City of Hamilton staff are currently working on two coordinated projects in the Strathcona Neighbourhood: the Transportation Master Plan and the Secondary Plan. There is a combined Public Information Centre on November 8th, 2011, to engage the public and gather important feedback about transportation and land use issues in the Strathcona Neighbourhood. The City recognizes that this is an incredibly diverse area with many citizens who do not speak English as their first language. We are hoping your organization may be able to assist the City by sharing or translating information about these projects and the upcoming event to the citizens in this community. We would also ask for your assistance in providing translation at the public meeting, as needed. This public information centre is primarily for residents/business and property owners of the Strathcona Neighbourhood, or those who have another interest in the area, from a transportation or land use perspective. Please see the attached notice with the map of the study area and all other pertinent details.

Please contact the persons mentioned in the attached notice, if members of your organization have any questions or concerns about the above projects. We would also appreciate any suggestions you may have as to how to best contact citizens who do not speak English. Any persons or organizations interested in either project can also be added to our respective projects' mailing list so that they receive information and updates on the project in the future. We would require a contact name with a full mailing address.

Strathcona Secondary Plan and Strathcona Transportation Master Plan Municipal Class Environmental Assessment (EA).

The City of Hamilton is re-initiating the Secondary Plan process and

Transportation Master Plan - Municipal Class (EA) for the Strathcona Neighbourhood. We invite you to attend this Public Information Centre (PIC) to help re-launch the study and provide valuable community input into both projects.

Rail Transit project starting. We now have what we need to proceed, to

There is a need to develop a transportation plan that addresses the operations and safety

needs for the community which accommodates city-wide requirements, while addressing

neighbourhood concerns and enhancing the connectivity in and beyond the

neighbourhood transportation network for all modes of transportation, including movement

of pedestrians, cyclists, transit and vehicles.

1. There is an opportunity to capitalize on some of the excess road capacity on the

major routes and give that space back to improve either transit, landscaping, parking,

cycling and/or pedestrian facilities.

2. There is a need to improve the pedestrian environment particularly in the crossing of

major arterial roads.

3. There is an opportunity to expand the trail system in the study area connecting major

points of interest.

Pedestrian crossing unsafe due to wide 5-lane road and vehicle speeds, wide gap

between traffic signals also makes pedestrian crossing difficult

Alternatives:

A. Remove one of the 5 lanes (east of Dundurn Street or New Street) and convert it to:

i. On-street parking and streetscaping (north side);

ii. On-street 2-way bicycle lane;

iii. Boulevard bicycle trail

B. Convert the south lane to a Bus / HOV lane, keep 5 lanes

C. Convert Main Street to a 2-way street

D. Add signalized pedestrian crosswalks at Pearl and Strathcona to coincide with bus

stops on south side

Main Problem / Opportunity: Extra traffic lane (not required) is present between York and King; therefore opportunity exists to

improve pedestrian and cycling environment – similarly median and 4 lanes not required

between King and Main – again opportunities to improve pedestrian/cycling facilities

A. Remove one of the 3 or 4 lanes and implement:

i. A wider sidewalk and streetscaping (on-street parking where merited);

The following comments were made during the November 8, 2011 Public Information Centre.

Table 2: November 8, 2011 PIC Issues and Concerns

CATAGORY ISSUE / CONCERN RESPONSE

Main Street � Pedestrian signal at Main and Pearl. Signal at King and Pearl without a

signal at Main Pearl is useless.

� Main at Dundurn is dangerous for pedestrians.

� Sightlines from side-street onto Main are difficult for cars.

� Main at Dundurn, make the north lane a left turn only.

� All comments are addressed in the developed and assessed alternatives

presented for Main Street.

King Street � Difficult for pedestrian to cross the Hwy 403 on-ramp when walking

westbound on King. On coming traffic is quick and in low-light situations it

is difficult to tell which lanes on-coming cars are in (mentioned three

times).

� Additionally, the ‘ramp’ up to the sidewalk is just stops with some asphalt

filled in so it takes some doing to push a double stroller up it.

Recommended ramp improvements for sidewalk.

� Transit only lane on North Pilot Project (2012) (MF).

� 24-7 parking lane on south side.

� Pedestrian bridge crossing King at ~700m west of Plaza.

� All comments are addressed in the developed and assessed alternatives

presented for King Street.

� The comment in regards to the Highway 403 on-ramp has been

forwarded to the MTO for review and consideration.

York Boulevard � Pedestrians are in danger as motorists are not looking for them at the

intersection of Locke and York (mentioned twice). Recommend eliminate

Right Turn on Red and add chicane and parking lane on both sides.

� Separate bike lane. Curb lanes are wide enough for it.

� Add lanes on Cannon/York westbound to Dundurn.

� Wider sidewalks / bump-outs at York / Locke and York / Queen to create a

more pedestrian friendly environment.

� Improvements for pedestrians / cyclists on both the north and south sides of

York along its entire stretch.

� Flash Do No Walk time at Queen and York (on east side for walk N-S) is

too short.

� All comments are addressed in the developed and assessed alternatives

presented for York Boulevard.

Stathcona

Avenue

� A proper crosswalk and ramp up to the sidewalk at Florence and Strathcona

for people with mobility issues.

� This comment has been forwarded to the City’s Traffic Operations

Department for review and consideration.

Locke Street � Please paint proper lines to indicate that traffic must stop at all-way stop at

Florence and Locke.

� Install a pedestrian activated crosswalk at Locke & Hunter as it’s difficult to

anticipate traffic coming over the railway bridge when you’re trying to

cross Lock at Hunter. (Outside of study area)

� Revise Main to King as “1.8mSW – 3.3m lane – 2.4m TW Bike lane – 1.8m

SW” (MF)

� Between Main and King, reduce to one NB lane shared with bike, and on

SB bike lane with wider sidewalks.

� Pedestrian bridge to waterfront.

� All comments relating to Locke Street between Main Street and King

Street are addressed in the developed and assessed alternatives for Locke

Street.

� Comments relating to Locke Street north of King Street have been

forwarded to the City’s Traffic Operations Department for review and

consideration.

Queen Street � Visibility for cars turning left (south) on Queen off Napier is limited due to

street parking right up to that corner. Recommended signal at this

intersection.

� Pedestrian signal at Queen and Napier.

� Convert Queen to two-way.

� All comments are addressed in the developed and assessed alternatives

for Queen Street.

Dundurn Street � Improvements for pedestrians / cyclists on both the east and west side of

Dundurn Street North between York and King. We also specifically

requested pedestrian crossing improvements at Lamoreaux and Tom.

� Pedestrian / Cyclist improvements to the west side of Dundurn between

King and Main. The preferred plan only notes improvements to the east

side.

� Bicycle lanes on Dundurn between York and King sounding to be

“possible” instead of “certain”. This is a short term solution that may need

to be changed / removed, if / when LRT becomes implemented. Dundurn

all stop signs which endanger children and adults crossing. There is a false

sense of security that the cars will stop at all stop signs.

Hey Daryl, I had brought this up at the Sept Bike-to-Work Day and forgot to follow-up: We discussed how a pedestrian crossing would be an asset at the York Blvd bridge over the entrance to Cootes. Both as a cyclist and pedestrian, I have tried to cross over from the southbound side (coming from RBG to Hamilton) to get to the Bayfront trail and it has been impossible due to traffic.
