Appendix C:
PRICING
Electronic Price Lists
Respondents must submit products, services, warranties, etc. in price list.
Prices listed will be used to establish the extent of a manufacturer’s product lines,
services, warranties, etc. that are available from a particular offeror and the pricing per item.
Media submitted for price list must include the respondents’ company name, name of the
Solicitation, and date on CD, DVD or Flash Drive (i.e. Pin or Jump Drives).
Please submit price lists and/or catalogs in electronic form only.
LABOR BASED PRICING
Provide billable rates for Houston, TX for each classification. On Attachment A, provide coefficients for each classification, for each metro area specified for each state. Each of these labor rates shall be fully burdened and will be set for regular working hours (Offeror shall describe these hours). Sub-contractor labor shall not be recognized. Each Offeror shall determine their sub-contractor’s labor rate as a prime labor classification. For example, an electrician’s labor rate shall be calculated based on the Offferor’s sub- contractor’s labor billable rate plus Offeror’s normal margins on sub-contractor labor. A per diem and over-time hours shall be set at a certain rate. The classification definitions shall be described in this RFP. Additionally, the hours for each task in a scope of work shall use a benchmark against an established data set (e.g.; RS Means or others) to ensure that the hours provided can be verified. Offeror should state the established data set the Offeror proposes to use. Each of these hourly tasks shall have a coefficient of labor against an established data set (e.g.; RS Means or others) city cost index by each respondent’s office(s), territories or district(s) to determine effectiveness of providing these tasks. Additionally a formula shall be established to adjust labor rates on a yearly basis.
If the Offeror does not choose to include a specific labor classification simply mark the line item as “NA”. Awarded Vendors will then be required to apply for approval from Region4 ESC prior to using an item marked “NA”.

Worker Classification Definition Sheet
Carpenter Worker who builds wood structures or structures of any material which has replaced wood. Includes rough & finish carpentry, hardware and trim
Carpet Layer/Floor Installer Worker who installs carpet and/or floor coverings-vinyl tile
Drywall/Ceiling Installer Worker who installs metal framed walls & ceilings, drywall coverings, ceiling grids and ceilings
Electrician Skilled craftsman who installs or repairs electrical wiring & devices. Includes fire alarm systems and HVAC electrical controls
Painter/Wall Covering Installation Worker who prepares wall surfaces & applies paint and/or wall covering, tape & bedding.
Plumber Skilled craftsman who installs domestic hot & cold water piping, waste piping, storm system piping, water closets, sinks, urinals and related work
Roofer Worker who installs roofing materials, Bitumen (asphalt & coal tar) felts, flashings, all types roofing membranes & associated products.
Not to Exceed Pricing
Region 4 ESC requests pricing be submitted as not to exceed for any participating entity.
Unlike fixed pricing the awarded Vendor can adjust submitted pricing lower if needed but,
cannot exceed original pricing submitted for Solicitation.
Vendor must allow for lower pricing to be available for similar product and service purchases.
Specific Pricing Terms
The cost per square foot to achieve Level 3 cleaning: _$ 1.90 .
The additional cost to achieve Level 2:$ 2.09 . (Use an additional sheet to identify the frequency of services. See APPA Level 2 Sheet at the end of this section.
Additional facilities management services can be provided at a cost per hour of:$ Negotiable depending on client project .

Explanation of Coefficient Pricing Per State
The coefficients were calculated based on GCA benchmarks coupled to statistics from 2016 RS Means Repair and Restoration plus Maintenance Titles and their associated trade labor rates. Essentially the coefficients take into
account city / zip code specific adjustment factors on installation rates and they also are a direct comparison against Houston Specific data.
Pricing Instructions
Offerors should complete the electronic Pricing Schedule indicating their Coefficients for the regions defined for each state (applicable to any work
within a 30 mile radius of the city hall for cities listed or the county courthouse of the metropolitan area indicated). Coefficients must be listed to the
fourth decimal plan (e.g. 1.204). Any offeror who does not provide a coefficient for each region may be considered nonresponsive.
Prices must include all services for the duration of this contract and must include all cost elements such as labor, overhead, profit, G&A expenses,
bond premiums, insurance, mobilization, contingencies, proposal estimating, taxes, materials, supplies, equipment, tools, permits, licenses,
subcontractor costs, quality control, management, transportation, supervision, and other associated costs to execute the construction projects
assigned under this contract for the base year and all option years. No allowances will be made for these costs after award and must be included in
the coefficients. For work outside of the 30 mile radius of the metropolitan region, base coefficients may be negotiated with the user and be
adjusted either up or down depending upon many of the factors indicated below which may be applicable.
Examples of factors that could affect coefficients, include:
• Agency Minority Business Subcontracting Requirements
• Distance from Metropolitan Region
• Sizes of Projects
• Availability of Labor
This list is not all inclusive. Offerors are also required to provide a list of factors in the Pricing Schedule which could impact their base coefficients for
areas outside of the 30 mile radius of the indicated metropolitan area.
Non‐Prepriced Items
Items of work not covered by the data set used in Appendix C: Pricing, Labor Based Pricing section of RFP document, but within the scope and general
intent of the contract may be negotiated and added to individual projects or to the unit price book at any time during the term of the contract.
Design Services
When an individual project requires more than incidental design, the costs for design services will be negotiated.
