7.1 Presentation by the City Council to Margarita Estrella from Frank Wright School for Leading the Pledge of Allegiance. Present

8. PUBLIC COMMENT REGARDING NON-AGENDIZED MATTERS: This time has been set aside for persons in the audience to make comments or inquiries

on matters within the general subject matter jurisdiction of the City Council, the Housing Authority, the Financing Authority and/or the Water Authority (collectively, the “Council”) that are not listed on this agenda. Although no person is required to provide their name and address as a condition to attending a Council meeting, persons who wish to address the Council are asked to state their name and address. Each speaker will be limited to three (3) continuous minutes. Speakers may not lend any portion of their speaking time to other persons or borrow additional time from other persons.

Except as otherwise provided under the Brown Act (Gov. Code Section 54950 et seq.), the Council may not deliberate or take action upon any matter not listed on this posted agenda but may order that any such matter be placed on the agenda for a subsequent meeting. The Council may also direct staff to investigate certain matters for consideration at a future meeting.

All comments or queries presented by a speaker shall be addressed to the Council as a

body and not to any specific member thereof. No questions shall be posed to any member of the Council except through the presiding official of the meeting, the Mayor and/or Chair. Enforcement of Decorum: The Chief of Police, or such member, or members of the

Police Department as the Chief of Police may designate, shall serve as the Sergeant-at-Arms of any Council meeting. The Sergeant-at-Arms shall carry out all orders and instructions given by the presiding official for the purpose of maintaining order and decorum at the meeting. While members of the public are free to level criticism of City policies and the action(s) or proposed action(s) of the Council or its members, members of the public may not engage in behavior that is disruptive to the orderly conduct of the proceedings, including, but not limited to, conduct that prevents other members of the public from being heard when it is their opportunity to speak or which prevents members of the audience from hearing or seeing the proceedings. Members of the public may not threaten any person with physical harm or act in a manner that may reasonably be interpreted as an imminent threat of physical harm. All persons attending the meeting must adhere to the City’s policy barring harassment based upon a person’s race, religious creed, color, national origin, ancestry, physical handicap, medical condition, marital status, gender, sexual orientation or age.

Steve Stafford – I was here on December 18th of last year when you had the thing come

up about the medical marijuana. There were several hundred people here and I had never seen something done so poorly. I ended up having to sit on cold concrete and I

have rheumatoid arthritis I am handicap and I am out there and I never had a chance to speak on the item.

Eva Stoltz – I have seen our City evolved over the years to the time now where we are becoming the laughing stock of the San Gabriel Valley. I am talking about all these stands, carts, and SUVs selling food on our main streets. If you go down Garvey, Valley, Peck and Durfee this is what visitors are seeing when they come visit the City of El Monte. It is a blight for our City it is a health hazard. No hot water, no place for them to wash their hands no bathroom facilities. Instead of building our City up it is tearing it down. Do you have a solution to this? It is just keeps getting worse. Why bother opening up a business just find a corner or spot set up your awnings put up your lights and open up your business. Please don’t tell me these people are paying taxes. Mary Ann Powers – On the way up here tonight we came down Mountain View at Garvey and Valley and right there at Walgreens on the sidewalk someone has set up a restaurant pedestrians who want to use the sidewalk have to step into the street because they have the entire sidewalk taken up. Traveling down Valley there is taco truck right next to Art’s and across the street from Tommy’s and McDonalds they also have their chairs and everything else set up on the sidewalk taking up space for the pedestrians. Why should anyone open up a restaurant in this City and pay for a business license and pay sales tax when all they have to do is set up a stand. Now I know the State of California has decriminalized these vendors but that doesn’t mean they can operate without regulations and we can crack down on the regulations the same way we can on medical marijuana and we can institute those regulations and we can enforce those codes. Chuck Hoffman – I come before you this night to address my thoughts about the City of El Monte/South El Monte I find it interesting that the City has been and is willing to pay $30,000 to be a member of the Chamber of Commerce. If they allow you to be a member for the number of people you have on your staff you should only be paying $675 that is $29,325 overcharge that is 4,700% that is kind of ridiculous. You can go online to their website an get a copy of their directory. Cindy Wu – Just want to address a couple of things that are on the consent agenda. I want to say that I am happy to see that the City is going to have this homebuyer’s program. On behalf of the Mountain View School District I want to thank you for continuing the School Resources Officer Agreement. Cosme Jimenez – I want to make a quick comment regarding the Fire Department. The Fire Department wants us to help them but they don’t want to help us when we need their help.

3. Authorize the City Manager or his/her designee, to make minor conforming edits to proposed Facility Fee Waiver Policy as necessary.

18. COUNCIL COMMUNICATIONS/REPORTS:

18A. Mayor Quintero Fortunately when you go last everyone has had a chance to thank staff and bring

up all the issues, all of the events that have taken place in the month of October it was a really good month. I think the theme that I have heard from all the Councilmembers is community because this was a heavy month of community activities whether it was the 626 Open Streets Event, Dia de Los Muertos, the Community Clean-up, the Trunk or Treat, the opening of the Pump Track it all boils down to try to make El Monte a more friendly City, a more friendly place, just a more community oriented place. Also wonderful program with the Domestic Violence Awareness unfortunately I wasn’t able to make it as every year that we have been doing this it is such a critical type of event to have for our community. Thank you Mrs. Powers and Ms. Stoltz I pass by the one that is front of the Walgreens and unlike anyone on this dais and I venture anyone in this room I have prosecuted street vending cases in the City of El Monte and they told me that I wasn’t going to make a dent in it. And the State of California in their wisdom changed the law so now we just have to make sure that we can do the enforcement we need to do thank you for raising the issue and it is something that we are going to continue to analyze. I appreciate all of the comments that were made about every single event and activity that took place. I would like to ask you to do something if possible just to keep someone in mind and to say a prayer for Donna Crippen. Donna Crippen is a former First Lady of El Monte but more importantly for many years now she has been the guardian of our history and I got a chance to see her the other day as well and boy she has an incredible way of being. The loving nature, friendly so if you could keep her in your prayers tonight and her family Sheila and all her wonderful children and grandchildren.

18A.1 Discussion Regarding Ad Hoc Committees and Outside Regional Committees.

We don’t have a Public Works Ad Hoc Committee so I wanted to see if we could put one together I want serve on with Councilmember Martinez Muela if she is available. That is our streets we just got a presentation at the last meeting regarding our pavement management system and because of her desire to have more trees in streets but more importantly a complete streets program where if we are improving the street making sure that we incorporate bicycle lanes were appropriate and the type of work that needs to be done so that hopefully next year when we communicate this projects to the community which we will at some point because we need to improve our streets we want to make sure that people have an expectation and understanding of when we are going to be able to make the investments that we need to make. Mosquito & Vector Control District Mayor Pro Tem Velasco ACE - Alameda Corridor East Construction Authority I know that Ms. Martinez Muela has had a wonderful year this last year. I wanted to see if we as Council could make a change and put our Mayor Pro Tem in that position for the next year. Councilmember Martinez Muela – I would just caution and say this that last year the San Gabriel Valley COG changed the way that they appoint to the Alameda Corridor East so I had to run for a seat and that seat is a two year position serving on the ACE Board so it is an umbrella of the COG I represent five (5) cities on the ACE Board. We no longer an automatic seat because we don’t have a project in El Monte any longer so my term would be up next June and if we make a change my replacement would not automatically get the seat on ACE they would in turn have another election and I think that it would be unfortunate the institutional knowledge that I bring to the COG and the ACE Board as the Chair past president or the most recent Chair would be a loss if we make a change at this time. So I respectfully request the opportunity to fulfill my term which would be to June of next year and at that point it would trigger another election within the COG nonetheless and at that time we could make a change and our new member could run and serve not only on the COG but also on ACE. Mayor Quintero – So in order to make a change there it sounds like this person would also have to be the designee for the COG and your alternate is Councilmember Ancona. Very good so if it is okay with all of you then we will postpone this discussion for another day.

18B. Mayor Pro Tem Velasco I want to add about the Trunk or Treat we also had the Trunk or Treat with the

POA it was a fantastic event it didn’t cost the City anything and we had over 4,000 people. It was a great event congratulations because I remember when it started it was a small event and now it has just grown. We did it at the El Monte High School Auditorium. The Saturday Clean-up, thank you Cathi and Verna de Los Reyes and I believe the Girl’s Scout and I believe her co-workers from Kaiser Permanente. I couldn’t go because I went to the other fundraiser for Lilian Rey it was a great turnout there they sold out. It is nice to see that the Community is backing up all of these events. We also went to La Historia Menudo event they also sold out so congratulations to everyone involved Saturday was a very busy day. The City Manage event on October 25th was a terrific event where we brought in the vendors, the people who do business City to meet the City Manager we had over 150 people it did not cost the City anything it was all sponsored and it was a great turnout. I think we should do this more often because we need to be connecting more with our business people and the vendors. The Dia De Los Muertos, DEMBA, Cathi, Richard everyone that worked on it congratulations again it was just phenomenal. We had the Bike SGV they came together again thousands of people coming in. We learned from it and I am pretty sure that we will do better next time. The vendors I know that it was brought up today we have been talking what is it that we are going to do

many of the businesses and you are right it is not fair for these businesses that are paying taxes that have been here for a long time and that you have someone that stands right in front of them is wrong. We are trying to deal with the legalities of it the City is looking at this. One thing that I did want to bring up is Overnight Parking I would like look into it because it will make it safer. One last thing that I want to bring up is the meter parking that is going to be something that we are going to be needing.

18C. Councilwoman Ancona I just want to echo some of Councilwoman Martinez Muela’s sentiments.

Attended the 626 Golden Streets and Treats event and I was able to ride one of those electric bikes. The event was great it was well attended we received so much kudos and words of recognitions from other City officials from other cities that were there and from our State Legislatures saying what a wonderful partnership El Monte and South El Monte had in bringing this event together. So thank to all of our staff and South El Monte staff. It just happened that this bike route ended at the Jeff Seymour Family Center where again the Pump Track was open thanks to our Parks & Rec staff for planning such a wonderful event as well as our Public Works Department, It was just a great day to be outdoors and there was a Dia de Los Muertos event in the Valley Mall I didn’t get to attend that but I saw pictures and it seemed like a great day to be outdoors. Thankful for all the work that the staff put in to get that Joint Use Agreement with El Monte City School District to open up that Pump Track. Lastly, I want to thank our staff for their hard work on our budget I have been feeling hopeful.

18D. Councilwoman Martinez Muela I am realizing is that we are in November already so my heart is filled with

gratitude and that is how I wanted to start this month and hopefully we can continue to be grateful for the blessings that we have every day. I had the opportunity with visiting Donna Crippen the other day and the very first thing that came out of her mouth was we are so blessed and we are so blessed. So today I want to say is thank you. We had an incredible month last month with Domestic Violence Awareness Campaign, we had Shear Safety and the Domestic Violence Awareness Walk so staff thank you so much for that. Shortly thereafter we had a tremendous Streets and Treats Open Streets Event that staff took the time to make sure that our City look great. I wanted to say thank you to Active SGV and staff in that regard because it was a tremendous event and moving forward and if I have a wish list it is going to be for more bike lanes and more trees. Our community is going to be needing more trees as our climate continues to change and we have more hot days those who are riding bikes, those who are walking our streets, those who are in wheelchairs are going to need the shade. We had a Pump Track opening at the Jeff Seymour Family Center which is availability for our youth to ride their bicycles on some hills that happened and that didn’t happen on accident that happened because staff put a heck of a lot of work into it all those guys in the orange shirts thank you guys for making sure that that was able to be open and that the space look incredible. The community clean-up on Saturday was Rich Montanez, Rich Thomas, Sheila Crippen, all the volunteers

the triplets, the Explorers the families that were out there truly thank you. There were so many that wished they could have participated in this clean-up you are going to have your chance because we are going to have a few more community clean-ups coming up soon. We are coming up on Veteran’s Day and I hope you all join us on Monday at 9:00 am at the Grace T. Black Auditorium for our Veteran’s Day event where we all can share a moment of gratitude for those men and women who do serve and it is with great pride that I announce that my nephew Xavier Martinez is graduating in Echo Company Marine Corps on Friday he already earned his eagle Globe and Anchor so for all of those who have serve, who are serving and who are choosing to serve it is time to say thank you on Monday.

18E. Councilwoman Morales There is a couple of things that I want to mention. I am absolutely grateful that we

are moving in the direction of building affordable housing and any time that we have an opportunity I think that is one of our number one goals so hearing that there are another 51 units of affordable housing being proposed we are moving in the right direction. The other thing I wanted to mention, thank you to Mr. Foltz for being mindful and thank you to the City Departments for being mindful of the fact that we were definitely acing something very challenging with our budget and I am happy to hear that we are moving in the right direction with that particularly with the overtime for all of the Departments. The other item I wanted to make sure to highlight is to thank staff first of all for all the work that is put through to get this agenda on a regular time. Thank you also to staff for preparing and moving forward a Resolution related to vacant properties.
