprofessionalparticipation,whether consulting, entrepreneurial endeavors,editorialactivityincludingmanuscriptreviewing,boardserviceandsuchlike.Inthehealthsciences,some 52% report maintaining their licenses topractice,and29%continuingtheirclinicalwork.

Service to the university and the community isanother important avenue of emeriti activity.Some713wereinvolvedinUCservice,and745incommunity service during 2012-2015. Manyserve as volunteers in the community givingsocialsupport,probonoexpertise,care-giving,orgiving their time as leaders and managers,including board service for hospitals, local

government agencies, schools, churches, and soon.

Someemeritiactivelypursuespecial interests inretirement, or take the opportunity to startprojectsorinterestsoutsideoftheircareerpathsor academic domains. But whatever theindividual effort, the diversity and extent of thecombined emeriti activity discussed in thissurvey report is more than sufficient to conveythe story of an impressive contribution fromUCemeriti.

Itdoesrevealtheoutlinesofavirtualcampus.Ineffect, for the citizens of California and itsuniversitysystem,itisUC’seleventhcampus.

Professor Dennis Wilson, School of VeterinaryMedicine for his project titled: “Translationalapplication of quantitative digital Microscopy topatients in Veterinary Medicine”. The goal is toenhance the application of the digital microscope totwo areas, one the cell division of tumors and thesecondtheexpansionofconnective tissue in lungsofheart failure patients assisting in diagnosis of thesemaladies.

UC Davis recognized two individuals for this award,which honors outstanding scholarly work or servicesinceretirement.

Professor Fred Block, Department of Sociology hascontributed scholarly work on the societalunderstanding of scientific and technologicalinnovation. He focuses on the democratization andreform of the U.S. innovation finance system. Hisanalyses show that whatever the technology, thepublic rolehasbeen indispensable in supportingkeytechnological breakthroughs and documents thecentrality of the U.S. government’s role in movingtechnologiesfromlaboratorytothecommercialsector.This information isof criticalvalue topolicymakers,elected officials, university officials and researchers.Sincehisretirementhehasauthoredorco-authored4books and continues to mentor graduate students,servingon14PhDcommitteesandgenerouslysharinghiswisdomandexpertisewiththem.

Professor Jackson, Department of Chemistry, hasfocused on fundamental photochemistry and kineticprocesses.Sincehisretirementhehasdeveloped,with

his collaborators, an apparatus that uses laserscoupledwithUVlighttocharacterizeatomicproducts.Thisresearchisexpectedtosignificantlyenhanceourunderstanding of how the increase of CO2 in theatmospheremayberegulated.Sincehisretirementhehas published 25 papers in reviewed journals andcontinues to obtain grants supporting his research.Another activity is his commitment to mentoringgraduate students and his support forunderrepresentedgraduatestudentsinChemistry.Heis active in this areabothnationally and locally. Hiseffort on enhancing enrollment ofminority graduatestudents in the UCD Chemistry Department hasincreased the percentage of minority graduatestudents from 6-16% since his retirement in 2006.ProfessorJacksonhasdedicatedtimeandeffortinthisareaandhasbeenverysuccessful.
