1.0 Summary

This Transport Assessment (TA) report has been prepared with respect to the proposed commercial/retail development to be located at Lot 800 Great Eastern Highway in Sawyers Valley, Shire of Mundaring. The site is located at the northeast corner of Great Eastern Highway/Sawyers Road/Leather Garden intersection. The proposed commercial development comprises a service station with a convenience store and a fast-food restaurant with a drive-through facility. Total on-site car parking provision consists of 21 bays (inclusive of one ACROD bay) plus 15 stacking bays at the drive-through facility and a loading/delivery bay. The access/egress system for the proposed development entails a single access/egress crossover on Sawyers Road. In accordance with the WAPC document “Transport Assessment Guidelines for Developments, Volume 4 – Individual Developments” a Transport Assessment is required for developments that are likely to generate high volumes of traffic and, therefore, would have a high overall impact on the surrounding land uses and transport networks. A Transport Assessment is a full assessment outlining the transport aspects of the proposed development. The intent of the Assessment is to provide the approving authority with detailed transport information to confirm that the proponent has adequately considered the transport aspects of the development and that it would not have an adverse transport impact on the surrounding area. The aim of this TA is to assess the impact of the development proposal by estimating the traffic which will be generated by the development and the resultant traffic pattern on the surrounding road network. This assessment will include the capacity analysis of the intersection of Great Eastern Highway/Sawyers Road/Leather Garden including the proposed development’s crossover on Sawyers Road. During the course of preparation of this TA Transcore has liaised with Shire of Mundaring and Main Roads WA.

2.0 Introduction

This Transport Assessment has been prepared by Transcore on behalf of Amanda Energy Solutions. The subject of this report is a commercial/retail development proposed to be located at the northwest corner of Great Eastern Highway/Sawyers Road/Leather Garden intersection in Sawyers Valley, Shire of Mundaring (refer Figure 1).

The subject site is bound by Great Eastern Highway along the south, Sawyers Road to the west, existing residential property to the east and a Railway Reserve Heritage Trail to the north. The subject site (approximately 5,260m2) is presently vacant. The location of the subject site within the Metropolitan Region Scheme is illustrated in Figure 2. The Metropolitan Regional Scheme also confirms that Great Eastern Highway is classified as Primary Region Roads (Red Road), and as such is controlled by Main Roads WA. Key issues that will be addressed in this report include capacity of the interaction of Great Eastern Highway/Sawyers Road/Leather Garden and suitability of the proposed Sawyers Road crossover.

3.0 Development Proposal

The proposed commercial development comprises two components with the service station and fast-food restaurant with a drive-through facility complex occupying the eastern portion of the site. The development’s access system comprises a single full-movement access point on Sawyers Road. The details of the two development components are as follows:

Service station with eight filling positions and a convenience store of approximately 200m2 GFA.

Fast-food restaurant of approximately 240m2 GFA with a single-lane drive-

through facility. The on-site car parking provision for this development is shared between the two development components and comprises 21 bays including one ACROD bay (excluding stacking areas at the bowsers) and approximately 15 stacking positions at the drive-through facility. Additionally, a loading bay for delivery vehicles and refuse collection vehicles is provided at the northern end of the service station building. It is Transcore’s understanding that the proposed parking supply exceeds the parking requirement for the development set out in the relevant town planning scheme. The proposed vehicular access/egress system for the proposed development entails single point of entry/exit on Sawyers Road at the far northwest end of the site some 35m north of Great Eastern Highway intersection. The proposed crossover is located in such a way that it provides maximum separation from the existing Great Eastern Highway/Sawyers Road/Leather Garden intersection. The service/delivery vehicles and fuel tankers are expected to access the site no more than 1-2 times per week and generally outside the peak road network periods. The proposed site layout is designed to allow efficient access and egress for all vehicles including service vehicles with minimum amount of conflicting paths. Due to the site location and the type of proposed land uses limited pedestrian attraction to the site is expected. Pedestrians would access the development from the areas to the immediate locality using footpaths on Great Eastern Highway and Sawyers Road and the crossing points at the Great Eastern Highway/Sawyers Road/Leather Garden intersection. Presently, there are no pedestrian facilities on Swayers Road north of the subject site. The proposed development is cognisant of the existing Metropolitan Region Scheme road reservation.

As part of the development proposal the upgrade of the Sawyers Road approach to the intersection with Great Eastern Highway is proposed. The proposed upgrade includes widening of the existing single-lane approach to the intersection to two lanes (a left-turn lane and a shared through and right-turn lane) and adjustment of the existing splitter island with provision of a short right-turn pocket in northbound direction of Sawyers Road at the subject site’s future crossover. These modifications are designed to improve the traffic operation of the intersection and the future site crossover and improve overall safety. Refer to Appendix A for plans of the proposed development.

4.0 Existing Situation

The subject site is located approximately 3.5km east of Mundaring town centre at the northeast corner of Great Eastern Highway/Sawyers Road/Leather Garden intersection in Sawyers Valley (refer Figure 1). The subject site is presently vacant. The subject site entails two road frontages including Great Eastern Highway to the south and Sawyers Road to the west. The existing Railway Reserve and historic trail passes the site along the northern perimeter. Some commercial/retail land uses are located immediately across Great Eastern Highway with the Sawyers Valley Primary School a short distance to the northwest. The subject area is sparsely populated.

4.1 Existing Road Network

Sawyers Road is a typical rural road with approximately 7.2m wide single-carriageway road connecting Mount Helena town site with Great Eastern Highway. A 40/km/h school zone commences a short distance to the north from the subject along the Swayers Valley Primary School frontage. There is a short section of a pedestrian path along the western side of Sawyers Road directly opposite the subject site. Refer Figure 3 & Figure 4 for more details.

Sawyers Road is classified as Distributor A in the Main Roads WA Metropolitan Functional Road Hierarchy document. It operates under a 80km/h speed limit

regime (60km/h on approach to Great Eastern Highway) and is under care and control of Shire of Mundaring. According to the latest available traffic count data sourced from Main Roads WA, Sawyers Road (north of Great Eastern Highway) carried approximately 2,710vpd on a regular weekday (February 2014). The morning peak of 274vph was recorded between 8:00-9:00AM while the afternoon peak of 225vph was recorded between 4:00-5:00PM.

Highway intersection Great Eastern Highway outside Sawyers Valley is a four-lane divided road with a wide median; however, through the town site it is downgraded to two-lane standard with a combination of solid and painted medians that accommodate right-turn pockets at local intersections. Refer Figure 5 and Figure 6 for more details. Through Sawyers Valley town site it operates under a sign posted speed limit of 60km/h. Wide pedestrian footpaths are in place intermittently on either side of the Great Eastern Highway only through the town site. There are several formal pedestrian crossing points at the intersections with Helen Terrace and Sawyers Road. Great Eastern Highway is a State Road classified as Primary Distributor road in Main Roads WA Metropolitan Functional Road Hierarchy. It is covered by a Primary Regional Roads reservation (Red Road) in the Metropolitan Region Scheme (MRS). As such, Great Eastern Highway is under care and control of Main Roads WA. Based on the latest available traffic count data supplied by Main Roads WA, Great Eastern Highway (west of Sawyers Road) carried approximately 16,240vpd on a regular weekday (February 2014). The morning peak of 1,194vph was recorded between 8:00-9:00AM while the afternoon peak of 1,364vph was recorded between 4:30-5:30PM.

intersection Great Eastern Highway, Sawyers Road and Leather Garden form a four-way, priority-controlled intersection immediately adjacent to the subject site. Great Eastern Highway entails single lane approach with right-turn pockets on both approaches to the intersection and a left-turn slip lane on the western approach. Sawyers Road entails single-lane approach which flares at the intersection providing space for two side-by-side vehicles. Leather Garden is a short road providing access to the local oval and shops which also entails single lane approach to the intersection.

Information available on Main Roads WA website provides crash statistics for intersections during the five-year period ending in December 2015. Refer Table 1 for more details. The crash records indicate that Great Eastern Highway/Sawyers Road/Leather Garden intersection recorded a total of four road crashes with one casualty in the last five-year period. More details on the crash records are provided in Table 1.

4.2 Public Transport Access

There are limited public transport opportunities available in the subject locality. The subject site is served by a single bus service No. 330 operating between Sawyers Valley and Mundaring town sites along the Sawyers Road/Riley Road/Stoneville Road route. The nearest bus stop on Sawyers Road is located immediately north of the subject site. The map of existing public transport services available in the vicinity of the subject site is provided in Figure 7.

4.3 Pedestrian and Cyclist Facilities

Due to the proposed types of land use and the location of the subject site pedestrian attraction to the site is expected to be relatively low and mainly from the small residential cell to the immediate south. The available pedestrian crossings and paths along Great Eastern Highway should provide adequate level of pedestrian connectivity to the subject site. There are no formal cycling facilities available within the locality except for the recreational bicycle heritage trail (Railway Reserve Heritage Trail) that passes the site along its northern perimeter.

5.0 Changes to Surrounding Transport Networks

At present Great Eastern Highway is of single carriageway standard through the Sawyers Valley town site; however, there is long term planning for this section of the road to be upgraded to dual carriageway standard to match its existing cross section on the approaches to the town site. According to the advice from Main Roads WA, this potential road upgrade is likely to require signalisation of the existing Great Eastern Highway/Sawyers Road/Leather Garden intersection. There is however no timeframe or allocated budget available for this upgrade at present.

6.0 Integration with Surrounding Area

Based on the information provided to Transcore, the proposed development is in line with the zoning for the subject site. It is of a commercial character and is expected to address the existing and future demand for this type of service along Great Eastern Highway.

7.0 Traffic Assessment

7.1 Assessment Period

Due to the nature of the development it is expected to experience distinct peak activity periods during typical weekday morning and afternoon hours. A review of the existing traffic counts for the surrounding road network and other available information, suggests that the combination of the traffic expected to be generated by the subject development and the peak road network traffic periods is likely to result in the greatest demand on the road network during the typical weekday morning and afternoon peak hours between 8:00-9:00AM and 4:00-5:00PM. As such, trip generation is estimated and traffic analysis is undertaken for these periods. In line with the requirements of the document “Transport Assessment Guidelines for Developments, Volume 4 – Individual Developments” additional assessment is generally undertaken for a 10-year post development time horizon. Hence, a capacity assessment of the Great Eastern Highway/Sawyers Road/Leather Garden intersection is undertaken for the 10 year post-development time horizon which in this case is assumed to be around 2025.

7.2 Trip Generation and Distribution

Traffic generation rates for the proposed development were sourced from the “Trip Generation manual, Institute of Transportation Engineers (2012, 9th edition)” and the “Director-General of Transport South Australia, Land Use Traffic Generation Guidelines (March 1987)” publications. Due to the proposed mix of land uses within the development the incidences of multi-purpose trips1 between the proposed service station and the fast-food restaurant are expected (i.e. cross-trade). As such, the applied cross-trade adjustment factor is estimated to result in an overall reduction in development’s trip generation of approximately 17%. Accordingly, it is estimated that the proposed development would generate approximately 1,300 total daily trips (both inbound and outbound) with approximately 71 and 115 trips (inbound and outbound) during a typical weekday AM and PM peak hours, respectively. Trips associated with the proposed development comprise a large portion of passing-trade trips (i.e. trips already on the road network and not specifically

generated by the proposed development). Arguably, in some instances the passing trade component for this type of land use can be as high as 75% of the total generated traffic. However, a conservative overall passing trade component of 60% is assumed for the proposed development. Therefore, it is conservatively estimated that the proposed development would generate approximately 520 additional daily trips with additional 28 and 46 AM and PM peak hour trips on the road network, respectively. The directional split of inbound and outbound trips for the proposed development is estimated to be 50/50 during both weekday peak periods. With respect to the distribution and assignment of the development-generated traffic, consideration was given to the estimated high proportion of passing trade participation. These patrons will mostly be travelling along Great Eastern Highway (eastbound direction), diverting on their way to visit the service station and the restaurant. Some of the passing trade traffic is also expected to originate from Sawyers Road; however, this portion of traffic will be significantly lower. Consequently, the assumed directional traffic distribution is as follows: Inbound traffic:

20% of all site-generated traffic from the north; 60% of all site-generated traffic from the west; and, 20% of all site-generated traffic from the east direction.

Outbound traffic:

20% of all site-generated traffic to the north; 20% of all site-generated traffic to the west; and, 60% of all site-generated traffic to the east direction.

7.3 Traffic Flows

The traffic movements generated by the proposed development have been manually assigned on the adjacent road network in line with the directional distribution assumptions outlined in the previous section. The resulting traffic movements generated by this development during typical weekday peak hour and total daily traffic volumes are shown in Figure 8.

AM/PM/total daily traffic

In order to establish existing traffic flows on abutting road network Transcore undertook traffic surveys at the key local intersection of Great Eastern Highway/ Sawyers Road/Leather Garden during the morning and afternoon peak hours on Friday 2nd October 2015. The result of this survey is presented in Figure 9.

Accordingly, the estimated total post-development traffic during the AM and PM peak hour periods is shown in Figure 10. It should be noted however that the estimated post-development volumes allow for the passing trade adjustment.

7.4 Analysis of Development Crossover

In order to establish the traffic operation of the proposed development’s full-movement crossover on Sawyers Road during the critical weekday morning and afternoon peak periods a capacity analysis using SIDRA computer package was undertaken. This package is a commonly used intersection-modelling tool by traffic engineers for all types of intersections. SIDRA outputs are presented in the form of Degree of Saturation, Level of Service, Average Delay and 95% Queue. These items are defined as following:

Degree of Saturation: is the ratio of the arrival traffic flow to the capacity of the approach during the same period. The Degree of Saturation ranges from close to zero for varied traffic flow up to one for saturated flow or capacity.

Level of Service: is the qualitative measure describing operational conditions within a traffic stream and the perception by motorists and/or passengers. In general, there are 6 levels of services, designated from A to F, with Level of Service A representing the best operating condition (i.e. free flow) and Level of Service F the worst (i.e. forced or breakdown flow).

Average Delay: is the average of all travel time delays for vehicles through the intersection.

95% Queue: is the queue length below which 95% of all observed queue lengths fall.

For the purpose of this assessment proposed Sawyers Road crossover was modelled as a simple T-intersection with Sawyers Road being two-lane, single-carriageway standard road in the vicinity of the future crossover as it is at present. However, in order to improve traffic operations local widening of the section of Sawyers Road in the vicinity of the development crossover is proposed to include a short right-turn facility into the site in the northbound direction of Sawyers Road (refer development plan attached in Appendix A). The results of the SIDRA analysis for the Sawyers Road crossover during the typical morning and afternoon peak periods for the post-development scenario are shown in Table 2 and Table 3.

The results of the capacity analysis for the Sawyers Road crossover indicate that a very good overall LoS A with minimum delays and queues can be expected during

both morning and afternoon peak hour periods. Importantly ample spare capacity remains available for future.

7.5 Analysis of Local Intersection

The operation of the local intersection of Great Eastern Highway/Sawyers Road/Leather Garden has been analysed using SIDRA capacity assessment for the existing situation and the post-development scenario during typical weekday peak hour periods. The capacity assessment for the 10-year time horizon case (year 2025) was also undertaken for the weekday peak hour periods. For the purpose of this assessment, typical annual traffic growth for Great Eastern Highway was derived from the historical traffic count data sourced from Main Roads WA. Accordingly a cumulative 6.0% increase in traffic over a 10-year period was assumed. The results of the SIDRA analysis for the Great Eastern Highway/Sawyers Road/Leather Garden intersection for the existing, post-development and 10-year post development scenarios are illustrated in tables Table 4 through to Table 9 and discussed in the following paragraphs.

The result of the SIDRA analysis result shows that this intersection presently operates with a reasonably good level of service and at about 35% and 34% capacity during morning and afternoon peak periods, respectively. The longest queues and delays, as expected, are recorded on the Sawyers Road and Leather Garden approaches with the most pronounced delays recorded on Sawyers Road (about 35sec) during the PM peak period. The addition of traffic from the proposed development will have moderate impact on the overall performance of the intersection and with the only change in LoS recorded in the PM peak on Sawyers Road approach from current LoS D to LoS E. This change however is a result of current borderline LoS D which with moderate increase in traffic changes to LoS E. In this particular case the increase in delay is about 1.0sec. With respect to intersection capacity the post development scenario records increase in capacity of only up to 1.5%. In the 10-year post-development scenario the only recorded change in level of service is expected in the AM peak hour for the Sawyers Road approach from Los C to LoS D with increase in delay of about 2.5sec. The longest expected queues of about two cars are also recorded only on Sawyers Road approach. The intersection operates at 41% and 38% capacity during the AM and PM peak periods, respectively. Accordingly, it is concluded that the intersection of Great Eastern Highway/Sawyers Road/Leather Garden has the capacity to accommodate the development-generated traffic now and in the future with spare capacity remaining for further traffic growth.

7.6 Impact on Surrounding Roads

The bulk of the development’s traffic will be accommodated by Great Eastern Highway. This road (west and east of Sawyers Valley) is expected to attract approximately 40% of the development’s traffic. However, considering existing traffic volumes on this road, its standard and classification including capacity threshold of up to 35,000vpd, it is concluded that the impact from the proposed development would not be significant, particularly considering that a large portion of development’s traffic would be from passing trade (i.e. traffic already on the network). The anticipated traffic impact of the proposed development on Sawyers Road is estimated to be in order of 6.6% and 35.4% north and south of the site crossover respectively. However, the increase of about 35% between the crossover and Great Eastern Highway is only over a short section of Sawyers Road and still within the physical capacity of the road. The proposed development would have no practical impact on Leather Garden.

7.7 Impact on Neighbouring Areas

Due to the nature of the proposed land use, which mostly relies on passing trade, an estimated 60% of the traffic attracted to the development would have already been on the road network therefore minimising the overall traffic footprint of the development traffic and reducing any impact on the surrounding areas.

7.8 Traffic Noise and Vibration

Due to the location of the proposed development and with regards to the surrounding land uses traffic noise and vibration are relevant only to the residential areas directly fronting major local and regional roads. It generally requires a doubling of traffic volumes on a road to produce a perceptible 3dB(A) increase in road noise. The proposed development will not increase traffic volumes or noise on surrounding roads anywhere near this level.

8.0 Parking

Total on-site car parking provision for the proposed development comprises 21 parking bays (including one ACROD bay). The car parking provision excludes all the waiting bays at the bowsers and the additional 15 stacking positions at the drive-through facility. In addition, one loading bay for delivery vehicles and refuse collection vehicles is provided at the northern end of the service station building It is Transcore’s understanding that sufficient parking supply is provided to address the parking demand for the proposed land uses.

9.0 Public Transport Access

Public transport access is not relevant considering the type, nature and location of the proposed commercial development which is primarily intended to serve the passing traffic on Great Eastern Highway.

10.0 Pedestrian and Cyclist Access

Pedestrian and cyclist patronage to the proposed development is not expected to be significant due to the nature and location of the proposed development.

11.0 Conclusions

This TA has been prepared with respect to the proposed commercial/retail development at Lot 800 Great Eastern Highway in Sawyers Valley, Shire of Mundaring. The development proposal includes a service station with a convenience store and a fast-food restaurant with a drive-through facility. The proposed access system comprises single full-movement crossover on Sawyers Road approximately 35m north of Great Eastern Highway/Sawyers Road/Leather Garden intersection. The assessment undertaken in this report indicates that the traffic from this development can be accommodated by the surrounding road network without impacting on traffic operations and safety. In order to improve traffic operations local widening of the section of Sawyers Road in the vicinity of the development crossover is proposed to include a short right-turn facility into the site in the northbound direction of Sawyers Road. Additionally, widening of the single-lane approach of Sawyers Road to the intersection to two-lane approach (a left-turn lane and a shared through and right-turn lane) is also proposed. A capacity assessment of the key nearby intersection of Great Eastern Highway/Sawyers Road/Leather Garden has confirmed that this intersection can accommodate the development-generated traffic and would continue to operate with similar conditions in the post-development scenario with moderate increases in delays and queues. The 10-year post development horizon assessment indicated that the intersection would continue to operate satisfactorily with spare capacity for the future growth. It is Transcore’s understanding that sufficient parking supply is provided to address the parking demand for the proposed land uses.
