Richmond City Council is looking for adult Richmond residents with a history of community involvement and a commitment to libraries to serve on the public library board starting in January 2020. The public library board is a governance board established by the Library Act. Library trustees direct the policies, goals and objectives of the library and advocate for the library in the community. The day-to-day operation of the library is the responsibility of the Chief Librarian and senior staff .*

*Trustees do not work in the library. These are voluntary board positions, with no pay or allowances. Your time commitment would be 10 scheduled board meetings per year (5:30pm to 7:30pm) plus 5-6 additional meetings throughout the year and participation in library events.

Roles and Responsibilities of

a Trustee

As a Richmond Public Library Board Trustee, you are a citizen whom the community has “trusted” to care for its library. This appointment by Richmond City Council provides a challenge, an obligation and an opportunity. It is through the existence of you and your board that an interchange of ideas between the public, the government and the library staff will be ensured. Your responsibility is to represent the public interest in libraries. To see that Richmond Public Library offers comprehensive and efficient service to the community that supports it, you act with other trustees to fulfill a variety of responsibilities.

Trusteeship is not an honorary position. You will be asked to give freely of your time, talents and energy. It will involve establishing effective working relationships with local government, library staff and fellow trustees. It will require becoming part of a team. The demands are high but so are the rewards, for your contribution can make a difference to library service in both our community and province. Examples of roles and responsibilities are:

ROLES• Determine the goals and objectives of the board and the library, in accordance with the

library's strategic plan.• Determine the library’s role in satisfying the needs of the community.• Develop and approve library policies in the areas of finance, human resources, governance and

advocacy.• Present the library’s budget and annual report to City Council.• Cooperate and consult with other community agencies, organizations, and libraries to develop

various partnerships to meet the library’s goals of providing service to the community.

RESPONSIBILITIES

• Attend board and committee meetings.• Before the meetings, read the board or committee material, and make note of any comments or

concerns you have about matters to discuss at the meeting.• Ask questions or request information as needed to be an active participant in discussions and

decisions.• Abide by decisions duly made by the board.• Raise library-related concerns you have observed or community members have brought to your

attention.• Know and understand the mission and policies of the trustee.• Be informed, knowledgeable and willing to learn about Richmond Public Library.• Maintain an objective and unbiased approach free of conflict of interest.• Library trustees are encouraged to represent the library and participate in community events.

4. Appointment to an Advisory Body

There are many opportunities to participate in your local government through Council appointments to serve on various advisory bodies created to address specific areas of civic concern

If you are interested in volunteering your time and expertise on any of the City’s advisory bodies, you must submit two things: (i) a completed application form and (ii) your resume

It is important to remember that there is no remuneration for appointees; if appointed, you would serve on the advisory body in a volunteer capacity

Applicants will only be selected to serve on one committee per term.

Each advisory body has its own mandate and terms of reference, which include information such as roles and responsibilities, meeting frequency, composition, etc.
