GUIDELINES FOR COMPLETING AN APPLICATION FOR DESIGNATION OF AN OCCUPATION

PLEASE READ CAREFULLY 1. The information contained in this document will serve as the proposal to designate an occupation

in New Brunswick. 2. Before you complete the application for designation of your occupation, please contact the

Apprenticeship and Occupational Certification Branch at (506) 453-2260, to discuss the processes required to successfully designate your occupation. Processes may include: a) Public meetings with employers, workers, unions, and associations throughout your

industry; and a b) Survey to determine commitment to apprenticeship training and occupational certification.

3. Complete all sections of the application, answering all questions in detail. If additional space is required, please use the reverse side of the application.

4. Return this completed application by mail to:

5. Presentations are to be made to the Apprenticeship and Occupational Certification Board 6. The Apprenticeship and Occupational Certification Branch will be available to:

a) Make presentations to your industry and facilitate discussions about the benefits of occupation certification;

b) Help you to complete the application, survey your industry; and c) Present the application for designation to the Apprenticeship and Occupational

Certification Board on your behalf, if your industry so chooses.

This application is in four sections: Part A – This will provide application reviewers with a brief overview of your industry. Part B –This will provide application reviewers with specific information with regard to the

scope of the occupation, the tasks, the training program required, employment opportunities, the benefit of designation to your industry, and a list of employers, workers, associations, and unions committed to the designation process and apprenticeship training and occupational certification.

Part C – This will provide application reviewers with a draft regulation of the Occupation. Part D –This will provide application reviewers with written industry documentation requesting

and supporting the designation of this occupation.

ABOUT THE APPRENTICESHIP AND OCCUPATIONAL CERTIFICATION BOARD

The New Brunswick Apprenticeship and Occupational Certification Board is an advisory board composed of an equal number of employer and employee members who represent New Brunswick's industry and is responsible for: - Advising the Minister of Post-Secondary Education, Training and Labour on

policy relating to apprenticeship training and occupational certification. - Advising the Minister of Post-Secondary Education, Training and Labour on

emerging occupations. - Advising the Minister of Post-Secondary Education, Training and Labour on

outdated occupations. - Advising the Minister of Post-Secondary Education, Training and Labour on

trends occurring within the New Brunswick workforce/industry. - Being the regulatory authority on matters relating to Apprenticeship Training and

Occupational Certification. - Promoting Apprenticeship Training and Occupational Certification.

OVERVIEW OF THE PROCESS FOR DESIGNATING AN OCCUPATION

In support of the process for "designation" of an occupation, the Director of Apprenticeship and Occupational Certification requires information which has to be provided in order for your proposal to be considered by the New Brunswick Apprenticeship and Occupational Certification Board.

This part of the process is industry's responsibility. • An individual(s), employee, organization or industry

may request a new occupation be designated.

• The request for designation is to be submitted in writing to the Post-Secondary Education, Training and Labour.

• All letters from employers, agencies, associations, etc., supporting and justifying the need of a new designation.

THE REQUEST

FOR DESIGNATION

This part of the process is the responsibility of Apprenticeship and Occupational Certification Branch

WORK FORCE PROFILE • Information regarding size, age, educational

backgrounds, groups, number eligible for letter of authenticity clause, number eligible for training and certification, employment forecast for the future, and attrition rate.

ALLIED OCCUPATIONS • Information on the relationship to occupations which

may have similar duties, including why the proposed occupation is significantly different from existing designation(s) and why existing training does not meet the need.

CONTACT INFORMATION • Identification of contact persons, employers, and

companies, etc., (complete with addresses) which are involved in the new occupation being proposed for designation.

NAME FOR NEW OCCUPATIONS • Recommendations suggesting the name of the new

occupation – (occupation name is to be common terminology, reflect the worker, and be presented in both official languages).

SCOPE OF THE OCCUPATION • Information providing a general description of the

occupation, and an inventory of tasks (with brief descriptions/elaboration of each).

JURISDICTIONAL CHECK • Research other jurisdictions in Canada to determine

if the suggested occupation is being delivered and if so review duration, content, industry support and overall success of the program.

SUGGESTED DURATION OF APPRENTICESHIP TRAINING • Information suggesting the length of time required to

complete the training and work experience process.

SUGGESTED EDUCATIONAL PREREQUISITE • Information suggesting the educational level of

background required by the apprentice to have a reasonable chance for success in the training.

PROFILE OF POTENTIAL TRAINING SERVICE • Information on implications for implementation

including instructional and equipment requirements, training locations, costs, etc.

OVERVIEW OF THE PROPOSED OCCUPATION

PART "C"

PROPOSED OCCUPATIONAL REGULATION The following is an example of the format of a regulation under the Apprenticeship and Occupational Certification Act.

Scope of the Occupation Champ d'activité

Duration of apprenticeship agreement 38(3) An apprenticeship agreement in the ????? shall remain in effect for the equivalent of a minimum of ??? years.

Requirements of candidates for certificates of qualification 38(4) No person shall be a candidate for a certificate of qualification in the ?????? occupation unless the person

(a) completes and files with the Director the application provided by the Director, (b) proves to the satisfaction of the Director that experience has been gained equivalent to ???? years of practical experience in the ???? occupation or that the person has successfully completed an apprenticeship program in that occupation under the Act, and (c) pays the fee for the examination for the certificate of qualification.

Examinations 38(5) The examination for a certificate of qualification in the ?????? occupation shall be a written examination. 38(6) The mark required to successfully pass the examination is

(a) where the examination is conducted before January 1, 1998, sixty-five per cent, and (b) where the examination is conducted on or after January 1, 1998, seventy per cent.

Examen 38(5) L’examen pour l’obtention du certificat d’aptitude à l’exercice de la profession de ?????? consiste en une épreuve écrite. 38(6) La note requise à l’examen est

a) de soixante-cinq pour cent lorsque l’examen a lieu avant le 1er janvier 1998, et b) de soixante-dix pour cent lorsque l’examen a lieu à partir du 1er janvier 1998.

*Note: The regulation will have to reflect the name of the occupation (in both official languages),

the scope of the occupation, the qualifications for apprenticeship and the duration of apprenticeship. If the occupation is for certification only (no in-school apprentice training), the Qualifications for Apprenticeship and the Duration of apprenticeship agreement, will not apply to your application.

PART "D"

OTHER DOCUMENTATION REQUIRED TO SUPPORT THIS APPLICATION

(1) A formal written request to the Minister of Post-Secondary Education, Training

and Labour requesting the designation of the proposed occupation under the Apprenticeship and Occupational Certification Act. Send the original directly to the Minister of Post-Secondary Education, Training and Labour, and staple a copy of the request directly to this application.

(2) Written letters supporting this occupation from employers and employees must

accompany this application.

designated occupations that are standardized, modern and relevant to

the needs of industries, workers and other clients, in order to

contribute to the economic and social enhancement of New

Brunswick.
