APPENDIX 1 : DEVELOPMENT TIMELINE 1.1 Housing growth needs to be in line with the local supply of jobs and infrastructure provided before, or with development. This is
necessary both to protect existing communities from the negative impacts of development as well as to encourage appropriate behaviour and travel patterns from the outset.

APPENDIX 3 : MONITORING FRAMEWORK The monitoring framework seeks to ensure that the plan’s vision for Dartford in 2026 and the strategic objectives are met by continual review of progress towards planned targets and assessment of the impact and consequences of the plan’s policies. The process of monitoring and review will also provide an early indication of the need to take further action or actions by the Council or other partners to ensure that the plan’s objectives are met. See Risks and Contingencies paragraphs 6.7-6.13. The Core Strategy will be monitored and reviewed annually using a range of indicators to assess progress against the plan’s objectives and targets. The framework is also linked to monitoring requirements arising from the Sustainability Appraisal. Indicator findings will assist in monitoring the significant effects arising from the implementation of planning policies. The findings will be published in the Council’s LDF Annual Monitoring Report(AMR) which will identify causes where progress has been slow or where the implementation of policies have not resulted in anticipated outcomes. The AMR will propose actions to deal with the issues identified. In addition to the indicators identified in the monitoring framework below, other qualitative data will be used to provide a fuller understanding of progress being made in realising the vision and objectives of the Core Strategy. Assessment of the performance of the plan will also focus on the implementation of the Infrastructure Delivery Plan. This will provide the basis for ongoing monitoring of strategic infrastructure delivery and timescales required to underpin the level and pattern of development planned and to meet the strategic objectives of the Core Strategy. The Environment Agency has defined Source Protection Zones (SPZs) for 2000 groundwater sources such as wells, boreholes and springs used for public drinking water supply.
