Transportation Services staff supports the 90,000 people who come to the Seattle campus each day by managing the U-PASS transit program, 12,200 parking spaces, 3.4 million square feet of lots and garages, nearly 10,000 bike spaces, five shuttle services, five public gatehouses and support for more than 160 events each year. While some costs have been covered by drawing on reserves, Parking Operations now faces a deficit of $1.2 million for FY19, with a projected deficit of $2.3 million in FY20, as detailed in Attachment 3.

Additionally, as part of the Campus Master Plan, the UW has agreed to sharply reduce parking usage by 2028. The number of parking spaces will be reduced from 12,200 to 9,000 and the drive-alone rate will be reduced from 19 percent to 12 percent. Parking and U-PASS rates have historically risen in tandem, with a portion of parking revenue used to support the U-PASS program and other commuting services. In FY20, 56 percent of net parking revenue is projected to go to U-PASS and UW shuttles, the vast majority of it to U-PASS. An increase in the Faculty/Staff U-PASS rate of 8 percent was initially considered in response to rising transit costs. However, based on feedback from stakeholders and members of the University community, no increase is being sought at this time. In addition to faculty, staff and students, the UW provides parking to thousands of visitors every day. Nearly 50 percent of overall parking revenue comes from these visitors or other occasional users. Action 1: Adopt the FY2020 Parking Fees Schedule for the Seattle Campus The administration proposes a base rate increase of 12 percent on most UW parking products used by faculty, staff and students. The hourly and daily rates for visitors would increase at a higher percentage in order to keep those rates in whole dollar amounts. (Nearly one quarter of all visitors still pay in cash for their parking.) A 12-percent increase would affect the most popular parking products as follows:

The new monthly SOV rate would still be cheaper than the average non-UW monthly parking rate in the U District, as demonstrated by Attachment 4. A full schedule of the proposed UW parking rates is provided in Attachment 1, including details of some current products that are being phased out or changed as a result of new parking software. Action 2: Adopt the Parking Citation Fine Schedule for the Seattle Campus As part of the Washington Administrative Code (WAC) parking and traffic rule changes submitted in March (WSR 19-065) and recommended for the Board’s approval this month, the citation fine schedule henceforth will be submitted to and approved by the Board of Regents rather than be updated in the WAC itself. The Parking Citation Fine Schedule (Attachment 2) increases UW parking fines to match those of the City of Seattle. The proposed revisions are intended to reduce confusion and to discourage customers from choosing to park illegally on campus rather than risk receiving a higher fine from the City. Increasing fines also helps encourage compliance around accessible parking and protects parking spaces for permit holders. REVIEWS AND APPROVALS Transportation Services has communicated the proposed rate and fine changes as follows:

The proposed citation revisions were presented to the University Transportation Committee (UTC) on January 28, 2019 and approved by committee vote. A range of proposed parking and U-PASS rate options were presented on April 10 to the UTC. On April 22, the UTC approved by majority vote the recommendation of a 10-percent base rate increase for parking and an 8-percent increase for the Faculty/Staff U-PASS user fee. The UTC is made up of student, staff, and faculty representatives as well as operational stakeholders from different groups on campus. Consistent with the approval process outlined in WAC 478-116-124 a public hearing was conducted on Friday, April 26, 2019. Transportation Services also invited public comment through its website, beginning on April 15, with the proposed rate table published on April 23. The Hearing Examiner’s Report summarizing public comment is Attachment 5. Additional consultation was made with the Office of Planning and Budgeting, UW Medicine leadership, the Faculty Council on University Facilities and Services and the Universal Student U-PASS Advisory Board. In response to feedback at the public hearing and from campus constituents, the decision was made to withdraw the recommendation for an increase in the Faculty/Staff U-PASS user fee and change the proposed parking rate increase from 10 percent to 12 percent. This was communicated on May 1 in a letter to the University Transportation Committee and posted to the Transportation website on the same day. 1. Single occupancy vehicle and motorcycle permits include a gratis U-PASS. Holders of these

permits who separately receive a fully subsidized U-PASS will not receive a second U-PASS.

2. Carpool permits include a gratis U-PASS for up to 3 people. A carpool member who separately

receives a fully subsidized U-PASS will not receive a second U-PASS.

3. The former two-tiered pricing for PPUP is going away due to new software being implemented.

Instead of one daily rate if used 4 times or less per pay period and another daily rate if used 5

times or more, all PPUP holders will pay the same daily rate.

4. Individual commuter tickets are priced to match the daily PPUP rate. As the lower PPUP rate is

going away, ICT rates will now match the standard daily rate. This will result in a one-time

increase of 40%.

5. The former two-tiered pricing for impromptu carpools is going away due to new software being

implemented. All impromptu carpools of 2 or more people will pay the same rate, so long as each

person in the car has a valid U-PASS. A fully subsidized U-PASS qualifies for this.

6. UW retirees who have returned to work at the UW part time (40% FTE or less) are eligible to buy

a discounted single-occupancy vehicle permit.

7. E8, N4, N20, N21 and W27 have a current daily maximum rate of $15, which will go up to $17.

The other lots listed do not have a daily maximum rate.

8. Football parking rates are set by UW Athletics and are not being raised in 2019.

9. Department products must be ordered with a UW budget number. Departments may also choose

to pay for a Universal designator or an annual reserved space at the same rates listed in the faculty

& staff section.

University District Parking Rate Analysis

Transportation Services compared UW parking rates with privately operated parking lots in the

University District, including those operated by the U District Parking Association as well as Diamond

Parking, Republic Parking and others (lots listed in green on map below).

Key findings as of January 2019:

• With 12,200 parking spaces, UW is by far the biggest provider of parking in area.

• Nearby private lots are competitive on price when it comes to daily rates, but more expensive when it

comes to monthly rates.

• Street parking within the study area is paid and time restricted:

$2.50/hr for 2 hours max (U District core)

$1/hr for 4 hours max (U District edge)

• Outside of the study area, street parking is mostly free with exceptions in the Restricted Parking

Zones (RPZs) indicated in the map below. RPZs restrict parking to 2 hours only, but residents can

receive permits to park in RPZs without restriction.

Student Presenter’s Biographical Information

Sydney Pearce is the Vice President of Internal Affairs for the

Graduate and Professional Senate (GPSS). She maintains

oversight of planning and implementation of all GPSS programs,

events, and summits. She also oversees all matters pertaining to

personnel including coordination of all staff hiring, training, and

promotions, maintenance of Personnel Policy Manual, staff

meetings, and position transitions. Sydney also appoints liaisons

to 70+ campus committees in collaboration with the President

and University Affairs Directors and gathers student feedback for

program reviews.

Sydney is a second-year graduate student in the Evans School of

Public Policy and Governance with a focus in Health Policy and

Nonprofit Management. She is a part of 12 different student

committees and groups on campus.
