INTRODUCTIONCAFOD is the official Catholic aid agency for England and Wales. We seek to bring hope, compassion and solidarity
to poor communities across the world, standing side by side with them to end poverty and injustice.
Our vision is a world transformed to reflect the Kingdom of God: a world where –
• the rights and dignity of every person are respected
• all have access to basic needs in life
• women and men share equally in shaping their societies and our world
• the gifts of creation are nurtured and shared by all for the common good and
• the structures that shape people’s lives are just and enable peace.
With its roots in actions led by women in Catholic parishes across England and Wales more than 50 years ago,
CAFOD’s presence now extends to over 40 countries worldwide and supports over 300 partners working with local
communities. Constant throughout this time has been CAFOD’s identity as an expression of the compassion of the
Catholic community of England and Wales and its solidarity with the poorest and most marginalised; regardless of
faith, gender, race, ethnicity or other defining features.
We are one of more than 160 national members of the Caritas Internationalis confederation, a body of the Universal
Church. While autonomous under its own Archbishop, CAFOD plays an important role within the confederation.
CAFOD’s mission is clear:
• to work in ways that support the poorest and most marginalised to access the essential services needed for
a dignified and sustainable life
• to save lives and relieve suffering in crisis situations and support communities to respond to, recover from
and avoid future disasters
• to work for changes in the systems and structures at all levels in society that keep people poor, oppressed
and marginalised
• to help strengthen the capacity of the poorest and those working with them to act for positive change in
ways that respect the earth and the whole of creation
• to raise awareness and understanding of the causes of poverty and injustice in ways that inspire people to

Just One World
All that CAFOD does, is measured through regular reporting against the outcomes set out in its current strategic
phase ‘Just One World’, which runs to 2020 and was refreshed at the end of 2015/16. The framework outlines the
organisation’s four key aims:
• increasing power and influence
• promoting sustainable development
• achieving peace, security and recovery
• building CAFOD’s partnerships in the Catholic community.
As such, ‘Just One World’ is a summary of who CAFOD is, the world it finds itself in and the response the
organisation makes as a Catholic organisation working in partnership in support of the poorest and most
marginalised. It is meant as a guide for staff and volunteers to shape and focus CAFOD’s work over the current
decade and to inform others who have a stake or interest in its work.

OUR ORGANISATION
Overview
CAFOD is an integral part of the Catholic Church. Our supporters are mainly from the Catholic community and our
mandate comes from the Bishops' Conference of England and Wales, but we welcome support from people of all
faiths and none. We have a network of diocesan volunteer who work with the Catholic
community in England and Wales.
We currently have around 450 staff working across the North and the South (England
and Wales as well as having people based across Africa, Asia, Latin America and the
Middle East). We rely on the services of over 3000 volunteers who undertake a range of
volunteer activities such as campaigning, fundraising, media, office support and youth
work.

The value of partnership, present throughout Catholic Social Teaching, is central to CAFOD’s work overseas. We rely
on and empower local partners who have technical expertise. Because they are part of their communities, they are
best placed to respond to needs. Where appropriate, we work through the Catholic Church. This extends our reach:
often it’s the Church that reaches the poorest people, in areas where social care and government structures aren’t
so strong.
Finances
At a glance figures
During 2017/18, we received a total of £52.6m, which represented a £2.6m increase from
2016/17. Every year, the majority of our income comes from the hugely generous support
that we receive from the Catholic community of England and Wales. We received £29.8m
in donations and legacies, and £6m in response to specific emergency appeals (including
£2.8m which we received through being a member of the Disasters Emergency
Committee). The balance was raised from Caritas and other Catholic agencies, the UK government, and other
government and institutional donors. We spent £5.4m on raising these funds, which allowed us to spend £47.6m, or
90% of our total income, on helping us to achieve our charitable aims. Almost half our total spending was on
international development and a third on emergency humanitarian work.

As a member of Caritas Internationalis, we operate as part of a worldwide network of agencies committed to helping those in need. We also work with a wide range of other local and non-faith based partners. Last year, we made a total of 612 direct grants to our partners (totalling £30m), including £1.5m in direct payments in support of their activities. This approach enables us to have a truly global impact. We were able to contribute £18.8m to support work in 20 countries within Africa; £6.7m for work in 18 countries across Asia, the Middle East and Europe, and £3.5m for 10 countries in Latin America and the Caribbean. £0.8m was spent to support global work including advocacy and education.
The resources entrusted to us allow us to cover a wide and diverse range of issues, reflecting the context in which
we operate, the requests that we receive from our partners, and our analysis of how to maximise the impact of our
programmes.
Our Board
We are governed by a Board consisting of four Member Trustees and a wider group of Trustees, altogether currently
chaired by Bishop John Arnold. The Trustees for the purposes of charity law and regulation are also the directors of
the charitable company for the purposes of company law. Member Trustees are appointed by the existing Member
Trustees with their appointment ratified by the standing committee of the Bishops’ Conference of England and
Wales. The Member Trustees hold a limited number of reserved powers, including the appointment of other

Trustees and the power to amend CAFOD’s Memorandum and Articles. All other powers, including the
establishment of specialist committees and general responsibility for the running of CAFOD are vested with the full
Board of Trustees.
The Board of Trustees meets formally four times a year, together with the CAFOD leadership team. One of these
quarterly meetings takes place over a residential weekend, to allow time for a deeper understanding of CAFOD’s
programme of work. There are two sub-committees (Strategy and Performance Committee and Finance, Legal, Audit
and Risk Committee), each having a number of Trustee members. The whole Trustee body brings a wide range of
skills and experience from a variety of backgrounds including finance, government and the charity sector, as well as
from the Catholic community.
The Board of Trustees is the custodian of CAFOD’s vision, mission and values; they approve strategy, structure,
corporate plans and budgets and ensure the organisation is effective and accountable. The Trustees appoint the
Director of CAFOD and have delegated to the Director and management of CAFOD the responsibility for the
approval of grants to partners. Grants are made within agreed strategies and programmes of work on the basis of
proposals that are subject to formal appraisal, approval, monitoring and evaluation.

Senior Management
CAFOD’S senior executive team consists of the Director, Operations Director, Head of People, Head of Finance
Information and Infrastructure and the Head of Communications. These executives work closely with the wider
CAFOD Leadership Group to steer the organisation.
Director Chris Bain, who has successfully led our organisation for 15 years, has announced his retirement which has
led to this appointment.
THE ROLE
Overview
Providing inspirational leadership which harnesses our faith identity, you will present a vision of CAFOD that
deepens our role in the Catholic community of England and Wales, and enable our international development,
humanitarian and advocacy work to deliver our mission of service to some of the poorest and most marginalised
communities. Your knowledge of CAFOD’s supporter community is likely to be gained through active and committed
membership of the Catholic Church, placing you in a position of credibility and authenticity with supporters,
volunteers and within the Church itself.

As the executive leader and key public face of CAFOD you will also champion CAFOD’s professionalism, profile,
influence and credibility within the UK NGO sector, Government and media by ensuring the delivery of CAFOD’s
mission. You will be accountable to the Trustees, and will directly manage the Operations Director, Head of People,
Head of Finance Information and Infrastructure and the Head of Communications. Chairing the CAFOD Leadership
Group you will ensure that all CAFOD groups work together collaboratively to deliver our strategic directions (which
have a 3 year horizon and focus on making CAFOD’s Vision, Mission and Values achievable).
Key responsibilities
Strategic, performance and governance roles
• To lead in analysing the strategic context of CAFOD’s work and ensure that CAFOD is responsive and
adaptable in its strategic thinking and planning;
• To ensure that CAFOD has robust and achievable strategies and plans to bring in sustainable income and to
use it effectively to deliver its programmes;
• Together with the CAFOD Leadership Group, provide leadership for financial and programmatic goals,
effective communication with the Catholic community in England and Wales, effective essential services,
people and risk management, holding Group Leaders accountable for delivery of their area of responsibility
as appropriate; and
• To ensure that CAFOD’s governance is effective and appropriate, working in close collaboration with the
Trustees and Board.
Maintaining and strengthening CAFOD’s mandate as the official agency of the Catholic Church in England
and Wales
• To lead in ensuring that CAFOD’s Catholic identity and ethos is tangible, visible and dynamic within the
organisation and its partnerships;
• To lead in ensuring that CAFOD’s mandate as the official aid agency of the Catholic Church in England and
Wales is recognised, accepted and effective at all levels of the Church in these countries;
• To liaise closely with the Bishops’ Conference Secretariat and relevant staff, and sister agencies such as
MISSIO and Catholic Social Action Network; and
• To lead in ensuring that CAFOD plays a significant part in Caritas Internationalis and Caritas Europa, in
CIDSE, and in liaison, as appropriate, with Vatican dicasteries.

Strengthening CAFOD’s relationship and impact in external sectors
• To represent CAFOD across British Government departments and within its sector of development and
relief agencies sharing its distinctive ethical vision and faith identity; and
• To play a leading role in creating and sustaining a strong public profile and reputation for CAFOD’s
advocacy and international programme work.

Desirable competencies
• Senior management experience in an area of work close to CAFOD’s sector, i.e. in development agencies,
the voluntary sector or relevant statutory or public organisations;
• Knowledge and understanding of the work of international Catholic development structures, including
Caritas Internationalis, Caritas Europa, and CIDSE;
• Understanding of, and commitment to, ecumenical and interfaith partnerships and their potential for
CAFOD’s work;
• Capacity to communicate in a language other than English, and preferably in Spanish or French; and
• Relevant area of professional skill and knowledge, e.g. economics, politics, development, theology or
management.

TERMS OF APPOINTMENT
Contract A permanent contract, including a six-month probationary period.
Salary £95,142 (single point salary) including London Weighting. The Director salary is set in close
consideration of our overall pay strategy, which includes an appreciation of our values and ratio
of no more than 5:1 for our UK salaries.
Hours 35 hours per week. Normal CAFOD office hours are 9.30am to 5.30pm, with one hour for lunch.This
post will require some weekend and evening work for which time off in lieu may be taken.
Holidays 20 working days per annum plus statutory holidays plus 6 days determined by CAFOD at
Christmas/Easter.

Notice period Three months either way after completion of the probationary period.
