1. Sierra Club 1-1 Audrey The Agency proposes group selection harvests with

planting in order to promote ash stands that will be resilient enough to withstand the spread of EAB.

How successful has this strategy been in the past?

Results from an ash research project in Minnesota (which included group selection harvest and planting) are preliminary. The survival rates of seedlings planted in black ash stands after 3 years ranged from 4-76%, averaging about 34% (Palik, 2015). A Wisconsin trial in black ash included 1-acre group harvest plus planting mixed conifer and hardwood species. Two years after harvest, tamarack was deemed successful at about 3 feet in height. Northern white cedar, black spruce and yellow birch seedlings are noted as surviving, but records of growth are not available (WI DNR, 2013).

What kinds of forests has this strategy been used in?

Group selection harvests and planting have been used in black ash stands on the Chippewa National Forest (Palik, 2015) and multiple sites in Wisconsin (Matula, 2015). Selection harvests have been used in black ash stands in Itasca County (Cease, 2015), Aitkin County (Jacob, 2015), Beltrami County (Moore, 2015), and State of Minnesota lands (Segari, 2015).

Are there alternative methods that have been used to protect ash stands from EAB?

Insecticide options are available for individual trees, but it would be too costly to deploy them across entire forests. (Knight, 2014)

1-2 Audrey The Scoping Report states that an additional 96 acres will be planted or seeded without tree removal. Why will harvesting not be used in these areas? What tree species will be planted?

These acres will only be planted and will receive no harvest because existing density is low. All sites will be reviewed prior to implementation for site-suitable species (EA, Section 3.1.3). Species identified as possible for planting include hackberry, red maple, silver maple, swamp white oak, Northern white cedar, white spruce, black spruce, tamarack, yellow birch, paper birch, white pine, and balsam fir. If available, boxelder and cottonwood could also be planted. White spruce, black spruce, and cedar would be seeded in suitable stands (EA, p. 24).

1-3 IDT Millie How many miles of temporary roads will be built? Where will they be located?

There will be 12.6 miles of temporary roads built (EA, sections 1.4, 2.2.3 and table 2.6). Location of these roads are show in Appendix A on the maps.

2. North Country Trail Association 2-1 Ken & Greg VO

stand 5/157/12

Damage to the NCT trail tread resulting from equipment operation in the sale. It appears that the sale boundary crosses the NCT. Great care should be taken in implementing the sale to prevent damage to the NCT's trail tread.

Temporary damage and disruption to the North Country Trail shall be kept to minimum. Any damage to the trail will be repaired. The following management practices may be initiated to minimize damage and disruption to the Trail.

Timber harvesting activity will occur during winter when the ground is frozen or snow covered, thus reducing damage to trail. Non-winter harvesting activity will follow these standards: equipment will cross trails at 90 degrees; debris will be removed from trail tread prior to end of the days operations. Confidence markers will be replaced when damaged. Warning signs of timber activity will be posted at either end of section affected by operations. FS web site will post notice of timber activity. Closure and rerouting may be necessary. Area affected by timber operation is limited to 500 feet of trail.

Preventing OHV usage is even more critical as we just installed puncheon to the southwest of this stand. This puncheon would not withstand OHV use. Is there any way following this project to effectively block OHVs from getting close to the NCT on either of the two forest roads in the area?

Standard closure procedures will be followed to temporary roads and system roads; which includes’ berms, root balls, and other barriers, after operations are completed. Forest System Road 2084 is open to Highway legal vehicles only, Off highway vehicles are not permitted on this road.

3. MN - DNR 3-1 Barb/Chad

This is a timely and beneficial project that will provide information to help all forest managers in the upper Midwest. We also support the project goal of maintaining woody vegetation in these lowlands and replacing the hydrologic function that ash provides.

Thank you for your support.

4 LLBO – DRM – May 28, 2015 4-1 Tribal and consultation

We are requesting that the project be deferred because the long term impacts from this project are not being examined with enough detail. As an Anishinabe people we hold no beings (natural resource) higher than another and the contemporary issues of invasive species will not be easily mitigated because of its origins which is manmade. Please honor your trust responsibility and our request to defer this project until we have adequate time, information and resources to have any meaningful consultation.

A consultation meeting was held on June 11, 2015 to discuss issues with the project. At this meeting a tentative field visit date was set for July to review several ash locations. Thank you for meeting with us about this request and retracting your request after that meeting (PR, 2-27).

4-2 Your cover letter dated May 6th, 2015 stated that Leech Lake citizens are able to comment to make this a better management project. That statement should be followed with the notice that U.S. Forest Ash Diversity project will also have long term impacts to the resources of the Leech Lake Band of Ojibwe.

Tribal consultation and engagement occurred during meetings with DRM and LIC’s

We did review stand lists shared during scoping with new information available and this EA reflects acres removed (EA, p. 17). Any cumulative impact to resource areas is reported in Chapter 3 of this EA.

available for tribal use as a result of the harvest in the project.

The Forest is working with the band on a firewood strategy; some wood from this project could be available as fuelwood depending on the outcome of that strategy.

5-2 They expressed interest in notification on the progress of the project and notice of implementation startup.

We will arrange to attend meetings as the progress continues and notice of earliest possible implementation would be identified in the draft and final decision notice in the future.

Planting would be accomplished by a contracted crew. The Forest does continue to work with the LLBO temporary employment (TEP) to provide employment opportunities.
