Wildlife M-WL-E5 Bald eagle No activities, including timber harvest, biomass harvest, site
prep, or reforestation, within 5 chains of eagle nest. Human entry should be avoided during breeding season.
M-WL-E10 Bald eagle All activities, including timber harvest, biomass harvest, site prep, or reforestation, are seasonally restricted to 10/1-2/14. Triggered by presence of 10-chain eagle zone, restriction applies to entire stand, not just the 10-chain zone. Any reforestation activities desired outside of the restrictive period must be coordinated with district biologist.
M-WL-E20 Bald eagle All activities, including timber harvest, biomass harvest, site prep, or reforestation, are seasonally restricted to 10/1-2/14. Triggered by presence of 20-chain eagle zone, restriction applies to entire stand, not just the 20-chain zone. Any reforestation activities desired outside of the restrictive period must be coordinated with district biologist.
Plants M-PL-1 Northern bur-reed No activities such as timber harvest, road building, log
landings, skid trails, or any other major ground disturbing activity within a minimum of 75 feet of the plant populations.
M-PL-2 Cuckoo-flower No activities such as timber harvest, road building, log landings, skid trails, or any other major ground disturbing activity within 210 feet of the plant population

M-WS-1 RMZ Riparian Management zone (RMZ): Within the riparian management zone of all streams, lakes and openwater wetlands, retain a minimum of 60 square feet of basal area unless proactive management prescribes less than this amount.
G-WS -6 Near-bank RMZ Within the near-bank zone, minimize soil disturbance and avoid activities that may destabilize soils or add sediment to the water.
G-WS-7 Near-bank RMZ Within the near-bank zone, minimize mowing or any other activity involving intensive removal of understory vegetation.
M-WS-2 RMZ Protect existing snags > 4 inches dbh within treated areas.
M-WS-5 Near-Bank RMZ Avoid placement of group selections within the near-bank RMZ, favor single tree selection or planting only.
MFRC -WS-3 RMZ Minimize disturbance to other vegetation (such as brush or grass) within the RMZ where such vegetation provides primary shading, bank stability, and energy input. Keep equipment as far as practical from streambanks and approach at right angles to minimize equipment operation in the RMZ.
S-WS-9 Near-bank RMZ Within the near-bank RMZ, no harvest unless identified for riparian enhancement or maintenance as part of a proactive management silvicultural prescription.
Recreation G-REC-2 Dispersed sites and
trails Forest management activities will generally reflect recreation objectives while minimizing conflicts with recreation uses by:
a. Avoiding use of system trails for skidding logs b. Minimizing crossing skid trails over system trails c. Placing safety signing to warn recreationists of activities in an
area d. Piling slash and other logging debris out of view of recreation
sites and system trails e. Scheduling activities during low recreation use periods.

G-RTL-2 Trails During timber sale activities, combined use of roads or trails by logging trucks and motorized or non-motorized recreationist will generally be avoided when other routes are available.
S-TS-3
Trails (NCT) As soon as access use is completed, stabilize temporary roads and effectively close them to motorized traffic.
Visuals G-SC-1
Scenic Quality Temporary openings will be similar in size, shape, and edge characteristics to natural openings. Temporary openings will mimic a natural disturbance process typical for the area so that the opening appears to be a natural occurrence. Create harvest units that are similar to those edges found in the surrounding landscape.
G-SC-4
Scenic Quality Evidence of temporary activities (such as staking, paint, flagging, equipment maintenance, and staging areas) should be minimized or cleaned up immediately following project.
G-SC-5 All Stands in High SIO Log landings only
Scenic Quality Log landings should be screened if they can be viewed from travel ways, recreation sites and bodies of water with public access
G-SC-6 All Stands in high SIO
Scenic Quality If possible, high SIO areas, schedule mechanized activities during period of low recreation use if activities can be viewed from travel ways, recreation sites, and bodies of water with public access.
NNIS M-N-1 Apply the standard equipment-cleaning clause in the
timber contract for all harvest units with known invasive species of concern infestations. Where exotic invasive earthworms inhabit the same locations, this action would likewise aid in minimizing the potential spread of these species.
Soils G-S-3 Where steeps slopes are present: During harvest, if
possible follow contour of the slope. Avoid a continuous downhill path where water can channel.

MFRC-S-1
To control erosion and reduce the footprint of timber sale infrastructure: utilize existing roads, landings, and skid trails as much as possible; roads and landings should cover no more than 1-3% of treatment area (skid trails no more than 10-15%); rehab/stabilize soils on roads, landings, and skid trails when harvest is completed; and avoid heavy equipment operations on steep slopes (>35%) and use measures that control runoff and erosion as necessary.
G-S-2 Restrict activity to frozen soil at a depth of 4 inches or more.
G-S-6
Due to the nature and location of the treatment stands, access is generally restricted to winter frozen conditions only. Concerning access routes (roads and trails), cross only when necessary and when doing so, avoid wet depressional sites and use measures to remove water from road and trail surface.
MFRC-S-7 To maintain soil productivity, avoid excessive removal or displacement of the forest floor and organic-rich soil surface.
MFRC-S-8 Where biomass harvest may be utilized: to maintain soil
nutrients retain a minimum 20% of all tops and limbs from trees harvested and scatter throughout the stand.
MFRC-S-9 Do not remove stumps, roots, or other below-ground biomass. No removal of litter unless needed for site

Comment or issue Response to Scoping Comments
1. Sierra Club 1-1 Audrey The Agency proposes group selection harvests with
planting in order to promote ash stands that will be resilient enough to withstand the spread of EAB.
How successful has this strategy been in the past?
Results from an ash research project in Minnesota (which included group selection harvest and planting) are preliminary. The survival rates of seedlings planted in black ash stands after 3 years ranged from 4-76%, averaging about 34% (Palik, 2015). A Wisconsin trial in black ash included 1-acre group harvest plus planting mixed conifer and hardwood species. Two years after harvest, tamarack was deemed successful at about 3 feet in height. Northern white cedar, black spruce and yellow birch seedlings are noted as surviving, but records of growth are not available (WI DNR, 2013).
What kinds of forests has this strategy been used in?
Group selection harvests and planting have been used in black ash stands on the Chippewa National Forest (Palik, 2015) and multiple sites in Wisconsin (Matula, 2015). Selection harvests have been used in black ash stands in Itasca County (Cease, 2015), Aitkin County (Jacob, 2015), Beltrami County (Moore, 2015), and State of Minnesota lands (Segari, 2015).
Are there alternative methods that have been used to protect ash stands from EAB?
Insecticide options are available for individual trees, but it would be too costly to deploy them across entire forests. (Knight, 2014)

1-2 Audrey The Scoping Report states that an additional 96 acres will be planted or seeded without tree removal. Why will harvesting not be used in these areas? What tree species will be planted?
These acres will only be planted and will receive no harvest because existing density is low. All sites will be reviewed prior to implementation for site-suitable species (EA, Section 3.1.3). Species identified as possible for planting include hackberry, red maple, silver maple, swamp white oak, Northern white cedar, white spruce, black spruce, tamarack, yellow birch, paper birch, white pine, and balsam fir. If available, boxelder and cottonwood could also be planted. White spruce, black spruce, and cedar would be seeded in suitable stands (EA, p. 24).
1-3 IDT Millie How many miles of temporary roads will be built? Where will they be located?
There will be 12.6 miles of temporary roads built (EA, sections 1.4, 2.2.3 and table 2.6). Location of these roads are show in Appendix A on the maps.
2. North Country Trail Association 2-1 Ken & Greg VO
stand 5/157/12
Damage to the NCT trail tread resulting from equipment operation in the sale. It appears that the sale boundary crosses the NCT. Great care should be taken in implementing the sale to prevent damage to the NCT's trail tread.
Temporary damage and disruption to the North Country Trail shall be kept to minimum. Any damage to the trail will be repaired. The following management practices may be initiated to minimize damage and disruption to the Trail.
Timber harvesting activity will occur during winter when the ground is frozen or snow covered, thus reducing damage to trail. Non-winter harvesting activity will follow these standards: equipment will cross trails at 90 degrees; debris will be removed from trail tread prior to end of the days operations. Confidence markers will be replaced when damaged. Warning signs of timber activity will be posted at either end of section affected by operations. FS web site will post notice of timber activity. Closure and rerouting may be necessary. Area affected by timber operation is limited to 500 feet of trail.

Preventing OHV usage is even more critical as we just installed puncheon to the southwest of this stand. This puncheon would not withstand OHV use. Is there any way following this project to effectively block OHVs from getting close to the NCT on either of the two forest roads in the area?
Standard closure procedures will be followed to temporary roads and system roads; which includes’ berms, root balls, and other barriers, after operations are completed. Forest System Road 2084 is open to Highway legal vehicles only, Off highway vehicles are not permitted on this road.
3. MN - DNR 3-1 Barb/Chad
This is a timely and beneficial project that will provide information to help all forest managers in the upper Midwest. We also support the project goal of maintaining woody vegetation in these lowlands and replacing the hydrologic function that ash provides.
Thank you for your support.
4 LLBO – DRM – May 28, 2015 4-1 Tribal and consultation
We are requesting that the project be deferred because the long term impacts from this project are not being examined with enough detail. As an Anishinabe people we hold no beings (natural resource) higher than another and the contemporary issues of invasive species will not be easily mitigated because of its origins which is manmade. Please honor your trust responsibility and our request to defer this project until we have adequate time, information and resources to have any meaningful consultation.
A consultation meeting was held on June 11, 2015 to discuss issues with the project. At this meeting a tentative field visit date was set for July to review several ash locations. Thank you for meeting with us about this request and retracting your request after that meeting (PR, 2-27).

4-2 Your cover letter dated May 6th, 2015 stated that Leech Lake citizens are able to comment to make this a better management project. That statement should be followed with the notice that U.S. Forest Ash Diversity project will also have long term impacts to the resources of the Leech Lake Band of Ojibwe.
Tribal consultation and engagement occurred during meetings with DRM and LIC’s
4-3 We have official retracted our request for the project to be deferred with the understanding that there will be stands that get identified and will be deferred because of their cumulative impact.
We did review stand lists shared during scoping with new information available and this EA reflects acres removed (EA, p. 17). Any cumulative impact to resource areas is reported in Chapter 3 of this EA.
5 Inger Local Indian Council – August 10, 2015 5-1 There was an interest in fuelwood being made
available for tribal use as a result of the harvest in the project.
The Forest is working with the band on a firewood strategy; some wood from this project could be available as fuelwood depending on the outcome of that strategy.
5-2 They expressed interest in notification on the progress of the project and notice of implementation startup.
We will arrange to attend meetings as the progress continues and notice of earliest possible implementation would be identified in the draft and final decision notice in the future.
6 S Lake Local Indian Council – July 20, 2015 6-1 Would there be any fuelwood available for tribal
members? The Forest is working with the band on a firewood strategy; some wood from this project could be available as fuelwood depending on the outcome of that strategy.
7 Kego Lake Local Indian Council – July 1, 2015 7-1 How or who would be planting the sites after
harvest? Would there be a possibility of Tribal members getting work?
Planting would be accomplished by a contracted crew. The Forest does continue to work with the LLBO temporary employment (TEP) to provide employment opportunities.
7-2 Would there be ash wood available for tribal members?
After implementation is completed and all contracts are closed, wood left on these sites may be available. The Forest is also working with the band on a firewood strategy; some wood from this project could be available as fuelwood depending on the outcome of that strategy.
