SECTION 1: INVITATION FROM THE CHIEF EXECUTIVE The Northern Ireland Ambulance Service Health and Social Care Trust (NIAS) is seeking to recruit a Director of Operations to join our Senior Management Team. This is a key executive director role, accountable for the operational response across the full portfolio of NIAS, with responsibility for the delivery of all clinical and non-clinical care services provided to patients. With a remit which includes delivery of frontline emergency response services; Emergency Ambulance Control (EAC); Non-Emergency Ambulance Control (NEAC); and Patient Care Services, the postholder will provide visible leadership to the Operations Directorate in the strategic development of NIAS and secure its success through the achievement of agreed corporate and individual objectives and the efficient management of resources. This is an exciting and challenging time for NIAS, as the Trust continues to undergo significant service improvement and reform. We are seeking to considerably increase the size of our workforce and develop new roles in order to continuously enhance the way we are delivering care. Simultaneously, we are developing our digital systems and estate and fleet infrastructure in line with emerging technological advances to support new ways of working and integration with the wider HSC. As a member of both the Trust’s Senior Management Team and Trust Board, the successful candidate will help lead NIAS through this period of considerable challenge and change, demonstrating a person-centred, value-based approach to support a culture of collective and compassionate leadership, innovation, and shared learning across the Trust. SECTION 2: ABOUT THE NI AMBULANCE SERVICE HSC TRUST The Northern Ireland Ambulance Service Health and Social Care Trust (NIAS) was established in 1995 under the Northern Ireland Ambulance Service Health and Social Services Trust (Establishment) Order (Northern Ireland) 1995, as amended by the Health and Social Services Trusts (Establishment) (Amendment) Order (Northern Ireland) 2008, and Section 1 of the Health and Social Care (Reform) Act (Northern Ireland) 2009. NIAS provides high quality urgent and emergency care and treatment, as well as scheduled, non-emergency patient transport services, for all the population of Northern Ireland. Working closely with the five other HSC Trusts in Northern Ireland, NIAS has a central role to play in the implementation of the Department of Health’s Health and Wellbeing 2026: Delivering Together strategy. Key Services

Emergency response to patients with sudden illness and injury In addition to providing timely ambulance response, treatment and transportation to hospital, we offer clinical triage, advice and referral to callers via our Clinical Support Desk and offer appropriate alternatives to hospital attendance and emergency ambulance response through the implementation of a range of Alternative Care Pathways (ACP’s).

Non-emergency patient care and transportation The journeys undertaken cover admissions, hospital outpatient appointments, discharges and inter-hospital transfers and we seek to prioritise on the basis of clinical condition with high priority accorded to cancer, renal and terminally-ill patients.

Specialised health transport services We liaise directly with clinical professionals in Northern Ireland and beyond in an effort to ensure seamless movement of patients with specialist health needs such as organ transplant and access to critical/intensive care facilities, as well as providing a dedicated transport service for children and babies requiring urgent transfer between hospitals.

Co-ordination of planning for major events and response to mass casualty incidents and disasters

We have a key role to play in the assessment of major events and in co-ordinating the health response to major incidents, complex and hazardous environments and mass casualties.

Helicopter Emergency Medical Service (HEMS) HEMS is a partnership between NIAS and a charity, Air Ambulance Northern Ireland (AANI), with the emergency medical team of doctors and paramedics being provided by NIAS and the helicopters and pilots being provided by AANI. The HEMS base is at Maze/Long Kesh near Lisburn, allowing the medical team to reach any part of Northern Ireland within 30 minutes.

Community Resuscitation

We are the lead agency for the implementation of the DoH Community Resuscitation Strategy. The role of NIAS Community Resuscitation Team is to promote awareness and practice of bystander CPR and the use of a defibrillator for people who suffer an out of hospital cardiac arrest.

Clinical Education In partnership with the Ulster University, we currently deliver a Foundation Degree in Science (FdSc) in Paramedic Practice, approved by the Health & Care Professions Council (HCPC). This represents an interim solution for pre-registration Paramedic education in Northern Ireland.

SECTION 3: JOB DESCRIPTION POST: Director of Operations BAND: Senior Executive Pay Level 5 INITIAL LOCATION: NI Ambulance Service Trust Headquarters

(the postholder will be required to travel and work across the Trust)

REPORTS TO: Chief Executive RESPONSIBLE TO: Chair JOB SUMMARY A key executive director role accountable for the operational response across the full portfolio of the Northern Ireland Ambulance Service (NIAS), with responsibility for the delivery of all the clinical and non-clinical care services provided to patients. The postholder has line management responsibility for the senior operational management team, with a remit which includes: delivery of frontline emergency response services; Emergency Ambulance Control (EAC) and Non-Emergency Ambulance Control (NEAC); and Patient Care Services. The postholder will provide visible leadership to the Operations Directorate in the strategic development of NIAS and ensure compliance with all statutory and contractual requirements, agreed Trust Board policies, standards and procedures. As an Executive Director of the Trust, the Director of Operations will be a full member of the Trust Board and share corporate responsibility for the decisions of the Board and strategic leadership of the Trust. He/she will secure the success of the Trust through the achievement of agreed corporate and individual objectives and the efficient management of resources. He/she will provide advice to the Trust on setting and maintaining standards of best professional practice in the planning, implementation, delivery and monitoring of operational services. He/she shall contribute to open and effective communication with the public, patients and other key stakeholders, including NIAS staff, to improve our services through positive engagement and collaborative working. As an Executive Director of the Trust, take shared corporate responsibility in the shaping and delivery of the organisation’s strategic direction, the development of the organisation’s culture, and the successful team working of the Board of Directors and the Senior Executive Management Team.

Provide strong executive leadership to, and management of, managers and operational staff, ensuring that the establishment of standardised working practices and procedures are adopted across the Trust.

Ensure the Operations Directorate is efficiently and effectively structured to meet the clinical needs of the population served by NIAS. Establish and demonstrate an operational culture which values staff, ensuring that this is reflected in effective communication, involvement in service planning and evaluation and the development of education and training opportunities. Ensure effective service delivery through well motivated and committed staff in accordance with our statutory and contractual requirements.

Provide regular and comprehensive assurance reports to the Trust Board, reporting on the Operations Directorate outturn performance against key performance indicators and quality standards.

Establish and maintain performance management arrangements that support the achievement of the Trust’s strategic and service delivery objectives.

Actively manage the budget, ensure financial balance and provide monthly reports on financial activity. Anticipate and take early actions to mitigate any financial imbalance. Ensure that the Trust’s funds are effectively used in accordance with the Trust’s Standing Financial Instructions (SFI’s), represent value for money and can withstand public scrutiny.

Ensure policies and procedures are in place for the delegation of authority to other levels of management. Develop and agree budgets with direct reports and monitor expenditure against those budgets, ensuring equitable and effective deployment and supervision of staff.

Visibly drive and lead complex operational change projects that may be resisted by and unpopular with staff and/or stakeholders.

Safety & Quality

Work with the Medical Director, Director of Quality, Safety and Improvement and the Clinical Education Team to ensure appropriate policies, protocols and procedures are in place within Operations to deliver a safe and timely service.

Work with the Director of Quality, Safety and Improvement to assess and understand the quality and safety of the service provided and ensure, through management teams, the promotion of organisational learning and continual improvement processes.

Business Planning

Contribute to the development of the Trust’s long-term strategy and corporate and annual business planning cycles.

Support the attainment of the Trust’s strategic objectives, as outlined in the Strategic Trust Delivery Plans.

Ensure with executive colleagues the maintenance of a robust system of emergency preparedness, resilience and response (EPRR) planning and management and ensure that NIAS has the appropriate capacity and capability to respond to any major incident or civil emergency.

Maintain key relationships with emergency service partners, Department of Health (DOH) and other government agencies as necessary to maintain compliance to civil contingency requirements.

Ensure that all relevant staff have the necessary training and maintain their competencies in emergency preparedness and response to major incidents.

Lead on the development, testing and review of relevant business continuity plans to ensure a state of preparedness for the provision of proportionate, effective response to a business continuity incident.

Resource Management

Review individually, at least annually, the performance of line management reports through a formalised appraisal, supporting the implementation of individual personal development plans.

Mentor, coach, support and develop managers personally, encouraging effective and constructive feedback and continuous improvement.

Work with the Director of HR & Organisational Development and the Programme Director for Strategic Workforce Planning & Organisational Change to review the organisational workforce plan and establishment levels of the service for which the postholder is responsible to ensure that current and future workforce requirements for the successful delivery of operations are identified and addressed in a timely manner.

Participate, as required, in the recruitment, selection and appointment of staff reporting to the postholder in accordance with procedures laid down by the Trust.

Undertake chairing conduct and attendance hearings when the potential outcome may be dismissal in accordance with procedures laid down by the Trust.

General

Contribute, as a Trust Senior Manager, to the development and implementation of policy across the full range of the Trust’s activities, including participation in the establishment of effective communication systems to ensure common understanding of the strategic direction of the Trust.

Review, at least annually, the performance of staff under the postholder’s management and supervision and provide guidance on personal development requirements, identifying and initiating, where appropriate, further education, training, and development. Ensure that under performance of any line report is identified with the individual and managed in accordance with Trust policies and procedures.

Represent the Trust as appropriate on internal and external groups.

Lead and participate in other workstreams and initiatives as assigned.

Participate in any training and personal development initiative in accordance with the needs of the organisation.

Be compliant with Standard Infection Control Precautions, Hand Hygiene and decontamination and other relevant infection prevention and control measures.

Be aware of the Trust’s Infection Control guidance and the Northern Ireland Regional Infection Control Manual and ensure they obtain mandatory Infection prevention control training or other specific infection control related training as required.

SECTION 6: TERMS & CONDITIONS OF SERVICE

Hours

Senior Executives are expected to work such hours as are necessary for the full performance of their duties and responsibilities. This may include participating in on-call arrangements.

Remuneration Senior Executive Pay Level 5 (£62,323 - £83,098 per annum) Annual Leave and Statutory / Public Holidays

In addition to the 10 statutory / public holidays, the annual leave allowance will be between 27 and 33 days.

HSC Pension Scheme / HPSS Superannuation Scheme

One of the leading pension schemes available, Trust staff may choose to join the Health & Social Care Pension Scheme. Further information may be obtained from the HSC Pension Service Website at http://www.hscpensions.hscni.net/. Applicants who are already members of the HPSS Superannuation Scheme may continue with their current arrangements. Current contributions are as follows:

Employer contribution rate: 22.5% Employee contribution rate: 13.5%

FINAL INTERVIEW Applicants will be invited to a final interview based on their performance at the preliminary interview/assessment centre/additional selection stage as appropriate. The Trust retains the right to limit the number of applicants called to final interview. In addition to identifying a successful applicant, the Trust reserves the right to identify one or more reserve applicants. It is anticipated that the selection stage of the process will be completed by Friday, 28 August 2020.
