1. INTRODUCTION

1.1 This Technical Specification defines the requirements of the Contract with respect to design, manufacture, procurement, supply, fabrication, construction, installation, inspection, testing, pre commissioning, commissioning and performance testing of Jurassic Production Enhancement facility in North Kuwait (NK) for processing and handling of sour well fluids from Jurassic Wells viz. Raudhatain (RA), Dhabi (DA), Sabriyah(SA), North West Raudhatain (NWRA) and Umm Nigah (UN) of Middle Marrat (MM) and Najmah-Sarjelu (NS) Reservoirs and all the related works as specified in this document. The Jurassic Production Enhancement facility has also been referred as Facility in this document and other documents of the Contract.

1.2 The Facility shall be built for processing and handling of Fourty Thousand Barrels of Stock Tank Oil Per Day (40 STMBOPD), associated Sour Gas of one hundred and four two hundred and eight Million Standard Cubic Feet per Day (104 MMSCFD) with maximum inlet H2S concentration of 5% (mole) and CO2 concentration of 3% (Mole) with suitable design margins as specified in relevant sections of Technical Specification.

1.3 The objective of Facility is to enhance the oil and gas production and to meet the oil and gas production targets with zero flaring and environmental compliance to approved EIA Report by Superintendent of Contract.

1.4 The Contractor shall provide and meet the Company’s requirements as detailed hereunder in this Technical Specification, drawings and documents in accordance with the Contract.

1.5 The Contractor’s scope include all the works, services, supply of materials, labor or equipment as indicated, within these specifications.

1.6 The description of the works in this technical specification shall be without prejudice to the requirements of the General Conditions of Contract. The entire scope of the project shall be the sole responsibility of the Contractor.

1.7 The Contractor shall employ KOC Standards, recommended international standards for sour hydrocarbon processing, proven engineering practices, procedures, judgments and techniques to build functionally efficient, safe and trouble free Facility.

1.8 Location and layout of the Facility, tie ins to the Company’s flow lines, fuel gas inlet, crude oil export lines, gas export outlet, inlet brackish water pipeline, well flow lines, treated effluent water pipelines and all other works shall be as described in the Technical Specifications.

1.9 The Contractor shall execute the works in such a manner that all the Services shall be

completed in all aspects and the Contractor shall deliver within schedule a complete project to meet the overall project requirements with no shortfalls. The Contractor shall make all the efforts in his design, construction, scope of supply, etc. to provide and install all the required equipment considered necessary for operation of this New Sour fluid handling Facility in order to deliver and meet the Company’s requirements, irrespective of the fact whether it is specified in the Contract in the detailed requirements, or not.

1.10 The Technical Specification comprises two parts, as follows:

1.10.1 Technical Specification Part I - General

1.10.2 Technical Specification Part II - Technical

1.11 Any modification or deviation from the KOC standard and process shall be highlighted by the contractor and it is subject to the KOC superintendent approval

2. SPECIFIC REQUIREMENTS OF THE FACILITY2.1 The Facility shall be installed in Jurassic Gas fields as indicated in the relevant

reference drawings attached to the technical specification.

2.2 The Facility shall have the various processing/ treatment systems like production Gas Oil Separation, Oil Dehydration & Desalting, Oil Stabilization, crude metering & export, Gas compression, Gas Sweetening, Gas Dehydration, Total Acid Gas Incinerator, Gas metering & export and disposal etc. with associated utility & auxiliary systems.

2.3 All the materials used for Facility shall be brand new and suitable for highly corrosive sour services and shall comply with NACE – MR – 0175 / ISO 15156 and NACE – TM – 0284 & NACE-TM-0177 (latest Editions). All equipment and piping in contact with process fluids shall be suitable for a highly saline corrosive environment and sour service.

2.4 The Contractor shall design, install, test & commission the following tie-ins (as a minimum) from/to the Facility to well flow lines & pipelines laid under other projects by the Company. All connections & tie-ins to / from the Facility (along with associated electrical and instrument works as indicated in the reference drawings) shall be carried out by the Contractor.

2.4.1 Well flow lines from RA, UN, DA,NWRA, SA to the inlet production header as well as Test headers of the Facility.

2.4.2 Fuel gas inlet line to the Facility.

2.4.3 Brackish water inlet lines from Source Wells / company designated tie-in point to the Facility

2.4.4 Crude Oil export pipeline from the Facility.

2.4.5 Treated sweet gas pipeline from the Facility.

2.4.6 Treated effluent water outlet pipelines disposal well / company designated points /lines.

2.5 All the equipment shall be procured from internationally reputed vendors with proven experience in similar installations with a prior approval from Company or from KOC approved vendor list.

2.6 The Contractor’s scope shall also include, but not limited to the following:

2.6.1 Electrical power generation and power distribution inside and outside the Facility as necessary. Contractor can use treated gas for power generation purposes.

2.6.2 Control Building shall be provided with dedicated Fire Detection and Alarm System (FAP) with MIMIC Panels covering all the rooms. The FAP shall support with Automatic Emergency Dialing and texting information to the Company Fire/Emergency line. The Smoke Detectors, Manual Call Points, Heat Detectors (for subfloor spaces and above suspended ceilings.), Hydrogen Detectors and heat detectors (for Battery Room), H2S and Hydrocarbon Detectors (for HVAC) and Buzzer/Strobes/beacons etc. shall be connected to dedicated Fire Detection and Alarm System. All Detectors shall be addressable and it shall be connected through Mineral Insulated Cable (MICC).

Contractor shall consider an option for using the spare space (one floor) available in EPF-50 control room (by other projects). Any modification / other requirements in the EPF-50 control room to utilize for Production Enhancement Facility shall be included in Contractor scope as optional price.

2.7 All the Design and Engineering works shall be carried out by an internationally reputed organization, experienced in design of similar Facilities. Design and Engineering Service Consultants shall be selected from the Exhibit 13, Category (67)-Engineering Services Consultants for Oil and Gas Projects. Further to this Consultants shall have enough Sour Gas Treating experience. Contractor shall propose the design and Engineering sub-contractor for Company’s review and approval.

2.8 Sub-Contractor for civil, mechanical, structural, instrumentation, electrical, LAN & Telecom works, Cathodic protection and HVAC works as specified in TSP-II shall be from Company approved list.

3. CONTRACTOR’S SERVICES

3.1 The Contractor shall provide all necessary fully qualified and experienced personnel to interface with the Company and manage the Services.

3.1.1 Provide a fully qualified and experienced Project Manager acceptable to the Company who shall not be changed without prior written consent of the Company. The Project Manager shall be a Graduate Engineer (Mechanical or Chemical) from a reputed Institution with minimum 15 Years’ experience in handling Oil and Gas Projects, out of which, 5 years’ experience shall be in handling sour Oil and gas Projects. Contractor shall submit the relevant documents of the proposed candidate for Company review and approval prior to mobilization.

3.1.2 Establish an organization acceptable to the Company fully capable of performing the Services. Organizational Charts shall be provided to the Company as specified, in the Contract.

3.1.3 Develop and provide to the Company an acceptable execution plan which shall clearly illustrate the Contractor's understanding of the Services and the timely completion of the Facilities. This Plan shall include complete Coordination Procedures within the Contractor's organization and with the Company for each phase of the Service.

3.1.4 Provide a project control team which shall develop the necessary schedules and plans for all phases of the Services and accurately monitor progress against the schedules and plans. The team shall co-ordinate with the Company's project controls team to ensure compatibility of reporting with the prevailing systems that of the Company at the time of project implementation.

3.1.5 Prepare monthly progress reports for presentation to and discussion with the Company. The reports shall highlight all critical issues.

3.1.6 Responsibility for management of its vendors, manufacturers and subcontractors as necessary to achieve expeditious completion of the facilities in accordance with the Contract.

3.1.7 Assist the Company in the coordination with other Company's Contractors whose scope of work directly relates to the Contractor's works.

3.2 The Contractor shall be responsible for all the Services that are required for complete construction, installation and commissioning and testing of the facilities as per the Contract. The following services, as a minimum, shall be included in his scope:

Project Planning, Coordination, Controls and Management Services. Design & Engineering Services.

Commissioning and performance testing

3.2.1 Health, Safety and Environmental (HSE) Services including obtaining the required Kuwait Environment Protection Authority (EPA) approvals. The Contractor’s HSE Services shall be in full compliance to Company HSE Policy & Procedures.

3.3 In addition to the above services, the Contractor shall be responsible to provide all other types of services such as site office for the Company, necessary staff to maintain all types of reports and records and other services necessary to fulfill its obligations under the Contract.

4. STANDARDS/CODES AND REGULATIONS

4.1 All equipment and systems shall be as per prevailing Company Standards and or International codes and standards. Relevant Company Standard and international standard (as a minimum) is listed in Appendix 3 to this Technical Specification for reference.

The latest edition of codes mentioned above at the Date of Tender shall be applicable unless agreed or mentioned otherwise.

5. STUDIES BY CONTRACTOR

5.1 The Contractor shall be responsible for the carrying out various studies and submission of reports for all the studies as specified in the Technical Specifications included in the Contract. The studies shall include (but not limited to):

5.1.1 All studies and procedures as required by the Company’s Health, Safety, Environment Management System (HSEMS) including development of project HSE plans at various phases of the project in accordance with Project Handling Procedure, KOC-GE-048 as applicable and shall be approved by Company.

5.1.2 In view of handling sour reservoir fluids with high H2S concentration at elevated pressures, all the studies related process hazard analysis like HAZID, HAZOP, SIL, EIA, QRA etc. along with Project Health Safety and Environmental Reviews (PHSER) shall be conducted by Contractor and approved by Company.

5.1.3 The Contractor through a Company approved third party shall conduct Hazard Identification (HAZID) Study and Quantitative Risk Assessment (QRA) including blast / explosion impact assessment Study for the Scope of Work under the project. Summary of the HAZID/QRA reports as well as detailed report shall be submitted to the Company for review.

HAZID/QRA studies shall be carried out by a company independent third party firm from KOC list of Approved Safety Consultancy Services Companies. The Contractor shall comply with Guideline for HSE procedure for Risk Assessment DOC. № KOC.SA.018 for QRA.

The Contractor shall implement final recommendations arising out of the HAZID/QRA reports as a part of Project SCOW.

5.1.4 Fire Zone identification & Fire & Gas Detection Study

The Contractor with the assistance of Risk analysis specialist and F&G system supplier shall carry out a detailed study to identify Fire/ Gas zones of the Plant and to finalize F&G Detection requirements and locations. This study shall be carried out as per prevailing norms of the Company, International Standards and Best Practices adopted in the oil & gas industry. The relevant basis of the study shall be approved by the Company prior to the start of the study.

5.1.5 The Contractor shall perform a process system HAZOP analysis of the completed design of the new facilities including all significant vendor packages. The analysis shall be in full compliance with the industry practice and shall be performed by a team of knowledgeable personnel in process design, mechanical design, engineering, operations, instrumentation and control systems, maintenance and other specialties as deemed appropriate. HAZOP Study and procedure shall comply to Company Standards KOC-GE-021 (HAZOP Study Procedure) and KOC-L-017(KOC RP for HAZOP Studies for guidelines).

The HAZOP Team leader shall be a third party independent of the Contractor’s organization and he shall be an employee of KOC Approved Safety Consultancy Services Company. Representatives of the Company, the Contractor’s project team and where necessary, vendor representatives shall be required to participate in the HAZOP studies. CVs of the HAZOP Team Leader and Contractor’s key personnel who will be participating in the HAZOP review shall be submitted to the Company for approval.

The Contractor shall submit a detailed program of HAZOP review well in advance to enable the Company make necessary arrangements. The final report shall be completed before of Approved for Construction issue of the drawings.

Company shall also have right to participate in the HAZOP Study. All the recommendations of HAZOP study shall be implemented in the design and

construction stages of the project as a part of Project SCOW.

5.1.6 The Contractor shall conduct Safety Integrity Level (SIL) reviews for the Safety Instrumented Functions whenever required by HAZOP report recommendation. The Contractor shall engage the services of a Third Party Functional Safety Consultant in accordance with KOC-SA-008: Procedure for establishment of SIL for SIF, KOC standard KOC-I-017: “KOC Recommended Practice for Implementation of Safety Instrumented Functions (SIF). Basis of SIL study shall be reviewed and approved by Company. The Contractor shall provide all relevant documents and participate with appropriate specialists (including vendors and licensors) as required.

Company shall also have right to participate in the SIL Study. All the recommendations of SIL study shall be implemented in the design and construction stages of the project as a part of Project SCOW.

5.1.7 Contractor shall not later than 30 days prior to commencement of Site construction activities, provide to the Company a detailed Environmental Impact Assessment regarding the proposed construction / commissioning activities for the Company’s approval. The Environmental Impact Assessment (EIA) shall be performed by an independent third party selected from the list of registered firms with State of Kuwait Environment Public Authority (KEPA) / Company.

Recommendations on EIA Report, as applicable for the project shall be implemented by the Contractor. Contractor shall note that site construction activities of the project scope cannot be started without obtaining the approval from Superintendent of the Contract.

The Contractor shall comply with KOC.EV.001, KOC.EV.002 & KOC.EV.003 for carrying out EIA for the project. EIA shall also include the extent of Scope and agency coordination with EPA (determines the appropriate level of study and identifies the issues and concerns that will be the focus of the study effort).

The study shall include:

a) A register of significant environmental sensitivities;b) A register of sources and amount of significant wastes and emissions, which

will be produced during construction, commissioning and operation of the Facilities;

c) A description of the means by which the design minimizes amounts of wastes and emissions.

5.1.8 The Contractor shall conduct Project Health, Safety & Environmental Reviews according to Company’s HSE procedure KOC-GE-050 for several of stages of project as applicable. The Contractor shall provide all relevant documents and participate with appropriate specialists (including vendors and licensors) as required by the

Company.

The PHSER Chairman shall be a third party independent of the Contractor’s organization and from KOC list of Approved Safety Consultancy Services Companies.

5.1.9 Piping Stress Analysis of above ground lines as per ASME B31.3 and submit a summary report together with detailed computer print outs for Company’s review. The Contractor shall finalize the locations, types, details of pipe supports, racks, guides & anchor points to ensure that the exerted forces, moments & stresses, are within specified limits.

5.1.10 “Maintenance and Accessibility” review of the Facility and ensure that the design incorporates suitable access for operation, plant ergonomics and maintenance of the Facilities that minimizes downtime and allows safe maintenance activities with the minimum dismantling of associated equipment and piping systems.

5.1.11 Flare radiation and ground level concentration, H2S/SO2 dispersal and emission studies for the flares and burn pits and establish that the footprint of the radiation level and ground level concentrations of toxic gases do not exceed the limit specified by API / OSHA / EPA whichever is more stringent.

5.1.12 Equipment spacing & layout shall be carried out based on Risk Analysis, operability and Maintainability criteria, which shall be reviewed and approved by Company.

5.1.13 The Contractor shall provide their own UNISIM/FLARENET/PROMAX fully editable simulation model for the design cases of the Facility which shall be made available to Company during the design stage.

5.2 The Contractor shall furnish written assurances to the Company during the project execution that the relevant engineering analysis / studies and safety studies have been carried out and that the results of the same have been implemented in the project.

6. DELIVERABLES, DOCUMENTATION AND SUBMITTALS

6.1 The documents and submittals shall be submitted by the Contractor in accordance with Attachment 7 of Technical specification for Company’s review and approval.

The Contractor shall review Vendor/Sub contractor Documents/Drawings before submitting the relevant documents to the Company for review and approval or information as applicable. The evidence of his review shall be indicated on the submitted document /drawing. The Company will not review any Vendor/Sub contractor Documents/Drawings without Contractor’s prior review of the same.

The Company reserves the right to comment on the above documents within 14 days.

Company’s comments shall be resolved and incorporated by the Contractor at no extra cost or time impact to the Contract. The Company reserves the right to visit Contractors design office and participate and review the above documents

6.2 The Contractor shall develop all the project drawings and documents based on his engineering, site surveys and expertise.

7. CLIMATIC AND SERVICE CONDITIONS

7.1 The equipment, facilities and materials installed under this project shall be suitable for continues service at the desert location under high ambient temperatures and humidity. For environmental conditions refer to KOC Standard for Basic Design Data (KOC-G-007 Rev. 2) which provides the detailed design information regarding the environmental, site and utility conditions prevailing throughout the Company facilities.

7.2 The Site is generally in desert terrain and the atmosphere is highly dusty and corrosive (with H2S presence in traces and not to exceed 20 ppm).

8. GENERAL SITE INFORMATION

8.1 Field Verification, Site Surveys, Slit Trenching and Rerouting

8.1.1 Contractor shall conduct his own detailed topographical surveys to confirm the Facility location prior to any detailed design work. The survey shall cover all the existing services and facilities in the vicinity & within the work areas including those services and facilities which need to be rerouted, protected and/or sleeved.

8.1.2 The Contractor shall review all information provided in the Contract documents and identify all necessary additional information required. The Contractor shall be responsible for all field verifications and necessary information gathering, including but not limited to the extent of verifications required to execute the works in a professional manner, and based on good engineering and construction practices.

8.1.3 The Contractor shall manually excavate exploratory slit trenches at all work areas and wherever deemed necessary to check presence of existing underground services/facilities prior to commencement of any construction. Additional slit trenching, if required shall be performed by the Contractor following Company approval, to the extent necessary, to locate underground services within the facilities’ locations, and to facilitate the laying of underground power, control and fiber optic cables and other underground assets required for the Contract. Slit trenches shall be minimum 1.0 meter wide and 1.5 meters deep. In some locations the Contractor may have to excavate deeper in order to locate the existing services.

8.1.4 If any existing underground utilities/services are present, Contractor shall submit his proposal for rerouting/protection works for company review and approval prior to execution of rerouting works. The clearance requirements and protection of buried services shall be in accordance with the requirements of Company Standard KOC-L-002.

8.1.5 The Contractor shall carry out soil investigation works to ascertain the properties of existing soil and determine the existence of ground water table at all required locations as deemed necessary based on guidelines provided in the Company Standard KOC-C-003. The Contractor shall submit his soil investigation report for the Company’s review and approval. The Contractor’s design shall be based on his approved soil investigation report.

8.1.6 The Contractor shall be responsible for removal, transportation and treatment/disposal of hazardous wastes including contaminated soil (defined as soil having hydrocarbon content greater than 1% by weight) encountered during the course of works, at the Solid Waste Treatment Plant in Shuaiba Industrial Area in accordance with KOC HSE and HSEMS procedures and the applicable statutory guidelines of Kuwait Public Authority of Industry and Kuwait Environmental Public Authority (KEPA).

8.1.7 The Contractor shall consider in the Scope of Work the necessary due allowance for shoring the sides of the excavation and dewatering the accumulated water “whether because of rain water or the underground water table” that may occur during the course of works. The shoring and dewatering shall include but not limited to; excavation of trenches and construction of underground pits, foundations, etc., The works shall also include the disposal of oil spills, if any, in an appropriate manner in accordance with KOC HSE and HSEMS procedures and the applicable statutory guidelines of Kuwait Public Authority of Industry and Kuwait Environmental Public Authority (KEPA) without any cost impact to the Company

8.1.8 Contractor shall check the available tie in points which are to be used and shall perform a total comprehensive installation. The location of the tie-in points shall be agreed with the Company beforehand.

8.2 The Contractor shall comply with the Work/Excavation Permit system including, but not limited to clearly stating on the Work Permit Requests, the extent of Services to be carried out such as, the opening of existing process lines, etc., and the Contractor shall obtain the Superintendent’s clearance to proceed after depressurizing, draining and isolating any line by blinding off, etc.

8.3 The Contractor shall not open or disconnect or cut any valve or line by unbolting or unscrewing or cutting piping components until the Superintendent’s Representative has identified it as available and has advised on the depressurizing and draining procedure.

8.4 The Company’s Fire & Safety Regulations shall be strictly applied during the work, and Permits shall be signed-off by the Contractor and the Company upon completion

of the works.

8.5 Work Permits

8.5.1 The appropriate permit shall be obtained before any work commences. A copy of valid permits shall be available on Site with the Contractor’s supervisor at all times during execution of the works.

8.5.2 Work Permits shall be valid for the duration mentioned therein.

8.5.3 If work has not started or has stopped for any period, due to safety considerations, the Work Permit must be re-validated by the issuing authority before work is started or resumed.

8.5.4 If work has not started or has stopped for over two (2) hours for other than safety consideration, the person in charge of the work must surrender the Work Permit and take out a fresh Work Permit before the work shall be resumed.

8.5.5 If work is not completed during the time for which the Work Permit was issued, the person responsible for performing the work must have it revalidated.

8.5.6 Non-compliance with the requirement of protective equipment specified in Section 5C of the Work Permit shall render the Work Permit null and void.

8.5.7 Excavation Notification

Within a hazardous area, an excavation permit is required for all excavations regardless of depth. For excavations, outside a hazardous area, an excavation permit is required for excavations deeper than 500 mm. Other appropriate work permits shall be obtained prior to start of excavation.

8.5.8 Cold Work Permit

A cold Work Permit must be obtained for all general work of a maintenance nature on plant and equipment that does not involve activities related to Hot Work.

8.5.9 Hot Work Permit

A Hot Work Permit shall be required for any work to be carried out in a restricted or hazardous area involving the use of a local source of ignition capable of igniting flammable gases, liquids or any other materials. Examples are welding, burning, grinding, blasting, soldering, any open fire work, use of certain non-explosion proof equipment, vehicle entry, opening up of electrical equipment in gaseous atmosphere.

Some of the locations involve agencies like Ministry of Electricity and Water (MEW), Ministry of Communication (MOC) other than the Company, and the Contractor shall liaise with these to perform the Works.

8.7 Site Cleanup and House Keeping

8.7.1 The Contractor shall be totally responsible for removing all the debris and disposing of all excavated materials, (except for backfilling purposes) that requires removal from site(s) to an approved disposal area. The Contractor shall be totally responsible for cleaning up all of the construction areas and reinstating them to the complete satisfaction of the Company after the completion of the works.

8.7.2 Contractor shall also on a regular basis and daily as a minimum keep the area clean and free of obstructions to ensure safety and access during the course of the works.

8.7.3 The Contractor shall follow the Company’s waste management procedure.

9. SIGNBOARD

The Contractor shall provide and erect a temporary signboard at site, which shall give the following information in Arabic and English:a) Company name and logob) Project title and Contract numberc) Contractor’s name and telephone numberd) Commencement datee) Completion datef) Telephone number of the office of the Superintendent of the Contract

Prior to the provision of the Signboard, the Contractor shall submit for the approval of the Superintendent’s Representative the proposed detailed design including layout, colors, size, foundation and support details, materials to be used and proposed location on Site for the same. The design of the Signboard shall be in general as per the relevant KOC Standard Drawing (Dwg. № 55-02-05). The Signboard shall not be erected until the Superintendent’s Representative has given the written approval of the design. The Contractor shall maintain the signboard in good condition during the Contract Period or extension thereof. Upon expiry of the Contract, the Contractor shall promptly remove the signboard from the Site.

10. UNITS AND DIMENSIONS

Regardless of the units used by the Company in stating the requirements or providing information, the Contractor shall present all calculations, documents and drawings in accordance with the following table for the entire project:
