Additional Comments: The contract originally called for the installation of four manual 10-inch strainers at the Bissell WWTP to protect the new incinerators/scrubbers from damage. After the first incinerator/scrubber was placed in service, the plant experienced significantly more debris being caught in the strainers than originally expected. This extra debris came from scaling of pipes in the plants existing system. This scaling resulted in the strainers plugging and the plant operation crews manually cleaning the strainers much more frequently than anticipated. After review by the Design Engineer and Operations staff, it was decided to add two auto strainers to replace the manual strainers. This will allow the Operations staff to focus on other plant duties and save significant time and maintenance costs over the life of the incinerators. The cost of the two auto strainers is estimated to be $200,000.00. Additionally during construction, multiple items were discovered such as refractory repairs, removal and replacement of existing piping that was no longer functional, repair of the existing plenum doors on the incinerators, and replacement of the PLC racks (system controls) that could not have been determined until the incinerators were shut down and construction began. These items are estimated to cost an additional $150,000.00. For these reasons we are requesting an additional $350,000.00 to complete the work on the incinerator scrubbers at the Lemay and Bissell wastewater treatment plants.
