NOTIFICATION OF AN ENVIRONMENTAL IMPACT ASSESSMENT FOR THE PROPOSED DEVELOPMENT OF A DEDICATED ISOTOPE PRODUCTION REACTOR (DIPR) AND ASSOCIATED INFRASTRUCTURE AT NECSA, PELINDABA ON CHURCH STREET WEST EXTENSION, BRITS DISTRICT, NORTH WEST PROVINCE. Notice is hereby given that the South African Nuclear Energy Corporation (Necsa) has submitted an application for environmental authorisation with the national Department of Environmental Affairs (DEA) in terms of the National Environmental Management Act, 1998 and Environmental Impact Assessment (EIA) Regulations, June 2010 - GNR 544, GNR 545 & GNR 546, for the proposed development of a Dedicated Isotope Production Reactor (DIPR) and associated infrastructure. The proposed development involves the installation of a small nuclear reactor that is dedicated for the production of radioisotopes (Molybdenum 99 and others) which are used for medical procedures. The reactor will be powered with Low Enrichment Uranium (LEU) standard plate-type fuel and the DIPR will have a maximum thermal power output of 15MW. No High Enriched Uranium (HEU) will be used in the DIPR since the targets used for the isotope production will also be of a standard LEU design. Associated infrastructure for the development includes a building to house the DIPR, service building, cooling towers, and administrative building. The proposed site is located on Church Street West Extension, Brits District, North West Province which is commonly known as the Necsa Pelindaba Site near Pretoria. Arcus GIBB (Pty) Ltd (GIBB) has been appointed as the independent Environmental Assessment Practitioner (EAP) to undertake a full EIA process for the project. Public Involvement: All Interested and/or Affected Parties (I&APs) are invited to participate by: Registering written comments on the abovementioned project to GIBB. Comments

The South African Nuclear Energy Corporation (Necsa), proposes to develop a Dedicated Isotope Production Reactor (DIPR), at the Necsa Pelindaba Site (Church Street, West Extension, Brits District, North West Province near Pretoria).

The proposed development involves:

The construction of a service building.

The construction of cooling towers.

The renovation of an existing building which will be used for the administration of the DIPR.

Purpose of this Document The purpose of this Background Information Document (BID) is to provide Interested and Affected Parties (I&APs) with background information about the proposed project and introduce the Environmental Impact Assessment (EIA) process to be followed. It also aims to inform I&APs on how to fully participate in the EIA and encourages active attendance at meetings and response to documents distributed for review.

What is Proposed and Where?

A Dedicated Isotope Production Reactor (DIPR) is a small nuclear reactor that is dedicated for the production of radioisotopes, amongst others, Molybdenum 99 and Iodine 131. These isotopes are created by bombarding Uranium targets with intense beams of neutrons in the nuclear reactor. It is important to understand that radioisotopes are varieties of the same chemical element that have an unstable nucleus, which decays emitting alpha, beta and gamma rays (radiation). The DIPR will be powered by Low Enriched Uranium standard plate-type fuel and the DIPR will have a maximum thermal power output of 15 MW.

Molybdenum 99 is an isotope used in 80% of nuclear medicine procedures worldwide. Molybdenum 99 decays to form Technetium 99m which is used to detect cancer and other diseases. Technetium 99m is injected into patients mixed with a specific organ seeking compound. This compound in the patient’s body allows doctors to view the functioning and shape of organs when using X-Rays, Computerized Tomography (CT) scans and Magnetic Resonance Imaging (MRI) scans. Iodine 131 widely used for therapeutic and diagnostic purposes in nuclear medical procedures.

What are Radioisotopes used for?

Currently SAFARI-1, the existing isotope production reactor located on the Necsa Pelindaba site, forms the backbone of South African isotope production. South Africa currently produces 20% of the worlds Molybdenum 99 and Iodine 131 isotopes required for over 100 000 different medical procedures. There are only four countries worldwide that produce these isotopes. The demand for nuclear medicine is growing because of its ability to diagnose cancer, heart disease and other illnesses. Currently there is a critical global shortage of Molybdenum 99 and Iodine 131 due to the unscheduled closure of two reactors in Canada and Europe. Necsa increased production by 20% to maintain the global supply.

SAFARI-1 nuclear research reactor was built in the 60s and went critical in April 1965. In the early 1990’s it was converted to be used as an isotope production reactor for nuclear medicines. To date it has had an excellent safety record and is today the world’s most reliable reactor for the production of medicines. In so doing, and in-line with Government policy, Safari has ensured that the South African public be served with affordable nuclear medicines for the diagnostics and treatment of cancer. However, overseas experience has shown that reactors of similar age must be considered for replacement in the near term, where it can take up to ten years to construct a replacement medicine-producing reactor. To ensure continuity of supply NECSA is considering constructing a small new medicine-producing reactor to achieve the following goals.

To enable Necsa to remain a reliable supplier of medical isotopes to the growing local and international markets and to ensure a secure supply of affordable medicines for the detection and treatment of cancer to South African patients. To take the pressure of the continued operation of Safari so that a responsible life-cycle management program can be decided on and be implemented.

In terms of the National Environmental Management Act, 1998 (Act No.107 of 1998) [NEMA] and associated EIA Regulations published in June 2010, an environmental authorisation must be obtained from the relevant decision- making authority prior to the commencement of certain listed activities that may result in potential negative impacts on the environment. The proposed construction of the DIPR and associated infrastructure involves a number of activities which are listed in the EIA Regulations. An EIA must therefore be undertaken in order to obtain the required environmental authorization from the National Department of Environmental Affairs (DEA).The proposed construction of the DIPR involves, inter alia, the following listed activities, as per Government Notices No. R. 544-546 of NEMA:

The reactor will be powered with Low Enrichment Uranium (LEU) standard plate-type fuel and the DIPR will have a maximum power output of 15 MW.

The construction of facilities or infrastructure for the storage, or for the storage and handling, of a dangerous good, where such storage occurs in containers with a combined capacity of 80 but not exceeding 500 cubic metres.

GN R544 Activity: 22

A proposed access road will be built on the site upon which building material and components will be delivered to the proposed DIPR site.

GN R545 Activity: 2

The construction of a proposed nuclear installation, which will be a small nuclear reactor that is dedicated for the production of radioisotopes, commonly referred to as a Dedicated Isotope Production Reactor (DIPR).

The construction of facilities or infrastructure for the storage, or for the storage and handling, of a dangerous good, where such storage occurs in containers with a combined capacity of more than 500 cubic metres.

GN R545 Activity: 5

The reactor building will house a stack, approximately 65 m in height, which will release emissions into the air which may require necessary air quality licenses. The outputs of the stack will be subjected to an Air Quality Impact Assessment.

Environmental Impact Assessment Process

ARCUS GIBB (Pty) Ltd has been appointed as the independent Environmental Assessment Practitioner (EAP) to undertake an EIA process required for the proposed project.

The EIA is a legislative tool used to ensure that the potential impacts that may occur due to the proposed development are avoided or mitigated. In South African legislation the environment includes, social, economic and bio-physical aspects that the EIA should assess equitably. The EIA process is divided into two phases, the Scoping Phase and the Impact Assessment Phase. This proposed development is currently in the Scoping Phase of the assessment.

The Scoping Phase

The Scoping Phase aims to:

Investigate and gather information on the proposed site, in order to establish an understanding of the area. Establish how the proposed development activities will potentially impact on the environment. Identify I&APs and relevant authorities by conducting a Public Participation Process (PPP) (Refer to Page 4). Identify potential environmental impacts through investigation and PPP. Describe and assess potential alternatives.

Impact Assessment Phase

During this phase, all issues and proposed alternatives identified in the Scoping Phase are assessed and are rated in terms of their significance. Where necessary, mitigation measures are recommended to reduce the significance of potential impacts. An Environmental Management Programme (EMP) will also be compiled that will prescribe environmental specifications to be adhered to during the construction and operation phase of the project. As with the Scoping Phase, PPP is an integral part of the Assessment Phase.

It is important that relevant I&APs are identified and involved in the public participation process from the outset of the proposed project. The inputs received from I&APs form an integral part of the EIA process and will also assist the decision-making authority, DEA, with their decision-making. To ensure effective public participation, the process includes the following steps:

STEP 1: Advertise the EIA Process (national, regional and local newspapers) and site notice boards

STEP 2: Register I&APs and key stakeholders on the database (on-going)

STEP 3: Consultation with, and transfer of information to, I&APs through consultation, public meetings, focus group meetings and key stakeholder workshops

STEP 4: Record all comments, issues and concerns raised by I&APs within an issues trail, which will form an Integral part of EIA Reports

STEP 5: Invite I&AP comment and input on the draft Scoping and EIA reports (30-day comment period)

SAFARI-1, die bestaande isotoopproduksiereaktor wat op die Necsa Pelindaba-terrein geleë is, maak tans die ruggraat van die Suid-Afrikaanse isotoopproduksie uit. Suid-Afrika produseer tans 20% van die wêreld se molibdeen-99- en jodium-131-isotope wat vir meer as 100 000 verskillende mediese prosedures nodig is. Daar is net vier lande wêreldwyd wat hierdie isotope produseer. Die vraag na kernmedisyne is aan die toeneem vanweë die vermoë daarvan om kanker, hart- en ander siektes te diagnoseer. Daar is tans ‘n kritieke tekort wêreldwyd aan molibdeen-99 en jodium-131 as gevolg van die ongeskeduleerde sluiting van twee reaktors in Kanada en Europa. Necsa het sy produksie met 20% verhoog om die wêreldwye aanbod te handhaaf.

SAFARI-1-kernnavorsingsreaktor is in die 60’s gebou en het in April 1965 kritikaliteit bereik. In die vroeë 1990’s is dit omskep om as ‘n isotoopproduksiereaktor vir kernmedisyne gebruik te word. Tot dusver het dit ‘n uitstekende veiligheidsrekord en vandag is dit die wêreld se betroubaarste reaktor vir die produksie van medisyne. Deur dit te doen, en in ooreenstemming met regeringsbeleid, het Safari verseker dat die Suid-Afrikaanse publiek bekostigbare kernmedisyne kry vir die diagnosering en behandeling van kanker. Ervaring in die buiteland het egter getoon dat dit oorweeg moet word om reaktors van hierdie ouderdom oor die kort termyn te vervang aangesien dit tot tien jaar kan neem om 'n vervangende medisyneprodusende reaktor te bou. Om voorraadkontïnuiteit te verseker, oorweeg NECSA dit om ‘n klein medisyneproduserende reaktor te bou om die volgende doelwitte te bereik:

Om Necsa in staat te stel om ‘n betroubare verskaffer van mediese isotope aan die groeiende plaaslike en internasionale markte te bly en om 'n betroubare voorraad bekostigbare medisyne vir die opspoor en behandeling van kanker aan Suid-Afrikaanse pasiënte te verseker. Om die druk op die voortgesette bedryf van Safari te verlig sodat daar op ‘n verantwoordelike lewensiklusbestuursprogram besluit kan word en dit in werking gestel kan word.

Ingevolge die Wet op Nasionale Omgewingsbestuur, 1998 (Wet 107 van 1998) [WNOB] en gepaardgaande OIB-regulasies wat in Junie 2010 gepubliseer is, moet omgewingsmagtiging by die bevoegde besluitnemingsowerheid verkry word voor die aanvang van sekere gelyste aktiwiteite wat ‘n potensiele negatiewe invloed op die omgewing kan hê. Die beoogde oprigting van die TIPR en gepaardgaande infrastruktuur behels ‘n aantal aktiwiteite wat in die OIB-regulasies gelys word. ‘n OIB moet dus onderneem word om die vereiste omgewingsmagtiging by die Nasionale Departement van Omgewingsake (DOS) te verkry. Die beoogde oprigting van die TIPR behels onder andere die volgende gelyste aktiwiteite, volgens Goewermentskennisgewings No. R. 544-546 van WNOB:

Die TIPR sal deur laagverrykte uraan (LVU) standaardplaattipe brandstof aangedryf word en die TIPR sal ‘n maksimum kraglewering van 15 MW hê.

Die konstruksie van fasiliteite of infrastruktuur vir die opberging, of vir die opberging en hantering, van gevaarlike goedere, waar sodanige opberging plaasvind in houers met 'n gesamentlike kapasiteit van 80 maar hoogstens 500 kubieke meter.

‘n Voorgestelde toegangspad sal op die terrein gebou word vir die aflewering van materiaal en komponenente in groot maat by die beoogde TIPR-terrein.

Die oprigting van ‘n beoogde kerninstallasie, wat ‘n klein kernreaktor sal wees wat toegewy is aan die produksie van radioisotope, algemeen 'n Toegewyde Isotoopproduksiereaktor (TIPR) genoem.

Die reaktor sal 'n skoorsteen, ongeveer 65 m hoog, huisves wat emissies in die lug sal vrystel wat moontlik die nodige luggehaltelisensies sal vereis. Die uitsette van die skoorsteen sal aan ‘n Luggehalteimpakstudie onderwerp word.

en soos deur die bevoegde owerheid aangeneem; (dd) Terreine of gebiede wat ingevolge ‘n internasionale konvensie geïdentifiseer is; (ee) Kritieke biodiversiteitsgebiede (Terrestriële Tipe 1 en 2 en Akwatiese Tipe 1) soos geïdentifiseer in stelselmatige

biodiversiteitsplanne wat deur die bevoegde owerheid of in bioregionale planne aangeneem is. 2.

Omgewingsinvloedbepalingsproses

ARCUS GIBB (Edms) Bpk is aangestel as die onafhanklike Omgewingsbepalingspraktisyn (OBP) om ‘n OIB-proses te onderneem wat vir die beoogde projek vereis word.

Die OIB is ‘n wetgewende werktuig wat gebruik word om te verseker dat die potensiële invloed wat as gevolg van die voorgestelde ontwikkeling kan plaasvind, vermy of versag word. In die Suid-Afrikaanse wetgewing sluit die omgewing maatskaplike, ekonomiese en biofisiese aspekte in wat billik deur die OIB beoordeel moet word. Die OIB-proses word in twee fases verdeel, die Omvangbepalingsfase en die Invloedbepalingsfase. Die voorgestelde ontwikkeling is tans in die Omvangbepalingsfase van die studie.

Die Omvangbepalingsfase

Die doel van die Omvangbepalingsfase is -

om op die beoogde terrein ondersoek te doen en inligting in te samel ten einde ‘n begrip van die gebied te kry. om te bepaal wat die potensiële invloed van die beoogde ontwikkelingsaktiwiteite op die omgewing sal wees. om B&GP’s en bevoegde owerhede te identifiseer deur ‘n openbaredeelnameproses (ODP) te volg (Verwys na bladsy 4). om potensiële omgewingsinvloede deur ondersoek en ODP te identifiseer. om moontlike alternatiewe te beskryf en te beoordeel.

Invloedbepalingsfase

Gedurende hierdie fase sal alle kwessies en voorgestelde alternatiewe wat in die Omvangbepalingsfase geïdentifiseer is, beoordeel word en volgens hulle beduidendheid aangeslaan word. Waar nodig, word versagtingsmaatreëls aanbeveel om die beduidendheid van potensiële invloede te verminder. ‘n Omgewingbestuursprogram (OBP) sal opgestel word wat omgewingspesifikasies voorskryf wat gedurende die konstruksie- en bedryfsfase van die projek nagekom moet word. Soos met die Omvangbepalingsfase, is ODP ‘n integrale deel van die Invloedbepalingsfase.

Dit is belangrik dat toepaslike B&GP’s van die begin van die beoogde projek af geïdentifiseer en by die openbaredeelnameproses betrek word. Die insette wat van B&GP's ontvang word, maak 'n integrale deel van die OIB-proses uit en sal die besluitnemingsowerheid, DOS, ook met besluitneming help. Om doeltreffende openbare deelname te verseker, sluit die proses die volgende stappe in:

STAP 1: Adverteer die OIB-proses (in nasionale, streeks- en plaaslike koerante) en op kennisgewingborde op die terrein

STAP 2: Registreer B&GP’s en sleutelbelanghebbers op die databasis (deurlopend)

STAP 3: Raadpleeg B&GP's en dra inligting aan hulle oor deur middel van konsultasie, openbare vergaderings, fokusgroepvergaderings en werkwinkels vir sleutelbelanghebbers

STAP 4: Teken alle kommentaar, kwessies en kommer aan wat deur B&GP’s binne ‘n bepaalde spoor geopper word, wat ‘n integrale deel van OIB-verslae sal uitmaak

STAP 5: Nooi B&GP’s uit om kommentaar te lewer en insette te gee oor die Konsep- omvangbepalings- en OIB-verslae (30-dae-kommentaarperiode)
