Notice of Study Completion - East to West Wastewater Diversion Strategy
STUDY BACKGROUND AND PREFFERED SOLUTION
• The Region of Peel has identified a preferred strategy to divert a portion of wastewater from the east trunk sewer to the west trunk sewer as part of a Schedule C Class Environmental Assessment (Class EA).
• The recommended diversion solution consists of constructing an 11 km deep gravity sewer using a tunnel boring machine (TBM).
• The preferred alignment for the construction is along Derry Road, Old Derry Road, Old Creditview Road and Creditview Road, from just east of Bramalea Road to Creditview Road and Highway 401.
• There will be a total of seven tunnel access shafts located along the sewer route to facilitate the planned TBM work.
PROPOSED CONSTRUCTION TIMING The earliest possible construction start date for the diversion trunk sewer is fall of 2018.
ENVIRONMENTAL STUDY REPORT The report is available for a 45-day review period (starting December 2, 2016 and ending January 16, 2017) in accordance with the requirements of the Municipal Engineers Association Class EA process. Hard copies of the ESR are available for public review at the following locations:

Should you have any concerns or comments about this project, please provide written comments to the Project Manager listed below within the 45-day review period. If your concerns cannot be resolved, you may request the Minister of the Environment and Climate Change, by order, to require the Region to comply with Part II of the Environmental Assessment Act (EAA). The Minister must receive this request at the following address by January 17, 2017: Minister’s Office Ministry of the Environment and Climate Change 77 Wellesley Street West, 11th Floor, Ferguson Block, Toronto, ON M7A 2T5
A copy of the request should also be forwarded to the attention of the Region’s Project Manager. If no Part II Order requests are received the Region will proceed with detailed design and construction of the proposed works as presented in this ESR.

East to West Wastewater Diversion Strategy Class Environmental Assessment (EA)
Background
The Region of Peel has completed the East to West Wastewater Diversion Strategy Class
Environmental Assessment (EA) Study to convey a portion of wastewater from the east trunk sewer to the west trunk sewer, as part of its long term sustainable plan to provide wastewater services. The study considered alternative diversion ideas, concepts, routes, sites and design
options to identify the preferred solution and construction methodology.
This Schedule C Class EA study recommends an 11 km long deep gravity sewer that will be tunnelled via tunnel boring machine (TBM). The preferred route follows the north side of Derry
Road / Old Derry Road from the East Trunk Sewer east of Bramalea Road to Old Creditview Road. The sewer route continues south on Old Creditview Road / Creditview Road to connect to
the new West Trunk Sewer just north of Highway 401, as shown in the enclosed figure.
Update
Since PIC #3 held on June 2, 2016, the study has moved forward to Stage 4 of the Class EA process. Baseline studies and investigations to support the identification of the preferred solution and construction methodology have been completed.
Given the depth required to connect to the existing sewers and the overall sewer length, tunnelling via tunnel boring machine (TBM) was considered the only technically viable option. Deep tunnel construction will minimize potential impacts to watercourse and highway crossings.
The tunneled sewer will require the construction of seven tunnel access shafts to enable construction and to provide access to the sewer for future maintenance and repair.
Potential impacts related to construction will be mainly isolated to areas of surface disturbance,
primarily at shaft locations which will be addressed by the recommended mitigation measures that will be further detailed as part of detailed design stage.
The ESR for this Class EA Study will be available for review for 45-calendar days from
December 2, 2016 to January 17, 2017 at the following three locations:

Community Outreach
The project team undertook extensive stakeholder consultation with property owners, local
residents and businesses, ministries, conservation authorities, the City of Mississauga and utilities to discuss feasibility and solicit input that has supported the study process.
