1. Description of Proposed Development

The proposal is for the conversion of the first and second (attic) floor of the existing 2 storey listed

located to the north of the site and 2no. 4 storey apartment buildings directly adjacent and to the

rear of the site.

HED Historic Buildings are content with the proposal.

8. Representations Consideration

No letters of support or objection have been received to date.

9. Planning Assessment and Other Material Considerations

Section 6 (4) of The Planning Act (Northern Ireland) 2011 requires the Council to make planning

decisions in accordance with the local development plan, unless material considerations indicate

otherwise. The site is located within the Central Area of the City in an area identified for mixed

use as designated in Map 3 of the Derry Area Plan 2011. The site contains a Grade B2 listed

building, is adjacent to another listed building and within an archaeological site. This proposal has

therefore been assessed against the policy framework listed in paragraph 6 and all other material

considerations including consultation responses.

The existing workhouse building is a Grade B2 listed building and is located within the same

grounds as the former Admissions building, which is also Grade B2 listed. The ground floor of the

building currently accommodates the Waterside Library. The two upper floors housed the

Workhouse Museum until its closure in 2014. The proposal is for the conversion of these upper

floors to provide 6no. duplex apartments. There only alterations to the exterior of the building

are small velux windows on the rear roof and new door openings on the side stairwells. New stud

walls and spiral staircases will be provided inside the building to convert the former museum space

to apartments. These works will respect the essential character of the listed building and the

setting of the adjacent buildings. Both HED Historic Buildings and Historic Monuments are content

with the proposed scheme. The conversion and re-use will secure the retention and upkeep of

this important listed building. The proposal is considered acceptable in accordance with Policies

BH 7, BH 8 and BH 11 of PPS 6 and BE 2 of DAP 2011.

10. Conclusion and Recommendation

Having considered all material considerations, including the development plan, relevant planning

policies, consultations etc. approval is recommended.

11. Conditions

1. The works hereby permitted shall be begun not later than the expiration of 5 years beginning

with the date on which this consent is granted.

Reason: As required by Section 94 of the Planning Act (Northern Ireland) 2011

2. Details and sections at a minimum scale of 1:20 shall be forwarded to and agreed in writing

with Historic Environment Division prior to works commencing on site to indicate how the

proposed WC will close off the landing area associated with the adjacent existing staircase,

including balustrades and handrails, without impact on the existing timber features within Flat

03 and Flat 04.

Reason: To protect against the changes required to the fabric of the building that would cause

damage to and or result in the destruction of features of special interest.
