    Apologies for the delay in reply.

    I had a chat with Bruce Sounes at Studio E. Further to this, I have gone through all the documents uploaded by the various consultants working on the project.

    As seen from the latest revision of the Sustainability and Energy statement and the BREEAM scoring sheet created by Max Fordham, the score is only 43.97 % which equates only to a PASS rating. However the planning portal documents suggest that the Pre-assessment done by Syntegra showing VERY GOOD rating had been submitted. However this application has now been withdrawn.

    As I understand from Bruce, the new application should go in sometime soon. He also mentioned that no further discussions have taken place with the council with regards to BREEAM.

    Hence I would think that the council might have assumed that the project will be achieving VERY GOOD as per the previous planning application documents. This would need to be clarified with the council and the updated BREEAM score (file attached for reference) would need to be submitted as part o f the new planning documents. Most of the credits that Costa has awarded in latest revision of the BREEAM score are based on the statements made by Max Fordham within their Sustainability and Energy statement and on the Energy calculations provided by them.

    With no target rating to work with, it is a bit difficult to comment as to where savings could be achieved.

    Technically we are at a higher score than required for GOOD. So we could drop some credits if the council agrees. But this would, as mentioned earlier, need written confirmation from the council with regards to expected score to be achieved.

    If you have particular areas where you think you can achieve cost savings please let me know and I can see if these do affect the BREEAM rating. We could possibly commit to a lower score so that there is a bit of scope to drop/ gain credit in different areas.

    Not sure if you are aware, but there is currently a significant deficit between the approved cost plan/budget and the figures coming back from Leadbitter insofar as we are as much as £3m apart.

    Clearly we have to reconcile but moreover bridge this gap as a matter of some urgency - your assistance in this regard would therefore be appreciated.

  • To re-cap, my understanding of the initial feedback from the Planners in respect of BREEAM, was that whilst they would ideally like us to achieve 'Very Good' the door has always been open to push back against this where either (a) we were not touching upon that element of the building, or (b) it was not viable to achieve the credits necessary - commercial viability being a legitimate case where, for example costs may be disproportionate.

    We really need your initial commentary back by early part of next week to help us to deliver the scheme within budget - please of course liaise with the rest of the design team as necessary.
