1 INTRODUCTION
1.1 This report describes a Stage 1 Road Safety Audit (RSA) of proposed improvements to
the M1 Junction 15A associated with the proposed Rail Central Strategic Rail Freight
Interchange (SRFI), in Northamptonshire, at the request of Martin Seldon, the
Highways England Project Sponsor.
1.2 The Road Safety Audit was carried out during June 2018. The Road Safety Audit Team
membership approved by Martin Seldon, the Highways England Project Sponsor, was
as follows:

1.3 The current dumbbell roundabout arrangement is proposed to be amended to include
an enlarged signalised roundabout at the north, and a complex signalised T-junction
arrangement at the south. The purpose of the improvements is to improve junction
capacity, such that it mitigates the impact of Rail Central at this location.
1.4 The scheme will comprise the following:
Southern Roundabout
i) replacement of the existing roundabout with a signalised junction
arrangement to facilitate all existing movements as well as a proposed left-
in/left-out site access;
ii) provision of two through lanes in either direction for traffic travelling north
and south on the A43;
iii) provision of a left turn lane for the A43 south approach;
iv) provision of two right turn lanes for the A43 north approach;
v) provision of two right turn lanes for the A43 west approach;

vi) provision of a left turn lane for the A43 west approach; and
vii) provision of yellow box road markings.
Northern Roundabout
i) signalisation of both A43 approaches and the A5123 approach, as well as
three corresponding traffic signals on the circulatory carriageway;
ii) widening of the circulatory carriageway and provision of road markings on
the circulatory carriageway;
iii) additional lanes on the A43 south approach;
iv) additional nearside lane on the A43 west approach;
v) additional offside lane on the A5123 approach; and
vi) additional off side lane on the A5123 exit.
1.5 This Road Safety Audit took place at the Guildford office of Gateway-TSP on 6th and
7th June 2017. The audit was carried out in accordance with the Road Safety Audit
Brief provided by Martin Seldon, Project Sponsor, Highways England. The Road Safety
Audit comprised an examination of the documents provided, as listed in Chapter 2.
The Audit Team visited the site together on Thursday 7th June 2018, between 14.30
and 15.15 hours, when the weather was sunny and windy, and the road surface dry.
Traffic flows were as would be expected at the time of day.
1.6 Colin Bancroft of Highways England Area 7 Road Safety Team also provided comments
on the proposals.
1.7 The terms of reference for this RSA are as described in the Design Manual for Roads
and Bridges (DMRB) document HD19/15. The Audit Team is independent of the project
design team and has not been involved in the design process in any other capacity.
The audit considers only the potential road safety implications of the scheme and has
not verified compliance of the design with any other criteria.

1.8 There are no departures from standard. Relaxations of horizontal geometry on the
exits from the complex signalised T-junction heading south of two steps below
desirable minimum (510 m radius), in order to reduce vehicle speeds through the
proposed junctions.
1.9 Recommendations are aimed at addressing the identified potential road safety
problems. All problems / recommendations identified in this report are referenced
to the design drawings and are referenced on the location plan included at Appendix
A to this report. The recommendations contained herein do not absolve the Designer
of his/her responsibilities.

3 PROBLEMS IDENTIFIED BY THIS ROAD SAFETY AUDIT
General Matters
3.1 The Audit Team raises no concerns at this Stage 1 RSA in respect of general matters.
Local Alignment
3.2 Problem
Restricted visibility to signal heads would lead to nose to tail or t-bone collisions.
Location: northbound approach to proposed signalised roundabout north of M1
The proposed northbound approach to the signalised roundabout emerges from the
M1 overbridge. Should a high sided vehicle be stopped at the stop line in front of the
signal head it would block visibility for northbound drivers, leading to nose to tail or
t-bone collisions.
Recommendation
Visibility to the traffic signal heads should not be obstructed should a high sided
vehicle be stopped at the stop line.
3.3 Problem
Back of queue may obstruct ‘ahead’ traffic leading to side swipe and nose to tail
collisions
Location: southbound approach to ‘The North (M1)’ off-slip
The southbound lanes running under the M1 from the proposed northern roundabout
to the proposed southern junction, split as they emerge from the overbridge to two
straight ahead lanes and two new right turn/ off-slip lanes for The North and M1. The
off-slip would store approximately six cars before the back of the queue would
overhang the straight ahead offside lane. This would be at a point where vehicles
emerge from the shadow of the overbridge, leading to side swipe and nose to tail
collisions.

Recommendation
Queue lengths and signal timings should be calibrated to avoid queueing in the
southbound ‘ahead’ lane.
Junctions
3.4 The Audit Team raises no concerns at this Stage 1 RSA in respect of junctions.
Non-motorised User Provision
3.5 The Audit Team raises no concerns at this Stage 1 RSA in respect of non-motorised
user provision.
Road Signs, Carriageway Markings and Lighting
3.6 Problem
Confusion caused by simplified sign faces may lead to side swipe collisions.
Location: signalised junction south of M1
The proposed simplified sign faces on the approaches to the southern signal junctions
may be confusing to drivers as they do not represent the physical junction layouts.
This may lead to late lane change and side swipe collisions.
Recommendation
The diagrammatic information provided on the sign faces should represent the layout
and lane directions.

3.6 Agreed. It is acknowledged that signs should be more specific to the junction layout, but these would be non-standard signs that would need to be agreed with Highways England (HE) and the Department for Transport (DfT).

Highways England Project Sponsor.
1.2 The Road Safety Audit was carried out during June 2018. The Road Safety Audit Team
membership approved by Martin Seldon, the Highways England Project Sponsor, was
as follows:

1.3 The scheme is to provide improvements to the A43 / A5 Tove Roundabout, to improve
junction capacity such that it mitigates the impact of the proposed Rail Central
Strategic Rail Freight Interchange (SRFI) development. The scheme will comprise the
following:
i) reconfiguration of the roundabout and an increase in the size of the central
island;
ii) lengthening of an existing lane and the provision of an additional lane on
A43 south approach;
iii) reconfiguration and widening of the Towcester Road approach to
accommodate an additional give way lane;
iv) lengthening of an existing lane and provision of an additional lane on the A5
(north)approach;
v) widening of the circulatory carriageway between the A5 (north) and the A5
(south) to provide an additional lane; and
vi) provision of a merge lane on the A5 north exit.

1.4 This Road Safety Audit took place at the Guildford office of Gateway TSP on 6th and
7th June 2017. The audit was carried out in accordance with the Road Safety Audit
Brief provided by Martin Seldon, Project Sponsor, Highways England. The Road Safety
Audit comprised an examination of the documents provided, as listed in Chapter 2.
The Audit Team visited the site together on Thursday 7th June 2018, between 11.30
and 12.15 hours, when the weather was fine, and the road surface dry. Traffic was
heavy and queuing throughout due to an incident in Towcester.
1.5 Colin Bancroft of Highways England Area 7 Road Safety Team also attended the site
visit as an observer.
1.6 The terms of reference for this RSA are as described in the Design Manual for Roads
and Bridges (DMRB) document HD19/15. The Audit Team is independent of the project
design team and has not been involved in the design process in any other capacity.
The audit considers only the potential road safety implications of the scheme and has
not verified compliance of the design with any other criteria.
1.7 The Audit Team has not been made aware of any Departures from Standard. Whilst

Local Alignment
3.2 Problem
HGVs overhanging adjacent lanes may lead to side swipe collisions.
Location: throughout the scheme
HGV movements were observed during the site visit and were seen to encroach on
adjacent traffic lanes. Where the lane widths and circulatory carriageway are being
altered it is not clear how the HGVs will navigate the new alignments. This could lead
to side swipe collisions.
Recommendation
Swept path analysis should be carried out for HGV movements throughout the scheme
and, if necessary, adjustments made to the layout.
Junctions
3.3 The Audit Team raises no concerns at this Stage 1 RSA in respect of junctions.
Non-motorised User Provision
3.4 The Audit Team raises no concerns at this Stage 1 RSA in respect of non-motorised
user provision.

Gap accepting vehicles entering the roundabout together may lead to lane change
and side swipe collisions

Location: Towcester Road eastbound approach to uncontrolled roundabout entry.
Towcester Road eastbound approach to the roundabout is currently marked as one
lane with give-way marking. It is proposed to realign this corner of the junction,
relocating the give-way further to the west and providing a short flare, thereby
increasing it to two lanes at the give-way line. Two vehicles accepting gaps to enter
the roundabout together, both wishing to circulate, may lead to lane change and side
swipe collisions in the circulatory carriageway.
Recommendation
Guidance should be provided for drivers turning left and travelling straight ahead to
use the nearside and offside lanes respectively.

3 PROBLEMS IDENTIFIED BY THIS ROAD SAFETY AUDIT
General Matters
3.1 The Audit Team raises no concerns at this Stage 1 RSA in respect of general matters.
Local Alignment
3.2 Problem
HGVs overhanging adjacent lanes may lead to side swipe collisions.
Location: throughout the scheme
HGV movements were observed during the site visit and were seen to encroach on
adjacent traffic lanes. Where the lane widths and circulatory carriageway are being
altered it is not clear how the HGVs will navigate the new alignments. This could lead
to side swipe collisions.
Recommendation
Swept path analysis should be carried out for HGV movements throughout the scheme
and, if necessary, adjustments made to the layout.
Junctions
3.3 The Audit Team raises no concerns at this Stage 1 RSA in respect of junctions.
Non-motorised User Provision
3.4 Problem
Proximity of shared surface to street furniture may lead to pedestrian/ cycle
collisions.
Location: Brackley Road westbound, shared surface
It is proposed to realign the traffic lanes on Brackley Road approaching the
roundabout. This would narrow the shared surface adjacent to some large cabinets
and a mast, which may lead to pedestrian and cycle collisions.

Recommendation
Sufficient lateral clearance should be provided for users of the shared facility when
passing the cabinets and mast.
Road Signs, Carriageway Markings and Lighting
3.5 The Audit Team raises no concerns at this Stage 1 RSA in respect of road signs,
carriageway markings and lighting.

1 INTRODUCTION
1.1 This report describes a Stage 1 Road Safety Audit (RSA) of a proposed footway/
cycleway on Northampton Road/ Towcester Road associated with the proposed Rail
Central Strategic Rail Freight Interchange (SRFI), in Northamptonshire, at the request
of Rob Sim-Jones, the Northamptonshire County Council (NCC) Project Sponsor.
1.2 The Road Safety Audit was carried out during June 2018. The Road Safety Audit Team
membership approved by Rob Sim-Jones, the NCC Project Sponsor, was as follows:

1.3 The scheme is to provide improvements to the Towcester Road Footway / Cycleway
associated with the proposed Rail Central Strategic Rail Freight Interchange (SRFI)
development. The purpose of the improvements is to improve capacity, safety and
comfort for users such that it encourages the use of the footway/cycleway and
reduces the number of vehicles associated with Rail Central at this location. The
scheme will comprise the following:
i) widening of the existing footway including narrowing (in some areas) of the
carriageway; and
ii) realigning of Towcester Road at a number of locations.
1.4 This Road Safety Audit took place at the Guildford office of Gateway-TSP on 6th and
7th June 2017. The audit was carried out in accordance with the Road Safety Audit
Brief provided by Martin Seldon, Project Sponsor, Highways England. The Road Safety
Audit comprised an examination of the documents provided, as listed in Chapter 2.
The Audit Team visited the site together on Thursday 7th June 2018, between 14.00
and 14.30 hours, when the weather was fine, and the road surface dry. Traffic flows
were light.

1.5 The terms of reference for this RSA are as described in the Design Manual for Roads
and Bridges (DMRB) document HD19/15. The Audit Team is independent of the project
design team and has not been involved in the design process in any other capacity.
The audit considers only the potential road safety implications of the scheme and has
not verified compliance of the design with any other criteria.
1.6 The Audit Team has not been made aware of any Departures from Standard. Whilst
reference may be made to design standards, this report is not intended to provide a
design check.
1.7 Recommendations are aimed at addressing the identified potential road safety
problems. All problems / recommendations identified in this report are referenced
to the design drawings and are referenced on the location plan included at Appendix
A to this report. The recommendations contained herein do not absolve the Designer
of his/her responsibilities.

Cyclists may fall onto the M1 below.
Location: M1 overbridge
The proposed shared facility crosses the M1 overbridge. The height of the existing
parapet adjacent to the facility is unknown but should a cyclist be involved in a
collision or lose their balance they may fall over the parapet onto the M1 below.
Recommendation
The height of the parapet should be checked and, if necessary, increased in
accordance with current guidance.

3.5 The Audit Team raises no concerns at this Stage 1 RSA in respect of road signs,
carriageway markings and lighting.

3.4 Agreed. The height of the parapet is currently 1.2 metres and, will be increased to 1.4 metres in accordance with current guidance (4.23 TD19/06: Requirement for Road Restraint Systems (for Trunk Roads and Motorways), subject to structural assessments of the bridge.
