APPENDIX ---11

MUNICIPALITIES IN WEST BENGAL

Criteria for constitution of statutory Urban Local Bodies

There are no prescribed criteria currently m place for

constitution of cities. A process of framing such criteria vis-a-vis

promulgation of necessary act will be completed soon for all the

Municipal Corporations of the State except Kolkata and Howrah

Corporations to provide the guidelines for deserving areas to be elevated

to the status of corporation. Generally, municipalities are elevated to the

status of corporation on consideration of their importance, density of

population, pace of urbanisation in the area and finally the need for

integrated development of the urban core and its neighbourhood.

West Bengal Municipal Act, 1993 specifies a set of criteria for

the constitution of any municipal area. Such criteria are, however, subject

to relaxation for constitution of notified areas. The criteria are:

1. Population of the area should not be less than 20,000.

u. Density of the population should not be less than 750

inhabitants per square kilometer of area.

111. One half of the adult population should be chiefly engaged in

pursuits other than agriculture, and

IV. Income from taxation and other sources should likely to be

adequate for the discharge of municipal functions under the

Municipal Act.

According to the latest available information there are, in West

Bengal, 127 Urban Local Bodies of which 6 Municipal Corporations, 3

Notified Area Authority and 118 Municipalities. Dankuni Municipality has

newly been constituted with Dankuni, Mrigala, Manoharpur and

Garalgachha Gram Panchayat with effect from 1st November, 2008.
