In what is seen as the silver lining for the realty sector, premium housing in Hyderabad is finding a steady market. The trend, if though belatedly, seems

to have taken root currently in the city, taking a leaf from the other metros such as Bombay, Bangalore, Delhi and Chennai. If the market for the middle class housing segment seems to be still a little sluggish in the city, premium housing has even seen a

price correction on the higher side, in spite of the political tourmoil and uncertainty. This is reflected in the steady bookings for these villa projects in this segment.NSL Infrastructure Ltd’s project Orion in Raidurg or Konnect Ambience’s Botanika in Gachibowli, Lodha Group’s Bellezza near the Hi-Tec City or Aditya Constructions’ Empress Park in Jubilee Hills have all raised their property prices

substantially. The luxuriant features offered by some promoters such as plush clubhouses and swimming pools, air-conditioned gyms and health spas, marble flooring, modular kitchens designed by top-notch international brands, European or Japanese style lifts, latest entertainment features and well-stocked libraries, cute play areas for children, fool-proof security and several add-ons, promise to create a separate world for the residents. Besides, the high-pressure advertsing aimed at the NRI segment and the IT professionals seems to have done the trick. On offer are dream or Bollywood-type luxuriant villas, which seem to be right out of the pages of any coffee table tome. These come at a price tag of anywhere between Rs 2.5 crore and Rs 3 crore. Exclusive gated communities they are a world in themselves. Falling in this category are projects such as Open Skies and Canon Dale being developed by Raja Pushpa Properties Pvt. Ltd. Raja Pushpa is developing 48 exclusive villas, each stretching over an area of some 5,000 sq. ft. The sheer spaciousness of Open Skies villas coming up in Kokapet is sure

to sweep any discerning customer off his or her feet. The villas have their own private ground with no boundary wall in the front – in a pucca stylised living space. Lush green grounds dotted with picturesque courtyards and seasonal flowers complete the picture. Canon Dale is another venture of Raja Pushpa in Kokapet – 37 high-end triplex villas – which spell class and exclusivity. Says Mr P. Sreenivas Reddy, executive director of Raja Pushpa, who has been educated in the US and was a resident of that country for 18 years and has pinned a lot of hope on his projects: “We are happy with the response to our projects from customers and believe that we will set a benchmark for good living in Hyderabad.” He says that quality has been the byword of his company, which is also planning upscale flats in two towers, over 12 floors and two acres of land.

Flexi is the buzzword Sunway Opus International Private Limited, a Special Purpose Vehicle (SPV) formed by Sunway City Berhad of Malaysia and Hyderabad-based property developer Opus Developers have launched the first its kind flexivillas in the State. The market for green building construction will be $5 billion by 2012 and the total market for

green building materials and products is estimated to be over 10 times (around $45-50 billion) as projected by the Indian Green Building Council.While the concept of green buildings was ushered in by the CII – Sohrabji Godrej Green Business Centre in Hyderabad which is the first LEED Platinum rated building in India, S&S Green Projects is pioneering the first ever green project in residential sector in the State.The project is spread over six acres with 416 apartments (2160sft to 2870sft ) in three blocks. The first phase with 150 apartments will be ready in six months while the remaining phases is expected to be completed on a priority basis.While the nature-friendly apartments will stand out for its green facilities, the government will be extending 20 percent discount in property taxes while SBI is offering interest rate concession of 0.25 percent in housing loans.According to Vijay Sai Meka, promoter of S&S Green Projects Pvt. Ltd, the key

differentiators in the project are: 30 per-cent saving in energy due to use of Solar

Energy, LED lights and energy saving lifts, 50% saving in water due to recycling of water , rain water harvesting, and rain water storage.The well ventilated rooms with ample air and light and the use of environment friendly building material and non toxic paints will ensure a quality and healthy lifestyle for its occupants. With installa-tion of water meters for each apartment, the owners will pay as per the usage and a readymade provision for fixing air-condi-tioners is also being facilitated.Every apartment has three spacious bed-rooms, with a big kitchen, spacious dining ,drawing and living areas. “The unique-ness of the apartments are its large sit outs which is seldom found in other apartment blocks. SV Interiors, established 12 years ago by two enterpris-

ing technocrats – Srinivas Raju and Naveen Kumar – today has carved out a niche for itself in the competi-tive area of interiors. Speakers at the 9th edition of Sumin-fra 2011, the national level summit on “Sustainable PPPs in Infrastruc-

ture”, organised by the Confederation of In-dian Industry, Southern Region, in Hydera-bad on September 21 and 22, 2011, called for coordinated efforts from all stakehold-ers in strengthening the PPPs by mitigating

the risks and securing a clear future.Mr. J.P. Nayak, President-Operations, Larsen & Toubro Limited and Conference Chairman, Suminfra 2011, said that the State Governments had a vital role in guid-ing the PPP movement and were commit-ted to making the mechanism more robust and transparent in the years to come. In the 11th Five year Plan period, the States were aiming to grow at 9 per cent, against the present 8 per cent, he added. He revealed that the investment target in the 9th Plan has been set at $ 1 trillion, double the amount earmarked in the Sixth Plan. The private investment was slated to rise to 35 per cent as well. PPP experts from the four Southern States discussed threadbare the need to hasten up the projects and remove the bottlenecks for gaining the confidence of people. The subjects discussed included institutional framework for quick deliv-ery, funding mechanism, risk perception & mitigation and urban rigidity & manage-ment. Expert speakers from banks, indus-try and government narrated the risks they encountered while executing projects such as the presence of a leader’s statue, a place of worship or rehabilitating the displaced. Irrespective of the business model pursued in the PPP mode, it was universally felt that addressing risks was a major issue.Huge impetus In the post-liberalization context in India, private sector participa-tion received a huge impetus with increased opportunities for development of public infrastructure. In the last two decades, several projects got under way in the PPP mode due to the path-breaking initiatives of governments across the country. Com-pared to traditional models of procurement, the PPP model has always been a subject

of great debate. On one side, the PPP proponents strongly believe that there is greater design freedom, increased incentives to in-novate, more opportunity for collaborative effort and efficient ways to man-age risks. But the detrac-tors feel that several proj-ects had run into rough weather due to spiralling costs and complexity of execution. However, it is clear that PPP is here to stay given the peren-nial resource constraints with the State in funding

projects. The Andhra Pradesh Chief Minister, Mr. Kiran Kumar Reddy, who led a senior-level delegation to the summit, underlined the need to ensure that the benefits from PPP reached the common man. The Chief Minister said that AP had the highest number of PPP projects in the country and was committed to making them happen. He cited the example of the telecom industry in India which not only brought in a revolutionary change in the In-dian economy but enabled the common man to access new technology at affordable tariffs. He mentioned that 78 PPPs were in the pipe-line valued at over Rs 31,000 crore in Andhra Pradesh, opening up employment for 18 lakh people.Push to infraIn his address, Mr. Suthirtha Bhattacharya, Principal Secretary-IID, Government of AP, said the creation of INCAP( Infrastructure Corporation of Andhra Pradesh) in 2005 had hastened the pace of infra activity in the State. INCAP’s major objective was the cre-ation of project specific SPV (Special Purpose Vehicle) which was giving a push to socio-economic development. Mr. Jayesh Ranjan, Tourism Secretary, Government of AP, gave insight into the concept of developing the cit-ies of Hyderabad , Visakhapatnam and Tiru-pati into major revenue drivers for the State through the integrated development of road in-frastructure and support facilities which have

burgeoned the tourist inflow. The first genera-tion PPP projects in the state, he said, had been successful in putting up the first IMAX theatre in the country in Hyderabad, an expansive golf course and a state-of-the-art Spa. He said that Kerala had a clear mandate by opening up several projects encompassing high-speed roads, metro transport, feeder air-ports, industrial zones and port development in PPP mode. He cited the success of the Kochi International Airport, which was the first PPP initiative in aviation infrastructure in the coun-try. The team from Karnataka unveiled the in-fra projects in the pipeline in the State. These include Peninsular Region Industrial Corridor linking Chennai-Bangalore- Mumbai, Tatadi Port, development of smaller towns such as Bidar, Tumkur, Raichur, Udupi, Hospet, high-speed rail link to airport, gas pipeline between Dabhol and Bangalore, and a state-of-the-art convention centre in Bangalore.

Joining a gym to get into shape is always a good idea. However, many people make the mistake of simply joining and starting off on arbitrary exercises without getting

proper counselling first. This can lead to frustration over lack of optimum results. A good gym will take you through a series of steps before cre-ating a workout plan for you. So if you’re planning to join a gym, en-sure that your fitness trainer checks you before recommending exercis-es for you:

Check your current fitness lev-els: No one exercise plan can fit all. Which is why it’s absolute-ly essential to check your cur-rent fitness levels, based on age, lifestyle and medical history.Cardio test: The first thing most gyms ask a new member to do take is a treadmill test. You will be asked to walk for 12 minutes or 2 km (whichever comes first) and your heart rate will then be

checked (The time period may vary from gym to gym).Strength test: This test is used

to check what your current strength is. In this you are asked to lift the maximum weight you possibly can. For instance, you might be able to bench press 70 pounds at one time. This becomes your current strength.

Strength endurance test: Next comes a strength endurance test, wherein the trainer will check your upper body and lower body strength.Upper body strength is ascertained by seeing how many repetitions of bench press you can do in 1 minute. This is related to your strength test. So you had been able to do one repetition of bench press of 70 pounds, you will now be given 50% of that or 35 pounds to bench press for a minute.Lower body strength is established by seeing how many squats you can do in 1 minute.Flexibility test: Your trainer should also check to see how flexible you are. This is done by making you sit on the ground and reaching for your toes. Use a tape measure, the distance you can reach is entered into your chart. Usually, this test is repeated after you’ve been working out for a month or two to check for changes.Body composition: It is, of course, essential to check your weight to determine what your tar-get weight should be. However, weight alone does not give a true picture of a person’s fit-ness. Which is why a trainer will also compute your Body Mass Index.Along with that, many gyms also conduct a skin fold test to check for how much fat you have. This is done with the help of callipers.Counselling sessionMost good gyms have a doctor on board as well. Before you start on your exercise regi-men, you must have a chat with the doctor and let her or him know about any medical condi-tions you might have.If the gym has an in-house nutritionist, be sure to discuss what you should be adding to and cutting out of your diet. You may need to in-crease your intake of protein if you’re going to take up strength training, whereas a lot of cardio will require you to increase your con-sumption of carbohydrates. Depending on your current eating habits and fitness goals, the nutritionist could design a customised food plan for you.If you’re new to a gym, make sure you go through these steps, as that will allow your trainer to design an exercise plan that works well for you.

Milestone for guntur aPreda

The BWA - APREDA property show 2011 held in Guntur on August 13 & 14 was a runaway success. Mr. M. Muralimohan, former president of APREDA, inaugurated the event in which there were 52 stalls.

The response to the show was tremendous and on the first day about 6000 persons visited the show.

On the second day the response was even bigger and about 8000 people visited the property show.

Home loan borrowers looking to pre-pay their floating-rate loans better watch out. Banks could recover charges for such

pre-payments, what with the RBI still to issue any directions or guidelines prohibiting levy of such charges. As part of efforts to improve customer service of banks, the annual conference of banking ombuds-men had earlier this month suggested that banks not recover pre-payment charges on floating rate loans, according to reports. “Till now, it is only a recommendation being con-sidered by the RBI. Based on the formal response of the IBA, our regulatory department would then take a considered view and then communicate the guideline or the instructions of the RBI on this to all the banks,” said M Rajeshwar Rao, chief general manager of RBI, and the Banking Ombudsman. Banks have been asked to examine the proposal, and the comments from the Indian Banks Associa-tion (IBA) is expected, Rao added.The RBI at the meeting with Banks representa-tive agreed to remove the prepayment charges on floating rate loans. The move was aimed at bringing

fair-

ness in bank charges. Prepayment penalty in some banks can range between 1 – 3 percent on the outstand-ing loan amount. The removal of prepayment penalty will make it easier for customers to partly pay their loans in case they are able to generate surplus cash or shift loans to other banks if they get a better interest rate. Also, it will increase competi-tion among banks. Already a few banks like Axis Bank do not charge pre-payment charges. Banks have also been asked to revive fixed rate home loan products, which have become almost a thing of the past, as they are increasingly focusing on floating rate schemes to protect themselves from interest rate fluctuations. The RBI is of the view that customers should not be exposed to rate volatility and banks should be able to hedge their risk through appropriate instruments.

“It is relatively more expensive to buy a home than to stay on rental, in Se-

cunderabad,” says The Makaan.com Buy Vs Rent Index (MBRI) for the period April to June 2011 which was released in Sep-tember.According to the findings, the area falls under the ‘neutral category’ has an MBRI of 21-25 which denotes that it is relatively more expensive to buy a home than to stay on rental. “This is a neutral range and prop-erty seekers looking at investing here are advised to take the final decision based on their financial situation.”The survey helps a property seeker in Hyderabad who is confused between opt-

ing for a rented ac-commodation and giving that rental amount as EMI for buying a house. In the absence of a robust and reliable tool, these decisions were traditionally taken with gut feel or with the guid-ance of a close rela-tive / friend, leaving scope for error, says the company on its

website.“MBRI helps property seekers make in-formed choice between buying and renting of property in top Indian cities / sub-cities. When it comes to Hyderabad, the city is divided into 2 sub-cities and MBRI is cal-culated for each sub-city to enable seekers make informed choice in their respective areas of interest.”Buying destinationsTypically if the MBRI for a city / sub-city is between 1-20 it denotes that it is much less expensive to buy a home than to stay

on rental in these cities / sub-cities. Prop-erty seekers looking at investing here are advised to buy a property than staying on rentals. The current MBRI release iden-tifies main parts of Hyderabad as areas where property seekers will be advised to buy rather than stay on rent. If one com-pares the MBRI for this sub city with the data for Jan-March’11, MBRI has dropped by 4 points (see chart for details). This drop can be attributed to correction in property prices and/or hardening of rentals in these sub-cities thereby making them a preferred buying destination.Though Secunderabad falls under ‘neutral category’. The survey points out that the MBRI for Secunderabad has dropped by a significant 8 points compared to its Jan-March’11 figure (see chart for details). This drop can be attributed to, correction in property prices and/or hardening of rentals here. The drop, however, is not significant to bring this sub-city in the buying destina-tion category, but has shifted the sub-city from rent category earlier into the neutral category now.Overall trend one compares the current MBRI report with the previous report (for period of Jan-March’11) one observes that the current MBRI for the city is 19 which is a drop of 6 MBRI points. This indicates that there has been an overall softening in property prices and/or hardening of rentals in the city over the past 3 months. A recent survey conducted indicates that customers leave their service provider for four basic reasons: 14%

leave because they are dissatisfied with the product, 9% leave because they are unhappy with the price, 5% leave for various personal reasons and 72% leave because of poor cus-tomer service. In the business world, custom-er service and etiquette are two sides of the same coin. It is hard, if not impossible to de-liver good customer service without practis-ing business etiquette. Business etiquette and manners provide a high degree of satisfaction to customers. They lend a touch of class and change normal, routine customer interactions into exceptional and memorable experiences. In the best of times, etiquette gives an organi-

zation the edge over competition. In difficult times, it is what sets an organization apart. The basics of good customer service etiquette start with appearance and grooming and in-clude greeting and welcoming customers with good eye contact and a smile. If you are at a desk in your office and you see a cli-ent approaching, leave your seat and take a few steps towards the customer. Handshakes should always be made standing. Never shake hands across a desk. Service counters, how-ever, are an exception. When introducing yourself, say your name and briefly state your job role. Show the customer a seat and of-

fer to help. Sit with a straight back, leaning forward slightly. Place your hands above the table. When speaking, your body should face the customer, not the computer screen. Do not interrupt the customer. Listen to understand his or her needs and concerns. Summarize the query or situation before offering a response or solution. This shows that you are listen-ing. If you need to use your computer or leave your desk in order to help, tell the customer what you are about to do and the expected outcome. Don’t leave a confused customer staring blankly as you immerse yourself with the computer or walk away. Always thank the customer for filling out a form, submitting documents or paying a bill. This is a simple yet powerful gesture that many customer ser-vice representatives fail to do. Never misspell

a customer’s name. If in doubt, ask. This shows the customer that you have a genuine interest in him or her. If you cannot provide an answer or service, show a genuine desire to help by taking the time to guide the cus-tomer in the right direction or find someone else who could help. Customers always notice and remember when an effort is made on their behalf. Do not treat customers differently based on who they are. A customer is a customer regard-less of rank or status. There are many other ways to recognize or reward customers, but visibly differentiated customer service is not one of them.Today’s customers can choose who they do business with. And they prefer to do business with people who treat them with dignity and respect. With competition be-ing what it is, the knowledge and proper display of customer service etiquette is the most powerful tool to gain a competitive

edge. Businesses that make an effort to train their people in etiquette and protocol earn a discernable edge. Besides, a culture of cour-tesy and respect makes for a more pleasant workplace thereby having a definite impact on productivity.

All cultures of the world recognized the importance of fasting and inextricably wove the concept into

their fabric. This is reflected in the practice of Roza in Islam, Lent in Christianity, Yom Kippur in the Jewish tradition and Navratras, Shravan, etc. by the Hindus. Buddhists and Baha’is, besides other faiths, too have a tradition of fasting.Fasting is not just a concept; it is a highly intelligent tool developed by the sages and seers for humanity’s well being. However, modern societies — high on information and low on wisdom — have forgotten to use it effectively. Over the centuries, fasting as a concept has degenerated into mere rituals at its best and a tool of subjugation arising out of gender bias at its worst. In the former, this is reflected in God projected as a stern school master with a stick ready to strike if one errs in fasting. In the latter, we see young daughters and daughters-in-law brain-washed into believing that life will be one thorny bed and happiness at stake if they do not fast ‘ritualistically’.The truth is that fasting has nothing to do with the rewards and retributions that come

our way in life, but everything to do with an individual’s physical, mental, emotional and spiritual well being. However, this is provided we use the fasting tool correctly and skillfully. One also needs to understand what is fast and how to fast.Firstly, fasting is supposed to be only on water. It gives the much desired rest to the internal body organs and also cleanses and flushes out the residual toxins. Being on a fruit and juice diet is only an ‘approach’ to fast. All ritual fasting on festival days where people take some food at dawn and then eat at sunset or late evening cannot be considered fasting. Actual fasting begins from the time when we have skipped a meal after one last meal. Hence, if we have dinner and then skip the next day’s breakfast, the fasting begins after that. If we have no lunch and have dinner, we have not fasted; only skipped a meal. Some ancient texts prescribe only two meals for humans—mid morning and at sunset. This is to facilitate complete digestion and absorption of the food ingested as well as to maintain an efficient metabolism.A large majority of humans overeat and get diseased; another majority of humanity gets diseased because of starvation and

undernourishment. The underlying cause in both cases is malnutrition, which leads to unhygienic conditions in the body. Thus one pre-requisite to fasting is that we should not only take proper nutrition but also have the understanding about what is proper nutrition for our bodies as well as our minds and souls.For genuine health improvement one should fast (on water) once (or twice, if possible) a month and be on a fruit and raw vegetable diet at least once a week. A person’s good health is indicated by the fact that he will be able to fast cheerfully without any physical and mental discomfort. The concept that one should never leave one’s stomach empty and that one should have short meals in short gaps is highly erroneous and unscientific, and is a major cause of many diseased conditions afflicting humanity in the modern world. To come to the importance of fasting at the physical level, while during normal conditions fasting maintains the body by not allowing toxins to accumulate, during diseased conditions judicious fasting not just reverses the illness but also helps in permanently in curing all chronic diseases. The government will ensure there is no dent to ‘Brand Hyderabad’ and will develop the city and its surrounding

as international education hub, declared Chief Minister N.Kiran Kumar Reddy.Mr. Reddy was addressing students and faculty of Indian Institute of Technology, Hyderabad (IITH) at Kandi village in Sangareddy mandal of Medak district after conducting bhoomi puja. “Already half a dozen foreign universities focusing on management are coming to Hyderabad. We will protect brand Hyderabad”. Stating that IITH would become ‘an institute of excellence’ in the near future, he listed out various steps initiated by his government. “Education ensures overall growth of an individual, giving him a sense of direction in life,” he said and added that technology would have a meaning only when it reaches the common man and changes his life.To a request made by Congress legislator T. Jayaprakash Reddy, the Chief Minister sanctioned Rs. 20 crore for the development of three villages -- Kandi, Kavalampet and Mamidipally.

Land was acquired from these villages for construction of IITH. Saying that these institutes are the global face of India, Union Minister of State for Human Resources, D. Purandeswari said “The resolution passed by the American Congress appreciating the contribution of IITians to its economy is a great recognition.”She said IIT-H has been faring well among the new national institutions.

“But we want job givers instead of job seekers from these institutes”. Deputy Chief Minister C. Damodar Rajanarasimha urged the Union Minister to sanction a Hindi University and a Sports University for the State.

Cement firms under scanner

In a crackdown on cartelisation of cement manufacturers, Competition Commission of India’s director general

has conducted a detailed investigation on over two dozen companies, including leading players such as ACC, Ambuja Cement and UltraTech. A report submitted to the CCI chairman has held most of the companies guilty of cutting production to raise cement price. CCI is now seeking a response from these companies on the DG report. CCI chairman HC Gupta said that the director general investigated the matter for the past six to eight months, and that a detailed report is ready. “We are sending letters to the companies in next 10 days, in which we will attach the report submitted by the DG, and seek responses from these companies,” Gupta told Financial Chronicle. The CCI had sent letters to all these companies, but withdrew them, citing some errors. The companies will be given three to four weeks time to submit their responses or explain their stand to the commission, Gupta said. He declined to give further details on the report as it is confidential. Another senior official from CCI confirmed that at least 25 cement companies were found guilty of cartelization for the four years under assessment between 2007 and 2011. “ACC, UltraTech, JP Associates, Ambuja, Lafarge and many other companies have been found guilty under Section 3 of the Competition Act, and were named in the report,” the official said. Section 3 of the Act refers to cartel and anti competitive acts. He said the investigation was initiated on the basis of two complaints ¬ one filed by the Builders’ Association of India and the other, transferred from Monopolies and Restrictive Trade Practices Commission (MRTPC). A National Environment Appraisal and Monitoring Authority would be set up to streamline environmental clearances,

Prime Minister Manmohan Singh declared recently. “We hope to establish an independent regulator -- the National Environment Appraisal and Monitoring Authority -- soon. This authority could lead to a complete change in the process of granting environmental clearances,” Singh said at the valedictory session of the international seminar on ‘Global environment and disaster management: Law and society’ held recently. Incidentally, at the same event, Chief Justice S H Kapadia said that the Ministry of Environment and Forests (MoEF) should evolve a regulatory mechanism only for appraisal of projects as the project proponent’s report can’t be relied on. At present, the MoEF has Expert Appraisal Committees (EAC) which are multi disciplinary sectoral expert committees comprising various subject experts and are constituted for appraisal of sector specific projects. EAC is the recommendatory body. “As far as mining is concerned, the regulatory mechanism should be in charge of pricing also. Mining laws are there but they are flouted at the state level and illegal mining is happening in many States. Excavated minerals should have a price discovery mechanism as there is no machinery to supervise the pricing,” Kapadia said. He asked the Ministry to simplify its green laws, which were at present so complex it took hours for the court to interpret them. Industry had long complained that the complicated procedures were a barrier. Environment Minister Jayanthi Natarajan said the CJI’s suggestions would be taken up seriously.

Bill to regulate real estate by winter session

The proposed Real Estate Regulation Bill, 2011, is likely

to be taken up during the winter session of Parliament, Minister of Housing and Urban Poverty alleviation and culture Kumari Selja said in Mumbai. The Bill is expected to fill in the regulatory gaps and bring in more transparency in the unregulated property market. Selja said the Regulatory Bill is aimed at bringing in transparency and fair deal in the sector whose image has been tarnished by several scams

and also one-sided agreements with customers. “It will be a central law but will have State regulators. The regulator will have penalising and appellate powers,” she said at the sidelines of a FICCI Real Estate Summit. On Land Acquisition Bill, she said that she has already written to the Rural Development Minister Jairam Ramesh and Prime Minister Manmohan Singh about Land Acquisition Bill having

an impact on affordable housing as the cost of acquiring land will increase due to high compensation to be provided to land-owners. “We will have to balance out both the land acquisition and impact of it on developers and consumers. For the growth of the sector, land acquisition challenges needs to be overcome and the new Land Acquisition Bill presented in the Parliament will be passed after taking all the concerns on board. This is expected to happen in the winter session of the Parliament,” she said. Selja said that land is an expensive think and farmers and poor land-owners parting with it should get the right compensation. “The bill will try to make land owners partners in urbanisation and will adequately compensate all the persons dependent on the land. At the same time we will also try to balance out so that affordable housing segment is not impacted due to high cost of acquisition,” she said. Further, she emphasised that the proposed bill will ensure that a certain per cent of every project would be allocated to the lower income group.
