1.ObjectivesoftheProgram
Kapi`olaniCommunityCollege(KapCC)proposestodevelopanAdvancedProfessionalCertificate(APC)inInformationTechnology(IT)thatwillarticulatetoaBachelor’sofAppliedScience(BAS)withaConcentrationinInformationTechnologyattheUniversityofHawai‘iWestO‘ahu.Thisprogramwillprovidestudentswithcareer‐ladderedopportunitiesinthemultifacetedfieldofInformationTechnology.
WhiletheUniversityofHawai‘isystemprovidesthestatewithentry‐levelworkersintheITfieldthroughitsmanyAssociateinScience(AS)inITandComputing,ElectronicsandNetworkTechnology(CENT)programs,thereisaseriousshortfallinprovidingqualified,diversifiedITworkerswithbaccalaureatedegreesandappropriatehands‐ontraining.By2012,itisprojectedthestatewillneedapproximately400ITworkerswithbaccalaureatedegreeswhileonlyproducing139usingexistinghighereducationresources(SeeSection2belowandAppendixA:StateData).
TheproposedAPCinITwillprovidethe3rdyearITtechnicaltrainingfollowingtheAssociationforComputingMachinery(ACM)guidelinesforITbaccalaureateprograms.Theproposedcertificatewillbuildontheexistingtwo‐yeardegree’sfoundationinthreemajorITpillars(programming,networking,anddatabasesinfusedwithelementsofthehuman‐computerinteractionpillar)bypushingoutprogrammingandnetworkingandestablishingastrongWebsystemspillar,allinfusedwithelementsofthehuman‐computerinteractionpillar.

Kapi‘olani’sAPCinITisalsoinalignmentwiththeUniversity’sstrategicoutcomestogrowtheeducationalcapitalofthestate.TheAPCprovidesapathwayforstudentsinKapi‘olani’sITprogramtoexpandtheirITskillsets,therebymakingthemmorecompetitiveinthelaborforce,aswellasprovideapathwaytoaBachelor’sofAppliedSciencedegreeatUHWestO‘ahu.Accordingtodatapresentedinthe2ndDecadeProject,EastandEwaO‘ahuwillhavethetwolargestincreasesinpopulationinthestate,projectedat54,315and72,721respectivelythrough2020.Inaddition,eachareaisidentifiedashavingeitheraveryhighorhighneedforpostsecondaryeducation.OfferingtheproposeAPCwilladdressbothoftheseneeds.Inaddition,whilethedemandforentry‐levelworkersincomputer‐relatedjobswouldseemtobemetthrough2012bygraduatesoftwo‐yearITprograms(projectedvacancies=96/projectedannualUHgraduates=93),thereisaseriousprojectedshortfallofgraduatesincomputer‐relatedpositionsrequiringabachelor’sdegree(projectedvacancies=395/projectedannualUHgraduates=139)(AppendixA:StateData).Additionally,theAPCandBASwillsupporttheState’sworkforceneedsasnotedbyresearchdocumentsfromtheUniversityofHawai‘iSystem(VPforPlanningOffice)aswellasUSBureauofLabor,andHawai‘iWorkforceInformer(HIWI).SeeSection4below.
3.OrganizationoftheProgramStudentswhocompleteeitherKapi‘olani’sA.S.inInformationTechnologydegreeoracomparabledegreeatanothercommunitycollegewillqualifyforentrancetothisAdvancedProfessionalCertificateinInformationTechnology.Inaddition,industryworkerswithadequateexperiencewillbeabletoapplythroughaprocesswherebytheirpriorlifeexperiencesareassessedforverificationofskillattainmentforentrancetotheAPCequivalency(LEAP,LifeExperienceAssessmentProgram).

TheAPCprogramlearningoutcomesweredevelopedincollaborationwiththeITadvisoryboardandasaresultofanexaminationoftheITCurriculumGuidelinesputforthbytheACM(AssociationofComputingMachinery).Graduatesoftheproposedprogramwillbeableto:
• DesignandimplementanapplicationinVB.Netthatconnectstoanddrawsfromacontemporarydatabase.
• Design,implement,andschedulereasonablepersonalcomputerandnetworksecuritymeasures.
• SetupandAdministerWindowsComputerServertoprovidebusinesssupportservicesasneeded.
• CodeWebpagesthatareinteractive,responsivetouserinputandenvironmentalvariables,andprovideinformationandservicesinanattractiveandtimelymanner.

4.EnrollmentProjections
TheInformationTechnologyfieldisalwayschanging.Newtechnologyafternewtechnologyisdeveloped,pushingboththeeconomyandthefieldofstudyforward.Unfortunately,mostofwhatisnewlydevelopeddoesnotsimplysupplantthatwhichwas.Instead,itaddstoit.Thenewtechnologiesdevelopedarebasedonoldertechnologies.
GiventheexistingtotalcreditsrequiredforanAssociateinSciencedegree(approximately60credits),theoptionsforincreasingtheskillsetsofstudentsareeithertoaddadditionalcreditstotheexistingASdegreeortocreateapathwayforfurtherstudyinthefieldthatwouldleadtoothercredentialing(e.g.,APC,3+1,BAS).Option2isthemorebeneficialoptionforstudents.BysettingtheiracademicgoaltoaBAS,studentsnotonlyacquirevaluableadditionalITskillsets,theyalsodevelopanenhancedunderstandingofthebusinessenvironment.Kapi‘olani’sdecisiontodevelopthispathwaywasinformedbytherecommendationoftheITadvisoryBoardforadditionalskillsandenhancedbusinessbackground.
AccordingtotheUSBureauofLaborStatistics(SeeAppendixB:NationalData),ComputerSystemsAnalysts,DatabaseandNetworkAdministrators,aswellasComputerProgrammers,areoccupationsthat1)requireaBachelor’sdegree,2)haveaVeryHighMedianAnnualEarning,and3)areexpectedtogrowbetween8,000to63,000positionsbetween2006and2016.ThisportendswellfortheITindustryasawhole.FurtherdatafromtheUSBLguidetoSoftwarePublishingsuggestupwardstoa41%growthinthesepositions(SeeAppendixB:NationalData).
StatisticsfromHawai‘i’sownDepartmentofLaborandIndustrialRelations(2007)suggestasimilar,thoughlessrobust,trendhere;ComputerSystemsAnalystsandNetworkandDataSystemAnalystsarebothlistedasrequiringabachelor’sdegree,havinghighpay($62K+),andhavingastrongpercentagegrowth(2–5%).Whenrankedbygrowthrate,thesepositionsrankattheverytopofcareersrequiringatleastabachelor’sdegree(SeeAppendixA:StateData).NetworkSystemsandDataAnalystsareinfactlistedinHawai‘i’sHot50DemandOccupations(SeeAppendixA:StateData).TheHawai‘iWorkforceInformer(HI‐WI)listseachofthesepositionsasneedingabachelor’sdegreeandhavingbothverystronggrowth(8%‐–46%)andhighpay($53K–$79K).
TheAPCthussupportstheUHcommunitycolleges’goalsofgraduatingmorestudentsforhighdemand,highwageemployment.

Asnotedabove,boththeSecondDecadeandgovernmentstudieshaveshowntheworkforceneedforITworkerswithbaccalaureatedegrees.TheUniversityofHawai‘isystemisalreadyaddressingtheneedforITworkerswithASdegrees.Atthistime,UHoffersanumberoffour‐yeardegreeoptionsforHawai‘I’sstudents.HonoluluCommunityCollege’sCENTprogramhascreatedapathwaytoabaccalaureateatUHWOforitsstudents.However,HCC’sCENTprogramemphasizeshardware/networkmorethandoesKapCC’sprogram.AsecondoptionisprovidedbyMauiCollege,withitsABIT(AppliedBusinessandInformationTechnology)Program;however,thisprogramisprimarilyabusinessprogramwithaminoremphasisinIT.KapCC’sITAPCwilldifferfromboththeseexistingoptions.TheproposedAPCbemoresoftware‐centric,offeringsixITcoursesofadditionaladvancedcontentinwebapplications,programmingwithdatabaseconnectivity,andserverinstallationandnetworksecurityinabusinessenvironment.Kapi‘olani’sAPCcurriculumdiffersalsofromathirdoption,offeredbyUHManoa.AsisthecasewithallKapi‘olaniITcourses,theAPCITcoursesarepractical,hands‐oneducationcoupledwithindustrystandards,makingtheknowledge,skillsandattitudesacquiredmoreimmediatelyusableintheworkforcethaneithertheManagementandInformationSystemsorInformationandComputerSciencesprogramsattheUniversityofHawai‘iatManoa,whicharemoretheoreticalinnature.Federalworkforcestudies(SeeAppendixB:NationalData)confirmthatITworkerswithabroaderskillset,includingprogramming,webanddatabasedevelopmentandadministration,andsystemintegrationinabusinessenvironmentwillbettermeetcurrentandfutureITworkforceneeds.Inaddition,Kapi‘olani’sAPCinITwillbeanexcellentfitforUHWO’sBASprogram.Prof.PaiatUHWOissoconvincedofthisalignmentthathehassuggestedthecreationofathirdoptionforITstudentsseekingaBAS:ahybridoftheHCCandKCCBASprograms,allowingstudentstotakeITclassesateithercommunitycollegetofulfillathirdcurriculumBASoption.
KapCC’sITadvisoryboardhasbeenverysupportive(SeeAppendixC:AdvisoryBoard)andstudentinterestinthisBASpathwayisveryhigh.BothcurrentandformerstudentsareeagertocontinuetheirstudiesinIT.ThepathwayalignmentoftheAPCandUHWO’sBASoptimizesdegreecompletion.UHWO’sBASdegreewillacceptallITcreditstowardsthebachelor’sdegree,acceleratingthetimelinetograduation.Inaddition,becausetheUHWOfour‐yeardegreeisaBASratherthanaBAorBS,studentscompletingthisprogramwillhavemoreappliedexperience.ThisshortenedtimetothecompletionofabaccalaureatedegreeisagreatincentiveforITstudents.TheproposedAPC,andpathwaytoUHWO’sBAS,willsavestudentsbothtimeandmoneyintheireffortstofurthertheirprofessionaldevelopmentininformationtechnology.
Inasurveyofover700studentsthatBusinessEducationservicedin2007,59identifiedthemselvesasITmajors;24ofthe59(41%)statedthattheiracademicgoalwastoreceiveabachelor’sdegree.Inaddition,inamorerecentsurveyof99currentandrecentITgraduates

thisAugust2009,whenaskediftheywouldbeinterestedinpursuingabachelor’sdegreeinIT,76/99respondedaffirmatively(58—definitely,28—possibly).Inaddition,91/99likedthe2+1+1formatproposed(50—definitely,41—possibly).Students,however,expressedsomeconcerns:
Theclasseswouldhavetobeintheafternoonorontheinternet.IftheclassesareofferedduringthesetimesthenIwouldenrollintheprogram.
ItwouldbeagreatwaytocontinueintheUHsystemformy4yeardegree.IamsomewhatconcernedthatUHWOissofarfromKapCC,butIwouldstillbewillingtotransferthere.
ThisstepwouldhelppeoplenotwantingtogointoICSbutwanttostayinthecomputerworldwhilecomingoutofcollegewitha4yeardegree.
Initially,the300‐levelITcourseswillbeofferedintheeveningsandweekends,providingascheduletoaccommodatealreadyemployedITworkers.Later,theCollegewillstudythefeasibilityofofferingsomeofthecoursesonline.WhilewecannotchangethedistancestudentswillneedtotraveltoUHWOtotakerequiredcoursesthere,weareindiscussionswithUHWOtoassuremanyoftheirrequiredcoursesareofferedonline,therebyobviatingthecommutingissue.
BasedonneedandperceivedinteresttheCollegeproposesaninitialenrollmentof15–20studentspersemester.Giventhenumberofstudentswhohaveexpressedinterestandcouldimmediatelyqualifyfortheprogramonceitstarts(70+)andtheneedasdetailedinHI‐WI(Hawai‘iWorkforceInformer)publications(200+),theprogramisprojectedtocontinuallyreachthatenrollment.That,coupledwithadditionalstudentsqualifyingovertheyearsandincreasedneedforITworkersinthestate(Seeitem#2above),shouldsustaintheprogramwellintothefuture.
5.ResourcesRequiredforProgramImplementation
AsthisprogrammerelypushesoutourexistingITASprogram,theadditionalresourcesrequiredtoimplementtheprogramarenominal.TheCollegealreadyhastheadministrativepersonneltooverseetheprogram;classrooms,lab,hardware,andsoftwareresourcesareavailabletodeliverthecourses.
Faculty:ExistingfacultyareavailabletoteachthecoursesrequiredfortheAPC.Becausetheprogramemphasizes“hands‐on”learning,peoplecurrentlyusingthetechnologywillbeinvited

toteachcourseswheneverpossible,convenient,andappropriate.Ineithercase,theminimaladditionalhumanresourcecostisthesame.
PhysicalResources:TheCollegehasobtainedaUSDepartmentofEducationTitleIIIRenovationgrant($890,000)startinginOctober2010,whichwilltransformtheBusinessEducationcomputerlabintoastate‐of‐the‐artBusiness/ComputingResourceLearningCenter.ThisrenovatedlearningspacewillprovideIT,AccountingandMarketingstudentswithimprovedaccesstofaculty,academicadvisors,communitypartners,andtechnologyresources.Inaddition,itwillcreateasenseofplaceforstudentslookingtojointhelocalbusinesscommunity(SomepreliminarydrawingsareincludedinAppendixD:RenovationSketches).
TheschedulingoffiveadditionalITcoursesintotheCollege’sexistingandprojectedphysicalresourceswillnotimpactcurrentofferingsastheAPCcourseswillbescheduledinlateafternoon,evening,andweekends,whenclassroomsareavailable.Theprogramcourseswillalsobeofferedinonlinemodalitiestoaccommodatestudentsalreadyintheworkforce.ThesetimesandmodalitieswillnotinterferewithexistingBusinessEducationcourses.
6.MeasuresofProgramEfficiency
Thetemplatebelowdetailstheprojectedprogramcosts.
Inthefirstsemester,onlytwoofthe300‐levelcourseswillbeofferedtomonitortheimplementationoftheprogramandtooptimizestudentsuccess.Insubsequentsemesters,threecourseswillbeofferedeachsemester,therebyallowingstudentstocompletethecertificateinoneyear.Thuspersonnelcostswillcoversalaryfora.40FTEfacultymemberinthefirstyearand.60FTEinthesecond,drawnfromexistingBusinessEducationfaculty.ThestandardUHCCtuitionratewillbeappliedtoAPCcourses.Projectionsshowthatenrollmentsofapproximately20studentsarepossible,andthisnumberofstudentspayingcurrentandprojectedUHcommunitycollegetuitionrateswillcoverthedirectcostsofinstruction.Inaddition,HonoluluCommunityCollegecurrentlychargescommunitycollegetuitionforitsAPCinCENT.ChargingahigherpercredittuitionfeewouldcreateaninequityintheUHCCsystem.

7.MeasuresofProgramEffectiveness
AllprogramsatKapi‘olaniCommunityCollegearesubjecttoannualprogramreviews,whichincludeananalysisofdataonprogramdemand,efficiency,andeffectiveness.Allprogramsandcertificatesalsocompletethree‐yearcomprehensiveprogramreviews,which,inadditiontothreeyearsofannualprogramdata,alsoincludeanassessmentofprogramlearningoutcomes.Programeffectivenesswillbemeasuredbydatapointssuchascoursecompletionrates,numberofcertificatecompleters,theplacementofgraduatesintoindustrypositions,theperformanceofgraduatesinrelatedindustrypositionsandthepersistenceofgraduatesin

relatedindustrypositions.Inaddition,APCprogramlearningoutcomeswillbeassessedonasemester‐by‐semesterrotationalbasis.Thatis,selectedoutcomeswillbeassessedeachsemestersothatattheconclusionofthreeyears,allPLOwillbeassessedaspartoftheCollege’sestablishedcomprehensiveprogramreviewcycle.
